    Monitoring, Evaluation, Accountability and Learning (MEAL) Officer - GFFO

    These Are Your Responsibilities

    • The MEAL officer will be responsible for leading the implementation of the monitoring, evaluation, accountability & learning strategy and systems for the Disability Inclusive Humanitarian Aid for Displaced Populations and Host Communities in the sectors health and protection in West and Central Africa project, with the position based in Maiduguri, Borno State, Nigeria.
    • Support the implementation of effective monitoring, evaluation, accountability and learning strategies for the project.
    • Ensure project-specific MEAL Plan and reporting requirements are in line with donor requirements.
    • Maintain management information systems for warehousing and reporting of the humanitarian programme data, put in place a strategy policy and procedure for the humanitarian programme.
    • Responsible for routine MEAL activities which include Data Quality Assurance, process systems and tools, in collaboration with the Country Office (CO) M&E Lead, program manager, finance manager and the humanitarian team members .
    • Support the CO M&E Lead in the the planning ,implementation and documentation of program research and learning.
    • Collaborate with the CO M&E Lead, program staff, partners and other colleagues to ensure that program monitoring, evaluation and learning include persons with disabilities.
    • Support the capacity building and mentoring of the project partners in knowledge management, monitoring, evaluation and learning.
    • In collaboration with the Communication Officer and CO M&E Lead, support the development of material for communications based on the collection of qualitative and quantitative program data.
    • Support the CO M&E Lead in the tracking and reporting of the humanitarian projects to ensure that evidence and learning is appropriately reported and disseminated to relevant stakeholders.
    • Participate proactively in project review, project planning process and budgeting ensuring programme quality and value for money;
    • Lead the project team in developing the annual, six monthly and quarterly reports.

    These Are Your Qualifications

    • University Degree in Social Sciences, Health or Management related field
    • 4+ years relevant experience in an MEAL role.
    • Strong expertise in monitoring and evaluation of complex projects, including MEAL systems set-up, implementation, documentation and dissemination of learning, quantitative and qualitative data analysis, research design, project management cycle and social inclusion.
    • Experience in reporting on complex projects to international donors;
    • Experience working in MEAL and/or programme management in health sector an advantage
    • Experience in managing databases;
    • Work experience in humanitarian environment
    • Knowledge of MS Navison and MS SharePoint solutions
    • Ability to work in a fast-paced, team-oriented environment while juggling and coordinating multiple/conflicting priorities and deadlines.
    • Ability to integrate into a multi-cultural environment.
    • Must be proactive, seeking to do things differently, and to solve problems effectively and efficiently.
    • Ability and willingness to learn.
    • Able to work independently, and as a member of a team.

    Regional Advisor, Inclusive Eye Health Africa (West & Central)

    Responsibilities
    These are your responsibilities

    • Provide strategic and technical leadership in the development and implementation of all inclusive eye health projects & budgets in the region ensuring that project designs are in line with national plans and CBM’s initiative plan
    • Ensure quality in inclusive eye health programmes in terms of technical requirements, disability inclusion and developmental good practice
    • Roll-out the technical quality management tools, follow up and ensure full and timely implementation of the action plans, in collaboration with the country offices
    • Oversee and monitor regional and country level budget allocation and spending and provide strategic direction to country portfolio’s
    • Provide capacity development to CBM regional and country staff in technical and programmatic aspects of Inclusive Eye Health, in collaboration with national advisors if existing
    • Be actively engaged in the recruitment and selection process of IEH staff at the regional and country level
    • Supervise and provide dotted-line leadership to national advisors if existing
    • Visit projects, assess progress, report on findings, make recommendations, follow up recommendations and report outcomes
    • Analyse regional policies, trends, data & research in inclusive eye health in order to contribute to CBM’s policies and practice in eye health
    • Ensure the latest developments in inclusive eye health at global level are reflected in strategic decisions in the region
    • Represent CBM in global and regional Eye Health networks and fora
    • Contribute to identifying funding opportunities for institutional and other major donors.
    • As a member of the global technical leadership team (TLT-IEH) of CBM: further develop CBM’s regional work in inclusive eye health, in line with the CBM initiative plan.
    • This includes supporting the planning, delivery, coordination, monitoring, evaluation, refinement, resourcing, strategic thinking inclusive eye health and promotion of CBM’s area of work in Africa West and Central
    • Contribute to develop and monitor quality standards for CBM’s inclusive eye health work and the capacity requirements at different levels of the organisation to meet these standards
    • Support in commissioning research in order to inform and further develop CBM’s work in inclusive eye health

    Qualifications
    These are your qualifications

    • Professional qualification in Ophthalmology and 8 years work experience in this field
    • Preference will be given to candidates with an additional degree and experience in public health ophthalmology
    • Background and experience in development cooperation, including in applying relevant tools and methods (PCM, participatory approaches etc)
    • Minimum of 8 years working experience in a developing country
    • Strong understanding of disability-inclusive development is an important asset
    • Experience in and/or knowledge of public health is an asset
    • Experience in networking, advocacy and influencing with knowledge of key global and continental networks, ideally having played an active part in such networks
    • Knowledge and understanding of key players and stakeholders in eye health in the region
    • Experience in working in multidisciplinary and multi-cultural teams
    • Experience in operational research
    • Experience in teaching/ training/ coaching.

    Humanitarian Response Programme Officer (GFFO)

    These are your Responsibilities

    • Detailed programme planning with implementing partners and other key stakeholders;
    • Strong advocacy and collaboration with relevant stakeholders, including the government;
    • Provide technical and capacity building support to partners in ensuring effective, timely and accountable programming;
    • Conduct regular visits to project sites to monitor the implementation of activities, gather feedback from stakeholders and submit detailed report about the findings;
    • Facilitate joint meetings and activities among partners
    • Review monthly, quarterly, semi-annual and annual report of partners
    • Reporting, monitoring and knowledge management
    • Monitor plan design and implementation
    • Provide support for analysis of routine service performance data and assist in following up on the implementation of recommendations.
    • Support the archiving of lessons learned, success stories and best practices.
    • Development of detailed multi-year plans,deliverables and milestones planning
    • Breakdown of complex activities into tasks
    • Updates on risk assessment (and risk management), regular updating of all plans
    • Actively contribute to concept papers, proposal writing and partner identification
    • Make recommendations and corrective measures
    • Scheduling of evaluation, including ToR’s development, consultant selection, evaluation coordination and integration/use of recommendations in decision-making
    • Contribute to the development of program tools and knowledge products
    • Maintenance of project database for easier reference and reporting

    These are Your Qualifications

    • University Degree / HND in Psychology, Law, Sociology, Development or other related Social Sciences field is required; Master’s Degree will be an added advantage;
    • Minimum of three (3) years specific professional experience working in complex and challenging field operational contexts;
    • Prior experience with international development organizations, particularly with transition programming, and/or programs that have both national and community-level engagement;
    • Fluency in oral and written communication skills; particularly in English language is a must
    • Ability to work in a fast-paced, team-oriented environment while juggling and coordinating multiple/conflicting priorities and deadlines.
    • Microsoft Office Package (Word, Excel, PowerPoint, Outlook, SharePoint) and good report writing skills.
    • Ability to integrate into a multi-cultural environment.
    • Must be proactive, seeking to do things differently, and to solve problems effectively and efficiently.
    • Ability and willingness to learn.
    • Able to work independently, and as a member of a team.
