    What we need from you:

    • Demonstrated experience using SAP and ARIBA ERP systems to manage procurement activities

    Senior Construction Engineer, Onshore Fab-yard (Local)

    Brief Description 

    • To deliver construction engineering activities and deliverables for assigned projects and ensure timely completion to the required quality standards.

    Dimensions

    • Deliver Construction Engineering scope for the BN EPC1 project.
    • Work in a multi-discipline project team providing all necessary support towards ensuring quality work delivery on schedule.
    • Work and guide contractor team in delivering the construction in EPC1 systems, equipment package in line with project specifications.
    • Deliver the onshore fabrication scope of the BN EPC1 project
    • No direct reports.
    • No CAPEX budgets.

    Principal Accountabilities

    • Adhere to and work in line with company guidelines on Health, Safety, Security, and Environment (HSSE) and Ethics & Compliance.
    • Drive the implementation of construction engineering requirements in the design, fabrication, testing, installation, pre-commissioning, and commissioning of assigned project.
    • Ensure the final products delivered meets the applicable code requirements as well as the project scope of work and specifications.
    • Be responsible for delivery of assigned projects from the BN EPC1 Projects Portfolio from early engineering through Detailed Design, Construction, Commissioning and Handover.
    • Responsible for managing the planning, design, directing and supervision of construction projects.
    • Facilitate Constructability and construction readiness reviews and be responsible for design reviews to ensure constructability requirements are embedded in design and designs are safe.
    • Develop construction execution strategy, construction execution and workface execution plans.
    • Responsible for reviewing and inspecting all drawings and designs prior to implementation.
    • Expected to be subject matter experts on constructability requirements and complete routine tests to ensure all legal regulations are complied with.
    • Ensure adherence to Shell HSSE standards and to deliver within budget i.e. cost control and accounting, schedule, and quality requirements.
    • Managing delivery via contractors and resources drawn from the matrix organisation.
    • Develop the scope of assigned project and progress though the relevant decision gates.
    • Preparation of engineering package to define the scope appropriate for the project phase.
    • Preparation of deliverables in alignment with the Company requirements
    • Must be capable of determining the organizational structure required to accomplish the assigned projects efficiently and in accordance with approved plans and schedules.
    • Responsible for ensuring preparation of schedules and cost estimate for the phase of the project as required.
    • Stakeholder management and engagement with relevant government agencies
    • Development of contract strategy to execute the assigned scope.
    • Manage the relationships with various discipline engineers, contract packages and other stakeholders.
    • Ensure projects are performed in accordance with the terms and conditions in the relevant contract documents.
    • Ensure quality of technical work and the technical integrity, functionality, constructability, safe operation, and reliability of designs.
    • Contribute to excellent HSE performance throughout the engineering phase of the project life cycle.
    • Keep track on the execution schedule and report any issues to stakeholders.
    • Supervision of construction activities.
    • Support the CSU team in the handover of equipment and documentation to the operation team.
    • Monitor contractor performance and ensure specifications / approved procedures and applicable MOC (if any) are implemented.
    • Manage onshore fabrication activities at contractor’s yards, including load-out.
    • Supervise all aspects of onshore installation/construction works.
    • Perform all other duties as assigned by supervisor.
    • Review contractor deliverables to ensure compliance with project specifications, relevant codes and standards, and best industry practices within contractual review periods. 
    • Review of construction drawings for all items across the BN EPC1 for installation and construction activities, including providing support for development of work packages.
    • Balance technical assurance and commercial considerations to deliver construction scope effectively.
    • Contribute to the development and deployment of fit for purpose quality plan and Inspection and Test Plan (ITP), NDT including materials management procedure for the Project.

    Requirements
    The senior Construction Engineer onshore Fab-yard shall have following
    qualifications and experiences:

    • Bachelor’s Degree in Engineering and a Registered Professional Engineer
    • 8-10 years of experience in design and construction of offshore oil and gas production facilities and experience in supporting FPSO in a project management role.
    • Engineering experience in systems integration and technical interface management.
    • Broad knowledge and experience of Project Management techniques, tools, and practices.
    • Thorough knowledge of all aspects of construction management, project management and business management including scope, resource, cost, quality, communications, stakeholder, risk, and procurement management.
    • Must be familiar with codes, standards, regulations, and practices applicable to the design and construction of offshore production facilities (API, ASME, ANSI, AGA, ISA etc).
    • Very strong Contract Management skill and ability to deliver using third party contractors.
    • Proven track record of having successfully delivered portfolio brownfield projects in the offshore/deep water environment.
    • Strong HSE commitment and demonstrated HSE leadership skills.
    • Solid background in all aspects of EP project execution including design, procurement, fabrication, installation, commissioning, and start-up.
    • Experienced in key customer and stakeholder management.

    • Computer literate, with proficiency in the use of MS suites including rotating equipment design spreadsheets.

