    Head, Metering

    Job Description / Responsibilities

    • Develop high level and long-term metering optimization strategy and plan in accordance to regulatory standards, company policy and ATC&C losses considerations.
    • Monitor team of Metering Engineers and vendors with Oversight responsibilities for compliance to SLA’s, processes and procedures for all field enforcement activities.   
    • Provide technical and commercial leadership required to manage and safeguard all metering investments.
    • Handles all metering Planning, Projects, Calibrations and Investigations: - Plan, allocate, co-ordinate and monitor the completion of a programme of work for the Metering Department to ensure that deliverables are achieved within established timescales.
    • Specifies and monitors metering equipment standards in accordance with regulatory requirements and company standards for approval for use within organisation franchise area.
    • Oversees and specifies meter asset needs and assist in system design for both new, up-grades and meter replacements for all category of customers.
    • Oversees and validates new or up-dated equipment specifications from recognized / approved metering equipment vendors.
    • Liaises with metering vendors to ensure regulatory and company standards and requirements are met in the design and supply of metering equipment.
    • Handles stewardship of smart meter roll-out: working with suppliers to ensure a successful meter rollout to all customers category.
    • To ensure that meter data is downloaded of all the smart meters i.e. 100% availability of the smart meter data as per the cycle adopted
    • To work towards ensuring the downloading of the meter data of all the smart meters and analysis of the same for the purpose of billing and meter data analysis for revenue protection a per the adopted cycle
    • To prepare and release the MIS of the Meter Data Downloaded and Meter Data Analysis
    • To ensure that all PPM including MD PPM are analyzed
    • To escalate non-communication meters to the relevant department and ensure timely referral of the doubtful cases to the enforcement team
    • Oversees maintenance instructions and spares necessary for the operation of equipment.
    • Supporting the realization of customer benefits and return on investments in smart metering rollouts.
    • Designs and planning of Metering Services process for the Department.
    • Oversees the Commissioning of new HT MD metering installations.
    • Designs and oversees a system to prevent, detect and recover energy losses attributable to the interference with metering installations perpetrated by fraudulent customers.
    • Comply with Quality Management System / Occupational Health & Safety requirements including objectives and applicable regulations relating to assigned jobs.
    • Contribute to the development of the Department budget and monitor and control the budget to ensure that expenditure does not exceed agreed limits.
    • Carry out any other duties as requested by the MD/ CEO of the company.

    Job Requirements
    Education:

    • First Degree in relevant technical discipline preferably Electrical/Electronics Engineering, Metering Technology

    Years of Experience:

    • Minimum of 10 years cognate experience in a similar role including in managing major metering projects, Advanced Metering Infrastructure (AMI), Energy accounting with 5 years been spent at a supervisory level. (Expatriate experience will be a distinct advantage)

    • Reduction of company’s “EKEDC” ATC&C loses according to MYTO order 2.1 (NERC) to 14% before December 2020
    • Completion of critical metering automation projects in line with timelines
    • Supervision of meter installation & commissioning as par deployment plan
    • To increase significantly no of metered Customers for Eko-Disco up to 100% before December 2020
    • Timely supervision of pre-metering inspection, meter revalidation
    • % Number of meter complaints attended to within Five (5) working days
    • TAT for New Services (time taken to connect customer of the network from the point of receiving survey/assessment report.)
    • % faulty meters received from new connections/services of total number of meters installed for new services/connections
    • TAT for completion of survey/assessment for new service/connection application.
    • % New Connections with complete documentation of total new connections
    • No of Meter Inspection Report (detailing KCG Meter status, issues, recommendations etc.) prepared and submitted to management in a month. %
    •  No of Actual Meter Inspected of No. Meters Scheduled for Inspections

    • Periodic energy reconciliation and reports
    • Establish policy and implement for energy theft detection, prevention, and recover of losses.
    • Preparing efficient budget plan, and take control on spending
    • Regulation of electricity metering, collection of cost of consumed electricity according to established tariffs, minimization indebtedness and commercial losses and improvement customer’s service quality within company.
    • Safety Compliance index
    • Fixing all income and outgoing feeders including 33KV, 11kv feeder meter points in order to have correct energy accounting process
    • Distribution Transformers metering process, to have better and efficient possibility to identify and localize commercial losses in the network.

    Chief Operating Officer

    Job Description / Responsibilities

    • To set long term (3 to 5 years) direction for the organization in terms of vision, mission and values - in close coordination with the MD & CEO.
    • To set the short to medium term (1 to 3 years) direction of the organization in terms of annual strategy, business plans/roadmaps, most vital KPIs/targets, etc. - in close coordination with the MD & CEO.
    • To review progress on set objectives, plans, KPIs on monthly/quarterly basis, to support top management in removal of bottlenecks, and carry out necessary course corrections as necessitated.
