    Capital Logistician

    General objective
    The overall purpose of this position is to ensure a good running of the logistic activities for the mission in Abuja office.
    RESPONSABILITIES AND TASKS
    EQUIPMENT

    • Ensure all PUI equipment are recorded in the Equipment follow-up sheet on a monthly basis.
    • Ensure the proper tracking of all equipment through the staff asset form.
    • Follow-up the maintenance of all equipment according to the planning and PUI procedures.
    • Ensure the correct use of all equipment and provide training to PUI staffs or contractors if necessary.
    • Is responsible for the loading and unloading of goods/materials.
    • Inform the Logistics Coordinator in case of major equipment purchase needs
    • Carry out regular store check and physical inventories.

    SPECIFIC OBJECTIVE AND LINKED ACTIVITIES
    IT/COMMUNICATION

    • Ensure a proper follow up of all communication means: mobile phones, handsets, Thuraya and docking station.
    • Ensure the contact list is up-to-date and available for all staffs and in the appropriate location. Especially register all phone numbers in each Thuraya.
    • Ensure all internet modem are operational and charged.
    • Manage the maintenance of all IT equipment (computers, printers, etc.).
    • Check that all IT equipment is protected (uninterruptible power supply, stabiliser, anti-virus etc.)
    • Carry out regular physical inventories of Abuja IT equipment.
    • Ensure correct use of IT equipment.

    PROCUREMENT

    • Receive and process procurement requests/purchase orders;
    • Seek products that offer good value for money, negotiate the best prices, clarify request where necessary and complete purchase order;
    • Follow-up on order processing to ensure timely deliveries are done;
    • Do quality/quantity control for all supplies ordered and delivered;
    • Ensure good relationships are established with local suppliers;
    • Facilitate proper paper trail and filing of all procurement documents;
    • Facilitate proper tracking of all supplies received and ensure related documents (delivery notes, waybills) are properly filed.

    STORAGE

    • Management of the stocks through ensuring that all necessary information is recorded on stock cards and stock movements are updated timely.
    • In conjunction with the Logistics Assistant conduct regular physical inventory counts.
    • Organize the replenishment of the fast moving office stationery stock and safe haven items.

    REPORTING

    • Report on a regular basis all logistics activities (maintenance, meetings, updates, issues, recommendations,…)
    • Update and report to the Deputy Head of Mission with Logistics Coordinator in copy on a monthly basis the Fuel and Vehicles rental follow-up sheet, the Thuraya credit follow-up sheet,
    • the Equipment follow-up sheet, the Stock follow-up sheet, the Maintenance follow-up sheet
    • Makes recommendations to improve unit efficiency to Logistics Coordinator
    • Ensure logistics briefings to all new staff

    Capital Logistics Assistant

    General objective

    • The Logistics Assistant ensures the day to day management/maintenance of the organization’s premises and communicates with supervisor. He/ She will be responsible for the smooth running and prevention
    • of the break down/deterioration of PUI equipment/installations/facilities, under the supervision of the Capital Logistician.
    • He/ she will be responsible for collecting, recording and archiving all related documents concerning procurement and inventory of stock and equipment.
    • He/ she will ensure proper vehicle allocations and proper daily follow-up on vehicles and drivers as well as ensure timely flight bookings within the country.

    RESPONSABILITIES AND TASKS

    • Premises Management: S/he ensures day-to-day follow-up on the needs in all premises.
    • Equipment: Under the supervision of the Capital Logistician, He/ she ensures proper recording of all PUI equipment and takes note and reports any damages or incidents in a timely manner.
    • Procurement: Ensure efficient and effective drafting of processing of purchase requests and ensures proper documentation and filing for all procurement files.
    • Logistics: Supports the Capital Logistician in packaging and transporting of items/merchandise to the Bases.
    • Inventory: Ensures regular update of monthly inventory, stock taking and stock reconciliation.
    • Movement: Under the supervision of the Capital Logistician, s/he is responsible for daily vehicle allocation for staff movement at the base. He/she is also responsible for timely local flight
    • bookings for the Mission.
    • Fleet Management: Ensures daily inspection of Abuja base fleet and esures all required items are available at all times in the vehicles. He/she ensures oversees the drivers and ensures
    • adherence with PUI guidelines.
    • IT/Communication: Ensures that all IT devices are in good working condition and reports any challenges to the supervisor. Supports the Capital Logistician in esuriing that all communication
    • devices are in good working conditions.

    SPECIFIC OBJECTIVES LINKED TO ACTIVITIES
    PREMISES MANAGEMEMT

    • Ensure daily inspection PUI’s premises to assess safety issues
    • Monitor and report repair needs to Capital Logistician.
    • Ensures allocation of keys to staff and visitors to the base and updates the key register.

