    Procurement Manager

    Program / Department Summary

    • Mercy Corps has been present in Nigeria since 2012, focusing its interventions on humanitarian assistance, economic development, and conflict mitigation. With the ongoing insurgency in Northeast Nigeria causing the displacement of millions of individuals, Mercy Corps started its humanitarian response in 2014 to address the rising humanitarian needs.

    General Position Summary

    • The Procurement Manager will be responsible for supervising all purchases of goods, services and works of Mercy Corps’ Country program.
    • S/he will train and oversee a team while ensuring that a support strategy for healthy,robust,and integrated systems is in place.

    Essential Job Responsibilities
    Strategy & Vision:

    • Analyze the procurementteam set up in every office. Propose adjustment; recruit and train staff accordingly to guarantee a high-performing and professional team is in place.
    • Develop/improvethe management tools necessary to make optimal decisions
    • Provide senior leadership with the data and analysis necessary to make optimal decisions.
    • Analyze and propose changes to procedures based on needs and risk management.
    • Orientate procurement staff and provide service-oriented training to enable work with other non-procurement staff effectively.

    Procurement Management:

    • Provide direct support to and ensure that all MC Nigeria offices have high standards in procurement.
    • Ensure that the procurement Team and all relevant employees have correctly assimilated and applied the new field Procurement Policies and procedures FP3
    • Provide training to staff on this news policy (or refresher training as necessary)
    • Assist Program and operational personnel in the regular procurement planning meetings.
    • Work closely with program managers, Operations director and operations Managers to develop/ updatepolicies, procedures and set up better adapted to procurement for emergency programs.
    • Lead the implementation of market surveysin all locations where Mercy Corps operates
    • Maintain files on market prices forcommonly boughtitems.
    • Organize proper filing of the procedure-related documentation accordingtomercy corps standards
    • Maintain a comprehensive dashboard for procurement to ensure follow-up and analysis is updated on a weekly and monthly basis.
    • Engage with program managers for the development and regular updating of procurement plans for each project
    • Regularly produce purchase status and completed purchases reports using the Ongoing PR Master List and PR Master List
    • Maintain a comprehensive dashboard for procurement; to ensure good planning of allupdateson a weekly and monthly basis.
    • Ensure ongoing communication with the different departments to ensure good planning of all purchasesin a collaborative and respective manners
    • Ensure maximum use of Master Agreement and yearly renewal of these agreements
    • Ensure that Mercy Corps’ procurement activities are legal and moral.
    • Establish MSA&MPAs supplier agreements for commonly used items
    • Ensure all contracts and contractual terms are respected by supplier and mercy corps and respect local legislation
    • Ensure all tenders are done in accordance with the procedure and archived according to mercy corps procedures

    Team Management:

    • Provide team members with information,toolsand other resources to improve performance and reach objectives
    • Provide direct support toensurethat all MC Nigeria officesmeetminimum standards in procurement management.
    • Guide and supervise the team according to the performance revealed in the dashboard
    • Create and sustain a working environment of mutual respect where team members strive to achieve excellence.
    • Promote accountability, communicateexpectationsand provide constructive feedback via regular performance reviews.
    • Supervise,hireand orient new team members as necessaryand provide full orientation for the newly hired team members
    • Review job descriptions as necessary and include performance indicators. Conduct annual performance evaluation.
    • Develop and implement KPIs for the procurement team
    • Ensure training and capacity building for procurement team membersin order toincrease the level of technical ability and skills within the department

    Finance & Compliance Management:

    • Ensure compliance with donor and Mercy Corps regulations
    • Uphold Mercy Corps' zero-tolerance policy against corruption
    • Provide training to program team members on procurement compliance procurement tools use

    Influence & Representation:

    • Represent Mercy Corps at the relevant external meeting
    • Consult with other NGOs to identify the best potential suppliers and providers
    • Communicate effectively to ensure overall project targets anddonor'sobligations are met

    Accountability:

    Knowledge and Experience

    • BA / B.Sc Degree in Supply Chain Management and/ or International Business in a relevant Business field.
    • 5+ years of experience sitting up managing procurement systems with INGOs with supervisory responsibilities.
    • Demonstrated understandingof a complexenvironment. Related security concerns and appropriate response with experience in a secure context
    • Strong organizationalskills:ability to interact effectively with international and national personnel in a sensitive environment.
    • Excellent oral and written English skills.
    • High level of computer skills in MS Office programs.
    • A demonstrated ability to multi-task and process information into action so as to not delay program activities.
    • A clear understanding of procurement ethics and donor (USAID, EU, DFID,OFDA) compliance is essential.

