Ensure that the assigned project/s are well managed as per statement of requirement, COMPANY specification and Contractual requirement
Ensure that all the interfaces with the relevant parties including with the partner/regulator/3rd-parties are correctly managed
Ensure that projects are executed in a highly safe manner, conformance to quality and within schedule and budget.
Ensure and promote the application of the Company HSE rules and specifications.
Ensure that contractors comply at all times with safety rules, taking actions as required in case of disregard of the rules, stopping the works if they are deemed unsafe, and organizing tool-box meetings and recovery plans.
Promote safety culture within Company personnel and contractors as well as the reporting of anomalies
Ensure and monitor the safety of personnel and installations as well as protection of the environment.
Pursue within his team the HSE objectives defined by his line management
To coordinate the implementation of project management for the assigned projects starting from project sanction until hand over to Field Operation.
To coordinate each stage of the project in collaboration with the relevant parties and ensure respect of the project requirements, budget and milestone. This shall include to monitor and control closely CONTRACTOR activities and propose the mitigation actions for any nonconformity or slippage (technical, budget, schedule).
To propose the organization for the execution of the project and manage the organization of the assigned project/s.
To ensure the availability of the approved contractual documentation, approved budget and ensure the implementation as per requirement.
In collaboration with C&P, to manage, monitor, control all required contractual process until recommendation to award. This shall include ensuring the recommendation is made in the best technical and commercial terms.
To manage the preparation of any site work and manage the execution.
To manage the interfaces with the relevant parties including with the external parties (NAPIMS, DPR, etc.) in collaboration with PAR Department.
Ensure the respect of approval requirements for each stage of the project with the partners/regulators in collaboration with PAR Department.
To promote innovation and the cost reduction solutions for all line of activities.
To prepare and expedite the required report of the project including for the purpose of the interfaces. This shall include provision of all relevant information required for project reporting.
To be responsible for the issuance of the project close out report and return of experience for the project archive.
To carry out any other duties/projects may be assigned to him/her by the hierarchy.
Requirements
Engineering background with a minimum of 10 years’ experience in the construction of O&G installations and project management.
Responsibility for the efficient control of the Project package with regards to progress monitoring, material delivery, processing and payments of invoices, cost reporting, engineering documentation administration, Project reporting, commercial matters all in line with the T&Cs ofthe contract and instruction from Project Leader, as well as general administration
Management of the Project Control team, closely monitoring and supporting the tasks of subordinates
Interfacing with the ECP Project control team and C&P teams for the efficient coordination of Project administrative and contractual needs
Report Project activities to PM and management of the Project general administrative matters
Compliance with the OML 58 Solarization project HSE KPI & Objective and assist the project in compliance with overall COMPANY HSE requirement.
Ensure that adequate contractual and administrative support is provided to the Engineering team for the progress and timely completion of Detailed engineering.
Ensure that Engineering team responds to technical queries and returns documents to Contractor within the contractual timeframe.
Ensure proper tracking of design changes that could potentially result in change orders.
Ensure the quality and correctness of the design dossier is in line with Project standards.
Ensure contractor compliance with Project invoicing, reporting procedures and local content regulations.
Ensure that change order requests are treated promptly.
Manage the team efficiently
Ensure continuous communication with ECP project control and C&P contract teams
Maintain good contractual relationship with contractor and ensure that COMPANY responds promptly to contractor letters.
Report efficiently to the Project Manager.
Requirements
Minimum Qualification: B.Sc Degree in Technical, Legal and Commercial discipline.
Minimum 15 years’ experience in Major Oil & Gas engineering projects and operations.
Good knowledge of Company Project control procedures and knowledge to mediate on technical issues common to brown field Oil & Gas projects.
Ability to adapt and to represent the company in discussions/negotiations with contractors.
Personnel management experience.
Ability to effectively liaise with engineering and construction teams on ways to avoid claims from contractor.
Language: Fluent English.
