    Site / Community Facilitator

    Location: Maiduguri, Borno
    Starting Date: July, 2022
    Duration of contract: 10 Months (Extendable)
    Reporting to: Project Manager

    General Context of the Job / Project

    • This position falls under the direct management of THRIVE Project Manager
    • SHO’s Site / Community Facilitator will play an integral part of the camp management team on the THRIVE Project of ensuring that all inhabitants of the community are living a safe, secured and dignified life. Under the Direct Line Supervision of the Project Manager, the Site Facilitator is responsible for the collecting of quantitative, Qualitative and Spatial Data using Kobo and other tools.
    • He/She will facilitate focus groups discussions and key informant interviews and conduct HH, Individuals, and Community level questionnaires in order to feed the project Database at every stage of the Project.ee

    Core Functions / Responsibilities
    Your main duties and responsibilities will be:

    • Any other tasks needed to support the THRIVE team members, to inform CCCM activities and to ensure the success of the SHO THRIVE objectives.
    • Reporting to supervision made by the database assistant, by participating in Site Facilitating/ assessment/ tracking/ reporting tools design and sharing processes implemented by SHO.
    • Responsible for conducting interview and collect data from respondents at the household, individual and community level using Kobo on smart phones.
    • Responsible for ensuring that respondent are accurately targeted in accordance with direction given by supervisors, and that data meets minimum quality standards.
    • Responsible for identifying and organizing respondents for focus group discussion, facilitating or co-facilitating the discussion and recording results.
    • The Site Facilitator will be responsible for feeding camp site mapping and to provide updated information on services, facilities, population through GPS location.
    • Responsible for registration at the targeted locations, liaise and meet with Assessment Agencies and partners for data sharing purpose/harmonization of processes Essential Qualifications and Experience.
    • Other duties assigned by the line manager.

    Job Educational Qualification

    • Completion of SSCE is a minimum qualification. National Diploma, University Degree and a higher qualification in Database, Humanities, Social Studies, or another relevant studies.
    • Minimum one year of experience in international and/or NNGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees, IDPs or host communities.
    • Experience in community services, women empowerment, youth activities, protection, distribution or registration.
    • Promote and share ideas for improvement of the support function

    Essential Knowledge and Skills:

    • Extensive knowledge of Nigerian displacement context.
    • Excellent interpersonal and team-playing skills.
    • Ability to work in a multi-cultural environment.

    Preferred Experience:

    • Proven professional experience working with NGO at a relevant position e.g. Enumerator, Site Facilitator, Field and Community worker.

    Shelter / Water, Sanitation & Hygiene (WASH) Officer

    Tasks and Responsibilities

    • Contribute to the development of and implement and monitor administrative and operational activities of approved Shelter/WASH activities for the THRIVE Project.
    • Monitor and supervise the Shelter/WASH field assistants responsible for the execution of project components in the targeted locations.
    • Track and follow up on all technical aspects of SHO construction work (Shelter and WASH) including but not limited to assessment, design, Bill of Quantities (BoQ) calculation, tendering, technical specification, and monitoring while liaising with partner organizations and governmental authorities to facilitate cooperation and effectiveness.
    • Assist with and contribute technical inputs for the development and implementation of Shelter/WASH design standards, monitoring mechanisms, quality control & assurance mechanisms, and construction specifications in respective technical field.
    • Compare the actual working progress with the work plan agreed with the donor and recommend the required action for successful completion as per the work plan.
    • Conduct joint verification site visits and check that projects are completed to a satisfactory standard before any payments are authorized.
    • Ensure up to date and accurate record keeping, including Shelter/WASH activity inspections, audits, actual quantities maintained and drawings, and ensure variations and addendums are issued correctly.
    • Participate in all relevant forums, including cluster coordination meetings, inter-cluster meetings and partner meetings in the THRIVE Project implementation.
    • Support the implementation of small scale mitigation & site development work in coordination with the CCCM team, map safety risks and other hazards at site level and surrounding communities when feasible.
    • Maintain appropriate links with national/local authorities, state institutions, civil society and other relevant stakeholders, including effective coordination and information exchange with them.
    • Assist with the development of SHO Shelter/WASH standard operating procedures as well as other strategic documents.
    • Participate in resource mobilization efforts as well as meeting donor reporting requirements and provide Shelter/WASH technical representation for a given area in meetings with donors, governmental entities, and other organizations.
    • Perform such other duties as may be assigned.

