    Women Protection & Empowerment M&E Officer

    Location: Damaturu, Yobe

    Job Summary

    • The purpose of the M&E Officer position is to coordinate the collection, compilation, consolidation and analysis of data to track programs/ projects activities, monitor progress and support impact measurement.
    • S/he will also conduct development research, engage in reflective practice and generate lessons from projects/program and prepare M&E plans for the sector or Protection.
    • S/he is responsible for establishing and ensuring better data management systems for the core program s/he assigned for and coordinates the proper and timely evaluation of project objectives/impact.
    • S/he will supervise, coach, and mentor the Protection Assistant M&E Officer/s.
    • S/he will ensure the existence of accountability mechanisms and devise a strategy for program staff participation in M&E activities.
    • The position holder will closely work with front line staff and volunteers.
    • S/he also will work closely with the M&E unit on technical matters and reports to the M&E Manager and will have dotted line relation with the Protection managers.

    Responsibilities
    Program/Project Design and learning:

    • Participate in program/ project design specially in developing logframes;
    • Design, develop and continuously update WPE project M&E, and impact measurement tools and systems on timely fashion;
    • Develop and make sure all the WPE projects in the sub-sector has tested monitoring tools that capture both program activity and indicators progresses;
    • Take part in diagnostic studies, evaluations and surveys;
    • Organize periodical ongoing sector level review, reflective practice, evaluation and progress monitoring events by involving communities and local partners;
    • Organize panel monitoring and/or similar M&E events to ensure accountability to the target community, with relevant stakeholders including communities and ensure their dissemination to concerned parties;
    • With support from the M&E Manager and M&E Coordinator, establish and maintain project level information management system;
    • Design a strategy to collect WPE field level information required by IRC, donors and/or stakeholders;
    • Proactively ensure networking and sharing of lessons from the core program with strategic partners and other stakeholders including government;
    • Ensure that learning from previous projects is incorporated into project design where applicable;
    • Coordinate synergy and cross-learning among different projects and programs;
    • Cross fertilize learning among projects by regularly producing (compiling) summary monitoring reports and sharing to staff and partners.

    Monitoring and Evaluation:

    • Track WPE progress against monitoring work plans;
    • Coordinate the field level community participatory monitoring and evaluation, reflective practice and impact measurement;
    • Ensure the on time execution of projects major monitoring and evaluation events including but not limited to baseline survey, mid-term evaluation, final evaluation, data quality audit and field supervision;
    • Provide technical assistance to staff and partner organization on information management system, proper data collection and record keeping;
    • Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives;
    • Update M&E plan timely and provide feedback to program staff on status and quality of implementation.
    • Assist with WPE monthly and/or quarterly performance indicator analysis, including generation of reports as well as presentations for staff related to on-going performance;
    • Provide monthly WPE data analysis showing target against progress over time
    • Conduct regular data verification exercises to ensure reporting and collection of quality data;
    • Verify entered data for completeness, correctness, and consistency and follow up on any data quality issues;
    • Document findings from WPE data quality audits and store in project files to ensure collective and sustainable access;
    • Actively participate in and contribute to WPE M&E team activities, system assessments, development and implementation of new systems and/or tools aimed at strengthening overall M&E practices at IRC Nigeria;
    • Closely work with WPE staff to ensure they follow correct procedures and criteria during beneficiary registration;
    • Take part in the recruitment of enumerators and survey consultants;
    • Provide M&E inputs for reports written during project implementation;
    • Periodically leads reflective practice forums at field office/ project level and compile lessons from project implementation processes.

    Information Management and Reporting:

    • Establish and maintain project information management system;
    • Submit data set to update country office wide program database on monthly basis;
    • Compile regular project monitoring report, including lessons learned, prepared by different projects and application of evaluation recommendations;
    • Ensure all projects have downward/ forward accountability mechanisms and works with project staff to make sure its implementation;
    • Compile quarter, biannual and annual tabular and narrative reports (as required by project stakeholders) on projects’ accomplishments by cost and alert the management for special deviations form the plan.

