    TB/HIV LGA/Facility Referral Coordinators

    Reports To: State IP Facility Focal Person
    Position Locations: The Local Governments Areas are in six states and the FCT as follows:

    • Akwa Ibom: Ikot Ekpene, Okobo, Oron, Uruan, Uyo
    • Benue: Buruku, Gwer West, Katsina-Ala, Konshisha, Logo, Tarka, Ushongo
    • Cross River: Calabar South, Calabar-Municipal
    • FCT: Abuja Municipal and Bwari Area Councils
    • Lagos: Agege, Ajeromi-Ifelodun, Alimosho, Apapa, Ifako-Ijaye, Ikeja, Mushin, Surulere
    • Nassarawa: Doma, Karu, Lafia, Nasarawa, Obi
    • Rivers: Eleme, Obio/Akpor, Port-Harcourt

    Essential Functions
    The TB/HIV LGA/Facility Referral Coordinator is to stay at the highest HIV burden site in a given LGA from where support is to be provided to other sites. S/he is to:

    • Visit every HIV comprehensive facility at least once a month to supervise and mentor the facility-based TB/HIV referral coordinator and ensure that all TB/HIV records are up to date
    • Visit every supported stand-alone DOTS facility at least once monthly to ensure that all TB patients are tested for HIV, properly documented and those testing positive are promptly referred to a comprehensive facility for enrollment into ART.
    • Conduct spot checks by reviewing recording and reporting (R&R) tools and HIV/TB registers at TB DOTS sites and comprehensive facilities to monitor referral completion
    • Ensure the availability of all TB and TB/HIV recording and reporting tools at all TB/TB-HIV service delivery points.
    • Facilitate sputum transport from supported facilities to proximal Xpert sites
    • Keep an up to date LGA presumptive TB/HIV diagnostic evaluation treatment register to abstract information from the existing tools from facilities.
    • Follow-up and document of TB treatment outcome for all TB/HIV co infected patients within a given LGA with real time documentation of diagnostic and treatment outcome in the provided study data tool.
    • Receive Xpert results through the Gx alert system in the state and keep track of all positive Xpert results from facilities within the assigned LGA
    • Monitor IPT implementation (screening, referral completion, initiation and reporting) especially reporting IPT outcome within 12 months of treatment in collaboration with health facility staff and facility TB/HIV referral coordinator
    • Hold monthly TB/HIV review meetings with the facility TB/HIV referral volunteers and Local Government Tuberculosis and Leprosy Supervisor (LGTBLS)
    • Submit monthly report and data to the Implementing Partner Focal Person first week of every month.

    Minimum Qualifications

    • S/he should have a minimum of Community Health Officer (CHO) or Nursing requisite certification or its equivalent in any public health related field
    • The Officer should have a minimum of 3 years working experience in public health field related to TB/HIV
    • Fluency in oral and written English language, as well as computer literacy and ability to analyze data are expected.
    • The Officer must be ready to reside in the LGA

    Senior Pharmacy Program Officer (SPPOs)

    Job Description

    • The SPPOs will work in the Pharmacy Unit to ensure excellent delivery of pharmaceutical care and uninterrupted supply of anti-retroviral, anti-tuberculosis and anti-malaria medications and other medications at all health facilities managed by the Institute, with funding from the US PEPFAR and Global Fund.
    • The SPPOs will be required to take charge of Pharmacy related issues in the US PEPFAR/ACTION PLUS UP, GF MALARIA, GF HIV or MDRTB grants.
    • The SPPOs may be required to attend Inter agency collaborative meetings and also focus on the activities of the LGAs for saturation of HIV Services in line with the new paradigm of 90-90-90.
    • The SPPOs will also conduct operational research and ensure health facilities maintain Good Pharmacy Practice and Standards in all pharmacy related activities.

    Essential Functions

    • The SPPOs will use a team work approach to lead and manage implementation of pharmacy related issues in close collaboration with the other members of the pharmacy unit and with staff across the region and central office.
    • For systematic integration of pharmacy related activities, the SPPOs will interact excellently with the health facilities and regional staff and collaborate/engage with key stakeholders to ensure that the needs of facilities are identified and well understood, and that implementation of programmatic objectives are conducted effectively and efficiently, bringing together relevant perspectives and disciplines.
    • The SPPOs will generally interact with critical stakeholders such as health facilities, sub-partners, and external partners involved in the supply and distribution of medications.

