    Minimum Recruitment Standard

    Communication Manager

    Job Description

    • The Communications Manager will manage all ECEWS internal and external communications of all projects and representing the project to external audiences.
    • Manage the development and implementation of internal and external communications strategies for the organization.
    • Manage maintenance of social media platforms, databases, and knowledge management systems
    • Manage content development for ECEWS ACE 5; Assist in the production of day-to-day content across all ECEWS communications platforms, focusing on the newsletter and digital content, website articles, blogs, press releases and updates and content for social media.
    • In coordination with all ECEWS projects, develop regular communication material highlighting ACE 5 activities and achievements and/or engagements.

    Senior Program Officer - Key Population

    Job Description

    • The incumbent will be responsible for overseeing the design, coordination, and support for implementation of community-based HIV service delivery and the supportive supervision of the OSS for KPs (FSW, MSM, TWG, PWIDs) in line with Global Fund (GF) TB-HIV Model.
    • S/he will work as a member of the advisory team working with other staff members, Ministries of Health, and other key stakeholders on developing/updating guidelines and protocols for inclusion of community participation. This effort includes overseeing activities in the OSS, supporting the implementation of referral pathways and bi-directional referral systems between the national program and the KP led community-based initiatives.
    • S/he will work in close collaboration with supported facilities to make sure animators (peer to peer outreach workers) supported by ECEWS are trained and have the requisite technical support to provide basic, but quality HIV care and treatment services to their clients.
    • S/he will maintain a strong and collaborative relationship with key partners and stakeholders to strengthen community-based HIV counseling and testing services and referrals for care, treatment, and support services at the community and health facility levels.
    • S/he will provide leadership to community-based organizations to implement an evidence- based prevention intervention in line with the national guidelines.
    • The position reports to the Deputy Project Director/ Technical Lead. The position regularly interacts with the zonal program implementation team as well as key state stakeholders and facility teams including the OSSs/CBOs/DICs.

    Minimum Recruitment Standard

    • Bachelor's Degree in Science, Social Science, Arts or Humanities
    • Minimum of 5 years’ experience working in developing health care programs or program support function within an international NGO or equivalent on international health issues including HIV, with at least two years working on HIV/AIDS Prevention, Care and Treatment programs in resource poor settings.

    OSS Pharmacist

    Job Description

    • Dispense Antiretroviral drugs (ARVs) and other medication in line with approved regimens and standards
    • Dispensing ARVs in appropriate packaging with clear instructions
    • Providing medication-related counseling, including reinforcing adherence and advising on potential side effects and drug interactions
    • Providing drug information to health service providers and clients on request
    • Identifying and supporting follow-up of clients who do not return for refills of their ARVs
    • Working with providers and clients to identify, manage, and report adverse drug reactions and drug interactions
    • Contributing to decision making on treatment and care for individual clients

    • Enrolling of positive clients on the EMR (NMRS)
    • Ensure the optimization and full functionality of all supported Data bases (DHIS, DPT and NDR)

    Job Description

    • The OSS Doctor will provide general care to the KP clients. The key roles of the Doctor include:
    • Working with program team to develop and/or review Standard Operating Procedures (SOP) for the provision of ART services to Key Populations
    • Provide ART services to Key Populations in line with current World Health Organization (WHO) recommendations and national guidelines both at the OSS and through mobile ART
    • Oversee clinical HIV treatment protocols in each clinical department to reflect the needs of the target population and ensure consistency of treatment services throughout the OSS
    • Ensure a seamless delivery of service for clients from intake through discharge at the OSS, review and assess client treatment protocols and plans, including short- and long-term goals, review clinical records to evaluate the necessary level of client care
    • Effectively manage and supervise other clinicians, health service providers, volunteers and case managers at the OSS as well as mobile ART teams
    • Advise project team on national and state policies, procedures and licensing requirements and ensure compliance with all requirements and/or mandatory inspections
    • Supervise weekly/monthly clinical staff meetings, Integrate OSS and mobile ART services with other project activities to enhance the achievement of project outcomes

