    WASH Engineer

    Location: Maiduguri, Borno

    Job Summary

    • The WASH Engineer will work within Bornu and specifically in Maiduguri and in its host communities with possible travel to needed areas.
    • The main responsibilities will include working to design and improve the technical engineering implementation aspects of the GREENCODE WASH program in managing areas of water and sanitation technology including designing, quantifying, specifying of boreholes, preparing contractual documents and managing them, managing geophysical studies, submersible and hand pump installation and repairs, submersible and hand pump repair and maintenance training, designing and constructing water distribution systems, pump testing, water quality testing, hand dug well construction, and/or latrine construction.
    • The WASH Engineer will also be responsible in coordinating and leading any emergency relief situations involving WASH efforts, creating and drafting technical designs, and submitting regular reports on the work being completed.

    Main Duties & Responsibilities

    • Assess the needed rehabilitation WASH works in infrastructure.
    • Supervise the implementation of the WASH Projects in Maiduguri.
    • In coordination with Project Manager, implement project activities in accordance with the project guidelines and targets.
    • Create BoQ and design and assist in tendering documents.
    • Review designs, specifications, BOQ and conditions of contract issued by Water related agencies and attend all site level meetings with Contractor and State Government agencies on Water Management.
    • Provide supervision, technical assistance and project management skills to local staff within operational areas of Maiduguri.
    • Coordinate, manage resources and implement WASH activities, including constructing and rehabilitating water supply and sanitation systems, community rehabilitation and promoting good hygiene practices to the returnees within operational areas.
    • Monitor and inspect private contractor work at vital construction milestones per project schedule.
    • Conduct WASH rapid needs assessments in the field.
    • As a result of the assessments, assist with identification of specific project locations, design and implementation of appropriate WASH interventions in coordination with Project Manager.
    • Assist in the preparation of the specifications and documentation for the procurement of key WASH related supplies in coordination with the Project Manager.
    • When required, assist in establishing and maintaining Partner led coordination’s through WASH cluster for WASH interventions in implemented communities.
    • Prepare project technical reports, and assist Sector Manager in project proposals and periodic reports.
    • Assist in facilitation of the promotion of WASH program impact on and potential for conflict between beneficiaries and non-beneficiaries, and adjust program accordingly.
    • Develop design plans, working drawings, technical specifications, bill of quantities as per approved standards by the Ministry of Water Resources and Irrigation and the Ministry of Physical Infrastructure for all construction works outlined on the project designs for the said projects, including emergency sanitation facilities.

    Position Requirements

    • Bachelor’s Degree in Civil / Environmental / Architecture / Public Health Engineering.
    • Experience in designing and putting bill of quantities, WASH facilities like toilet, bathing cubicles, water supply lines and hygiene promotion for affected people in a community.
    • At least three (3) years’ work experience in WASH and similar role
    • Proficient in Auto CAD, EPANET 2, Microsoft Word, Excel, and Outlook;.
    • Have strong interpersonal skills (communication, give effective feedback and be a team player)
    • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals;
    • Ability to write routine reports and correspondence;
    • Ability to define problems, collect data, establish facts, and draw valid conclusions;
    • Fluency in written and speaking of local language and English.

    Complaints Response Mechanism and Accountability Assistant

    Location: Maiduguri, Borno

    Job Summary

    • The CRM Officer is responsible for ensuring mechanisms are in place in all Green Concern for Development programs to strengthen the quality and accountability of emergency response as well as upholding the organization’s commitment towards Humanitarian Accountability Partnership (HAP) standards especially in regards to information sharing, beneficiaries’ participation, complaints and response mechanism.