    Capacity Building and Supervision:

    • Assist local partners and PAGS in designing monitoring and reporting tools and establishing database management systems.
    • Organize orientation for front line staff, partners’ staff and volunteers on the monitoring tools and train them how to use data for decision making;
    • Let the front line staff and volunteers understand IRC’s program principles and the bigger picture, in general;
    • Coach, mentor and supervise Assistant M&E Officer/s,
    • Assist her/his subordinate/s in completing performance management activities including: performance planning, monitoring, and annual performance appraisals;

    Perform other Duties Assigned by the Supervisor:

    Skills and Experiences

    • Degree/1-2 years Diploma in Statistics, Computer Science/IT/or any sector or sub-sector related field;
    • Excellent computer skills are required (particularly Microsoft Excel, Access and Word);
    • At least two year experience working in monitoring and evaluation preferred;
    • Strong data collection, analysis, and report writing skills required;
    • Ability to work independently, think analytically and take initiative in solving problems;
    • Ability to communicate technical issues effectively;
    • Familiarity with logframe analysis and M&E plan;
    • Experience in conducting assessment;
    • Desirable - Working with highly vulnerable and displaced people would be added advantage;
    • Good verbal communication skills in local languages and working knowledge of English;

    HR Officer

    Location: Maiduguri, Borno

    Job Description

    • Reporting to the Admin/HR Manager, the Human Resource Officer is responsible for providing support to the various Human Resources functions of the Country Program in the Maiduguri Field Office.
    • This will include rolling out IRC’s Global HR Operating Policies and Procedures which covers recruitment, orientation, compensation, professional development, performance management and exit management.
    • The HR Officer will have oversight over the HR Intern and work closely with the HR Manager to ensure compliance with IRC administrative standards and with local laws and regulations.

    Responsibilities
    HR Administration/ Information Management:

    • Maintain the HR Data Base of Maiduguri Office and regularly update employee information. Maintain an accurate and timely employee filing system.
    • Coordinate the HR tracking report, as shall be assigned by the Admin/HR Manager for Maiduguri Field Office and send to all Managers on a weekly basis;
    • Maintain and update the Time sheet tracking system for both national and international staff and file all time sheets appropriately.

    Recruitment:

    • Liaise with the Admin/ HR Manager and Talent Acquisition team to ensure new staff are oriented upon hire in the Maiduguri IRC office.
    • Liaise with the Talent Acquisition team for the hiring of casuals and incentive workers.

    Training & Development:

    • With support from the Admin/HR Manager, coordinate Staff Trainings in accordance with the Learning and Development Plan;Monitor and track all IRC sponsored trainings, ensuring all stall fill out training bonds, feedback reports and all related training documents in total compliance with IRC’s policies and procedures.

    Exit Management:

    • Involved in the processing of termination paperwork for all staff including preparation of termination notice letters in relation to closing grants and restructuring.
    • Work closely with Supervisors to ensure exit interviews are offered to all staff and data is captured in the online exit survey to ensure a learning and reflective culture in the country program.

    Women Protection & Empowerment Psychosocial Support Officer

    Location: Mubi, Adamawa

    Scope of Work

    • Gender-based violence (GBV) is a serious human rights and public health issue affecting women and girls around the world. It impacts all aspects of women and girl’s physical, emotional, psychological and social well-being. It has harmful consequences for the individuals who experience it, their families, and communities as a whole.
    • The IRC’s Women’s Protection Empowerment team implements a multi-sectoral GBV prevention and response program which engages multiple organizations and actors from the IDP and NGO community, UN agencies and all sectors of IRC.

    Summary Statement of Duties and Work

    • Under the leadership of the Senior WPE Manager, The WPE Psychosocial Officer will be based in Mubi with bi-weekly visits to Yola. She will coordinates with WPE Case Workers in responding to the psychosocial needs of GBV survivors and support community sensitization effort that prevent and respond to all forms of GBV in Adamawa state. The Psychosocial Officer assesses and plans response mechanism that meet the needs of women and children who are affected by GBV.