    The SPPOs are to be responsible for the following areas:

    • Focal persons for pharmaceutical services in the regions All SPPOs will serve as focal persons for pharmaceutical services and perform the following functions,
    • Attend all strategic meetings in the state/region
    • Attend delegated meetings at the central level
    • Provide monthly reports on the pharmaceutical service delivery in the states/regions.
    • Attend centrally organized meetings
    • Attend centrally organized trainings
    • Implement pharmacy activities at the states/regions The SPPOs will implement all pharmacy activities within the region and at the facility level. These activities include:
      • Assist sites with forecasting /quantification, monitoring of drug distributions byIHVN at the State/Regional Level
      • Oversee quality assurance and quality control issues at the facility by close monitoring of prescription patterns, ensure proper documentation, side effects monitoring (Pharmacovigilance), reduce dispensing errors etc
      • Monitor site stock level at the regional level and communicate with central staff and external and sub partners
      • Oversee drug logistics in the region i.e. stock-taking, proper drug storage, drug stock-out and monitor the effectiveness of the pull system
      • Provide regular and routine supportive supervision and mentoring to facility staff on dispensing and patient counseling, side effects monitoring, detection of lost to follow up (LTFU)
      • Identify training needs and help with trainings as well as organize and conduct trainings regionally and at sites e.g. on Good Pharmaceutical Practice (GPP), Pharmacy care etc.
    • Monitoring report collection/collation at facility level
    • Monitoring drug distribution to facilities
    • Clinical reviews
    • Weekly enrollment
    • Regionally assigned responsibilities.

    Minimum Qualifications
    Education/Experience:

    • Essential: Bachelor of Pharmacy/ Bachelor of Pharmaceutical Sciences/Doctor of Pharmacy (Pharm. D). At least 5-7 years' experience working in public health programs, with a focus on HIV/AIDS, TB and Malaria. Proven record of working in a multi-disciplinary environment and implementing health projects conducted with disease control programs in low-income countries.
    • Essential: Master of Public Health (MPH). Language: Expert knowledge of written and spoken English is strongly required.
    • Desirable: Ph.D. in Public Health or its equivalent.

    Regional Global Funds Program Medical Officers (MDRTB and HIV)

    Job Description

    • Support program implementation by providing onsite needs assessments, mentoring, preceptorship, monitoring and evaluation of healthcare programs.
    • Participate in quality improvement and data analysis.
    • Participate in program clinical/educational activities.

    • Experience working in Global Fund MDRTB and HIV will be an advantage
    • Experience working with State government HIV/AIDS control programs and other stakeholders
    • Excellent Computer skills: Word, excel, powerpoint, etc
    • Significant program experience in Reproductive and Child Health, HIV/AIDS Programs, IMCI, Global Funds operations, and health systems strengthening in Nigeria

    Finance Manager (Global Funds)

    Job Summary

    • The Finance Manager (Global Funds) will be responsible for Institute-wide management of the Global Funds Operations' Financial Processes, Reports, Budgeting and Budget controls including preparation of monthly/quarterly management accounts and annual statutory financial statements.
    • Under the guidance and supervision of the Finance Director, S/he will work independently to provide direct support to the Global Fund team and operations on the general management of all the Global Funds Grants with particular reference to the finances by; coordinating all aspects of financial management including but not limited to routine financial operations, financial reporting, and budgeting, budget controls, administering of finances to sub-recipients, sites and regions.
    • Reviewing of monthly financial reports from the regional and state offices for Global Funds HIV; Malaria, and TB also falls under his/her scope of duties.