    HSE Officer, Bonga North Fabrication Yard

    Service Description

    • Drive implementation of Company aspiration of a unified “One Team, One Yard” HSSE strategy at the fabrication yard
    • Constructively challenge unsafe practices amongst project execution team members to improve effectiveness of the overall fabrication yard team.
    • Maintain close links with the project HSSE Lead for advice, information and guidance on Company policy
    • Drive a compliance culture among the workforce via implementation of industry safe work practices for IOGP 577, LOD1 Start Work Checks, CSSS and visible safety leadership.
    • Ensure timely reporting of incidents and close out of incident recommendations.
    • Drive implementation of the project HSE plan for the fabrication yard and support the delivery of specific HSE trainings including onboarding/inductions for all new on signers.
    • Ensure planned fabrication yard HSE activities are conducted as per plan in the overarching Bonga North HSSE Must Wins e.g. Drills, HSE meetings, LOD1 Start Work Checks, etc.
    • Collating HSE performance data from the fabrication yard as per agreed HSE performance indicators. Prepare daily/weekly/monthly HSE reports and share with the HSE Lead for integration into project reports.
    • Drive implementation of HSE campaigns at the worksite to drive improved safety culture and good practices.
    • Assist with ad-hoc HSE tasks/projects as required.
    • Support the Project team with the implementation of established HSE policies, guidelines and procedures to ensure that the Project objectives are met.
    • Spend most of the time on the worksite to monitor performance of work and to coach and support contractor personnel to achieve an acceptable health and safety, health and performance.
    • Support Review of Work packs, JHA and other input to PTW Participate in HAZID, SIMOPS workshop and other required HEMP studies
    • Provide coaching through duration of Bonga North Project fabrication yard activities and support execution team to deliver Goal Zero on site
    • Support site TBT, TRIC reviews and other LOD1 site assessments.
    • Provide onsite coaching, support and advice in the areas of HSE to the contractor to ensure that project safety, health and environmental requirements are met.
    • Participate in contractor planning meetings, risk assessments, toolbox talks, safety meetings, etc.
    • Where necessary intervene to STOP WORK where appropriate HSE standards are not met.

    Key Challenges:

    • Value delivery in HSSE & SP in PMF Goal Zero programs for Bonga North Project, ensuring the safe delivery operation of BN projects

    Job Knowledge, Skills & Experience

    • An accredited University Degree in Science or Engineering and professional qualifications in a technical, or HSSE related discipline
    • At least 5 years’ experience in Operational Safety/Project HSE Management in the EP industry in Engineering / Projects.
    • Good understanding of the business risks.

    Competencies:

    • Awareness in use of Design safety tools such as JSA, HAZID, HSE Cases, Bowties, HAZID, Emergency Response, Use of IOGP, Shell SEAM Framework, Audit, reviews, incident investigation, etc.

    Material / Logistic Coordinator

    Brief Description

    • To coordinate, deliver material and logistic activities including DED input to deliverables for assigned projects and ensure timely completion to the required quality standards.

    Principal Accountabilities

    • Adhere to and work in line with company guidelines on Health, Safety, Security, and Environment (HSSE) and Ethics & Compliance.
    • Ensure adherence to Shell HSSE standards and to deliver within budget i.e. cost control and accounting, schedule, and quality requirements.
    • Work with the various work package engineers to ensure that the design and construction expectations are met with regards to safety, quality, cost, and schedule
    • Have Technical knowledge of Oil and Gas materials and Standard procurement competency and contract management Certified CIPM) which will professionally carry out the following duties:
    • Liaising with the procurement team and vendors for expediting material deliveries services for offshore construction Compiles and maintains material and parts inventory and status information.
    • To ensure proper sparing and effective ROS (required on Site) for all procured items, all spare parts needed on site.
    • Expedite Purchase Orders to ensure on timely delivery.
    • Initiate update of Bill of Materials or Material Masters
    • Carry out spend, cost and market analysis and identify opportunities for cost savings.
    • Review Material Supply Chain metrics and make proposals for improvement.
    • Maintain the work-pack library to avoid necessary rework in future.
    • Ensure completeness and accuracy of Purchase Requisition specification.
    • Identify where materials can be delivered under existing Outline Agreement
    • Define the required quality assurance (expediting and special inward goods inspection) for critical materials.
    • Arrange and monitor expediting.
    • Follow up on Purchase Order with supplier and stay in contact with supplier for critical materials.
    • Receive confirmation from warehouse manager on receipt of material/compliance to spec.
    • When material is not received in good order or too late, liaise with WP to initiate moving out LAFD (Latest Allowable Finish Date) where applicable and to escalate to company project team.
    • Implement work processes including Management of Change, HSE MS, Technical Assurance frameworks etc.
    • Gather and share learnings.
    • Drive Enterprise First behaviours with regards to Leadership, Accountability and Teamwork. Drive Top Quartile behaviours.
    • Mentoring material and logistic team.
    • Perform all other duties as assigned by supervisor.

    • Minimum of Bachelor’s Degree in Engineering or Science related field preferably.
    • Fifteen (15) years Minimum working experience on material management or warehouse experience.
    • 15 years’ industry experience in capital oil and gas projects.
    • Skill of frontline operations, construction, and projects.
    • Knowledge of methods, materials, tools, and equipment in the installation of oil and gas exploration equipment
    • Skill in Inventory Management
    • Skill in store management, handling of materials & consignment of goods
    • Skill in ordering / tracking of materials via SAP. proficiency using other materials management tools.
    • Proficiency with Digital ‘Track and Trace’ tools will be an added advantage.
    • Able to learn and use SAP BP experience – work orders, shipping, inventory transfer transactions.
    • Ability to communicate effectively in written and verbal form.