    Key Responsibilities
    The WPE Psychosocial Officer will be responsible for:

    Psychosocial support:

    • Conduct initial psychosocial counselling with GBV survivors to assess survivors needs and treat survivors with respect, care and always maintain confidentiality
    • In collaboration with WPE Case workers, identify psychosocial needs of survivors and share information with senior WPE Manager so as to support survivors meet their needs
    • Work with WPE Case Workers to ensure that survivors’ cases are followed-up and survivors decisions and best interest are prioritized for effective service delivery
    • Work closely with GBVIMS Officer to capture survivors’ information in the database and use report to advocate for material and psychosocial support for survivors
    • In collaboration with WPE Case Workers, develop and revise work plan that includes list of items and budget needed to meet the psychosocial needs of GBV survivors

    Mentoring:

    • Develop and conduct trainings and capacity building on Psychosocial service with partners and other sectors within IRC
    • Provide capacity building and technical support to team members to improve skills and capacity in the provision of psychosocial service delivery.

    Planning and Coordination:

    • In collaboration with community outreach team, assist and support community mobilization and sensitization highlighting the importance of psychosocial support to survivors of GBV.
    • Plan and coordinate with GBV Case Workers at the various field sites and ensure survivors psychosocial needs are met
    • Coordinate with relevant partners and develop psychosocial strategies that meet different needs of survivors. Advocate with other partners on behalf of GBV survivors
    • Represent the IRC WPE in community meeting as required and maintain positive relationship with Community leaders, Local community structures and groups at various levels.

    Other duties:

    • Compile and submit timely reports
    • Participate in the development of procurement and spending plans and work plans to ensure the successful implementation of programs and contribute to program proposal development.

    Required Qualification and Experience

    • Bachelor's Degree in Counselling, Social Work/Social Sciences/Community Development or other related field preferred
    • Community mobilization and training experience with a reputable organization/civil society organizations
    • Clear understanding, including demonstrated positive attitudes on gender inequality, and issues surrounding violence against women and girls STRONGLY preferred.
    • Demonstrated knowledge and understanding of issues affecting women and girls, including gender based violence
    • Ability to maintain confidentiality and respect for clients at all times is essential.
    • Ability to lead, train, supervises, facilitate and motivate other GBV staff in their respective tasks in a professional, respectful and supportive manner.
    • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.
    • Ability to communicate in English and local dialects spoken in Northeast Nigeria.

    Women Protection & Empowerment (WPE) Community Mobilizer Officer

    Key Responsibilities

    • The Community Mobilization Officer assists the Program Manager and Assistant Program Manager in developing and sustaining a GBV community mobilization strategy.
    • In collaboration with the Senior Program Manager, WPE Community Trainer Assistant design GBV mobilization strategy that will allow members of the community to reflect on the GBV issues affecting their community and guide them in their effort to prevent GBV.
    • Design sensitization key messages with support from the senior program manager, program coordinator and senior Technical adviser using the SASA community sensitization guide.
    • The Community Mobilization Officer will conduct regular field visit to assist community mobilizers in community mobilization using EMAP and SASA modules.
    • Ensure taking lead in working with key stakeholders such as but not limited to: police judiciary, heads of schools, heads of health institutions, GBV Sub-sector working group and the ministry of women and social Development for trainings and community sensitizations for trainings,
    • With support from the WPE Senior Program Manager Take lead in awareness raising sessions to commemorate international events such as but not limited to international women’s’ day, 16 days of activism and submit a comprehensive report to the senior program manager.
    • Ensure the formation of women, men and youth groups and develop guidelines for the formation of these groups and their roles with reference to the Nigeria context.
    • In coordination with the Psychosocial support officer assist in the assessment, awareness raising session and formation of EASE groups.
    • In coordination with the WPE training assistants, assist with community mobilization for GBV trainings.
    • The Community Mobilization Officer also helps to establish collaborative relationships with collaborating partners, local authorities in particular the Ministry of women Affairs and Social Development, the police, and medical personnel, and ensures that trainings are developed to meet their needs.

    Staff Support:

    • Visit operational sites to monitor the progress of GBV activities.
    • Help improve the Community Mobilizer Assistants’ skills by assessing training needs and providing guidance.
    • Ensure field staff receive all necessary mobilization materials and sign-in sheets
    • Monitor mobilization messages and other activities to ensure field staff maintain a consistent message that follows the GBV mobilization strategy and use a variety of mobilization tools in their work with the communities.
    • Encourage staff to be creative and innovative when developing and implementing their mobilization strategies.
    • Encourage staff to maximize the impact of the program by working closely with and utilizing the services of partner organizations, local authorities, ministries and IRC program sectors in the area.
    • In collaboration with the WPE Senior Program Manager, design or organize bi-monthly trainings to build the capacity of all GBV staff.

