    Complaint Response Mechanism Assistant

    Location: Maiduguri, Borno
    Proposed Start Date: ASAP
    Line Manager: Complaint Response Mechanism Officer

    Objective 1: Establishment and Management of the Feedback Mechanism for all AAH Humanitarian Projects
    Tasks and Responsibilities:

    • Handling of the CRM phone lines
    • Receive complaints and feedback via the CRM toll free line.
    • Respond to enquiries from program beneficiaries
    • Refer program specific complaints to CRM focal points.
    • Build staff awareness and commitment to a complaints mechanism, ensuring that all SOPs and AAH core policies are respected.
    • Ensure regular maintenance of complaints and feedback database/information System and ensure information is shared on a regular basis

    Objective 2: Management of the Hotline System
    Tasks and Responsibilities:

    • Address the queries of callers using setup hotline while respecting ethical and professional behaviour in accordance with the AAH standard operating procedures and HAP guidelines.
    • Lodge all feedback, complaints and response in the CRM database
    • Support to ensure complaints are closed within the appropriate timeframe
    • Ensure CRM database is forwarded to the CRM officer on monthly basis and important complaints on toll free line reported immediately
    • Ensure confidentiality of complaint data is respected
    • Provide accurate information related to the subject callers matter and other related Ongoing activities.
    • Ensure accurate recording of all the data related to the callers in the hotline data base and understand Action Against Hunger programs/projects

    Objective 3: Reporting and Referrals
    Tasks and Responsibilities:

    • Submit internal, and accurate reports to the concerned programs/projects. The reports will be submitted weekly, or daily according to the urgency of the call; include monthly recommendations, if needed, to projects/programs and program managers as received.
    • Accurately refer cases internally within the departments of the AAH - with the support of the CRM OFFICER- following the standard operating procedures set for the referral system within the base
    • Follow-up and receive weekly feedback, and case status progress related to the internal cases referred to the programs/projects. Ensure all documents and actions taken are documented, and feedback is given back to the caller.

    Internal:

    • CRM officer: Technical hierarchical relationship - exchange of information, collaboration, coordination
    • Project Manager: Operational hierarchical relationship– exchange of information, reporting, collaboration, coordination
    • Project Officers: Ensure exchange of information, collaboration and coordination.
    • M&E Field Assistants: Manage M&E Field Assistants to ensure exchange of information, collaboration and coordination.
    • Other AAH M&E staff: exchange of information, collaboration and coordination.

    Qualifications

    • Bachelor's Degree in Management, Social Research, Development Studies or a related field
    • At least with 1 year relevant experience in developing and maintaining accountability and learning activities.
    • Demonstrated knowledge of accountability especially feedback mechanisms concepts and international humanitarian quality standards
    • Fluency in English and local languages especially Hausa and Kanuri (both written and spoken skills)

    Skills and Experience
    Essentials:

    • Strong understanding of HAP, Do No Harm and other relevant global standards
    • Experience of carrying out design and implementation of accountability and complaints reporting mechanisms in Nigeria.
    • Experience of developing and/or managing complaints reporting mechanisms for cash transfer programme
    • Ethical, focused on treating complainants/ community fairly  and culturally sensitive
    • Excellent computer skills especially developing databases
    • Excellent verbal and written communication skills in local languages (Hausa and Kanuri)
    • Sound analytical and conceptual skills
    • Excellent communication skills and experience in report writing

    Preferred:

    Program Support System (PSS) Officer

    Location: Maiduguri, Borno
    Proposed Start Date: ASAP
    Line Manager: Monitoring and Evaluation Deputy Project Manager

    Summary

    • The PSS Officer's role will be largely limited to the establishment, management and capacity building of local staff on project information system for greater project reporting and overall impact.

    Objective 1

    • Establishment of an integrated PSS into the AAH projects to ensure compliance with donor objectives and methodology.

    Tasks and Responsibilities:

    • Develop and update/pre-test PSS tools for M&E team
    • Provide support to the review and development of PSS for new projects, in collaboration with M&E DPM and projects teams at the field level
    • Support teams to pilot data collection tools and integrate the findings into the final tools by providing feedback/error reports.
    • Facilitate project’s use of mobile data collection by leading on the process and troubleshooting.

    Objective 2

    • Ensure proper and timely implementation, management and capacity building on PSS

    Tasks and Responsibilities:

    • Provide training to program teams and vendors on PSS.

    Objective 3

    • Document and promote good practice from planning, implementation, monitoring and evaluation of activities.

    Tasks and Responsibilities:

    • Proactively identify good practices based on M&E findings and encourage utilization of data.
    • Support M&E team to identify lessons learnt and best practices, and produce case studies and human interest stories through collation and analysis of M&E information.

    Objective 4

    • Represent AAH externally in relevant forums and working groups at State level.

    Tasks and Responsibilities:

    • Represent AAH externally in issues related to monitoring, evaluation, accountability and reporting (consortia, alliances and clusters) as needed.

