    Monitoring and Evaluation Assistant

    Location: Mubi - Adamawa, Nigeria

    Role Purpose

    • The Monitoring and Evaluation assistant will support the implementation of the Project in the context of north-eastern Nigeria.
    • The purpose of this role is to provide timely, accurate information on project implementation and ensure that monitoring and evaluation are in line with specific project FAD/donor requirements.
    • The role’s support is to achieve accountability, transparency and programme quality in project locations.
    • The post holder is to ensure that project activities are in line with the Performance Measurement Framework and relevant Plan International MERL guidelines.

    Dimensions of the Role

    • Communicates with the M&E coordinator and across Plan International, with Donor and field level implementing partners.
    • The post holder will support the establishment of a systematic Monitoring and Evaluation system.
    • The post holder will interface and support programme team members and programme coordination.
    • The role requires strong facilitation and organisational skills along with the ability to analyse and communicate complex information to all staff, partners and other stakeholders.

    Accountabilities
    Project Management:
    In collaboration with the Field Team, M&E coordinator and other relevant staff, the M&E assistant will:

    • Support to ensure that M&E specific elements of local partner capacity strengthening plans are successfully implemented
    • Report results of M&E activities by providing written documentation about progress toward achieving indicators/targets, as appropriate
    • Provide leadership at project location level on M&E to ensure the program technical integrity to achieve program goal and corresponding objectives and targets
    • Ensure high-quality implementation, in close collaboration with the Field based team and the M&E coordinator, and consistency in protocols, information and reporting systems.
    • Support efforts at project location to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making
    • Support efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping.
    • Utilize the training data collected to inform strategic decision-making and project planning.
    • Support targeted evaluations and operations research, including design, data collection, management and analysis.
    • Ensure quality of data through data verification procedures, including routine data quality audits
    • Support to ensure that relevant data (5Ws, 3Ws and related MIS data) are entered into organization-wide data management system designed to capture, analyse, and disseminate project data.
    • Lead in the conduct of emergency assessments, field level Market price, cash/in-kind distribution and post distribution monitoring, data collection, analysis and reporting of results.

    Information and Coordination:

    • Work closely with the M & E Coordinator, CRM Officer and Education Officer in conducting all MEAL activities, including the preparation of materials, planning of training, training enumerators, data collection supervision, data cleaning and analysis.
    • Leverage strong quantitative skills to design surveys, analyse data, and mentor enumerator teams
    • Provides support in creation of strategic partnerships and implementation of the resource mobilization strategy.
    • Provides support in ensuring facilitation of knowledge building and knowledge sharing.
    • Perform any other support functions as directed.
    • Provide support in implementing a Robust Child Friendly Feedback Mechanism in line with Plan International policies and guidelines.
    • Contribute to all activity implementation, including periodic monitoring of life-skill sessions, parenting sessions, ABEP monitoring and other activities related to the project.
    • Implement other task within the organization, as assigned by the line manager.

    Technical Expertise, Skills and Knowledge

    • Bachelor's Degree in Project Management, Social Sciences, Mathematics and Statistics.
    • 1 to 2 years work experience in similar position.
    • Knowledge in developing an M&E system.
    • Knowledge of child safe guarding.
    • Familiarity with an NGO setting especially on protection
    • Well-developed analytical and writing/presentation skills.
    • Demonstrate good knowledge and skills of Information Technology, in order to support the development and maintenance of database system of the project.
    • Desirable to have specialized formal training on IT systems, database, business software, and/or web-based applications and proficiency in MS Office applications.
    • Team player, able to work respectfully and cooperatively with colleagues of different national and cultural backgrounds.
    • Excellent organization, and record/file keeping skills to ensure information, knowledge, and data are reviewed, maintained and monitored.
    • Good understanding of performance management concepts.