    Preferred Qualification & Experience

    • National Diploma, HND, University Degree and a higher qualification in Engineering, Architecture, Environment, Urban and Regional Planning, Social Sciences, or any other relevant studies.
    • Minimum of 2 years of relevant experience in international and/or NNGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees, IDPs or host communities.
    • Promote and share ideas for improvement of the support function
    • Experience working for NGOs and/ or in Camp setting is a must.
    • Experience Working in the Northeast Nigeria an added advantage.
    • Positive attitude and a willingness to learn

    Community Mobilizer

    Tasks and responsibilities

    • The Community Mobilizer role is to mobilise and facilitate active participation and dialogue of target populations, including caregivers, community and religious leaders, and other key men and women in target communities, to participate in the implementation of project activities within the “THRIVE” project.
    • In particular, Community Mobilizer will develop and maintain relationships with key stakeholders in select communities, update the project team on context specific factors impacting the project, support in mobilizing project beneficiaries for activities related to THRIVE Project key activities as they arise.
    • The Community Mobilizer will motivate, inspire and support beneficiaries in target communities, and contribute to detailed planning and implementation of activities in line with conflict sensitivity.
    • Establish connection with communities and mobilize community members to engage in community-based protection activities.
    • Assist the Communication with Community team leader in coordination with local authorities, formal and informal, as well as refugee/IDP community focal points in each area, establishing and maintaining positive relationships.
    • Keep the community informed and updated about the projects and disseminate information accordingly.
    • Participate and assist in the organization of project events (practical trainings and workshops on collaboration between the local actors and communities, consultations with communities, mobilization of community members and leaders, etc.)
    • Community mobilization and facilitating community dialogue.
    • Assist and provide guidance on submission of community initiatives/proposals.
    • Engage in project monitoring activities as it is relevant to the THRIVE project.
    • Respond and adjust to a flexible activity scheduling, logistical constraints related to public space management, or social dynamics involving the community and its expectations.
    • Draft status reports, including a narrative analysis of trends, summary of activities, identified challenges and needs, with photos when possible.
    • Identify and mobilise participants forvarious project activities such as community dialogues among others.
    • Support feedback mechanism within the Thrive project to ensure voices from direct beneficiaries and wider community are continuously shared, captured, and fed into project activities.
    • With the support of Site Facilitators, facilitate community meetings and dialogues to identify key community needs that can be addressed through the community strengthening initiatives; support the implementation and monitoring of these initiatives.
    • Keep abreast of local context and the security situation, and provide feedback in a timely manner.
    • Draft activity and monthly reports.
    • Represent SHO in relevant community and interagency stakeholder’s meetings and any other meetings that may be assigned by the supervisor.
    • Complete any other task relevant to the position as requested by the supervisor.

    Project Manager

    Job Description

    • The THRIVE Project Manager is responsible for implementation of project work plan, ensures regular reporting to the Director of Programs and the Executive Director, and supports delivery of quality activities to ensure that all beneficiaries are living a safe, secured and dignified life and to ensure they have access to the right facilities as projected.
    • Project Manager will also have an administrative responsibility of ensuring that THRIVE Project staff and incentivized labour are actively following their TORs and abiding by SHO’s Code of Conduct.

