    Legal Adviser 2

    Purpose

    • The Legal Adviser 2 advises the Abuja Delegation on international humanitarian law (IHL), international human rights law, other relevant international law, and national law, and conducts related legal work.
    • For that purpose, s/he maintains and develops an extensive and effective network among, notably, Nigerian federal government authorities (executive, legislative and judicial), and other relevant actors (CSOs, Nigerian Bar Association, etc.).
    • S/he initiates, formulates and implements strategies to address identified issues and delegation objectives in the legal domain. S/he conducts, supervises and guides research on, and analysis of, specific legal matters and broader sectors of the national legal system.

    Accountabilities & Functional Responsibilities

    • Provides legal support on identified thematic/operational files. The position is based in Abuja with frequent travels to sub-delegations (at least one per quarter).
    • Analyses the situation, monitors developments, and advises and provides guidance on the applicable national and international legal frameworks and norms in relation to delegation activities, objectives, strategies and plans of action to address identified legal and related issues.
    • Drafts legal notes/analyses and contributes with legal aspects to working papers, thematic reports, summary reports, 'non-papers' etc. related to delegation activities and objectives, including identified thematic/operational legal files.
    • Performs independent research on and analysis of specific legal issues, as well as broader sectors of the national legal system.
    • Supports IHL and IHRL dissemination activities directed at specialized audiences and the public at large and supports the implementation of strategies, programmes and action plans related to IHL treaty participation, the development of relevant domestic legal and policy frameworks and mechanisms for their implementation on identified thematic/operational legal files.
    • Monitors developments in the national implementation of IHL and relevant IHRL norms.
    • Represents the delegation in meetings with external partners and contacts. Contributes to the organization of round-table discussions, seminars, workshops etc. for such partners and contacts.
    • Maintains and develops an extensive and effective network among, notably, Nigerian federal government authorities (executive, legislative and judicial), and other relevant actors (CSOs, Nigerian Bar Association, etc.). Contributes to the delegation’s up-to-date record of relevant contacts.
    • Advises on socio-political and legal aspects of delegation strategy and operations.
    • Supports protection objectives and activities on identified thematic/operational legal files.
    • Supports as relevant the implementation of other prevention or protection-related objectives of the delegation.
    • Contributes to efficient flow of information within the delegation’s legal team, and, as relevant, with other delegation departments, regional legal colleagues and technical reference persons at headquarters.

    Certifications / Educational Qualification

    • Candidates should possess a University Degree in Law with 3–5 years' working experience in a similar function.
    • Master's degree or specialization in a discipline of public international law, including IHL and IHRL.
    • Admitted to the bar / magistrate, or PhD, an advantage.
    • Working experience in government / the judicial sector, as practising lawyer, or in another relevant organization, an advantage.
    • ICRC experience an advantage.
    • Teaching / dissemination experience, including at academic level.
    • Applicant must have a valid working permit to work in Nigeria.

    Desired profile and skills:

    • Fluent in English (written and spoken); fluent command of locally spoken languages an advantage.
    • Strong legal drafting skills.

    Child Protection Specialist

    What we do

    • The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence.
    • We take action in response to emergencies and, at the same time, promote respect for international humanitarian law.
    • We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

    Purpose

    • The Child Protection Specialist will provide inputs/seek to streamline child protection throughout the Nigeria Delegation’s relevant strategies.
    • S/he supports protection files and other relevant departments in identifying and addressing child protection issues, also keeping in mind the intersection with Prevention and Assistance. In addition, s/he will contribute to the protection analysis and response to the conflict by supporting the documentation of NIAC-related child protection issues