    EQUIPMENT

    • Records all PUI equipments in the Equipment follow-up sheet.
    • Ensures that all allocated equipment are duly recorded in the staff asset form.
    • Follow-up the maintenance of all equipments according to the planning and PUI procedures.
    • Ensure the correct use of all equipments and provide training to PUI staffs or contractors if necessary.
    • Supports the Capital Logistician in loading and unloading of goods/materials.
    • Communicate equipment needs and damages to the Logistics Base Manager.
    • Codify all PUI equipment according to PUI procedures

    PROCUREMENT

    • Raise purchase requests for Abuja items.
    • Ensures that purchase files are correctly filed.
    • Collect necessary documents from other departments regarding procurements process
    • Ensures that goods are received according PUI guidelines.
    • Ensure all supplies received according to PUI guidelines and ensure related documents (delivery
    • notes, waybills, Goods Received Notes) are properly filled.
    • Support the Capital Logistician in updating on a weekly basis prices and vendors list for Abuja.

    LOGISTICS
    S/he supports the Logistics Base Manager in transporting and the packaging of the merchandise from Abuja to Bases.
    INVENTORY

    • Assist with monthly rolling stock takes and the annual stock take, reconciling inventory records
    • with physical counts
    • Assist the Capital Logistician in stock management
    • Support the Capital Logistician in ensuring proper documentation of asset issued to arriving staff/visitior and leaving staff/visitiors.
    • Receives stock needs from staff and proesses such in a timely manner
    • Monitor stock levels and communicates with Capital Logistician when reorder levels are reached.
    • S/he ensures that all stock files are duly updated.

    MOVEMENT

    • Makes bookings for staff movement as required either on UNHAS or on local commercial flights.
    • Update the movement board daily
    • Incharge of vehicle allocation on a daily basis
    • Receives weekly movement plans for the week from Abuja staff.
    • Make sure there is proper management and planning of vehicle movement.

    FLEET MANAGEMENT

    • Support the Logistics Base Manager in defining the vehicles needs on a monthly basis.
    • Ensure the proper planning of cars and movements, and ensure Log books are correctly filled.
    • Carries out daily checks to ensure all vehicles have the equipment requested (First Aid Kit, Fire
    • Extinguisher, Kit tool, etc;) and valid documents (Insurance, vehicle registration, etc;).
    • Oversee the operations of the drivers and ensure that vehicles comply with PUI requirements.
    • Fills the cards of pointing at the end of month and forward it to the Capital Logistician. IT/COMMUNICATION
    • Follow-up and update communication credit for Abuja staff.
    • Ensure daily monitoring of all internet modem to ensure they are operational and charged.
    • Communicates maintenance needs of all IT equipment (computers, printers, etc.) to the Capital Logistician.
    • Assist the Capital Logistician to carry out regular physical inventories of Abuja IT equipment.

    CHAM Supervisor

    General objective
    Under the direct supervision of the Deputy Nutrition Project Manager, the CMAM Supervisor oversees all activities at the CMAM sites: screening, health education, treatment of and follow up of children with
    malnutrition and record keeping
    RESPONSABILITIES AND TASKS
    Activities Implementation:

    • Overall lead in the CMAM treatment points.
    • In liaison with medical staff refer for medication or dispense routine medication as per Nigerian protocol.
    • Supervise malnutrition screening, admission and recording of beneficiary information.
    • In liaison with Deputy Nutrition Project Manager, develop lists for home visits and defaulter tracing and share with Nutrition Supervisors for follow-up by Community Nutrition Mobilisers
    • (CNM).
    • Act as a liaison with the beneficiaries, local population and authorities in order to identify the needs, grievances and major events that could have potential consequences for PUI activity
    • To Represent PUI at various Nutrition related fora, as may be required.
    • Any other duty as may be required by the supervisor.

    Team supervision:

    • Participate in the recruitment of nutrition staff. Recruit and train daily workers
    • Organise and supervise the day-to-day schedule of the team to guarantee the smooth running of the project and participate to the weekly tasks including drafting of the field work plans
    • Make sure every members of the team clearly understand his/her task and has the necessary material to correctly fulfil his/her objectives
    • Ensure the work schedules are respected in the field
    • Organise regular meeting with his/her team (briefing and debriefing) and ensure they have the necessary support they need
    • He/she participates in the evaluation and to the definition of the training needs of his/her team
    • Ensure the proper training and supervision of the daily workers who take part in the project
    • Ensure the security rules in the field are respected, the safety of the field officers is guaranteed and the regular communication with the security focal person is maintained.
    • Analyze the humanitarian situation, taking protection problems into consideration/Do no Harm to the population
    • Ensure representation of PUI at field level for the areas which s/he is responsible for
    • Report immediately any delay, problem or other relevant information to the Supervisor.

