Purpose:
How does this post support Plan’s strategy and mission?

Plan International Nigeria is seeking an experienced Consultant to conduct final assessment for the SHO project funded by the people of Netherlands through Plan International Netherlands. The project responding to the Nutrition and food insecurity crisis as a result of the Boko Haram insurgency in Northeast Nigeria. The Consultant will be responsible for designing and implementing a Community Level final
Assessment in the project areas.

Background: In 2009, the Islamist militant group, Boko Haram became active in the Lake Chad Basin. Boko Haram attacks in Cameroon’s Far North Region, Niger’s Diffa Region, and in Western Chad have killed over 20,000 people. The insurgency scaled up in 2010 when the group started suicide attacks as well as attacks on so-called soft targets in the North-East Region of Nigeria. Since then, more than 230,000 Nigerians have fled to neighboring countries and 2.2 million were internally displaced - around 1.2 million children in Nigeria were forced to leave their homes, 50% of these children under the age of 5. The far-reaching nature of violence and unrest caused by Boko Haram has led Plan International Nigeria to launch a response in the North Eastern states of Adamawa and Borno states. Plan International Nigeria is responding in three programming areas (in line with the Regional Lake Chad Strategy): 1) Education in Emergencies, 2) Child Protection in Emergencies, and 3) Youth Economic Empowerment as well as in Nutrition in Emergencies.

Plan International Nigeria through Plan International Netherlands received funds from the people of Netherlands to implement a 12-month project with the overall goal of Saving the lives of Under-five children and Pregnant and Lactating Women (PLWs), suffering from acute malnutrition through comprehensive Nutrition (CMAM & IYCF) and psychosocial support intervention. The sectors of intervention include Nutrition, Child protection and Cash Transfer programming

Purpose and Scope of the evaluation: Plan International Nigeria wishes to conduct final evaluation to assess the performance of the SHO project and ensure accountability towards the donor, it will also offer learning for all relevant stakeholders. Lessons learned and recommendations for project implementation and design should be part of the evaluation report
The Final Evaluation Consultant would assess the success and quality of the response. Success refers to whether and to what extent the goal of the programme have been achieved, considering any changes in context or needs over the life of the response, while ensuring quality through globally accepted paradigms for quality relief in humanitarian contexts, such as Sphere. The logical framework of the SHO project shows activities and output indicators for the project. The log frame is included in Annex 1 A. The evaluation will seek answers to the following questions:

Relevance – How well is the SHO project suited to the context of the target group and how consistent are the outputs with the project’s aims and objectives?
Effectiveness - An assessment of how far the project objectives were achieved, and what factors influenced the achievement or non-achievement of these set targets.
Efficiency - An assessment of the cost-effectiveness of the project, and whether the objectives were achieved on time and in an efficient manner, compared to any alternative approaches.
Impact – An assessment of the positive and negative changes of the project. This includes the number of people who have benefitted from the interventions, and what difference these interventions have made to the beneficiaries involved.
Sustainability - This measures whether the impact and benefits of the project have (or are likely
to) continue after the project is completed. In assessing sustainability, identify factors that have (or could) contribute to the sustainability (or non-sustainability) of this project.
Equality and Inclusion – Assess how the project was able to promote inclusion of marginalized groups (women, people living with disabilities, and other relevant individuals and groups)

B. EVALUATION DESIGN AND METHODOLOGY

Methodology and the scope of work
This evaluation will use a mixed method approach. The evaluation will collect, analyze and interpret both quantitative and qualitative data (primary and secondary source) in order to answer the evaluation questions. A variety of methods including review of key and relevant documents; team planning meetings; in-depth interview with key informants; site visits; data analysis; cost effectiveness will be used.
Interested parties will be asked to prepare and submit a concise Proposal outlining the methodology they will employ for the Final Evaluation. A pre-award meeting with Plan International Nigeria may be scheduled to discuss the proposal and the Assignment (if deemed necessary by Plan International Nigeria).
The Proposal will include:

• Description of field research plan, methods of data collection, and specific approaches to be used including sample sizes, field schedule, etc.
• Data analysis procedures.
• Examples of Consultant’s previous work relevant to this assignment.
• At least 3 professional references.
• Timeline.
• Staffing (details of any research associates to be engaged)
• Budget.