    Duties and Responsibilities

    • Preparation of annual management and statutory accounts. Collate all relevant information to produce end of year statutory accounts for the Institute's Global Fund Operations.
    • Preparation of Annual Budget (and other activities budget) for the GF-MDR TB, HIV and Malaria Grants
    • Preparation of Quarterly Management Accounts
    • Preparation of Semester Financial Reports Progress Update/ Disbursement Request (PUDR reports) and EFR for the Global Fund MDR-TB and Quarterly Financial Reports for the Global Fund HIV and Malaria Grants;
    • Maintenance of proper records for all the Global Funds USD Domiciliary accounts and NGN cash books and bank accounts;
    • Coordinating and ensuring preparation of bank reconciliation statements for all Global Funds Grants across Regional and State Offices including Head office;
    • Administration of all payments under Global Funds operations including proper documentation, preparation of payment vouchers, transfer instructions and standing orders;
    • Safe custody of all Global Funds payment vouchers/support documents, cash books, general ledger, financial reports and all other relevant instruments including cheque books, electronic transfer tokens, etc.
    • Review of monthly financial reports from the regional and state offices for Global Funds HIV; Malaria, MDR TB; and ensuring timely disbursements to sites, regional offices and Sub-Recipients;
    • Maintenance of the general ledger of the accounting software - SAGE 300 (ACCPAC) ensuring monthly reconciliation of all ledgers and sub-ledgers;
    • Daily supervision of ACCPAC Data capture and processes, ensuring validation of transactions and other activities on the system;
    • Promoting continuous improvement, transactions processing turn-around time, efficiency and automation within the Finance Department;
    • Any other duties that may be assigned by the Director of Finance

    Minimum Qualification

    Education/Experience:

    • Possession of a B.Sc in Accountancy or any of the Social Sciences or Higher National Diploma in Accountancy
    • Membership of ICAN or any recognised professional accounting body.
    • 8 years post professional qualification hands-on experience in an International NGO or grants operational environment is required.

    Knowledge, Skills, and Abilities:

    Program Officer Laboratory (QA)

    Job Description

    • The Program Officer will work under the supervision of the Program Manager Laboratory Quality Assurance and Quality Improvement to implement all laboratory quality assurance programs across all IHVN implemented grants.

    Essential Functions
    The Program Officer Laboratory (QA) shall:

    • Support Dry Tube Specimen (DTS) production for HIV Quality Improvement program
    • Keep inventory of necessary laboratory reagents and supplies needed for DTS production and distribution
    • Keep up-to-date records of all External Quality Assessment programs across states disaggregated by assays and programs
    • Keep a database of results, reports and corrective actions of participating sites in proficiency testing program
    • Work with Regional Laboratory Officers to implement quality assurance program across assays and programs
    • Conduct assessment of laboratories, develop work action plan and with time lines to achieve timely implementation of corrective actions
    • Work with laboratories to Implement Strengthening Laboratory Management Towards Accreditation (SLMTA).
    • Ensure appropriate and timely implementation of improvement projects.
    • Work under the supervision of the State Manager on day to day program implementation

    Education/Experience

    • Must have a degree in Medical Laboratory Science that is acceptable to MLSCN (for registration)
    • At least 5 years working experience in Laboratory Quality Assurance.

    Knowledge, Skills and Abilities:

    • Must possess good program management experience
    • Must have at least 5 years working experience in diagnostic laboratory
    • Ability to work under pressure with minimal supervision.

    Program Officer Laboratory

    Essential Functions
    The Program Officer Laboratory shall:

    • Collaborate with proficiency testing providers for selection, procurement and shipment of proficiency panels.
    • Train participating laboratories to receive, store, assay, dispose and accurately report proficiency testing panels.
    • Train participating laboratories on the use of appropriate informatics to register assay, update method, upload results, retrieve reports and trouble shoot.
    • Participate in the corrective action team to investigate all failed proficiencies.
    • Identify, train and maintain proficiency of couriers in last mile delivery of external quality assessment panels.
    • Conduct measurements to determine stability and homogeneity, as well as assigned values and associated uncertainties of the measurands of the proficiency test panels.
    • Operate the data processing system; conduct statistical analysis; and evaluate the performance of proficiency testing participants; authorize the issue of proficiency testing reports.
    • Ensure appropriate accommodation for the operation of the proficiency testing scheme. This includes facilities and equipment for proficiency test item, manufacturing, handling, calibration, testing, storage and dispatch, for data processing, for communications, and for retrieval of materials and records.
    • Support and supervise technical and support staff.
    • Take the lead in TB/QA activities including TB panel microscopy, DST and Culture panels and reports across grants.

    Minimum Qualifications
    Education/Experience:

    • A degree in Medical Laboratory Science, that is acceptable to MLSCN (for registration)
    • At least five years working experience in Laboratory Quality Control and Proficiency testing program.
    • Must have experience in implementing SLMTA.