    Monitoring and Reporting

    • Responsible for data collection and timely report compilation and submission
    • Keep monitoring tools and files archived at the PUI office, ensuring their availability to his/her

    Supervisor

    • S/he will be responsible for data keeping, analysis/interpretation and advice to the management
    • on any trends that require action.
    • Participate in assessments as may be required by the supervisor.
    • Responsible for data management and record keeping at the CMAM centers.
    • Participate and supervise any assessments for the projects or for new projects
    • Propose action plan to ensure that beneficiaries and local populations both understand the project goals and actively participate in their implementation.
    • Provide weekly internal situation reports
    • Logistic & administration
    • Contribute to the definition of the needs in materials and tools regarding the program and the
    • planning of interventions.
    • Ensure the safety and good operating conditions of all PUI material of the field team
    • Ensure the follow-up and the proper use of materials and tools used during on-site works.
    • Manage the supply of materials to the work site in collaboration with logistics department.
    • Analyze the security situation in the area and inform the Supervisor in case of security incidents, rumours or any security information.
    • Responsible for tracking CMAM Project supplies and notifying the Nutritionist/logistics at
    • appropriate time before stock depletion so that efforts for replenishment are made.

    • Actively support a functional referral system from identification of malnutrition cases from different sources including community, health posts and other partners operating in the area, to
    • treatment and follow up of project beneficiaries
    • Prepare and share quality and timely data and/or reports as requested by Nutrition Project Management
    • Ensure that staffs understand duties and responsibilities in the working environment according to their job descriptions and internal HR guidelines
    • Take part in preparing and conducting trainings and on-the-job mentoring of nutrition team
    • Coordinate with the Nutrition Management team in addressing any relevant issues related to the routine project implementation

    Nutrition Officer

    General objective
    Working under the guidance and supervision of the CMAM supervisor, the nutrition officer will be directly responsible for implementation of the community management of acute malnutrition (CMAM)
    program, nutrition education & counselling and promotion of maternal infant and young child nutrition. Responsibilities will include day to day supports to nutritional activities in the health facilities, mobile
    health outposts and their catchment communities, monitoring of activities, report making, coordination with other sectors as well as close collaboration with the nutrition unit at the MOH health facility staff
    and managers.
    RESPONSABILITIES AND TASKS

    • Responsible for the day to day management of Nutrition activities (Infant and Young Child Feeding, SAM treatment and Community Outreach)
    • Working closely with the Community Outreach Supervisors and other project team, help in the identification, recruitment and supervision of the activities of Community Nutrition Mobilisers
    • (CNM) and Mother Care Groups (MCG)
    • With technical support from CMAM and Community Outreach Supervisors conduct trainings to build the capacity of CNM and the community at large
    • Provide technical support to PUI staff, MoH and other humanitarian actors as necessary to promote consistent good practice
    • Ensure appropriate and consistent education messaging/behaviour change communication to mothers and other carers at OTP sites and in the community
    • Ensure sound and timely data collection based on the existent database systems for ongoing monitoring of Nutrition project activities
    • Ensure that all Nutrition activities are consistent with established best practices according to the standardized protocols, policies and guidelines outlined by the Nigeria Federal Ministry of
    • Health (FMOH) and World Health Organisation (WHO)
    • Conduct regular supportive supervision to all supported health facilities and catchment communities, provide mentoring and technical support and appropriate feedback as needed
    • Work with the nutrition team to ensure appropriate use of all programme resources under his/her care
    • Ensure a good working relationship with all stakeholders involved in the PUI service provision to
    • supported health facilities and catchment communities in Maiduguri Metropolitan Council (MMC)

    SPECIFIC OBJECTIVE AND LINKED ACTIVITIES

    • Implement the outpatient therapeutic feeding of severely malnourished under-fives, and community outreach integrated with Infant and Young Child Feeding (IYCF) according to the
    • stipulated protocols.
    • Train and mentor the nutrition program staff and the integrated community nutrition mobilisers through identification of capacity gaps and carrying out refresher trainings and on-the-job
    • trainings.
    • Disseminate key messages on nutrition to the targeted beneficiaries, and ensure it is delivered appropriately.
    • Participate in surveillance activities including mass MUAC screening of the under-fives/pregnant and lactating woman based on project needs.
    • Enhance close collaboration with Health, Food Security and Protection and Community Outreach at project level
    • Compile and submit accurate weekly and monthly project data/reports of all the nutrition activities
    • Perform any other duties as assigned by the supervisor

    MANDATORY REQUIREMENTS
    The successful candidate will have:

    • Bachelor Degree in Medicine, Nutrition, Dietetics, Nursing or an equivalent course
    • Significant experience in Community Management of Acute Malnutrition (CMAM) and Infant and Young Child Feeding (IYCF) in Emergency in host communities/ IDP camp setting
    • Understanding of nutritional surveillance and information systems
    • Proven ability and experience in planning and conducting formal training session on nutrition including CMAM and IYCF
    • Proven capacity to supervise, train and coach local staff and community workers
    • Excellent communication skills and a willingness to be respectful, kind, sensitive and empathize with children and their care takers
    • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions
    • Ability to deal with relations with local authorities as a Nutrition representative of PUI in the working areas
    • Ability to integrate into the local environment including awareness of political, religious and economic aspects of the community
    • Strong report writing and computer skills (must be competent in Ms Word, Excel and PowerPoint)