The Evaluation itself should include the following actions, approaches and/or methods:

• Desk/literature review by the Consultant of all relevant project information (project documents to be provided by Plan International Nigeria; any needed background research to be carried out by Consultant).
• Field studies in the target area to research the project in light of the Evaluation Criteria outlined in the previous section.
• Preparation and submittal of a draft Evaluation Report
• Delivery, at the Plan International Nigeria office, of a concise presentation summarizing the key findings of the draft Evaluation Report.
• Response to Plan International Nigeria’s comments on the draft Evaluation Report,
• and carrying out needed revisions and amendments.
• Submittal of a Final Evaluation Report to Plan International Nigeria, along with all related evaluation materials, field survey forms, photos, recordings, field data, and other information.

C. Scope

• The evaluation will be in Mafa Local Government areas in Borno State where the project was implemented

• Inception report (concise; approx. 10-12 pages max.)
• Draft Final Evaluation Report with visuals presenting the data in visual friendly manner not exceeding 20 pages excluding annexes

Purpose of the Consultancy Assignment:
Plan International Nigeria is implementing the Global Affairs Canada funded Strengthening Health Outcomes for Women and children (SHOW) project with support from Plan International Canada. The project seeks to contribute to the reduction of maternal and child mortality in targeted regions broadly through: 1) Improved utilization of essential health services by WCBA, adolescent girls, new-borns& children <5 living in poverty, with high vulnerability; 2) Improved delivery of quality essential health services to WCBA, adolescent girls, new-borns and children <5 living in poverty, with high vulnerability;
3) Increased dissemination & use of data by project, communities, health committees, service providers,
planners & decision makers As part of the processes for ensuring the realization of the intermediate outcomes, the SHOW project in
partnership with the SMoH, SPHCDA and other stakeholders, plans to review training manuals that will be used to facilitate trainings and capacity building on the delivery of key MNCH/SRH/ASRH in the state. To this end, Plan International Nigeria is recruiting for a consultant to facilitate the review of health care service providers training manuals and curriculum. Specifically, the objectives for the Consultant are to act as the lead in the review of referral guidelines and referral cards. The consultant’s tasks include but not limited to the following activities:
Obtain copies from FMOH, SMOH and other relevant organization (eg UDUTH) of referral cards
and guidelines.
Conduct a 2-day desk review of national and state referral policies, guidelines and cards
Work with the SMoH, SPHCDA and MOWA to identify existing national and state referral policies, guidelines and cards in the State
Conduct 5-day workshop on the review of national and state referral policies, guidelines and cards
with relevant stakeholders
Develop additional gender responsive and Adolescent friendly contents to training Service Providers, CBHVs, Drivers and other relevant Individuals to facilitate referral from households,
PHC and Secondary HFs.
Develop a referral policy, protocol/guide and card for the state.
Conduct a 1-day meeting for the validation and adoption of the state referral policies, guidelines and cards
Write and submit the technical report of all processes to Plan International Nigeria.
The Consultant will report directly to National Program Manager. The Head of Heath programs wlill provide support in addition to support from the Gender advisor and Service Delivery Facilitators in Sokoto state

2. Roles and Responsibilities of Consultant:

• Review the project documents under the guidance of Plan International Nigeria Head of Health programs.
• Conduct a desk review of identified and existing national and state referral policies, guidelines and cards
• Engage with the SMoH, SPHCDA and MOWA for the validation of the methodology and processes that will be used for the review.
• Conduct a workshop on review of national and state referral policies, guidelines and cards with
• relevant stakeholders and develop additional gender responsive contents to the guide.
• Produce State referral implementation guideline, referral card, training manuals (including pre and post test and other quality assurance guide) and presentation slides for training of CBHVs, Health Care Providers and Drivers.
• Conduct field testing and updating of the referral cards.
• Facilitate a stakeholder validation workshop
• Facilitate a capacity building workshop for stakeholders using the developed training manual and
• presentation
• Submit progress reports on desk review process, review of national and state referral policies, guidelines and cards workshop and adoption of additional contents and meeting report
• Submit a final report of the review of national and state referral policies, guidelines and cards and all developed documents to Plan International Nigeria