    Food Distribution Assistant

    Locations: Pulka and Gwoza, Borno
    Contract Duration: Four (4) Months

    Role Purpose

    • The food distribution assistant is responsible to assist the distribution of food rations in compliance with Plan International Nigeria and UNWFP policies for an effective and smooth-running general food distribution program.
    • The food distribution assistant will work under the direction of the food distribution officer and will collaborate closely with other project staff employees within the commodity department.

    Dimensions of the Role

    • The food distribution assistant is responsible assisting distribution of food commodities on the field according to the methodologies and guidelines provided by Plan International.
    • The Food Distribution assistant will be part of a distribution team responsible for ensuring a smooth and clear distribution process, from enrolment to disbursement.
    • They are responsible for monitoring beneficiaries’ enrolment, verifying their identity card. During disbursement, they will be responsible for monitoring the process together with Community Mobilizers. This will include spot-checks on beneficiaries’ identification

    Accountabilities
    Arrange, organize and attend distributions and provide with post distribution reports:

    • Organize and arrange distributions according to SOP defined by PLAN;
    • To distribute commodities to eligible beneficiaries strictly following verification process and methodology and standards defined by PLAN;
    • Foresee crowd control, verification of beneficiary and receipt of entitled commodities by the beneficiary in exact amount as entitled in methodology;
    • To collect all data needed for reporting after distributions.
    • Submit accurate and detailed reports on distributions and assistance provided to beneficiary during distributions
    • Ensure that all commodities entrusted to Plan International arriving at food distribution point are properly accounted for.
    • Scrutinize all waybills for commodities arriving at the distribution points. Ensure that the commodities are of correct quantities and quality as manifested on the waybill. Immediately record all quantities delivered short (missing), quantities lost in transit and quantities damaged if any (In the field and FDP). All observations must be recorded immediately.
    • Commodities must carefully be counted during off-loading.
    • At the distribution points, commodities must be stacked in an organized manner, by commodity type to facilitate easy distribution.
    • Take active role in the registration and verification of beneficiaries to ensure that the process is fair
    • Organize and supervise general food distributions in the field and FDPs.
    • At the food distribution points, commodities must be properly stacked on plastic sheeting
    • Ensure that the food distribution point is properly organized and secured with ropes and crowd control measures put in place to ensure smooth distribution and flow of beneficiaries.
    • Responsible to ensure that all necessary distribution equipment’s are available at the distributions point, including forms, ropes, banners, plastic sheets, measuring devices etc.
    • Supervise loading of food that is left over after distributions. Ensure that a waybill is prepared for food to be returned to the warehouse.
    • Prepare daily distribution point visit reports and Food Monitors report. This is a MUST
    • Ensure proper completion and safe return of all tally documents and beneficiary lists to the office for safe storage.
    • Ensure proper accounting of all quantities of commodities received and distributed at each distribution point.

    Project Support:

    • To support with distributions and data entry after distributions as required;
    • To support with surveying of beneficiaries and others when needed;
    • To support with data analysis and reporting when called upon;
    • To process data and information from field – in particular ensure quality, consistency, accuracy, truthfulness, comprehensiveness of all distribution data;
    • To support mass information awareness campaign to inform beneficiaries on distribution-related information;
    • To support in preparation of the monthly/weekly work plan schedules;
    • To prepare all other report upon request by the project coordinator;
    • Provide with suggestions on improvement of the work process if needed.

    Filing:

    • To ensure that up-to-date files, beneficiary lists are maintained, both electronically and in paper form;
    • To perform accurate filing of all processed documents, monthly consolidated filing of key project documents in the office.
    • Perform any other duty that may be assigned from time to time

    Technical Expertise, Skills and Knowledge
    Essential:

    • Bachelor's Degree, preferably in a discipline such as Human nutrition, Agriculture, International Development, Business Administration, Management and Economics or any other discipline relevant to development.
    • Previous experience in a related position for at least 2 years, including managing general Food Distribution & Nutrition projects.
    • Fluent in written and spoken English and Hausa
    • Commitment to and understanding of PLAN’S aims, values and principles.