    Partner Collaboration:

    • Liaise with community leaders, government agencies, IRC program sectors and other appropriate agencies to ensure that the program is meeting their needs.
    • Attend GBV sub-sector working groups meetings and encourage working group members be active advocates on GBV issues affecting the state.
    • Ensure that sub-sector working groups properly assess and prioritize needs and resources before taking deliberate action.
    • In coordination with the WPE Training Assistants, assess training needs of sub-sector working groups members and devise appropriate trainings
    • Ensure field staff are working closely with community leaders, government agencies, IRC program sectors, women’s groups and other agencies in their operational area.
    • Design, implement and evaluate quality GBV awareness raising sessions and training in a systematic and consistent manner by establishing GBV training procedures

    Administrative Responsibilities:

    • Coordinate, monitor and closely supervise the activities of the Community Mobilization to maintain a consistent message.
    • Compile and summarize monthly statistics and narrative mobilization and training reports from the field and submit an overall weekly and monthly reports to the Senior Program Manager in a timely manner.

    • Ensure that all work is done in accordance with established protocols and within ethical guidelines.

    Financial Responsibilities:

    • Prepare and submit all financial documents including supporting documents of conducted activities in a timely manner.

    • Meet with the WPE training Assistant, case management officer and psychosocial support officer on a weekly basis to coordinate work schedules.
    • Communicate with the senior Program Manager on program progress, constraints, and identified needs.

    Child Protection Case Worker

    Location: Monguno, Borno

    Scope of Work

    In the end of 2014 and the beginning of 2015, there has been a considerable upsurge (vague) in violence perpetrated by Boko Haram in Borno state, creating and influx of IDPs in within the state. From the beginning of the insurgency, the hosts communities in Borno have been housing a large number of displaced and have now reached absorption capacity limit. The recent arrivals are lacking the most basic services such as access to adequate shelter and simple household items; food; health care; safe drinking water and basic sanitation. In addition, the insecurity that has resulted from past and recent Boko Haram raids, as well as continued threats of others, has presented serious protection concerns for communities in these areas where children and women represent 70% of the IDP population.

    Job Description

    Brief Description of the Position’s role within the Project(s):

    • The Caseworker will be responsible for providing individual case management as part of the case management project.
    • The Caseworker will conduct all steps of the case management process for an assigned number of individual children vulnerable to abuse, exploitation, neglect and violence (especially UASC and CAAFAG) and their families in this process

    Position Objectives:

    • To ensure children harmed or at risk of being harmed are identified and receive individual case management support by conducting documentation, assessments, action plans, direct service provision, referrals and follow ups for an assigned case load of children
    • To provide support to families in the process of case management, including foster and alternative care
    • To directly work with other caseworkers and service providers on management of caseload and referrals

    Who this position reports to:

    • The Caseworker reports to the Child Protection Officer.

    Responsibilities
    Technical Quality:

    • Provide individual case management for children in Borno location in accordance with all case management steps and related tools and procedures
    • Provide ongoing support to families, foster and alternative care systems
    • Communicate regularly with CM assistant for updates on achievements and challenges

    Grant Monitoring & Reporting:

    Coordination & Representation:

    Security/Liason Officer

    Locations: Damaturu, Maiduguri

    Job Purpose/Objective

    • Under the direct and technical supervision of Safety and Security Coordinator, the Security Officer will assist in building up the capacity, awareness and preparedness of staff to deal with security-related risks, threats and incidents through the delivery of high quality, regular trainings or briefings to national and international staff and IRC visitors within the area of responsibility.
    • The SSO will maintain a high level of contextual awareness of his/her operating area and strong coordination with Program and Operations support teams at the Field level.
    • He/she will form a wide web of network to sources to proactively collate and source for relevant security information.
    • The SSO will support in conducting collaborative security risk assessments with all field based staff in line with the standard IRC security management structures.
    • The SSO will support Base Office Managers in enforcement and implementation of existing SOPs and other risk mitigation plans guided by the acceptance, protection and deterrence strategies.
    • The SSO will act as a liaison link between IRC and other external security functionaries within the areas of responsibility, represent IRC in security forums as directed by supervisor to objectively ensure that the operations and program needs of IRC are well addressed.

