    Engineer Supervisor

    Location: Maiduguri, Borno

    Scope of Work

    • The Engineer Supervisor is responsible for the efficient coordination and management of the construction project with all IRC Nigeria support and program function in compliance with IRC and donor regulations.
    • Key responsibilities include Engineering Designs, Drawings and Bills of Quantities, construction Contract Management, supervision and procurement of services, capacity building and reporting.
    • The position would report to the Borno Office Field Coordinator with dotted line of reporting to the Environmental health coordinator and will work closely and receive technical support from the Supply Chain Coordinator for supply chain and Construction contract management.

    Key Responsibilities
    Engineering Designs, Drawings and Bills of Quantities:

    • Produce appropriate technical & engineering sketches and produce relevant engineering drawings/designs for approvals. Such Buildings include, classrooms, Clinics, Nutrition centers, Comprehensive Women Centers (CWCs), offices, Stores, walkways, VIP Latrines, Bathing shelters, Security guard shelters, Pump houses, Incinerators, water distribution networks, Water storage tank towers, Underground water tanks, drainage works, septic tanks, soak pits among others.
    • Develop technically sound engineering structural designs both for program and operation constructions as per the Nigerian Building Code and other internationally recognized building standards.
    • Prepare schedule of materials and Bills of Quantities for the relevant designs and submit for approvals.
    • Conduct feasibility studies, engineering surveys and measurements necessary for the design, construction as well as for purposes of rehabilitation of existing structures while maintaining up to date database with GPS Coordinates, location maps and route plans of all infrastructure projects.
    • Participate in baseline surveys or rapid assessments to establish existing gaps, priorities, capacity and justification for intended/proposed project.

    Contract Management and procurement of services and Materials:

    • Prepare all required documentations needed for the tendering, procurement, contract signing and monitoring of the various works and services.
    • Actively Participate on tender committee and provide technical input for the selection process and follow up and supervise timely and quality construction.
    • Facilitate, the process of contract tendering, recommendations regarding awarding contracts in coordination with Supply Chain (SC) Coordinator and tender committee
    • Maintain electronic and hard copies of all documents pertaining each construction project.
    • Supervise construction activities in close coordination with SC Managers and other relevant Sector colleagues.
    • Conduct regular site visits while providing technical instructions and guidance to the contractors with clear documentation of the same.
    • Develop clear work plan and monitoring plan for carrying out field monitoring visits accompanied with a detailed weekly construction progress report.
    • Accurately conduct measurements of works and certify accomplishments on contracted works as per the conditions of contract and recommend to SC Coordinator for payment
    • Prepare completion reports with work certification and recommend to supply chain for the final payment to the contractor
    • Support Program Manager’s and Coordinator on the timely preparation of Purchase Requests for procurement of technical services including construction materials, pipes and fittings, pumps and generators.
    • Support supply chain department by providing technical details and specification to facilitate collection of local market prices for technical supplies.
    • Participate and provide technical support on long term Master service agreement (MSA) selection process.
    • Sample and verify suitability of materials in relation to the proposed engineering specifications, recommended quality during delivery to the IRC stores.
    • Prepare wage payrolls for staff or casuals engaged for project implementation

    Community Mobilization and capacity building:

    • Facilitate on job skills transfer or training workshops for artisans, Infrastructure assistants, and staff from other sectors.
    • Prepare simple training or instruction manuals for the operation and management of the various equipment’s and installations.
    • Assess capacity of contractors and establish/keep updated list of preferred contractors in all states where the IRC operates.
    • Build capacity of partners on technical aspects and work and support them for timely accomplishment of the set program targets.

    M&E and Reporting:

    • Provide weekly and monthly technical updates to the SC Coordinator.
    • Provide technical assessment reports with recommendations on issues encountered at the construction sites.
    • Monitor on operation and maintenance of implemented projects and make follow up visits and provide support when needed.
    • Develop a maintain proper project documentations including assessment reports, minutes from meeting with key stakeholders, technical designs, drawings, BoQs, progress pictures, change order documents for all constructions and materials procured.

