    Deputy Chief of Party, Health Information Systems and Digitalization

    • The Deputy Chief of Party (DCOP) will monitor all technical aspects of a USAID-funded health information system and digitization project from initiation through delivery. They will select, develop and evaluate personnel to ensure technical objectives are met, and contribute project experience and learning, to global thought leadership initiatives in technical specialization.

    Accountabilities:

    • Under the guidance of the Chief of Party, provide technical leadership, develop technical strategies and oversee the technical implementation of Health Information Systems and Digitalization
    • Provide leadership on all technical matters and ensure quality of the HISD program.  
    • Provide technical expertise and leadership for the design and implementation of the technical program areas of Health Information Systems and Digitalization and support programs.
    • Ensure that high quality technical programs are implemented in a timely manner and in coordination and collaboration with partners, the GON and other stakeholders.
    • Oversee quality assurance program for all technical aspects of the Program.
    • Ensure the technical training and staff development in the HISD Program in relevant areas.
    • Ensure that appropriate technical strategies, policies and SOP’s are developed and implemented in accordance to USAID and Nigerian regulations.
    • Assist with the management, development and monitoring of work plans and budgets; ensure appropriate levels of technical assistance for interventions.
    • Provide technical assistance through the review and/or writing of protocols, papers, reports to ensure accuracy and appropriateness.  
    • In collaboration with the Chief of Party, oversee the implementation of an indicator-based performance monitoring plan.
    • Support the Chief of Party to ensure that all technical areas of the project are integrated and maximize the use of available resources of the project.
    • Oversee reporting and monitoring of technical performance metrics.
    • Ensure technical program quality according to set standards including quality assurance and quality improvement initiatives.
    • Perform other duties as assigned.

    Supervision Given/Received:

    Education:

    • Master’s Degree or its International Equivalent in medical/health sciences, social sciences, information technology, or any other relevant areas.

    Experience:

    • Typically requires a minimum of 12+ years of relevant technical/project management experience (including 8+ years of leadership, strong business acumen and/or line management experience).
    • Prior work experience in a non-governmental organization (NGO) is preferred.
    • Proficient with applicable rules, regulations, and policies associated with international development USAID contractors, and non-governmental organizations (NGOs).
    • Demonstrated experience in multi-sector project management and implementation.
    • Demonstrated strategic planning, staff development and capacity building experience.
    • Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope. Experience operating in insecure environments.

    Technical Officer, Laboratory Quality Management and Logistics

    Basic Function:

    • The Technical Officer - Laboratory services will liaise with the STA-Lab and the laboratory team at clusters and Country Office to provide technical support and implement high-quality laboratory services within the state for FHI Nigeria programs including adherence to relevant professional standards and guidelines, and involvement with laboratory clinical governance issues and audits

    Duties and responsibilities:

    • Coordinate and maintain oversight of the day-to-day operations of all laboratory services at the state level.
    • Provide technical support, supervision, monitoring and quality assurance of laboratory service operations in the state.
    • Contribute to the development of lessons learned from programs and projects related to laboratory management of HIV/AIDS and apply these lessons to modify existing program and improve the design of new programs.
    • Represent FHI Nigeria on issues of laboratory management of HIV/AIDS at the states.
    • Work with facility QA officers/ESM leads to monitor the quality of laboratory operations and testing in supported facilities.
    • Track the implementation of a Laboratory Quality Management System (LQMS)
    • Assist facility staff in overseeing day-to-day quality assurance and quality control of laboratory operations to ensure compliance with regulatory bodies and ISO 15189 standards.
    • Support the QA officers to design and implement oversight practices, such as testing, inspections, working with the state teams to prepare the facilities for accreditation.
    • Collate, review and report facility reports (site visits, monthly/quarterly narrative, data, mentoring and supervision, etc.)
    • Provide assistance in analysis of monitoring/audit results in order to identify service gaps, develop quality management plan and initiate, prioritize and deploy operational improvement measure with the laboratory team.
    • Work closely with M&E and other lab staff to ensure that laboratory quality-related data e.g. proficiency testing and retesting are adequately captured in the DHIS, LMIS and LAMIS on time.
    • Ensure that the test, controls and inspections are carried out and that personnel have access to all required quality-related documents.
    • Participate in EQA, proficiency testing activities. Prepare detailed competency and SPI-RT audit reports for the unit and tracking return of EQA reports from facilities.
    • Facilitate and ensure routine PPM and routine service/equipment maintenance.
    • Remain informed on current programs in the field of laboratory management of HIV/AIDS and related development field by reviewing current literature and staying alert to any implication of such experience and research for department activities as outlined by the technical supervisor.
    • Systematically ensure that records of nonconformity of events reports at the states are kept and resolve non-conformities arising within the laboratory unit to completion.
    • Work closely with the lab facility staff to ensure that universal safety precautions are properly followed and biological waste from the labs and blood banks is properly disposed of.
    • Provide technical assistance in capacity building for laboratory services to FHI and facility staff.
    • Provide technical support on blood safety and laboratory quality assurance issues within FHI at state and local agencies in Nigeria.
    • Perform other duties as assigned.        