    Key Responsibilities

    • Continuously monitoring the environment in the operational areas for which he/she is responsible. As required, and at a minimum of once per quarter, support Safety and Security Coordinator in updating the FSMPs, CIMP and SOPs.
    • Ensure that the Field or Base Offices FSMP and associated documents are kept up to date and reviewed regularly, and staff constantly kept aware of their contents.
    • Brief, supervise and liaise on daily basis with the contracted guards to ensure the guard force is aware of IRC SOPs and are effectively enforcing the required regulations.
    • Accompany program staff on field missions on as need basis in order to better develop an awareness of the challenges faced by IRC staff in the field
    • Liaise with government, Army, Police, SSS, Local Heads and other key external stakeholders to ensure that IRC staff can maintain regular and safe access to program areas
    • Regularly coordinate with peer organization safety staff/focal points to get the current contextual information.
    • Ensure that Hibernation, Relocation and Evacuation plans are updated for the area of responsibility with the support of Safety and Security Coordinator.
    • Using standard trainings developed by SSC, conduct regular refresher trainings to IRC staff on personal safety, VHF communication, fire prevention, defensive driving among others.
    • Prepare weekly reports for the Field offices and update data on available incident data tools.
    • Submitting when required voice, email or SMS immediate advisories to Field staff when significant security incidents occur. This will include updating and testing on a bi-weekly basis the IRC SMS warden system.
    • Submit formal post incident reports to the Base Managers, Field Coordinator and Safety and Security Coordinator.
    • Support the Base Managers and Field Coordinator in investigating any internal incident that might have impact of IRC operations
    • Regularly assess IRC field premises to ensure that the exiting physical security mitigation structures are well maintained and initiate any relevant repairs or upgrades. Prepare building assessment reports and submit to Supervisor.
    • Work closely with the Base Mangers, to ensure that Security Focal Group (SFG) meeting are held and minutes submitted to SSC as required.
    • During a critical incident at he/she will support the Base Managers in critical incident management giving all the required support as outlined in the CIMP.
    • The SSO will be available 24/7 to respond to any staff concerns or incidents that might require urgent attention.
    • Track and monitor IRC staff movement within the areas of responsibility and report any movement breaches to SSC.

    • The Economic and social Empowerment Officer will be based in Mubi with frequent visits within and outside Adamawa state as the Job demands.
    • He/she is responsible for conducting assessment to identify communities and implement the economic and social empowerment (VSLA) and gender discussion group sessions.
    • This will include VSLA Participants and their male partners on various aspect of household and relationship dynamics, including household financial planning, communication, power dynamics, negotiation skills and decision making.
    • He/she should work in collaboration with IRC ERD sector to enhance coordination and service delivery to beneficiaries.

    Reproductive Health Community Mobilization Officer

    Scope of Work

    • The RH Community Mobilization Officer will be responsible for developing education, mobilization and sensitization activities related to Reproductive Health (RH) in all of Borno state (MMC/Jere, , Monguno and Gwoza).

    Primary Responsibilities

    Planning Activities:

    Responsibilities
    Key Tasks:

    • Understand, implement and / or maintain standard IRC inventory management policies and procedures.
    • Document the receipt, handling, storage, and release of goods through the IRC warehouse(s).
    • Advise supervisor of potential inventory shortage.
    • Manage casual laborers in the warehouse.
    • Ensure the maintenance of warehouse building(s), fittings and equipment.
    • Implement and ensure clear safety procedures within and around the Warehouse Premises.
    • Implement and ensure clear loading / offloading procedures, correct stacking and turnover (FIFO) procedures.

