• African Export-Import Bank (Afreximbank) has announced the commencement of its African Medical Centre of Excellence (AMCE) project in Abuja, Nigeria. It will provide excellent healthcare to both low and high-income patient groups across the continent. The AMCE in Partnership with King’s College Hospital London will be located in Abuja, which is a hub for travel in Nigeria and West Africa, enabling it to attract patients across the region.
• The Chief Executive Officer will be accountable to the board and external regulators for the performance of the AMCE by ensuring that the Centre remains financially sustainable and nurturing a strong governance culture based on the values of the AMCE and King’s College Hospital. They will provide a dynamic and visible leadership of the AMCE both internally and externally, pursuing the ambitious strategy to deliver the very best in healthcare to the local communities and beyond. Ensuring that the organisation is best placed to deliver the highest quality of care, meeting the expectations of patients, carers, commissioners and the wider system.

Duties and Responsibilities

• Develop and maintain a strategic vision for the AMCE, to improve patient services incorporating local, regional and national health objectives and policies whilst ensuring that quality and patient safety are at the heart of the AMCE.
• Maintain the most effective organisational structure, with focus on mechanisms for the proper involvement of staff in decision-making.
• Create an appropriate environment, both internally and externally, to enable the AMCE to achieve its service and financial objectives and provide a strong and respected voice for the AMCE across Nigeria and the wider African continent and international health economies.
• Provide leadership for the AMCE’s organisational development programme in line with the Joint Commission International Accreditation
• Lead the Executive Directors and senior management team in the management of the AMCE.
• Support the Chief Medical Officer and the Chief Nurse Officer to ensure the positive and effective implementation of clinical governance.
• Work in partnership with staff at all levels to create a working environment that is professionally and personally rewarding with high levels of staff engagement.
• Direct all the AMCE activities to achieve the most efficient and effective provision of healthcare to the highest quality.
• Represent the organisation to patients, suppliers, government, other local and National healthcare providers, regulators, charities, investors, the media and wider stakeholders including King’s College Hospital and The Christie Hospital.

Qualifications and Experience

• Bachelor's Degree and a post graduate Degree / or equivalent level of education in Business Management, Finance, an analytical stem science or equivalent through training and experience
• Highly successful and widely respected track record of Board Level leadership and strategic management within a large, complex organisation in either the public or private sectors
• Strong evidence of successfully managing transformational change to deliver improved performance in a highly complex operational setting
• Evidence of commitment to continuing professional development

Duties and Responsibilities

• Provides dynamic managerial and clinical leadership to the medical profession in the AMCE and plays a major role in building high calibre, high performing, and multidisciplinary clinical teams.
• Appoints, creates and develops a strong clinical leadership team that are able to support the AMCE’s needs to achieve clinic effectiveness and supports the AMCE’s financial plans.
• Provides exemplary leadership to the development of academic and research activities in the AMCE, works closely with King’s College Hospital London [KCH].
• Leads in shaping the policies and strategies for developing and transforming medical practice throughout the AMCE.
• Ensures that clinical objectives are achieved in line with the AMCE’s Clinical Service Strategy and operational priorities.
• Undertakes the role of “Caldicott Guardian” (or similar) to ensure the highest levels of confidentiality and security for patient identifiable information are maintained.

Qualifications and Experience

• Bachelor's Degree or equivalent level of education
• Educated to Masters level or equivalent specialist medical qualification
• Member/Fellow of appropriate medical Royal College/ Higher degree or diploma (e.g., MD, PhD or equivalent)
• Evidence of continuing professional and personal development, including development as a leader
• Certificate of Completion of Training (CCT) or equivalent

The Ideal Candidate

• Experienced as Chief Nurse or Senior Director of Clinical Services, with experience of working with a strategic and commercial focus in a healthcare environment.
• Comprehensive knowledge of patient safety systems and processes including clinical risk, governance and safeguarding of vulnerable people.
• Hands on approach to management with a clear passion to deliver the best patient experience.
• Demonstrable experience of leading and effectively managing change in large complex environments.

• Leading on continuous improvement in quality, patient safety and patient experience across the AMCE.
• Ensure Education and Training programmes and opportunities are available and delivered within the AMCE across Nursing and AHP staff groups.
• Ensure clinical objectives are achieved in line with the AMCE’s Clinical Service Strategy and operational priorities.
• Develop effective nursing leadership across all services, ensuring they are highly motivated and responsive to the needs of staff, patients and the public.

• Executive Director of Responsibilities for all aspects of service delivery within the AMCE.
• Ensures that services are safe, responsive, cost effective and are delivered in a way which is compliant with Joint Commission International Accreditation (JCIA) and the Federal Ministry of Health (FMH).
• Provide exemplary and visible leadership to our workforce, leading by example and ensuring the highest professional standards are maintained and delivered.

• Ensure that financial services and systems within the AMCE are fit for purpose and support the development of a culture of sound business management throughout the AMCE.
• Lead the finance team and facilitate and provide training opportunities for finance, information and procurement of staff.
• Ensuring the AMCE meets its commitments under any sustainable development management plans.

Qualifications and Experience

• Bachelor’s Degree or equivalent level of education
• Qualified Accountant and recognised by a professional accounting body
• Demonstrable experience of having responsibility for all aspects of the finances of a sizeable complex organisation and significant senior management experience in a Healthcare establishment, operating at Board level