    Your main duties and responsibilities will be:

    • Partner coordination and Service Delivery Monitoring
    • Liaising and coordination with all humanitarian partners and stakeholders working in the targeted host communities.
    • Liaising and coordination with local authorities responsible for site administration and delivering of services in the site
    • Liaising with Sub National clusters (particularly CCCM, WASH, Shelter, Protection)
    • Monitoring of service provision by SHO at community level. Ensure SHOs achieves agreed minimum standards and service delivery quality.
    • Timely reporting any gaps and/or duplication in service delivery and advocating through the appropriate mechanism for achieving agreed minimum standards and service delivery quality

    Community liaison, mobilisation, and accountability:

    • Establishing community governance and representation committees and strengthening the coordination and relationship-building with community leadership groups and community members on a formal and informal basis
    • Organizing regular meetings with committee and community representatives’ participation in coordination meetings
    • Overseeing mobilization activities conducted by assistants/outreach workers or community members/representatives and supporting community mobilisation of SHO, as needed
    • Overseeing of and support to SHO Communication with Communities (CwC) activities, including but limited to outreach activities and information campaigns
    • Support the establishment of information desks and Complaint Response Mechanism (CRM)
    • Once established, overseeing operation of information desks and Complaint Response Mechanism (CRM), including data management and referrals
    • Training and coaching of camp committees, partner agencies and site team on CCCM and CCCM related topic

    Infrastructure and site maintenance:

    • Supervising regular assessment of site infrastructure, WASH infrastructure and physical service delivery in the camp (e.g. drainage, roads, water supply e.g. shallow well and boreholes construction and rehabilitation, latrines, community infrastructure)
    • Supporting CCCM Engineer/WASH Project Officer/WASH Project Assistant in preparing plans for site works, and overseeing implementation by site infrastructure team/contractors as needed
    • Considering environmental impacts of infrastructure works from planning to implementation and taking all the necessary measures to mitigate the impacts as much as possible

    Information Management

    • Overseeing information management activities and information sharing with partners and stakeholders to improve coordination
    • Supporting improvement of information management systems in targeted locations: identification of information gaps, design/review of tools, databases and reports, data collection oversight

    Protection mainstreaming:

    • Considering gender, protection, and GBV concerns in all aspects of project activities
    • Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for host communities, SHO staff, partner agencies, casual labours)
    • Supporting and promoting participation of women, youth, people with specific needs and marginalised groups in camp governance mechanisms, CCCM Activities and WASH activities.
    • Referring to and following up with protection partners on identification and addressing of cases of vulnerability within the targeted locations.
    • Coordinating assistance to vulnerable individuals at camp events with protection partners and other humanitarian agencies (like distribution, registration, etc.)
    • Ensure that principles of data confidentiality are respected in information management activities and that sensitive data of beneficiaries are protected when stored or shared if strictly necessary
    • Ensuring that all site maintenance and infrastructure interventions are carried out through a vulnerability lens and whenever site maintenance activities are implemented, always consider accessibility to infrastructure and inclusion of people with specific needs

    Planning, Implementing and Reporting:

    • Developing weekly and long-term work plans for the project implementation, set direction by prioritizing and organizing activities and resources to achieve project objectives and ensuring regular follow-ups on plans implementation
    • Organizing regular staff coordination meetings for the sites
    • Excellent liaison with other Site Team Members, ensuring consistency and coordination of activities in the site
    • Timely reporting on problems and challenges in the site to line manager and to the technical coordinator (e.g. activities implementation, urgent complaints and concern raised by the community etc.)
    • Timely reporting on security and safety incidents, including fire, evictions, floods and any possible security hazards in the site to line manager and to the line manager and Technical Coordinator
    • Timely submission of internal reports (weekly, monthly and ad hoc donor reporting)
    • Timely submission of clusters reports
    • Day to day supervision of CCCM team and WASH.
    • Ensure CCCM and WASH staff and incentivized labour for their site are actively following their TORs and abiding by SHO’s Code of Conduct
    • Support to the head of operations in identifying areas for improvement and developing site strategy.
    • Supporting MEAL activities during monitoring and evaluation activities of project implementation and addressing recommendation of MEAL department to enhance effectiveness of project activities and maximize impacts

    Logistics:

    • Provide inputs for the elaboration of Procurement plans as requested by Logistics Department
    • Send accurate and precise order forms in a timely manner
    • Confirm quality of material selection if and when applicable
    • Ensure a proper management and use of the project assets and stocks
    • Plan team movements based on available fleet and applicable policies.