    Position Requirements

    • Minimum two years’ experience working with donor funded programming.
    • Excellent working knowledge of Microsoft Office programming (Access, Outlook, Excel, Power Point, and Word).
    • Proven ability to create program support systems for large amounts of data within a complex program.
    • Knowledge and experience in using database specific software.
    • Excellent communication, writing and analytical skills.
    • Fluent in English.

    Research Assistant

    Location: Damaturu, Yobe
    Start Date: ASAP

    Objective 1

    • Collect qualitative and quantitative information and program data at LGA level through surveys, assessments, post distribution monitoring, and regular market monitoring under supervision of the Research   Officer and M&E Manager.

    Tasks and Responsibilities:

    • Quantify methods and identify data sources for program performance and impact indicators, in conjunction with respective program component teams (FSL/social protection, WASH and Nut).
    • Assist in conducting project baseline, end line and progress surveys, ensuring appropriate sample size and sampling survey methods, data collection procedures, and data verification through periodic site visits.
    • Facilitate training of CVs and partners, and participate in the sensitization of beneficiaries in collaboration with program teams.

    Objective 2

    • Support in collating and analysing monitoring data, as well as report on findings from monitoring activities for direct reporting to the Research Officer.

    Tasks and Responsibilities:

    • Ensure proper monitoring of implementation of the program, focusing on overall research   framework of the program at LGA level.
    • Present and analyze data based on information needs of project team and partners and support in data base management. Complete and submit monthly report.
    • Provide support to improve monitoring and reporting mechanism through revised monitoring and reporting framework, through collaboration with the program team at LGA level

    Objective 3

    • Work with program teams to ensure that information relating to Action Against Hunger and program activities is shared widely within LGAs and provide for beneficiary feedback in line with relevant guidelines and frameworks.

    Tasks and Responsibilities:

    • Under guidance of Research Officer work in a close collaboration with the FSL program team in the LGA (whenever required) for resolving complex programme-related issues and information delivery.
    • Collaboratewithgovernmentpartnerstoensurethesmooth implementation of the program delivery.
    • Support  the  program  team  in  facilitating  the  process  of  setting  up Complaint   Response  Mechanism at Ward/ LGA   level and handling complaint/ feedback at LGA level

    Objective 4

    • Provide support to the programs at LGA level and within the communities specific to the RESEARCH responsibilities  outlined by the RESEARCHOfficer and RESEARCH Deputy Program Manager.

    • Under guidance of Research Officer work in a close collaboration with the  program team in the LGA (whenever required) for resolving complex programme-related issues and information delivery.

    • Experience in data collection, collation, analysis, and report writing (Mobile Data Collection a strong advantage).

    Research Officer


    Location:

    Objective 1

    • Conduct research according to project needs.

    Tasks and Responsibilities:

    • Act as primary contact for the research team for all tasks and concerns about ECHO – A1N research initiatives – Resilience study, Cost of Diet and Hygiene study, Resilience Analysis study, End of project Evaluation etc.
    • Developing research work plans according to project needs
    • Leading training of data collectors/enumerators and ensure quality data is collected
    • Conducting both qualitative and quantitative analysis of data collected through interviews, focus groups workshops or other methods.
    • Carrying out desktop research, using a range of methods and sources of data, related to inequality and social innovation practice globally
    • Organizing, designing and carrying out qualitative fieldwork
    • Carrying out quantitative data analysis of existing secondary data sets and primary quantitative data, using Excel and/or SPSS.
    • Assisting in maintenance of research database
    • Perform day-to-day supervision of research assistant or Enumerators  for assigned projects
    • Coordinate with management in budget preparation and expense control activities
    • Analyze and resolve research issues in a timely and accurate manner.

    Objective 2

    • Information Management, documentation and sharing of key research  findings.

    Tasks and Responsibilities:

    • Producing high quality and varied research outputs for a range of audiences including analysis, report writing and presentations where necessary
    • In conjunction with the Project Manager undertake documentation of key lessons learnt under the ECHO – A1N project initiatives and ensure it’s shared at appropriate times with key stakeholders.
    • Attending meetings to share new ideas and discuss about issues
    • Maintaining database of all research activities/interventions – as applied to ECHO project plus any other project as need arises at the base level.
    • Archiving all finalized research work plans, monthly action plans, and updated data bases related to all research activities.

    Objective 3

    • Participate in regular internal and external Research forum at State and at Federal coordination as need arise.

    Tasks and Responsibilities:

    • Coordinate with AAH M&E Units for appropriate guidance on procedures such as defining research agenda, and methodologies, defining and validation of data tools for use in various research  program activities
    • Ensure coordination and collaboration with other technical sector lead during all research processes.
    • Represent AAH Yobe base with local authorities, partners and other program stakeholders at LGA and State level with support from Project Manager/ Multi-sectoral PM
    • Undertake additional Research task as requested by the HoD M&E and Multi sectoral PM