    Others:

    • Any other ad hoc duties as may be assigned by the SC Coordinator that is consistent with the nature of the job

    Qualifications

    • Minimum Degree in Civil Engineering, Construction, Architecture with at least 3 years of proven, continuous, active practical experience in building designs, construction supervision and contract management.
    • Computer literacy in MS Word, Excel and Power point,
    • Proficiency in AutoCAD, ArchiCAD.
    • Flexibility, teamwork spirit and sensitivity to the socio-cultural setting of NE Nigeria.
    • Good communication skills and command of English, both written and verbal.

    Nutrition M&E Officer

    Location: Maiduguri, Borno

    Job Summary

    • The purpose of the M&E Officer position help is to coordinate Nutrition sector data collection, compilation, consolidation and analysis. S/he will support research, assessments and evaluations focused on helping IRC to monitor, document and improve on impact measurement.
    • He/she will be engaged in reflective practice to generate lessons from projects/program and prepare M&E plans for the sector. S/he is responsible for establishing, updating and maintaining Nutrition sector indicator tracking sheets and ensure functional data collection systems for Nutrition sector.
    • S/he will support the M&E manager in the supervision, coaching and mentoring of Nutrition Assistant M&E Officer/s on M&E aspects ( in a situation where it becomes necessary to hire such staff).
    • S/he will support implementation of the IRC community accountability mechanisms and devise a strategy for program staff participation in M&E activities.
    • The position holder will closely work with the front line program staff and community volunteers to support the IRC interventions in program locations.
    • S/he is a member of the M&E unit on technical matters and reports to the M&E Manager, but will have dotted lines to Nutrition managers on programmatic M&E issues.

    Responsibilities
    Program/project design and learning (15% of time):

    • Design, develop and continuously update project M&E, and measurement tools and systems on timely fashion;
    • Develop and make sure all the projects in the sub-sector have tested monitoring tools that capture both program activity and indicators progresses;
    • Organize panel monitoring and/or similar M&E events to ensure accountability to the target community, with relevant stakeholders including communities and ensure their dissemination to concerned parties;
    • With support from the M&E Manager and M&E Coordinator, establish and maintain project level information management system;
    • Facilitate implementation of the IR community accountability mechanism, and ensure that program stakeholders have correct information on the IRC activities.
    • Proactively ensure networking and sharing of lessons from the core program with strategic partners and other stakeholders including government;
    • Coordinate synergy and cross-learning among different projects and programs;
    • Cross fertilize learning among projects by regularly producing (compiling) summary monitoring reports and sharing to staff and partners.

    Monitoring and evaluation (50% of time):

    • Track progress against monitoring work plans;
    • Coordinate the field level community participatory monitoring and evaluation, reflective practice and impact measurement;
    • Ensues the on time execution of projects major monitoring and evaluation events including but not limited to baseline survey, mid-term evaluation, final evaluation, data quality audit and field supervision;
    • Provide technical assistance to staff and partner organization on information management system, proper data collection and record keeping;
    • Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives;
    • Update M&E plan timely and provide feedback to program staff on status and quality of implementation.
    • Assist with monthly and/or quarterly performance indicator analysis, including generation of reports as well as presentations for staff related to on-going performance;
    • Conduct regular data verification exercises to ensure reporting and collection of quality data;
    • Verify entered data for completeness, correctness, and consistency and follow up on any data quality issues;
    • Document findings from data quality audits and store in project files to ensure collective and sustainable access;
    • Actively participate in and contribute to M&E team activities, system assessments, development and implementation of new systems and/or tools aimed at strengthening overall M&E practices at IRC Nigeria;
    • Closely work with staff to ensure they follow correct procedures and criteria during beneficiary registration;
    • Take part in the recruitment of enumerators and survey consultants;
    • Provide M&E inputs for reports written during project implementation;
    • Periodically leads reflective practice forums at field office/ project level and compile lessons from project implementation processes.

