    Finance & Administration Officer

    Job Description

    • This role is responsible for providing smooth and effective financial and human Resources administration for Nigeria office programmes.
    • The post-holder will support in maintaining an accurate overview of programme and office finances, providing guidance and enabling the effective management for the country and/or region.
    • They will be responsible for financial aspects of donor compliance, in liaison with the Programme Development and Funding Officer
    • The postholder works within the team based in Nigeria and works closely with others across the region and with finance, human resources and operations teams in London
    • The post holder is not a budget holder but handles cash and ensures financial and administrative compliance.
    • The post holder will undertake the responsibility as the HR Focal Point for Nigeria Country.
    • The post-holder will be expected to undertake some travel nationally (up to 12 weeks per year).

    Key Responsibilities
    Support the effective financial management of CAFOD’s finances:

    • Responsible for book-keeping using relevant software
    • Maintain bank and cash records using SUN Infor 10 accounting software.
    • Lead the financial reporting process making sure deadlines are adhered to:
      • Prepare monthly accounts in compliance with CAFOD’s financial procedures.
      • Prepare bank and petty cash reconciliations and submit for approval
      • Perform petty cash count monthly under the supervision of the Country Representative.
      • Prepare monthly payroll report
    • Support the budgeting processes and suggest relevant changes as necessary
    • Monitor expenditure against budgets and advise budget-holders of expenditure-to-date and variances arising and prepare budget forecasts.
    • Manage bank accounts (but not a signatory)
    • Manage funds available in-country, ensuring that adequate funds are maintained for all areas of work, transfers are made as appropriate, and the necessary arrangements for obtaining and securing petty cash are in place and maintained.
    • Process payments that need to be made for all goods and services
    • Under supervision of the Country Representative, administer the monthly payroll for staff.
    • Assist in maintaining overview of the programme and office finances, providing accurate and timely updates to Programme Managers and CAFOD in London when requested to
    • Coordinate the timely submission of any records and accounts as required
    • Assist in conducting financial assessments of CAFODs programme work, reviewing budgets and reports, reviewing audits; assist in identifying any financial problems or fraud.
    • Support the budgeting processes and suggest relevant changes as and when necessary.
    • Assist in training of programme staff in the policies and procedures for financial accountability.
    • Ensure upward and downward transparency and accountability throughout the programme.
    • Preparation of documents for annual or donor audits.
    • Responsibility for book-keeping & ensure monthly returns to Finance.
    • Under supervision of Country Representative, ensure accurate and timely monthly payroll for office staff.

    Programme Finance:

    • Support programme staff in conducting financial assessments of CAFODs partners programmes, reviewing budgets and reports, reviewing audits; responsible for identifying any financial problems or fraud.

    • Support CAFOD staff and partners to build their financial capacity where needed.
    • Provide training of programme and partners’ staff in the policies and procedures for financial accountability, in collaboration with the Country Representative/Programme Officers.

    Administration:

    • Ensure the effective running of CAFOD offices in Nigeria, including their rental and running.
    • Oversee all office administration and ensure effective and efficient administrative functions, including organising filing systems to facilitate easy access.
    • Ensure the satisfactory use, servicing, and insurance of CAFOD’s assets, including computers, IT, photocopiers and other equipment as necessary
    • Ensure appropriate insurance cover is in place for staff travel, health, office building and contents and vehicle insurance.
    • Maintain contacts and relationships with legal advisors.
    • Prepare the necessary documentation for annual audits
    • Support to the Country Representative in maintaining CAFOD’s legal registration with relevant bodies
    • Represent CAFOD at INGOs Administrators’ meetings and other relevant forums as required.

    Human Resource Management:

    • This post-holder is the HR Focal Point, responsible for the following: 
      • Support to Country Representative and other people managers on recruitment and HR processes including drafting of employment contracts in accordance with CAFOD policies and local labour laws. 
      • Work closely with CAFODs People Services Officers and People Partners holding regular meetings to ensure the efficient sharing of information and insights so that managers receive a streamlined and efficient service. 
      • Giving and receiving references in accordance with the inter-agency misconduct disclosure scheme 
      • Provide advice and support to staff and managers on CAFOD policies. 
      • Ensure HR records are up to date. 
      • Oversee induction of new staff members.

    Business Development Lead

    Job Description

    • To contribute to CAFOD’s involvement in the Nigeria in line with the agreed strategy, by engaging in programme development; securing institutional funding for CAFOD supported programmes and partnerships; and contract management.
    • The post-holder will be responsible for building effective working relationships with peers across the International Programmes Group, and Advocacy Teams.
    • This is in order to develop and maintain horizontal links between programmes, learning, innovation, good practice, and fundraising within and between regions or areas of work.
    • The role has also several cross-divisional and cross-organisational functions linked to work with CAFOD’s Education, Communities & Supporters, Fundraising, Finance and Media teams.
    • The post-holder will be expected to work closely with CAFOD’s Integrated Funding and Business Innovation Unit in London and the work is expected to be aligned with corporate institutional fundraising strategies and the commitments of our Integral Ecology Programme Model.
    • This is the Model by which all CAFOD’s programme work is underpinned, where Programme Strategies are developed with partners to focus on addressing the causes and symptoms of poverty, inequality and environmental degradation.
    • While the Nigeria portfolio will be allocated to the post holder, a degree of flexibility is expected and therefore the post-holder may be required to support other programmes and colleagues during particularly busy times or emergencies. Furthermore, his/her portfolio of countries/sub-regions may change/evolve over time to meet CAFOD’s and partners’ needs.
    • The post-holder will be expected to undertake travel for approximately 3 months a year.
    • The post-holder reports to the Country Representative. They are not a budget holder but may carry out some supervision tasks for staff members.