    • S/He will work with relevant stakeholders to coordinate the design and implementation of facility-based programs in relation to clinical management of HIV/AIDS, including the use of Anti-retroviral treatment, PMTCT, care and support, work with relevant staff and partners to coordinate the design and implementation of community-based programs in relation to community HTS and PMTCT including optimizing HIV case finding and linkage to care at supported health facilities, liaise with partners implementing community programs in order to optimize community-facility linkage of clients identified to be HIV positive and retention to care and treatment, support the provision of Pre-exposure Prophylaxis (PrEP) and ART in line with National and Global best practices and guideline.
    • S/He will also provide technical assistance in non-ART clinical care including the management of opportunistic infections (OI) and Palliative care capacity for PLHIV, contribute to the development of program strategies, subproject documents, work plans and budgets and represent ECEWS to donors and government officials on issues of HIV/AIDS treatment, care and support at the State level.

    Job Description
    Area 1: Provide laboratory and point-of-care diagnostic services in relation to HTS and ART for all deserving clients:

    • Liaise with the ART clinic/Medical Records/VLCs to identify all clients due for Viral load/EID samples on a weekly basis.
    • Oversee the overall activities of the VLCs which include:
    • Ensuring that all identified eligible clients are bled for VL/EID
    • Ensuring proper labeling, processing, packaging, and storage of all samples collected
    • Log remotely, through electronic means, each sample collected to the PCR LIMS Server and subsequently generate sample manifest for effective use by the 3PL.
    • Ensuring daily monitoring and documentation of viral load and EID samples collected, and results received.
    • Ensuring they provide a daily/weekly summary of viral load and EID results received, and viral load/EID samples pending in the PCR Labs to ECEWS Lab Technical Officer/Lead
    • Perform follow-up laboratory tests (CD4, TB LAM, CrAg, & VL) to support the provision of the continuum of HIV treatment services both at the facility and community level.
    • Support the state Lab team in the preparation of Dried Tube Specimen (DTS) panels for IQC and EQA (Proficiency testing) in support of HTS on the project.
    • Carry out routine tasks accurately following strict methodologies to carry out analyses.
    • Maintain and operate standard laboratory equipment (e.g. CD4 Cyflow machine)
    • Maintain personal expertise in clinical laboratory practice and innovative technology and equipment.
    • Provide support for Lab Tests on Advanced HIV Disease (AHD) package of Care.
    • Work with the ECEWS laboratory team to develop and implement quality assurance systems to improve the quality of diagnostics monitoring and treatment of Clients.
    • Support the development of project work plans and budgets to incorporate the procurement of equipment and supplies for laboratory services at the ESM site and communities.
    • Support the implementation and monitoring of biosafety and biosecurity in clinical service delivery, including the development of SOPs, guidelines, and job aids.

    Area 2: Data Management and Reporting:

    • Produce computerized records to interpret and archive laboratory results to be presented to clinic staff and project team for informed decision-making.
    • Ensure retrieval and timely documentation of VL and EID results from the facility LIMS interface
    • Provide support to the Strategic Information (SI) unit in research (qualitative and quantitative) surveys on service delivery outcomes for HIV prevention, care, and treatment.
    • Ensure timely submission of quality reports on a monthly and quarterly basis or as required.

    Area 3: Other assignments:

    • Participate in Laboratory Technical Working Groups meetings and represent the project at relevant fora.
    • Carry out any other lab related but relevant assignment as may be decided and delegated by the Supervisor.

    Minimum Recruitment Standard

    • A Degree in Medical Science Laboratory from a recognized university with at least 5 years of progressive experience in similar roles.
    • Must have a valid practicing license.

    Adolescent & Young Persons (AYP) Intern

    Job Description

    • Support the implementation of the AYP activities and ensure dissemination of gender transformative information to key stakeholders across the implementing states.
    • Will support in strengthening the provision of GBV prevention and management services, HIV Stigma & Reduction activities, Health Equity, and support the target group in health ownership and responsibility.