    Information management and reporting (15% of time):

    • Establish and maintain project information management system;
    • Submit data set to update country office wide program database on monthly basis;
    • Compile regular project monitoring report, including lessons learned, prepared by different projects and application of evaluation recommendations;
    • Ensure all projects have downward/ forward accountability mechanisms and works with project staff to make sure its implementation;
    • Compile quarter, biannual and annual tabular and narrative reports (as required by project stakeholders) on projects’ accomplishments by cost and alert the management for special deviations form the plan.

    Capacity building and supervision (15% of time):

    • Assist local partners in designing monitoring and reporting tools and establishing database management systems.
    • Organize orientation for front line staff, partners’ staff and volunteers on the monitoring tools and train them how to use data for decision making;
    • Let the front line staff and volunteers understand IRC’s program principles and the bigger picture, in general;
    • Coach, mentor and supervise Assistant M&E Officer/s
    • Assist her/his subordinate/s in completing performance management activities including: performance planning, monitoring, and annual performance appraisals;

    Perform other duties assigned by the supervisor (5% of time):

    • Perform other task related assignment proposed by his/her supervisor/s

    Skills and Experiences

    • Degree/diploma in statistics, computer science/IT/or any sector or sub-sector related field;
    • Excellent computer skills are required (particularly Microsoft Excel, Access and Word);
    • At least two year experience working in monitoring and evaluation preferred;
    • Strong data collection, analysis, and report writing skills required;
    • Ability to work independently, think analytically and take initiative in solving problems;
    • Ability to communicate technical issues effectively;
    • Familiarity with logframe analysis and M&E plan;
    • Experience in conducting assessment;
    • Desirable - Working with highly vulnerable and displaced people would be added advantage;
    • Good verbal communication skills in local languages and working knowledge of English;
    • Most importantly, commitment to IRC values and principles;
    • A strong team player with excellent interpersonal skills and the ability to work with groups of diverse backgrounds).

    RH Community Mobilizer

    Location: Konduga, Borno
    Reports to: Reproductive Health Community Mobilization Officer

    Scope of Work

    • The Community Mobilizer is responsible for the implementation of educational and promotional activities as well as conducting all community awareness / mobilization activities related to Reproductive Health (RH) for women, girls, men and boys in Konduga LGA.
    • He / she will supervise a network of community volunteers and traditional birth attendants and work closely with the other members of the reproductive health team, in Konduga.

    Position Objectives

    • Design and lead efforts to improve community awareness of reproductive health issues
    • Implement community mobilization efforts to improve women, girls, men and boys’ access to and use of reproductive health services.

    Responsibilities
    Under the supervision of Reproductive Health officer, the responsibilities of the Community Mobilizer includes but are not limited to the following:

    • Community Activities
    • Participation in the design, plan and input to the work-plans, based on identified trends and needs.
    • Implementation of community mobilization activities to specifically access “hard to reach” and vulnerable beneficiaries.
    • Organize culturally sensitive educational and promotional activities to raise awareness on RH topics/services, including:
      • Family Planning
      • Mother and Neonatal health, Antenatal Care, and Postnatal Care ,
      • Awareness of STIs and infection prevention
      • Referral and guidance for survivors of sexual assault.
    • Contribute to the development of a variety of health education material and tools to fit the context.
    • Mobilize the community, women and girls, women’s groups, community groups etc. to increase RH awareness and service utilization, together with RH and GBV teams.
    • Liaise with midwives and community health workers to track and monitor women/clients targeted by the program.
    • Ensure the safe and confidential referral of identified survivors of sexual assault to GBV services.
    • Organize meetings with community representatives, and target groups as needed.
    • Engage community leaders and women's groups in raising awareness on Reproductive Health.
    • Participate in the recruitment of community health workers.
    • Training of community health workers (CHWs) on RH topics/service promotion, hygiene promotion, waste management, infection prevention etc.
    • Supervise community volunteers and traditional birth attendants during planned community activities.
    • Participate in community workshops, meetings or any discussions on reproductive health.
    • Participate in the development and translation of all messages in the most appropriate language.
    • Active participation in the regular RH/WPE meetings.
    • Monitoring responsibilities
    • Keep record of all the health education/promotional sessions (disaggregated by gender/ age/ IDP/Host etc).
    • Compile weekly summary of community mobilization activities
    • Responsible for compiling timely monthly community mobilization activity reports and data compilation.
    • Other duties
    • Keep a record of distributed/used materials and provides a monthly stock report.