    Accountabilities & functional responsibilities

    • Coordinates individual responses for complex child protection cases, in collaboration with other ICRC departments and/or external service providers.
    • Supports/participates in focus group discussions with children at the field level – or supports other colleagues to do so.
    • Coordinates (and when required leads) multidisciplinary community-level projects/responses to child protection issues like the Bama Child Protection Project, as prioritised by the Sub-Delegation. (If/when CP-led projects take place, they will constitute a large proportion of the Child Protection Specialist’s work.)
    • Compiles project reports and analysis for projects where child protection leads the response.
    • Proactively compiles and analyses information on child protection issues in NE Nigeria, such as trends of humanitarian consequences and alleged IHL violations impacting children across the Borno, Adamawa, and Yobe.
    • Identifies training needs and contributes to the development and delivery of context-appropriate training materials (primarily focused on internal capacity building across métiers)
    • Represents the ICRC, develops and maintains contacts vis-à-vis communities, individuals, authorities and weapon bearers, explaining ICRC’s mandate and activities.
    • Undertakes other tasks (e.g. administrative, logistics, finance-related), as required.
    • Ensures quality written reporting to ensure sustainability his/her work including: field trip reports, minutes of meetings, PCP events/fears (including entering data in PROT6) – this will be done in line with applicable confidentiality standards.

    Certifications / Education required

    • University degree in law, humanities, social sciences or a similar area of study
    • At least 5 years of professional experience
    • 3-4 years of protection experience or in a similar field
    • At least 1 year of working in the area of child protection, specifically.
    • Experience within the RCRC movement is strongly desired; experience in ICRC PROT departments is an added value
    • Excellent command of English, Hausa and Kanuri.
    • Strong understanding of child protection and good knowledge of child safeguarding

    Assistant and Information Management Officer (AIMO)

    The Purpose

    • The Assistant and Information Management Officer (AIMO) provides administrative support to Maiduguri Management and is responsible for information management in Maiduguri, under the supervision of Executive Assistant & IM Officer.
    • She/he acts as a reference person for written protocols, correspondence and standard tools.
    • She/he also provides Information Management support to Damaturu Sub-delegation.

    Responsibilities

    • Makes an active contribution to support and implement all projects or programs linked to information management.
    • Actively takes part in any new IM tool deployment in the delegation. Works with the Executive Assistant & IM Officer (EAIMO) in organizing training sessions, information dissemination, and preparing training materials.
    • Briefs newcomers systematically on Information Management, ICRC procedures, and tools. Supports and trains all staff on Information Management and the above-mentioned subjects. Ensures compliance with rules and procedures.
    • Makes sure that all staff know and apply ICRC rules regarding correspondence and ICRC protocol; proposes a solution in case of contradiction between the rules and local practices; knows the rules regarding the signatures and ensures that these rules are applied by all staff in the delegation.
    • Screens, prioritizes, dispatches, and follows up on requests, calls, and correspondence; has an overview of the MUB sub-delegation's activities and considers its priorities and challenges when making decisions.
    • Drafts formal and informal non-confidential correspondence for the signature of the management.
    • Ensures that users understand the need for changes to tools or information sharing processes and supports these changes.
    • Ensures that all paper and electronic documents received at the IM and Support Office are shared with the concerned staff members.
    • Organizes and follows up on training during deployments of new IM tools. Proactively updates him/herself on the training materials, and acts as a focal point for providing training and relaying information.
    • Shares and files documents for the Management. Creates electronic and paper files for the Management, feeds them with relevant documents, and closes them. Puts them into boxes at the end of each period and keeps an updated inventory

    Requirements

    • University degree in information Management, business administration or related fields
    • 3 - 5 Years as an assistant or information management roles in an International Organization/Company
    • Level 1 IT support skills/certifications including digital workplace is an advantage
    • Excellent command of English and Hausa is required. Familiarity with the Yobe State context and knowledge local languages is an asset.
    • Advanced computer skills, including Microsoft Office suite, SharePoint, HCL Lotus Notes and other web-based solutions

    Health Field Officer II

    Purpose

    • The Health Field Officer (HFO) 2 supports the implementation of the ICRC’s health programs and activities in its areas of responsibility (AoR) through regular field trips.
    • In close collaboration with , she/he guarantees that people living in the ICRC AoR have timely access to quality health services. She / He maintains an overview on the health situation and proposes timely and coordinated assistance as per the delegation strategy.