    Main Duties & Responsibilities

    • Receive complaints and feedback via the dedicated toll free line and ensure all information is properly documented;
    • Support the M&E and Program teams in activity implementation, to ensure beneficiary access to CRM channels (feedback days, complaints booths, field visits
    • Receive complaints and feedback referred from field/enrollment staff and ensure proper documentation;
    • Maintain an effective record and filing system for all complaints solved and pending issues including correspondences with subsequent regular updates from field;
    • Compile data and submit internal and accurate reports to the concerned programs/projects on a weekly basis;
    • Ensure that confidentiality of complaint data is respected;
    • Respond to beneficiaries’ complaints as per the Complaints Response Mechanism (CRM);
    • Train M&E Field assistants and CRM assistants to carry out regular community feedback
    • Ensure follow up of decision taken;
    • Build staff awareness and commitment to complaints mechanism, ensuring that all SOPs are respected;
    • Liaise with ASSIST enrollment team and senior management to ensure that feedback and complaints are addressed and resolved;
    • Liaise with camp management and community leaders regarding the response on the complaints received;
    • Perform any other duties as required.

    Position Requirements

    • Candidates should possess a Bachelor's Degree / OND / HND qualification.
    • 1 - 4 years work experience.

    Management Information System Assistant (MIS)

    Location: Maiduguri, Borno
     

    Job Summary

    • The Position mainly involves carrying out data analysis, assessment and computation of data in the GREENCODE Intervention areas. The MIS Assistant is a member of the M & E unit.
    • The purpose of the position is to ensure compliance with GREENCODE/Donor corporate systems and to generate data for routine monitoring processes.

    Main Duties & Responsibilities

    • Support the development of metrics for MIS and provide technical support for the integration of appropriate monitoring, evaluation, and learning systems at all levels.
    • The Information Management assistant is to support the implementation of the Project in the context of north-eastern Nigeria.
    • The purpose of this role is to provide timely, accurate information on project implementation and ensure that monitoring and evaluation are in line with specific project GREENCODE/donor requirements.
    • The role’s support is to achieve accountability, transparency and program quality in project locations.
    • Communicates with the M&E Assistant and across GREENCODE, and field level implementing partners.
    • The post holder will support the establishment of a systematic Information Management system.
    • The post holder will interface and support program team members and program coordinator.
    • And any other task as maybe required.

    Position Requirements

    • B.Sc Degree / Diploma in any Humanities, Social Science or Sciences.
    • 2 years experience working in similar role.
    • INGO experience is a plus.
    • Experience with data analysis tools, SQL and MIS systems.
    • Basic computer skill (Microsoft Office (Word, Excel, Power Point and e-mail).
    • Ability to work as part of a team as well as to work autonomously when required.

    Hygiene Promoter

    Location: Maiduguri - Maguri & Ngazai, Borno

    Main Duties & Responsibilities

    • In collaboration with other team members, the HP assistant undertakes detail Hygiene and Sanitation need assessments.
    • Assist the HP officer in preparing of IEC Materials and monitor the distribution of IEC materials to be used at community level.
    • Ensure the proper dissemination of hygiene and sanitation messages to the community at grass root level.
    • Organize community level hygiene awareness campaigns and prevention of AWD.
    • Organize training for community representatives on Hygiene and sanitation and AWD control.
    • Plan and ensure the proper distribution of Non Food Items.
    • Works closely with partners and Health Offices towards efficient and effective implementation of the response and emergency hygiene promotion activities
    • Works in collaboration with other GREENCODE staff, government partners & key stakeholders and Ensure proper integration of the interventions.
    • Produces activity progress reports as per the preset reporting schedule and submit to the supervisor.
    • Prepare brief emergency related monthly updates and submit to the supervisor.
    • Closely work with GREENCODE community focus area for basic emergency hygiene promotion activities
    • Work on building of the capacity of community target groups on WASH emergency promotion, NFI distributions and other health educations
    • Plan and conduct different hygiene & sanitation promotion and health educations on different community meetings by using different hygiene promotion approaches
    • Conduct regular post distribution monitoring and periodic post distribution survey of the NFI at house hold level
    • Conduct different review meetings with stakeholders on progress of the hygiene promotion activities and beneficiary compliance and feedback management systems
    • Takes additional works as assigned by supervisor.