Specific Scope:
As part of the process of rolling out the demand creation, service delivery and accountability phase of the project, specific gender responsive training manuals will be developed and used for the capacity building of health care providers and CHEWs, which will serve as a means to improving knowledge, attitude and practice in the area of service provision to the beneficiaries and improve positive care seeking behaviour and quality gender responsive service delivery for Women of Reproductive Age, adolescent girls and boys and men in the 23 LGAs of Sokoto State. 5. Qualifications of Consultant(s)

• BSC in Public Health or other related courses. MSC will be preferred.
• Minimum of 5 years’ experience in development and or review of health care service provider’s policies and guidelines.
• Demonstrated understanding of Gender and how it affects health care seeking behaviour of women, girls, boys and men.
• A good understanding of the Nigerian Primary Health Care system especially the health referral
• policies, guidelines and issues.
• Demonstrated experience in facilitating training and community participatory development processes.
• Experience in working with low literacy communities especially in low resource settings
• Fluency in English and the local language (spoken and written);
• Ability to produce high quality work under tight timeframes;
• Ability to establish a good working relationship with State stakeholders and integrate feedback as required.
• Excellent skills in documentation and reporting

As part of the processes for addressing governance, sustainability and seeking to provide quality, reliable, timely health information (accountability) and the realization of the intermediate outcomes, SHOW project in partnership with the FMOH, SMoH, SPHCDA, MOWA and other stakeholders is working to review the existing CHMIS tools in the country. To this end, Plan International Nigeria is recruiting for a graphic artist designer (consultant or consulting organization) to support the designing of CHMIS tally sheet/register to
be used by CBHVs in Sokoto and Bauchi State.
Specifically, the objectives for the Consultant include but not limited to the following activities:
Work with the FMoH, SMoH and SPHCDA to review the community health management information system (CHMIS/HMIS) tools and identify images link to each of the data elements
Design a pictorial images linked with the data elements from the CHMIS monthly summary form.
Design/develop a tally register for the data elements of the CHMIS tools
Provide support during piloting of the CHMIS tool in selected states by making yourself available for any modification/ correction on the CHMIS tally sheet during piloting of the tools
Prepare a power point presentation and present completed and comprehensive CHMIS tally register to plan international Nigeria, Federal Ministry of health and other stakeholder groups as determined by Plan international Nigeria.
Write and submit a technical report of all processes with SOPs, soft and hard copy (coloured) of the
finalized CHMIS Tally sheet to Plan International Nigeria and FMOH The Consultant will report directly to Plan International Nigeria Head of Health programs. The National Program manager will provide coordination with support from the M&E Advisor and Gender advisor in Sokoto state

• Use 2 days to write and submit a final report documenting all processes and soft copy of the finalized tally sheet to FMOH and Plan International Nigeria.

3. Specific Scope:

• As part of the process of rolling out the accountability phase of the project, specific gender responsive materials and documents will be reviewed and developed. It will serve as a means for ensuring the availability of reliable community health data for improved decision making at all levels which will help to strengthen accountability on the part of the project, health care providers and the community.

4. Qualifications of Consultant(s)

• A Bachelor’s Degree in Software/Graphic Designer an equivalent from a recognized university. Master’s degree will be an added advantage.
• At least 7 years’ practical work experience in Graphic Design
• Experience in working with Corel Draw software is critical.
• Proven understanding of programming concepts and Human Rights Approaches to Development.
• Thorough experience with the use of technology for data collection is mandatory
• Experience in working with low literacy communities especially in low resource settings
• Fluency in English and the local language (spoken and written);
• Ability to establish a good working relationship with National and State stakeholders and integrate feedback as required.
• Excellent skills in documentation and reporting