    Desirable:

    • Managing UNWFP-funded projects is preferable.
    • Experience in working “In-kind Distributions” projects is preferable.

    Terms of Reference (ToR) Engagement of Consultant for Video Documentary

    Purpose of the Consultancy Assignment

    • Plan International Nigeria is currently implementing a youth peace building program in Kaduna and Plateau States.
    • This project has trained youth in peace building principles and the youth have been conducting community-based peace initiatives, with locally led designs to drive peace and tolerance building processes, using skills acquired through the training.

    Description

    • Plan International is seeking the services of a competent communication practitioner (professional videographer and writer) to do a documentary of the project.
    • The purpose of this consultancy is to produce a high-quality HD video and print narratives, showcasing the achievements successes.
    • The Consultant will collect footage that will be cut and woven into a bigger video piece and a reader-friendly text report about the activities and successes recorded in the peace efforts in Kaduna and Plateau States by the Plan International Nigeria, Partners and Cohort.

    Scope of Work

    • To make a short High Definition (HD) video documentary (maximum of 15 mins) in Kaduna State communities (Sabon Gari-Zaria and Rigasa), Plateau State Communities (Daffo, Jos-Jarawa and Rukuba) where Plan International Nigeria, Partners and Cohort are providing peace building support to communities.
    • To produce a text documentation of the actions of the project, its successes, stories of change and other relevant information as may be agreed on, from community members, Partners, Cohort and other stakeholders.
    • Edit video into format that can be used for online and big screen viewing
    • Subtitle a copy in Hausa language as appropriate and another clean copy without subtitle
    • Produce a one-minute trailer summarising the entire video

    Condition of Work

    • The Consultant will be required to travel to the locations, Plan International Nigeria will cover travel-related costs to the location, such as road travel a daily subsistence allowance (to cover accommodation, meals and other daily expenses during the field mission)
    • The Consultant is expected to use his/her own camera and editing equipment. The Consultant is to work at his/her own facilities on activities relevant to the delivery of the assignment, except where otherwise agreed.

    Expected Deliverables

    • Soft copies of the footages and edited copies delivered in quality external hard drive Include translations for all the speakers (not sub-titles) in English for footage in the audio-visual documentation, where speakers are using local language.

    Qualification and Expertise
    The successful candidate is required to meet the following criteria:

    • University Degree or Diploma in Videography or related fields from a recognised institution.
    • Should possess at least 3 years of filming experience with a reputable media agency or organisation
    • Strong theoretical and practical background in videography, including possession and ability to use the most current version of HD cameras, sound and lighting equipment, and most recent editing programmes.
    • Evidence of production of written reports for projects of same scale as this.
    • Proven experience in filming and production for similar projects, including subject and light management, as well editing using the latest software.
    • Good understanding of new and evolving technologies and digital platforms. The Consultant should demonstrate a track record of having successfully undertaken similar projects (share links to samples of documentaries produced).
    • Demonstrated ability to take initiative and work independently.
    • The Consultant should have the capacity and deliver within the specified timeframe.
    • Experience working with international NGOs and initiatives will be an asset.

    Duration of the Consultancy

    • The duration of the consultancy will be 10 days, in consultation with the Plan International Nigeria Focal Point, the Consultant will generate a schedule specifying the implementation of the documentation and editorial process until delivery of the final products.
    • Withholding Tax will be deducted by Plan International as stipulated by law and remitted to relevant tax authorities. Other taxes are to be paid directly by the consultant.

    Terms and Conditions of Payment

    • The Consultant will be paid the agreed fee on satisfactory completion and submission of the agreed products to Plan International office, Nigeria.

    Note: A team from Plan International Nigeria will score the documentations provided by the potential consultant based on their technical “know how” and expected fee on the basis of 75% and 25% respectively.
