    Human Resources Officer

    KEY ACCOUNTABILITIES (not all-inclusive)

    Priorities can often change in a fast-paced environment like WFP, so this role includes, but is not limited to, the following accountabilities:

    • Act as a Subject Matter Expert on Strategic Workforce Planning (SWP) and Organizational Alignment Reviews (OA), conducting SWP and/or OA exercises for the Country Offices based on established procedures, incorporating the results of functional and global workforce plans.
    • Through desktop reviews and stakeholder meetings, assess the strategic direction of Country Offices as well as possible future scenarios and derive insights into the implications of these on the workforce using a strategic workforce planning methodology and software.
    • Identify and analyze the current workforce and its relevant characteristics, including current skills of the workforce through skills gap analyses, talent reviews and/or functional talent assessments.
    • Assess future demand for talent based on strategic direction, and future supply of internal talent through data analysis. Project supply versus demand models for the Country Offices and identify gaps.
    • Work with HR colleagues and management to develop a strategy to close gaps by identifying appropriate workforce and/or talent management solutions to bridge the gaps over short, medium, and long-term including costs, timeframes, and benefits.
    • Analyze Country Office current organizational set-ups, structures, workforce composition and design organizational structures based on the workforce planning results.  
    • Provide guidance and advice on formulating detailed implementation plans to ensure that the gaps between the current and future structures and workforce can be smoothly bridged.
    • Prepare appropriate communications materials to keep all stakeholders informed of SWP and structure alignment progress, to request action and to build engagement.
    • Monitor the implementation of Country Office workforce plans through the management of project plans, conduct lessons-learned exercises and contribute to the refining of workforce planning practices across WFP.
    • Coordinate and streamline the collection, interpretation and validation of workforce data and its analysis ensuring that quality standards and data privacy compliance are maintained.
    • Establish knowledge management systems, including best practices, benchmarks and knowledge repositories on Strategic Workforce Planning and organizational structures, sharing them proactively with the counterparts within the SWP team.
    • Drive the efforts on creating awareness on SWP and OA processes and methodology as appropriate among established stakeholders (HR community, Leadership of the Regional Bureau and Country Offices). Lead capacity building/strengthening efforts among designated HR community in relation to organizational alignments and structural reviews.

    QUALIFICATIONS AND KEY REQUIREMENTS

    Education: 

    You have: 

    • University Degree in Human Resources, Statistics, Economics, Business Administration or other related field.

    Experience: 

    You have:

    • Minimum 5 years of experience in Human Resources, Consulting or relevant post-graduate experience with excellent analytical, communication and project management skills.

    Language: 

    You have:

    • Excellent command of English - fluency (level C) in oral and written English is essential.
    • Good level of other UN language is a plus (priority requirements for French, Spanish).

    Gender, Health Emergency and Disaster Risk Management Specialist

    ACCOUNTABILITIES/RESPONSIBILITIES:

    Under the direction of the ARC O&E and Gender Units and the support of the Country Engagement Managers, we are seeking to recruit one Gender, Health Emergency and Disaster Risk Management Specialist for Nigeria to:

    • Conduct an in-depth gender analysis of the health sector from the Outbreak and Epidemics (O&E) perspective. The analysis aims to identify gaps & challenges and propose recommendations for gender integration in O&E towards gender transformation of the sector.
    • The Consultant is to carry out an in-depth gender analysis to better understand where women, men and boys and girls are situated in O&E and Disaster Risk Management and Financing. Highlighting the barriers for women’s empowerment and participation in contributing to O&E and DRM and the opportunities for policy articulation to strengthen the integration of gender equality into O&E and DRM planning and implementation processes, by advancing recommendations to gender transformative approaches capable of ensuring gender equality for vulnerable men and women.
    • Carry out an in-depth gender analysis on Disaster Risk Management & Financing (DRM&F) to identify gaps & challenges and propose recommendations in policies, strategies, and activities to ensure a gender-responsive and transformational DRM sector.

    CONSULTANCY DETAILS

    In line with the objectives above, the critical elements of the assignment are:

    • Conduct an in-depth gender analysis of gender sensitivity and inclusivity from the perspective of i. Outbreak and Epidemics (O&E) and ii. the Disaster Management Sector– preferably using the gender audit methodology - and develop Gender Analysis Report(s) incorporating a Plan(s) of Action.”
    • Develop a Policy Brief for advocacy and resource mobilisation, based on the gender analysis findings.
    • Using the Policy brief as a base, facilitating policy dialogue and donors’ round table to mobilise funds for gender transformative DRM and O&E financing.
    • Adapt the ARC Gender & DRM training modules to the country context and include a module on Gender and O&E
    • Conduct a Training of Trainers workshop for members of TWG and other ARC partners with the use of the developed training manual.
    • Facilitate the establishment of a ToT national network and the setting up the Gender, Advocacy and Communications sub-working group of the TWG.
    • Conduct the Training of Trainers of public officers and health practitioners in charge of national epidemics preparedness and response.

    DUTY STATION, TRAVEL, AND INSTITUTIONAL ARRANGEMENT:

    • Duty station: Nigeria / home based
    • The Consultant will be given access to relevant information necessary for the execution of the tasks under this assignment.
    • The Consultant will be responsible for providing their own working station (i.e., laptop, internet, phone, scanner/printer, etc.) and must have access to a reliable internet connection.
    • The Consultant is expected to be available for consultations and be in reliable email contact for a set number of hours that align with Government/ARC business hours.
    • The Consultant will carry out their tasks under the direct supervision of the Head of the Gender Department and the Lead Advisor O&E, and the overall guidance of the Country Engagement Manager in charge of the engagement with the government of Nigeria.

    Education:

    You have

    • Advanced university degree (Master's degree equivalent, BAC+4/5) in one or more of the following disciplines: public health, gender, DRM, climate change, environment, sustainable development, etc. Or First University degree (Bachelor's degree equivalent, Licence/BAC +3) with additional years of related work experience or trainings/courses.

     Experience:

    You have:

    • At least ten (10) years of progressively advanced and relevant professional experience at the international and national levels (additional years’ experience for a bachelor’s degree) in public health, mainstreaming gender in development projects and policies, especially in the development of manual(s) and training materials for gender mainstreaming on at least one other related theme, including DRM, public health and sustainable development.