    Success Factors:

    • The successful Procurement Manager will be good at problem-solving andhave the ability towork out methods to deliver successful programs while demonstrating excellent stewardship of donor funds and compliance with Mercy Corps and donor regulations.

    Living Conditions / Environmental Conditions:

    • The position will be based in Maiduguri, Borno State, Nigeria and requires travel to other offices 60%. Security in the field locations requires additional vigilance and accessibility will be reassessed continuously. Access to good medical services in the field is limited. Phone communication, internet, electricity, and water is available but might be erratic.

    Senior Procurement Officer

    Program / Department Summary

    General Position Summary

    • The Senior Procurement Officer is responsible for overseeing the procurement aspects of Mercy Corps’ logistic operation.
    • Working closely with Program, Administration, Finance and Logistics the Senior Procurement Officer is instrumental in supporting program activities through his/her services.

    Essential Job Responsibilities
    Program Management:

    • Coordinate daily MCN procurement activities.
    • Ensure that the procurement department supports the programs efficiently and compliantly.
    • Understand MC procurement policies and formats. Provide training to staff on these policies.
    • Assist Program and Operational personnel in regular procurement planning meetings.
    • Assist staff as needed on the timely completion of purchase requests and other documentation.
    • Interact with contractors, in coordination with the Program & Operation Managers.
    • Ensure that the required documentation of supplies and transactions are completed in accordance with MC standards.
    • Prepare status reports on deliveries for P&L and Office Management and recipient of supplies.
    • Coordinate with the Warehouse on delivery of items including completion of Goods Received Notes, storage of items and transfer of items to field sites.

    Procurement Management:

    • Regularly produce purchase status and completed purchases reports using the Ongoing PR Master List and PR Master List.
    • Ensure that Mercy Corps’ procurement activities are legal and moral.
    • Enforce proper use of procurement ceilings and approval procedures.
    • Carry out the procurement of goods, works and services for all the PRs above USD $20,000 – as per Mercy Corps standards and formats.
    • Carry out the procurement of national consultants services (all values) – as per Mercy Corps standards and formats.
    • Oversee the establishment of various Master Agreements (MPAs and MSAs) for commonly used items – as per Mercy Corps standards and formats.
    • Assist in the maintenance of thorough procurement files. Ensure that the procurement filing system is in place and in accordance with the Procurement filing procedures as outlined in the FP3.
    • Assist the P&L management and office staff with procurement activities, as required.
    • Coordinate with the Finance Department to ensure that payments to vendors are made on time and without any unnecessary strain on the financial systems of MC
    • Assist P&L Management with asset management. Identify assets during the course of procurement and notify the Asset Controller on receipts of assets.
    • Maintain files on market prices for commonly-bought items.
    • Perform any other reasonable duties that deem necessary as assigned by the supervisor

    Knowledge and Experience

    • A Degree in a relevant Business field is desired. 2-3 years of experience in large-scale supply chain management and/ or international business.
    • Strong organizational skills; ability to interact effectively with international and national personnel. Excellent oral and written English skills.
    • High level of computer skills in MS Office programs.
    • A demonstrated ability to multi-task and process information into action so as to not delay program activities.
    • A clear understanding of procurement ethics and donor compliance is essential.
    • Certification in procurement/supply chain management is an advantage.
    • Knowledge of sphere standards and other training in humanitarian responses preferred.

    Success Factors:

    • The Senior Procurement Officer is conscientious with an excellent sense of judgement.
    • S/he has the ability to work simultaneously on multiple tasks and a willingness and ability to work effectively with a wide variety of people. They have the ability to work as part of a team and coordinate with project personnel.