    Key Responsibilities
    Programme development in line with the direction set by the Core Programme Strategy:

    • Work with programme staff and partners in the design, development (and where appropriate, implementation) of high-quality programmes and projects in line with the Nigeria strategy
    • Contribute to the development of Nigeria strategy plans, resource development plans, as well as identifying new funding opportunities through donor mapping
    • Support regional or joint programme funding opportunities as necessary
    • Participate in surge requests from other International Programmes Teams as necessary

     Programme funding and partners’ fundraising capacity:

    • In agreement with partners and programme staff, assess existing partner capacities and systems to manage and implement institutionally funded programmes and, jointly develop programme and project funding proposals;
    • Lead, co-ordinate or support the preparation of institutional funding applications with donors such as: ECHO, DEC, FCDO, USAID, EC, UN, etc.; in close co-operation with programme colleagues and partners
    • Keep up-to-date with donor policy developments and trends, both within the relevant country/sub-region/sector; raise awareness of donor requirements and partner obligations to fulfil these; more generally, and represent CAFOD in funding review groups/networks as appropriate.
    • Contribute to investing in partners’ capacities, by jointly identifying funding needs, developing plans to strengthen capacities, e.g. proposal writing, programme development, monitoring & evaluation, etc., or identifying sources of support.
    • Support the development of Partner Direct Funding approaches in agreement with the CAFOD Country Representative and CAFOD guidelines.
    • Provide training to staff and partners on topics including proposal development, budgeting, report writing and donor compliance requirements.

    Contract Management and Quality Control:

    • Lead on reporting, monitoring and evaluation of institutionally funded programmes, in line with CAFOD and donor standards.
    • Working with colleagues and partners to manage various contracts, including financial and narrative reporting, and monitoring and evaluation of institutionally funded programmes, in line with jointly agreed standards (Programme Cycle Management), donor requirements, and CAFOD’s value of Stewardship;

    • Support programme staff and partners on the development of plans, accounting frameworks and work plans, etc.

     Internal and external representation:

    Supporting the development of new business opportunities for CAFOD:

    • Regularly monitor local and international donor data bases and websites for new funding opportunities and business intelligence for CAFOD, in country.
    • Monitor and advise the Country Representative about new and innovative approaches to funding development and humanitarian programmes.

    Country Representative

    Job Description

    • The purpose of this role is to lead CAFOD’s work and involvement in Nigeria, in line with CAFOD’s organisational strategy, Our Common Home. CAFOD’s programme work is underpinned by an Integral Ecology Programme Model, where Programme Strategies are developed with partners to focus on addressing the causes and symptoms of poverty, inequality and environmental degradation.
    •  The scope of this post falls into the following broad functions:
      • Ownership and responsibility for the development and delivery of the Nigeria strategy, including having oversight of the programme portfolio and ensuring quality standards are met;
      • Internal and external representation
      • Accountability for resourcing, and financial and funding management
      • Risk & security management
      • Team management
      • Country Office management
    • The post-holder is a member of the International Programme Group and they will lead CAFOD work in Nigeria.
    • This role will work closely with other teams across CAFOD including; Programme Quality & Capacity Strengthening Team, Emergency Response and Support Team, Advocacy, Communications & Education Group, and Finance teams.
    • The post holder will be expected to undertake frequent travel (up to 12 weeks per year).

    Key Responsibilities
    Development and effective delivery of the Nigeria strategy:

    • Following CAFOD’s Integral Ecology Programme Model, manage the effective development, resourcing, delivery, monitoring and review of the core programme strategy. In particular:
    • Ensure that the projects and programmes in the strategy are consistent with CAFOD’s organisational identity (Vision/Mission/Values, ethos, strategy and priorities).
    • Ensure application of programme quality standards, including safeguarding, dignity and inclusion, and integration;
    • Oversee the effective management of our partnership portfolio, placing particular attention to the quality of the relationships with partners (As per standards from CAFOD’s Partnership Policy).

    Resource allocation, fundraising and finance management and accountability;

    • Overall budget responsibility and oversight, including plan, manage, and regularly review budgets (staffing, office, programme, donor) in line with CAFOD’s financial policies and procedures.
    • Ensure that core and donor funds are used in the most effective and prudent way, demonstrating good stewardship and compliance.

    Security management:

    • Undertake regular review of security risk, engaging with the relevant security co-ordination mechanisms.

    • Lead on staff security and safety (including in-country crisis management), ensuring all necessary policies and procedures are in place and followed;
    • Act as primary security manager for visitors to the country/sub-regional programme.