    • Ensure non-disclosure of any information whatsoever about practices and IRC activities to any other person or organization without permission, except in the normal performance of the service

    Requirements
    Minimum Qualifications:

    Education:

    • Qualified Health Educator with Diploma in Nursing or Community Health.

    Skills and Experience:

    • University or Higher Diploma/Degree in Social Sciences, nursing or community Health or Secondary Certificate with at least a minimum of four years of experience working with local communities.
    • At least 2 years’ experience working in a health education/promotion and community project, with displaced population is a plus.
    • Familiarity with the local context: language, culture, etc.
    • Sensitivity and diplomacy to provide education on a variety of sensitive RH topics
    • Good communication skills
    • Spoken and written English and local language (Hausa, Kanuri, Shuwa or Bura)

    Finance Assistant

    Position Overview

    • The Finance Assistant reports to the Finance Officer in Yobe, She/he supports the Finance Officer in managing all aspects of day to day operations of accounting department in the Yobe field office, assisting in the implementation of Finance policies, procedures and systems and ensuring compliance with IRC procedures and guidelines

    Key Responsibilities

    • Supporting Finance Officer managing all aspects of day to day operations of accounting department in Yobe field office.
    • Assist in the implementation of Finance policies, procedures and systems.
    • Ensure compliance with IRC procedures and guidelines.
    • Keep copies of all finance documents and ensure proper filing
    • Receiving all finance documents by filing the booklets/documents register;
    • Scan and maintain electronic files of all finance documents to facilitate transfer (by USB memory stick or internet if that becomes available) to Maiduguri.
    • Submit expenditure worksheets to the Finance Head Office on or before 3rd of every subsequent month
    • Review all payment documents for proper and adequate back up.
    • Review expenditure worksheets for accuracy and completeness.
    • Prepare bank reconciliation for field office and send it to main office by 3rd of every month.
    • Assisting Finance Officer with balance sheet reconciliations
    • Help in following up advances liquidations
    • Manage Field Office Daily cash
    • Ensure timely invoicing and payments between IRC and Solidarities for shared office costs

    Personnel Management:

    • Serve as technical resource person for the accounting department.

    Logistics Duties:

    • Review all POs and PRs for proper coding and budget adequacy before approval.
    • In liaison with Supply Chain Officer prepare commitment lists every month for financial obligations already entered into but not captured in financial reports.

    Finance/Budgeting:

    • Act at all times in accordance with local law and standards of accounting practice.
    • Review with the objective of gaining a clear understanding budget guidelines and instructions
    • Review funding allocations to enable proper guidance to programs and proper coding.
    • Provide training to program staff on finance issues.
    • Produce monthly and quarterly reports to be reviewed by Finance Officer/Finance Controller.

    Security/Communication:

    • Communicate with Finance main office on security issues within the office and outside the office
    • Report to the Finance Officer/Finance Controller any irregularities that occur within the IRC office, staff compound and sites on policy and procedures.

    Perform other duties as may be assigned by your supervisor

    Requirements
    Education:

    • Diploma in Accounts or Bachelor's Degree in Accounting from recognized College/Institutions

    Experience:

    • Minimum of one (1) year of professional accounting experience.
    • Computer literate with significant knowledge/experience in excel

    Skills:

    • Able to work in a high-pressure situation, solve problems and resolve conflicts.
    • Able to independently organize work, prioritize tasks and manage time.