    Women Protection & Empowerment Adolescent Girls Assistant

    Location: Mubi, Adamawa

    Scope of Work

    • Gender-based violence (GBV) is a serious human rights and public health issue affecting women and girls around the world. It impacts all aspects of women and girl’s physical, emotional, psychological and social well-being. It has harmful consequences for the individuals who experience it, their families, and communities as a whole.
    • The IRC’s Women’s Protection Empowerment team implements a multi-sectoral GBV prevention and response program which engages multiple organizations and actors from the IDP and NGO community, UN agencies and all sectors of IRC. The Women’s Protection and Empowerment (WPE) program has developed ‘My Safety, My; Wellbeing’ (MSMW) curriculum to equip adolescent girls with key knowledge and skills to help them to reduce, prevent and respond to Gender Based Violence (GBV).
    • The curriculum has been organized in a way to enable girls to develop trust amongst themselves and with the facilitators and it is separated into two parts; 10-14 and 15-19. 20 girls in a group will enroll in 24 two-hour sessions over the course of 12 weeks. Skills-building sessions address topics such as communication, decision making, confidence and problem solving, each with a specific focus on GBV, early marriage etc.

    Summary Statement of Duties and Responsibilities

    • Under the leadership of the Senior WPE Program Manager, the Adolescent Girl Assistant will conduct an assessment to identify adolescent girls and mentors based on criteria, provide trainings for mentors, conduct sessions for adolescent girls, female and male parents, supervise and support mentors using the Girls in Focus curriculum.
    • Facilitate protection through positive parenting and caretaking, host community meetings on girls’ safety and protection and make referrals to relevant service providers when the need arises in assigned duty station.

    Detailed Responsibilities and Tasks:

    • The Adolescent Girl Assistant will report to the WPE Senior program Manager who will be based in Mubi, Adamawa State, Nigeria and in collaborate with other Adolescent Girl Assistants to ensure program quality and adherence to work plan.

    • Promote and support girls to practice knowledge and skills acquired.
    • Conduct monthly parents discussion sessions using Girl in Focus Mothers and Fathers curriculum
    • Organizing group educational and social activities, and holding regular, individual meetings with mentors.
    • Host coordination meetings with community stakeholders, parents etc.
    • Working closely with school authorities, teachers and parents to ensure that girls’ stay in school
    • Collect, compile, summarize and submit weekly report on Adolescent girls activities to senior program manager
    • Any other duties to enhance the smooth running of the project.

    Qualification and Experience

    • Candidates should hold, at maximum, a bachelor’s degree in social sciences, education, economic, any other human development related field or equivalent of experience.
    • Have at least two years’ experience working with girls and/or women and coordinating with social service agencies
    • Participated in social groups and have an understanding of group dynamics and processes.
    • Have a thorough understanding of gender based violence that affects the lives of women and girls and willingness to increase skills and knowledge to respond to reporting of GBV appropriately
    • Candidates should have capacity building, facilitation and training experience
    • Is able to adapt and work under pressure, possess strong interpersonal and intercultural skills that enable her to work well with a diverse team.
    • Be willing to travel to and from project implementation sites regularly.
    • Be fluent in English and local languages

    Work Environment
    Adamawa is security phase 3, orange. The Adolescent Girl Assistant will be required to respect the various security protocols in place in country and coordinate with other sectors for movement.

    WPE Senior Program Manager

    Location: Mubi, Adamawa

    Scope of Work

    • Gender-based violence (GBV) is a serious human rights and public health issue affecting women and girls around the world. It impacts all aspects of women and girl’s physical, emotional, psychological and social well-being. It has harmful consequences for the individuals who experience it, their families, and communities as a whole.
    • The WPE programming in NE Nigeria covers Adamawa, Borno and Yobe States.
    • The WPE Senior program Manager in Adamawa leads design, implementation and monitoring of WPE projects in Borno State and reports to the WPE Coordinator.
    • The WPE Senior Manager will provide technical oversight to prevention and response staff in Adamawa State in the area of protection and empowerment of women and girls (and the effects of the conflict on women and girls in general), with an emphasis on coaching staff to build their capacity,, advocating for improved services for women and girls, and ensuring quality response to reach women and girls in conflict affected areas.
    • This position will be expected to be based in Mubi with travels within Adamawa states where WPE activities are implemented.