    Position Requirements

    • B.Sc Degree / Diploma in Environmental Health, Public Health.
    • Speaks Kanuri fleuntly,
    • 1 year experience for B.Sc Degree holders and 2 years experience for Diploma holders.
    • NGO experience is plus.
    • Hygiene promotion experience in local community settings.
    • Basic computer skill (Microsoft Office (Word, Excel, Power Point and e-mail).

    Monitoring and Evaluation Assistant

    Locations: Maiduguri - Maguri & Ngazai, Borno

    Job Summary

    • Under the supervision of the National Coordinator, the Monitoring and Evaluation Assistant shall be responsible for the overall collection, summarizing, compiling, dissemination, storing and timely reporting of all forms data generated from the Project with a key focus on submission of timely, qualitative and quantitative reports to the Program Management Team, donors and relevant stakeholders. Specifically, the M&E Assistant will be in charge of managing project data. Establish and manage a system to track beneficiary and non-beneficiary’s feedbacks and complaints management.
    • Support the development and testing of electronic data entry questionnaires using the Kobo collect and Form Builder (or other software as needed) during periodic surveys and data analysis using appropriate statistical package.
    • S/he will work under the direct supervision of the National Cordinator. The position will be based in Maiduguri and will include frequent travels to the field.

    Major Responsibilities
    Monitoring Evaluation Accountability & Learning:

    • Track the project performances vs. project indicators
    • Create and manage databases to ensure the traceability of the project beneficiaries and assistance provided
    • Conduct a baseline/end line survey at the start and end of the project.
    • Lead in beneficiary identification, selection and registration.
    • Regularly conduct on site monitoring and post distribution surveys
    • Carryout rapid need (including market) assessments for proposed and new project sites
    • Regularly collect and analyze market price data.
    • Review, clean and analyze all project data, including but not limited to: beneficiary registration, baseline study, onsite monitoring, post activity monitoring, price data, final evaluation.
    • Work with project officers for EPI Data collection for GREENCODE implementing projects
    • Ensure that the project mid-term evaluation and project’s evaluation are conducted in a timely manner and as per donor’s regulations.
    • Ensure the project final evaluation is timely conducted.
    • Elaborate, review, and test all M&E tools.
    • Promote the use of Information Communication Technology for Development (ICT4D) solutions throughout the project including for the registration of beneficiaries and other stakeholders for each project.
    • Demonstrated appropriateness of quantitative statistical management programs including ACCESS, SPSS, EPI-INFO, Kobo collect.
    • High degree of competency and comfort with information and communication technology used for MEAL
    • Strong group process design and facilitation skills, including developing and leading workshops
    • Demonstrated commitment to gender responsive programming.
    • Excellent organizational, analytical, oral and written communication skills.
    • Team-oriented and strong interpersonal skills
    • Ability to work effectively under pressure and to organize and prioritize a variety of initiatives.

    Key Requirements

    • Have a Degree / HND in Social Science, Art, Humanity or related field with minimum of 2 years experience in a project management, stakeholders’ relations and administration-related role.
    • Must be resident in Ngazai and Magumeri and speaks Kanuri fluently.
    • Have excellent computer skills including with Excel, Microsoft office.
    • Have strong interpersonal skills (communication, give effective feedback and be a team player)
    • Be able to manage stress effectively, juggle competing priorities, balance various programmatic, logistics and team needs.
    • Have the ability to manage work plans including ability to work under pressure.
    • Be committed to the NGO’s mission, values and policies.
    • At least 2 years experience in Monitoring, Evaluation, Accountability and Learning, preferably in the NGO sector
    • Thorough technical knowledge and experience in MEAL.

    WASH Project Officer

    Location: Maiduguri, Borno

    Job Summary

    • The WASH Officer ensures the implementation of WASH activities in the areas of operation (Maiduguri) and that these activities follow the guidelines and the indications provided.
    • He/ she manages the assessments, planning the operational tools (eg. BoQs, reports) for the field.
    • He/ she ensures the link between the field level and the Project Manager.
    • He/ she stays aware about the other actors working in the same area of intervention and coordinates with them.