    Accountabilities & Functional Responsibilities

    • Understands the health structure/politics and culture in AoR and advises his/her line manager.
    • Works closely with the Deputy Health coordinator or Health Delegate to plan and implement health activities under their area of responsibilities.
    • Participates in assessment, contributes to preparation of project proposals and reports.
    • Contribute to all health programs in their AoR as required (PHCC, Hospital Nutrition stabilization centers, community nutrition PHEC/First Aid).
    • Conducts regular monitoring and supportive supervision visits to the ICRC supported health facilities, and community nutrition when required, identifies and addresses problems in close collaboration with the SMoH staff.
    • Ensures that guidelines, protocols and SoPs related to the supported programs and activities are available and up to date.
    • Ensures rational and appropriate use of supplies (equipment, drugs, consumables, nutrition commodities) as per national standards.
    • Organizes and supports relevant trainings for ICRC supported health facilities staff and target groups from communities in ICRC AoRs.
    • Develops and promotes Health Care in Danger-related initiatives in collaboration with Protection and ensures that Health Care in Danger is included in all trainings and health events.
    • Maintains regular contact and dialogue with relevant interlocutors at State, LGA, and community and conducts quarterly joint monitoring visit with LGA Health/SPHCDB authorities.
    • Ensures proper data collection, analysis, appropriate management of information and reporting.
    • Ensures referral pathway is defined for the ICRC beneficiaries including sexual violence survivors.
    • Collaborate with the ABJ and field nutrition team to monitor the nutrition situation for children under 5 (6-59 months) and pregnant and lactating women (PLW).
    • Participate in training of health workers and community volunteers (CVs) on different health issues including IYCF, hygiene promotion and malnutrition.
    • Monitors suspected or confirmed Health emergencies including disease outbreaks, malnutrition, and reports to the health coordination and site management.
    • Ensures that drug inventories and orders are completed on time and stocks received in PHC and hospital as required.
    • Understands Accountability to Affected Populations (AAP) and disseminates in health programs

    Certifications / Education required

    • University Degree in Medicine, Nursing or Midwifery
    • Postgraduate Master’s Degree/Diploma in Public Health or Health Management is a strong asset.
    • 3 - 5 years of total work experience (including 2 years of clinical experience) with minimum 2 years’ experience in the humanitarian sector an asset.
    • Fluent English and fluent local working language (Hausa).
    • Valid license to practice in her/his own country.
    • Good computer skills-MS word, Excel.
    • Good connections with local health authorities or groups of interest for the ICRC.
    • Excellent knowledge of the assigned geographic area.

    Nutritionist

    What we do

S/he contributes to the assessment of the nutritional situation within the Sokoto Area of Responsibility (AoR) accordingly. Builds the capacity of Nigerian Red Cross Society (NRCS), community volunteer nutrition teams in implementing monitoring nutrition programs through training and supervision

    Accountabilities & functional responsibilities

    • Actively contributes to designs, plans and implements a nutrition assessment (based on standard and recognized methods) and rapid methods adapted to objectives, the context and the resources available.
    • Designs and implements Economic and Security (EcoSec) assessments incorporating nutrition components.
    • Identifies the causes of malnutrition in the area of operation and uses this knowledge in programming and designing a response.
    • Evaluates and monitors the nutrition situation, alerts when required, and participates in the immediate response to critical situations.
    • Incorporates nutrition considerations in economic security programmes by facilitating, designing, and implementing strategies to improve the nutritional status of household members
    • Participates in preventing and treating acute malnutrition and micronutrient deficiencies according to the ICRC’s set standards.
    • Evaluates the impact of nutrition and economic security interventions, and changes in population environment/livelihoods, and adapts the programmes accordingly.
    • Reviews and adapts nutrition inputs/interventions in emergency and recovery responses
    • Advises in various fields such as politics, economy, religion, culture, etc., which contributes to the EcoSec activity implementation.
    • Identifies and implements capacity building initiatives related to nutrition for NRCS, community volunteers, State MoH/LGA staff including formal/informal trainings and on-site coaching during field trips.
    • Maintains an overview of the nutrition project materials e.g. tom brown grains, hygiene materials, and EHIs. Supports the Nutritionist 3 to work with Logistics to ensure adequate and timely delivery of items to beneficiaries.
    • Contributes to institutional reporting i.e. MoM, field trip reports, and ad hoc reports that may be requested by line manager or technical supervisor

    Certifications / Education required

    • University degree in the field of nutrition, dietetics, medicine, nursing, public health, or related field
    • Minimum of 4 years professional experience in humanitarian work, especially in emergencies

    • Familiarity with word processing, spreadsheet software, and basic nutrition computer programmes