    Responsibilities
    Program Development:

    • Provide ongoing leadership, training, and guidance to Adamawa staff and local partners to ensure programming meets best practice standards and prioritizes the security of beneficiaries and staff.
    • Support Adamawa team to conduct safety audits and take the lead communicating with other stakeholders to ensure all services mitigate the risk of GBV and are in line with IASC GBV Guidelines
    • Design and lead assessments in Adamawa to ensure the voices of women and girls inform WPE program design
    • Lead the development of coordination and referral mechanisms to ensure GBV survivors can access health care in a timely manner
    • Promote and teach good practice in regards to rapid WPE case management and psychosocial support
    • Assist GBVIMS and Database Officer on IMS data and other program data analysis, IMS data sharing and data IMS data compilation
    • Develop protocols on information management in insecure environments
    • Support the WPE team to develop awareness raising messages to promote uptake of GBV response services in a timely manner
    • Support the WPE team to ensure sustained programming
    • Promote coordination with the reproductive health team
    • Design and lead on rapid responses in newly opened LGAs
    • Assess security developments and advocate for integrated WPE + RH responses in Borno
    • Liaise with the IRC Health Manager to help provide support in terms of health services to GBV Survivors.

    Finance:

    • Lead the development of proposals for Adamawa State to ensure consistent funding, with technical support from the WPE Coordinator and Senior Technical Advisor
    • Review monthly BvAs and submit monthly BvA corrections
    • Prepare and submit spending plans and monthly cash projections to finance in a timely manner.
    • Prepare and keep updated budget spent out plans in order to maintain program expenditure within budget

    Staff and Community Capacity Building:

    • Collaborate with the WPE Coordinator to implement the staff training plan for WPE Team members.
    • Oversee and when necessary conduct trainings for community and service providers.
    • Collaborate with the Health Sector to organize Clinical Care of Sexual Assault Survivors training for health staff, as needed.
    • Collaborate with the other IRC Program Managers to maintain an on-going training program to ensure WPE is integrated into health, child protection, ProL, ERD and vice versa.
    • Liaise with the WPE Coordinator and Field Coordinator as needed for difficult or complex cases.
    • Train Adamawa WPE team on WPE approaches and best practice

    Inter-Agency Coordination:

    • Develop and maintain effective working relationships with all stakeholders - including community leaders, Camp chairpersons, National Emergency Management Agency, State Emergency Management Agency) NGOs, UN agencies, Local Partners and other IRC sectors to enhance multi-agency and multi sectoral cooperation and coordination.
    • Ensure that information from coordination meetings is shared, as appropriate.
    • Advocate for women and girls, with feedback from women and girls, in external meetings.

    Monitoring and Evaluation:

    • Lead the development and oversee implementation of strong monitoring and evaluation systems
    • Lead the preparation of reports to the Women Protection and Empowerment Coordinator and donors.
    • Provide trend analysis on areas where WPE is implementing in order to improve services and advocacy for women and girls.
    • Liaise with other teams on best practices and assist each other with information sharing.

    Administrative Duties:

    • Oversee administrative aspects of the program including, but not limited to, writing job descriptions, interviewing and hiring staff, developing staff performance objectives and conducting timely performance appraisals.
    • Ensure the staff follows IRC global financial procedures and meeting donor requirements.
    • Ensure that all internal (IRC) reporting requirements are met and that reports are of a high quality and submitted on time.
    • Other duties as required.

    Requirements

    • Must have a University degree in Public Health, Social Work, or Social Science, with significant relevant work experience in conflict affected areas,
    • 3 years GBV program management experience, preferably in insecure locations,
    • Excellent GBV case management skills and have provided direct case management to survivors of GBV,
    • Experience in managing a GBV emergency response team using rapid case management,
    • Experience using and good knowledge of the GBVIMS.
    • Good interpersonal and team building skills.
    • Thorough understanding of feminist theory and survivor centered programming
    • Ability to live and work under pressure in an unstable security environment.
    • Knowledge and experience of participatory planning methods
    • Excellent oral and written communication skills.
    • Experience in grant management and proposal writing is preferred.
    • Excellent computer skills: MS Word, Excel, Power point, use e-mail and internet.
    • Fluency in English and other language desirable.
    • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility.
    • Be a TEAM PLAYER.
