    Senior Technical Officer - Prevention, Care & Treatment

    Job Description

    • Will provide technical leadership and support related to clinical management of HIV/AIDS strategies and approaches in implementation of the programs.
    • S/He will work with relevant stakeholders to coordinate the design and implementation of facility-based programs in relation to clinical management of HIV/AIDS, including the use of Anti-retroviral treatment, PMTCT, care and support, work with relevant staff and partners to coordinate the design and implementation of community-based programs in relation to community HTS and PMTCT including optimizing HIV case finding and linkage to care at supported health facilities, liaise with partners implementing community programs in order to optimize community-facility linkage of clients identified to be HIV positive and retention to care and treatment, support the provision of Pre-exposure Prophylaxis (PrEP) and ART in line with National and Global best practices and guideline.
    • S/He will also provide technical assistance in non-ART clinical care including the management of opportunistic infections (OI) and Palliative care capacity for PLHIV, contribute to the development of program strategies, subproject documents, work plans and budgets and represent AHNi to donors and government officials on issues of HIV/AIDS treatment, care and support at the State level.

    Minimum Recruitment Standard

    • MB.BS / MD or similar Degree with 3 to 5 years of progressive relevant experience in clinical care with a sound understanding of HIV/AIDS with provision of HTS, PMTCT, anti-retroviral therapy (ART), TB HIV collaboration, care and support in resource constrained settings.
    • Possession of an MPH or post graduate degree in a related field is an advantage.
    • Experience in project development with proven experience in the planning and facilitation of training is required.
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

    Senior Technical Officer- TB / HIV

    Job Description

    • Will provide technical support to implement high quality care and support activities with primary focus on tuberculosis control and treatment as well as all issues surrounding TBHIV co-infection.
    • S/He will also provide support related to TB/HIV collaboration strategies and approaches, related to implementation of collaborative activities at the State Level, coordinate the design and implementation of components related to tuberculosis programs and TB/HIV collaborative activities in all SIDHAS states, provide technical assistance in tuberculosis and TBHIV management capacity building to field programs and work in close collaboration with the Care and Treatment Unit in the implementation of integrated HIV, TB and other medical services at the facility level.

    Minimum Recruitment Standard

    • MB.BS / MD or similar degree with 5 to 7 years with a minimum of 5 years progressive experience in care and support for HIV/AIDS and Tuberculosis in resource constrained settings.
    • Experience with ART/TB programs is required.

    Technical Officer - Database

    Job Description

    • Will be responsible for the day-to-day operations of data processing.
    • S/he is responsible for the planning, maintenance and development of the project’s databases and Geographical information system (GIS).
    • Other responsibilities include, the design and creation of spatial products, including maps, digital data, reports and statistics.
    • S/he will administer and maintain the project’s DBMS, monitor and optimize the DBMS and coordinate data management issues (e.g., deletion of records, query management, Internet reports) within the data users’ group. Run checks to ensure the security and confidentiality of the AHNI/Nigeria identifiable health data.
    • Monitor research staff’s compliance with confidentiality policies to assure that security standards are met and advice on the acquisition of the appropriate Database Management Systems as needed.

    Minimum Recruitment Standards

    • M.Sc / MA in Geographic Information Systems, Engineering, Information Technology, Computer Science or its recognized equivalent, and 4 – 6 years post-national youth service relevant experience.
    • B.Sc / BA Degree in Engineering, Information Technology, Computer Science or its recognized equivalent with 5 - 7 years post-national youth service relevant experience.
    • Strong background in geospatial and health information systems (GIS) and/or database management is required.

    Assistant Technical Officer - Prevention, Care & Treatment

    Job Description

    • Will provide technical support at state level to implement high quality care, treatment and support activities with primary focus on HIV/AIDS programs.
    • Support the optimization of ART service delivery at the various LGAs and track ART coverage of service provided in the various LGAs of service delivery at ACE supported facilities to minimize missed opportunities.
    • Provide technical assistance visits to all supported facilities across the project states, providing mentorship/supervision to concerned health workers on HIV/PMTCT/ART/RH activities, thereby building their capacity for quality care delivery in the above-mentioned thematic areas.
    • Conduct hands-on and on-site mentoring of State / Local Government Implementing Team members on HIV/AIDS programming and service delivery.

    Minimum Recruitment Standard

    • MB.BS or Similar Degree with 3 to 5 years relevant experience in clinical care with a sound understanding of HIV/AIDS with provision of PMTCT and anti-retroviral therapy (ART) in resource constrained settings.
    • Or B.Sc in Nursing, Public Health, Pharmacy or other closely related fields with 3-5 years relevant experience.
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.
    • Knowledge of Nigerian clinical setting and project-level or state/national-level monitoring and evaluation system implementation, including government and non-government settings.
    • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections.

    Deputy Director - Strategic Information (HI & Database)

    Job Description

    • With the supervision of the DME, the DD-SI will lead in the design, development and implementation of the project’s SI and database functions including all systematic data analysis process of data outputs from the electronic information systems, carrying out advanced data analysis and preparing data analysis products for presentation and reporting.
    • S/he will provide technical leadership and support to strengthen monitoring and evaluation (M&E), and performance reporting within the targeted geographic area, which may include building capacity of community organizations and other stakeholders to monitor, document and analyze the performance of their HIV services and activities and ensure data quality.
    • S/he will liaise with the DME, government of Nigeria and other counterparts responsible for national and state-level SI and support coordination with national health management information systems.
    • The DD- SI will be responsible for all SI reporting to ACE-BAY, USAID and stakeholders.

    Minimum Recruitment Standard

    • Master's Degree in Public Health, Statistics, Epidemiology, Geography or other related areas with 5-7 years of experience in Monitoring and Evaluation in international development related to HIV/AIDS comprehensive services.
    • 5 years practical or demonstrable experience in monitoring and evaluation or data management.
    • Previous experience working with USAID or PEPFAR-supported programs including familiarity with USAID M&E reporting requirements.
    • Demonstrated ability to be the technical specialist and as the lead subject matter expert in monitoring and evaluation.
    • Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, Epi Info and/or other analytic software and to provide evidence-based recommendations accordingly.
    • Demonstrated knowledge and experience in the use of GIS and other tools to support geo-spatial display of data to target program interventions and resources.