    Main Duties & Responsibilities

    • Under the general guidance from the Senior WASH officer, the officer will undertake the following duties.
    • Ensure the development of accurate Bill of Quantities ( BoQs) and detailed technical drawings for all the WASH interventions in liaison with relevant technical staff from the government authorities and implementing partners
    • Supervise and be responsible for all the technical aspect for project implementation, make sure that contractors complete project work in a timely, efficient and accurate manner with respect to standard engineering
    • Ensure community involvement at all phases of the project and the development of community ownership of the project.
    • Guarantee the respect of construction standards as well as the security practices at the project site.
    • Provide feedback to the monitoring and evaluation system in order to assess the effectiveness and the impact of the projects and propose recommendations for improvement
    • Contribute to the development of constructive solutions to challenges identified by the community and contractors
    • Facilitate and maintain a good professional relationship between GREENCODE, communities and contractors
    • Provide regular written and verbal reports to the Programs Manager on the infrastructure’sdevelopment activities.
    • With the help of the Programs Manager and the contractor, develop and maintain weekly, monthly plans and written comprehensive records of engineering work undertaken in the project including site visits and reporting of work progress.

    Position Requirements

    • B.Sc, HND or OND in Engineering or related qualification
    • Professional experience in WASH related programs in Community.
    • INGO experience is a plus.
    • Ability to work as part of a team as well as to work autonomously when required.

    Food Security and Livelihood / Cash Base Transfer Officer

    Location: Maiduguri - Maguri & Ngazai, Borno

    Job Summary

    • The purpose of the Food Security and Livelihoods / Cash Base Transfer Officer (FSL/CBT) position is to assist International GREENCODE in delivering life-saving programs in a holistic and sustainable way, keeping in mind how the emergency response will set the ground for transitions and development programming.
    • The FSL/CBT Officer will technically be supervised and supported by the Project Manager and the National Cordinator.

    Main Duties & Responsibilities

    • Conduct initial sector-specific assessments and make technical recommendations for appropriate activities, both for initial disaster response phase, early recovery and for longer-term disaster risk reduction or rebuilding of livelihoods.
    • At the field level, provide assessments of the agricultural & livelihoods situation as it relates to food security and nutrition. Be able to assess seed needs and the parameters of the problem, whether acute or chronic, and make recommendations to GREENCODE on how to best respond to those needs programmatically.
    • At the field level, conduct rapid need assessments of the food and livelihoods situation as it relates to and their impact on nutrition.     • Develop and implement innovative entrepreneurial models that create business opportunities for youth and other project beneficiaries;
    • Ensure that GREENCODE objectives are disseminated and raise awareness of GREENCODE approach ensuring all implementation follows GREENCODE policies and procedures;
    • Facilitate communities, community-based organizations and community leaders in identifying project beneficiary target groups for GREENCODE Food Security and Livelihoods activities;
    • Help empower project beneficiaries (IDPs, refugees and local communities) to attain self-reliance and be able to sustain Food Security and Livelihoods Projects;
    • Work closely with community structures to follow up on implementation of cash transfers, by maintaining and/or expanding GREENCODE community outreach to ensure beneficiaries have one communication channel with the CBT team.
    • Supervise and coordinate the work of the Field Monitors by ensuring their presence in the field, keeping track of their attendance, submitting accurate information for their payment at field level and providing instructions to them on the planned activities
    • Ensure equal participation by all segments of the beneficiary groups (IDPs, refugees and local communities), taking into consideration issues regarding gender, age, disability and clan affiliation;
    • Regularly monitor and evaluate Food Security and Livelihoods Projects performance and provide timely inputs, feedback and impact of the GREENCODE Food Security and Livelihoods interventions;
    • And any other job that may be assigned

    Position Requirements

    • B.Sc or HND certificate from a recognized institution
    • Speaks Kanuri fluently
    • Minimum of 2 years experience in Livelihood, Cash Base Transfer and agriculture project.
    • An up-to date understanding of food security, risk reduction, emergency response, early recovery, sustainable development and livelihoods concepts.

    • Fluency in English and local language
    • Experience with large complex organization is required, ability to use Microsoft office