    HR:

    • Participation in recruitment of new staff
    • Support in hiring and management of daily labour
    • Identification of capacity-building needs and opportunities of the team, to achieve these through support or training in coordination with Area Coordinator/TC/HR department
    • Ensure a positive working environment and good team dynamics
    • Undertake regular appraisals of staff

    Others:

    • Provide translation of various documents (e.g. reports, minutes, beneficiary lists, information signs) upon needs
    • Perform any additional task as requested by the line Manager

    CCCM Protection Officer

    General context of the Job/Project
    The Protection Officer Will Support SHO, national institutions & vulnerability assessment to respond adequately to protection issues and case management like SGBV, related to the THRIVE Project and basic health services to Beneficiaries:

    • The Protection officer is responsible for the day-to-day activities of the protection component of the project, including conducting data collection, meetings and mobilizing key project stakeholders, developing protection related materials for community trainings and facilitate trainings, among others.
    • He/she will organize focus groups to support him/her in the accomplishment of her daily task and duties.
    • He/She will be accountable for the smooth operation of the protection component of the THRIVE project, meeting project timelines and targets, in addition to internal capacity building trainings.
    • He/ she will be responsible for ensuring protection mainstreaming standards among the targeted areas and to monitor the global protection risks in order to provide mitigation solutions.

    Job Description

    • Provide technical direction and leadership, ensuring SHO’s programmatic expertise in GBV and Protection is translated to the THRIVE Project.
    • Establish key internal and external contacts, with an understanding of the main issues related to Protection and Gender Based Violence dynamics and trends in the affected population
    • Provide standard technical guidelines, help develop mechanisms, identify gaps and provide capacity building of SHO staff
    • Influence policy and practice through analysis and advocacy in coordination with key stakeholders
    • Identify learning and training opportunities for SHO staff and partners, and work as a mentor and role model for less experienced staff members.
    • Carry out daily monitoring visits, focus group discussions, participatory assessments, key informant interviews in accordance with SHO's information collection and management plans and standards, ensuring appropriate treatment of sensitive information;
    • Ensure that protection mainstreaming is implemented by all agencies and in the communities of implementation.
    • Assess protection issues captured or identified during daily activities and make appropriate referrals for services to humanitarian or other actors as per the referral pathway or best practices;
    • Identify cases in need of urgent response and directly follow-up/accompany affected individuals to services providers when needed to ensure access to services;
    • Work with supervisor to create weekly work-plans and prioritization of tasks;
    • Ensure targets are met under the approved work plans
    • Ensure proper documentation and secure storage of any protection data collected (hard and soft copies);
    • Complete daily, weekly and monthly reporting on findings.
    • Foster and maintain excellent working relationships with all stake-holders, and participate in daily coordination with humanitarian and all other local and international actors;
    • Provide technical and programmatic support to the community mobilizers in the field on a day to day basis
    • Provide technical and programmatic leadership to community-based mechanisms
    • Work with community-based structures to identify protection problems that cannot be resolved at community level or by existing services and assist community to come to solutions
    • Liaise closely with protection actors in the field and other humanitarian partners to ensure an understanding of the overall issues; an understanding that shall be used to guide weekly work plans
    • Take a leading role in setting up the community center-liaising with the community.
    • Perform other duties as assigned by supervisor.

    Preferred Qualification & Experience

    • National Diploma, HND, University Degree and a higher qualification in Law, Social Work, Psychology, Social Sciences, or any other relevant studies.
    • Minimum of 2 year of relevant experience in international and/or NNGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees, IDPs or host communities.