    Knowledge, Skills & Attributes:

    • Comprehensive knowledge of concepts, practices, and procedures with clinical laboratory functions and quality management systems for labs.
    • Knowledge of health and development programs in developing countries in general and Nigeria specifically
    • Experience in the management of laboratory services, particularly health facility-based services, including quality assurance systems, laboratory analysis, and interpretation and reporting techniques based on best practices, quality management practices and safe work practices.
    • Excellent working knowledge of laboratory equipment and techniques for the following categories of assays: HIV rapid and confirmatory testing, CD4/CD8, HIV viral load, HIV DNA qualitative test, HIV viral resistance (genotype and phenotype)
    • Good working knowledge of laboratory equipment and techniques for the microscopic identification and culturing of different TB species, and drug resistance tuberculosis (MDR-TB)
    • Knowledge of District Health Information System (DHIS) and Laboratory Information Management System (LIMS) is required.
    • Excellent oral and written communication skills, including presentation and training skills.
    • Ability to work well with others and develop and maintain compatibility among project staff, project collaborators, subcontractors and consultants.
    • Excellent organizational and analytical skills. And the ability to handle multiple projects simultaneously while meeting deadlines.
    • Strong knowledge of national and international regulations with quality assurance, laboratory standards and guidelines.
    • Knowledge of USAID and PEPFAR funded programs.
    • Supervisory or management experience required. 
    • Must be able to work independently, and as part of a management team.
    • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections.
    • Ability to represent FHI360 to donors, government officials and the NGO community.
    • Ability to manage and complete numerous tasks with a high degree of organization and meet deadlines with strong attention to consistency, detail, and quality.
    • Prior work experience in a non- governmental organization (NGO). 
    • Familiarity with the Nigerian public sector health system and NGOs and CBOs is highly desirable.
    • Well-developed computer skills
    • Ability to travel within Nigeria 25% time.

    Qualifications and Requirements:

    • BSc in Laboratory sciences or related field with 5-7 years post national youth service experience and a minimum of 3 years’ experience in the provision of laboratory support for HIV/AIDS.
    • Or Master’s degree in Laboratory sciences or related field with 3-5 years post national youth service experience and a minimum of 3 years’ experience in the provision of laboratory support for HIV/AIDS.
    • Certification/license to practice as a medical laboratory scientist is required.

    Output 1 Lead

    Basic Function:

    • Under the supervision of the Country Director, the Output 1 Lead will provide technical and management leadership on all Output 1 activities, including materials development and distribution; in-service and pre-service training; school leadership and community support, and monitoring and evaluation.
    • The Output 1 lead will be responsible for coordinating with DAI, subcontractors, government stakeholders, and project staff to ensure high-quality and timely deliverables.
    • The Output 1 Lead will also provide information to the donor upon request.

    Essential Job Functions, Duties and responsibilities:

    • Coordinate with FHI 360, the project prime, and stakeholders on project design and work plan development; lead annual work planning for Output 1 of the project
    • Coordinate with the Education Coordinator, MEL coordinator, State Team Leads, and other key staff to assure timely completion of deliverables in the annual work plan
    • Oversee administrative and finance staff to develop and monitor the budget and work plan for Output 1
    • Provide inputs on technical design of activities and provide high-level oversight of key technical deliverables
    • Communicate regularly with FHI 360 HQ for technical inputs and management support; provide updates to HQ as requested
    • Liaise with project sub-contractors on their project components, and maintain their accountability for timely, high-quality deliverables
    • Provide consisted reports to the prime organization and the donor, as requested
    • Lead on technical presentations for Output 1, with the support of technical advisors
    • Maintain strong relationships with government partners at the local, state and federal levels.
    • Conduct one-on-one meetings, project updates, study tours, symposia, and other activities with key stakeholders to ensure broad involvement and local ownership of the project.
    • Ensure that materials development processes are completed on time and with a high degree of quality
    • Oversee staff and stakeholders to improve capacity, accountability and equity within State Colleges of Education in Kano, Kaduna and Jigawa
    • Oversee project staff and stakeholders to strengthen the system for in-service training in Kano, Kaduna and Jigawa.
    • Oversee staff and stakeholders to strengthen school leadership via School Based Management Committees and Head Teacher capacity building.
    • Oversee staff and stakeholders to establish systems for improving teacher attendance and time on task.
    • Oversee staff and stakeholders to mobilize communities to increase demand for quality education.
    • Oversee staff and stakeholders to develop standardized learning assessments at the school level
    • Oversee staff and stakeholders to effectively collect, aggregate, visualize and use assessment data for decision making
    • Coordinate with GESI and disabilities specialists to promote inclusive practices across the project

    Knowledge, Skills and Abilities:

    • Knowledge of reading & literacy programs in Nigeria.
    • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding formative learning processes.
    • Proficient writing and verbal communication skills. 
    • Ability to work well with others and to develop and maintain good working relationship with staff and other partners.
    • Excellent written and oral communication skills, especially in terms of reporting.
    • Relevant computer software and internet skills (at a minimum, the standard applications in MS Office and Excel). 
    • Must be able to read, write and speak fluent English and Hausa language.
    • Ability to travel within Nigeria minimum of 50%.

    Minimum requirement standards:

    • Master’s degree in education with a concentration in early grade reading, literacy, language acquisition and non-formal education or related field.
    • At least 7 to 9 years’ experience in education reform with a focus on primary education sector work in language acquisition and/or child literacy or reading especially in Hausa Language. certification as reading/literacy specialist preferred.
    • Demonstrated project leadership skills. Experience leading education projects in Nigeria strongly preferred.
    • Demonstrated ability to work with government, partners and/or local government structures and school settings
    • Proven expertise in mother tongue (L1), early grade reading instruction and/or assessment and reading material development, preferably in Hausa Language.
    • Significant experience in developing and producing of student reading materials, workbooks, trainers’ and teachers’ guides and instructional materials to improve early grades reading
    • Has ability to coordinate reading interventions, set realistic priorities, and plan for the successful implementation of activities
    • Strong leadership qualities and facilitation skills, experience in working with teachers to improve practice
    • Demonstrable knowledge of research-based best practices in content-area reading skills and strategies and literacy instruction
    • Experience/preparation in modeling teaching, observing teachers, and providing non-judgmental feedback.