    Protection Program Officer

    Program / Department Summary

    • Mercy Corps Nigeria’s humanitarian program aims to provide assistance to populations affected by the crisis in Northeast Nigeria. With funding from the Bureau of Humanitarian Affairs (BHA), Mercy Corps will continue its engagement in several interventions including but not limited to food assistance, non-food items, protection, livelihoods, WASH and capacity building of humanitarian response actors.
    • Mercy Corps is scaling up and expanding its humanitarian response in Northeast Nigeria to reach more beneficiaries with additional assistance in a wider geographic area under the project titled Addressing Diverse and Acute Primary Threats (ADAPT) to Human Security in North-Eastern Nigeria.

    General Position Summary

    • The Gender and Protection Program Officer is responsible for the implementation of protection sector activities including the mobilization of women’s groups, adolescent programming, training on topics such as psychological first aid, sexual and gender-based violence (SGBV) prevention and response, and the validation of referral pathways in Borno state, Northeast Nigeria.
    • With the support of the Protection Coordinator, s/he will also advise and build the capacity of other sector teams on gender and protection mainstreaming and best practices. S/he will report directly to the Protection Coordinator and will work closely with other sectors.

    Essential Job Responsibilities
    Strategy & Vision:

    • Oversee the implementation of protection activities and ensure adequate gender mainstreaming across program field locations;
    • Develop activity work plans and manage day-to-day activity implementation related to protection;
    • Ensure that program implementation mainstreams gender and protection in coordination with other sectors in line with best practices;
    • Ensure that beneficiaries are effectively targeted according to vulnerability criteria;
    • Lead where necessary community meetings to identify protection concerns.
    • Establish and maintain effective program reporting, and monitoring and evaluation systems (to track, analyze and report on results) for both internal and external use;
    • Integrate community approaches, protection mainstreaming, gender sensitivity and capacity building into all activities as appropriate;
    • Ensure program filing system is in place, adheres to internal and donor regulations and filing is regularly maintained;
    • Adhere to all MC policies related to security, operations and transport/ logistics information related to programming.
    • Support orientation for all new staff on MC guidelines on gender and protection mainstreaming. If necessary, organize capacity-building sessions for other sector staff on gender and protection.
    • Provide weekly field reports, capturing activities progress, lessons learned, success stories on the project as well as the general situation and community updates and needs.
    • Report on any problems encountered in the field such as project participant complaints, local authority interference, and security threats to MC staff and activities. Coordinate with MC Security Officer and Protection Coordinator on any threats to MC staff and activities.
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
    • Other duties as assigned.

    Program Management:

    • Oversee program startup and ongoing program management and administration of teams across various field locations.
    • Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.
    • Ensure that beneficiaries are effectively targeted according to established vulnerability criteria.
    • Develop program implementation strategies, including partnership frameworks, beneficiary targeting and distribution process as well as psychosocial and capacity building of partners.
    • Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
    • Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
    • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.
    • Fulfil Mercy Corps’ Program Management Minimum Standards based on the organization-wide guide.
    • Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.
    • Ensure teams are able to apply the “I’m Here Approach” and safe space programming to identify, engage, and empower adolescent girls and boys including the use of tools like the Girl Roster, Boys Matrix and Inclusion Now.
    • Monitor progress and ensure that sex and age disaggregated data and analysis are used in assessments, implementation documents, monitoring, and evaluations to adapt and meet the unique needs of adolescent girls and boys (10-14 yrs, 15-19 yrs, 20-24 yrs).
    • Ensure mentors receive support and training to engage adolescents, their care providers and stakeholder, promote psychosocial well-being, and enable safe programming.
    • Promote a holistic approach that encourages the participation of young people that strives for girl and boy-led initiatives as well as promote enabling environments that involve care providers and community stakeholders.

    Team Management:

    • Develop the capacity of the team, deepen understanding of their roles and assist with career development.
    • Assist team members with information, tools and resources to improve performance & reach objectives.
    • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.

    • Experience with conducting gender analysis, protection assessments, monitoring and evaluation and other learning efforts required.
    • Demonstrated strengths in analytical skills, monitoring and evaluation, and report writing
    • Strong interpersonal, intercultural and communication skills
    • Excellent oral and written skills and computer skills
    • Fluency in English and Hausa is required.