    Essential Skills:

    • Must possess good program management experience
    • Must have at least 5 years working experience in diagnostic laboratory

    Program Officer Laboratory (TB)

    Essential Functions

    • The PO will work on both GF & PEPFAR funded activities in the IHVN Program.
    • S/he will work with the TB team to implement the activities as contained in the GF & APU workplan.
    • S/he will facilitate in TB trainings.
    • S/he will activate laboratories for Smear Microscopy, GeneXpert MTB/RIF tests.
    • The PO will collate reports (QRRIRF, data, monthly/quarterly narrative, mentoring and supervision).
    • S/he will review QRRIRF and be involved in TB logistics.

    • The Bio-tech Engineer will ensure optimal functioning of diagnostic equipment in all IHVN supported clinical diagnostic, research and regional training laboratories.

    Essential Functions
    The Bio-Tech Engineer is responsible for:

    • Install laboratory equipment within IHVN supported sites.
    • Carry out repairs and planned preventive maintenance on equipments.
    • Develop Standard Operating Procedures(SOPs) for equipment in conjunction with the Quality Assurance unit and other units under the Laboratory Department.
    • Support equipment training for site lab staff.
    • Carry out scheduled equipment and apparatus calibrations.
    • Liaise with third party supply & service companies on equipment support services.
    • Liaise with Regional Laboratory Officers on equipment functions, breakdowns and support for action.
    • Write service and installation reports.
    • Provide monthly and weekly reports to the head of unit for activity and progress monitoring.

    Education/Experience
    S/he should have at least one of the following qualifications;

    • B.Eng. / HND Electrical / Electronic Engineering or Biomedical Engineering
    • HND Sci. Lab. Tech with specialization in Physics with Electronic
    • BMLS with specialization in Instrumentation.

    Knowledge, Skills and Abilities:

    • Basic Electrical/Electronic/Instrumentation skills.
    • Basic computer application and troubleshooting.
    • Basic knowledge of laboratories, equipment's and automation

    Senior Program Officer, Laboratory

    Summary/Overview
    The Senior Program Officer will lead IHVN's PEPFAR implementation of External Quality Assessment (Proficiency testing), procure and distribute proficiency testing panels (HIV serology, CD4, EID and VL) to all PEPFAR-supported laboratories and address Proficiency Tests failure through the implementation of corrective actions.

    Essential Functions

    The Senior Program Officer, Laboratory shall:

    • Coordinate Proficiency testing scheme for HIV serology, CD4, DNA PCR for Early infant Diagnosis, Viral loads etc.
    • Collaborate with Proficiency testing providers for selection, procurement and shipment of proficiency panels.
    • Train participating laboratories to receive, store, assay, dispose and accurately report proficiency testing panels.
    • Train participating laboratories on the use of appropriate informatics to register assay, update method, upload results, retrieve reports and trouble shoot.
    • Constitute the corrective action team to investigate all failed proficiencies.
    • Identify, train and maintain proficiency of couriers in last mile delivery of external quality assessment panels.
    • Conduct measurements to determine stability and homogeneity, as well as assigned values and associated uncertainties of the measurands of the proficiency test panels.
    • Operate the data processing system; conduct statistical analysis; and evaluate the performance of proficiency testing participants; authorize the issue of proficiency testing reports.
    • Ensure appropriate accommodation for the operation of the proficiency testing scheme. This includes facilities and equipment for proficiency test item, manufacturing, handling, calibration, testing, storage and dispatch, for data processing, for communications, and for retrieval of materials and records.
    • Coordinate and supervise all technical and support staff.
    • Oversee and ensure day to day running of the External Quality Assurance Centre.

    Education/Experience

    • A Master's Degree in Medical Laboratory Science that is acceptable toMLSCN (for registration) with at least 10 years working experience in Laboratory Quality Control and Proficiency testing program
    • A certified SLMTan.

    Essential Skills:

    • Must possess good program management experience
    • Must have at least 10 years working experience in diagnostic laboratory
    • Experience with Proficiency Testing Program Schemes
    • Good understanding of relevant statistical methods
    • Should be reliable, proactive and visionary
    • Must be creative in program design/planning and implementation towards achieving set goals.

    Desirable:

    • Experience in Quality Management System implementation
    • Experience working with Proficiency Testing panel providers.

    Knowledge, Skills and Abilities:

    • Excellent analytical, planning and organizational skills
    • Ability to be use initiative (be proactive)
    • Ability to maintain confidentiality
    • Ability to work under pressure, with very minimal supervision.
    • Excellent communication skills in English, written/verbal and diplomacy
    • Have good interpersonal, relationship management skills and possess the ability to work as part of a team.
    • Excellent computer skills
