    State Technical Assistant, TB/HIV Integrated Project

    JOB DESCRIPTION

    • The State Technical Assistant (TA) for the TB/HIV Integrated Project will provide day-to-day oversight and support for the expansion of TB/DRTB, HIV, and PPM services across the assigned state.
    • The TA will work under the coordination of the State Technical Officer (STO) and in collaboration with various stakeholders to ensure effective service delivery, data reporting, capacity building, and seamless integration of TB and HIV services.

    SPECIFIC RESPONSIBILITIES

    • Under the coordination of the STO, the State TB/HIV Technical Assistant(s) will:

    Service Scale-Up Oversight:

    • Provide day-to-day oversight for the scale-up of community TB/DRTB, HIV, and PPM services across the state.
    • Coordinate with all the ad-hoc field workers engaged by SRs to ensure effective service delivery.

    Seamless Coordination and Data Reporting:

    • Support the STO in ensuring seamless coordination and robust data reporting.
    • Work closely with cluster coordinators and LGA TB/HIV reporting structures.

    Knowledge Transfer and Capacity Building:

    • Collaborate with the state STBLCP and SASCP to facilitate knowledge transfer and capacity building as TB and HIV service integration is being scaled up.
    • Build the capacity of existing state TB and HIV structures toward program sustainability.

    Data Collation and Analysis:

    • Collate and analyze program data following LGA validation of TB and HIV data.
    • Identify the gaps in providers, facilities, and LGAs and develop remedial actions.

    Workplan Development:

    • Develop the weekly state/LGA TB/HIV activity work plan in line with the approved state budget.

    Technological Solutions Management:

    • Onboard field teams and service providers on technological solutions (MATS, CommTB, AIM 250, EPCON, specimen movement dashboard).
    • Manage the back end of these systems and work with the central teams to troubleshoot issues.

    On-Site Mentoring and Capacity Building:

    • Provide on-site mentoring and capacity building for TB/HIV PPM and community service providers in the state.

    Activity Review and Approval:

    • Review weekly community TB and HIV activity reports from outreaches, Active Case findings, and HTS among pregnant women conducted across all LGAs by the CBOs.
    • Assess work plans and budgets for subsequent week’s activities for STO approval.

    Line Listing of DRTB Patients and HIV-Positive Pregnant Women:

    • Maintain the state’s line listing of all DRTB patients identified from PPM and community interventions.
    • Support the STBLCP and SASCP in ensuring 100% linkage to treatment for HIV-positive pregnant women identified in the community.

    Supply Chain Management:

    • Maintain statewide visibility of TB/HIV program commodities, consumables, and medicines.
    • Collaborate with state TB and HIV logistics officers.
    • Redistribute RTKs and medicines to LGAs as needed.
    • Manage supplies and distribution of mama packs and the action meal.
    • Prepare distribution plans and generate monthly utilization reports.

    REQUIRED EXPERIENCE

    • Minimum of 5 years’ experience in HIV/AIDS, Tuberculosis and Malaria programming or related fields, and programs in developing countries.

    MINIMUM QUALIFICATIONS

    • Applicants must have a university degree in any of the following fields: Medicine, Social Sciences, Pharmacy, Statistics, Demography, and Public Health or related fields.
    • A master’s degree in public health will be an added advantage.
    • Minimum of 5 years’ experience in HIV/AIDS, Tuberculosis and Malaria programming or related fields, and programs in developing countries.
    • Working experience with Global Fund, USAID or any other international donor-funded programs is desirable.
    • Applicant’s experience must reflect the knowledge, skills and abilities listed above.

    Project Transport Officer

    JOB DESCRIPTION

    • The Project Transport Officer will be responsible for managing transportation for staff and project activities, vehicle maintenance, and compliance with ARFH’s transport and security policies.
    • The officer will also support logistical functions as requested by the project office.

    SPECIFIC RESPONSIBILITIES

    • Provide transportation support to staff or project activities;
    • Handle vehicle fuelling and maintenance, and ensure adherence to organization’s transport and security policies;
    • Provide logistical support as requested by the project office (line manager).
    • Ensure responsible driving;
    • Make sure vehicle documents are correct and up-to-date;
    • Keep record of vehicle movements in the vehicle log book;
    • Maintain vehicle in clean and good condition ensuring that there is adequate fuel at all times;
    • Avoid fines for improper parking and driving;
    • Ensure punctuality and highest ethical standards;
    • Perform other assignments as requested by the Organization’s Management and Supervisor.

    REQUIRED EXPERIENCE

    • At least 4 years of professional driving with valid Nigerian Driver’s license and with NGOs

    MINIMUM QUALIFICATIONS

    • Level of Education – SSCE, Diploma
    • Good spoken and written skills in English language.
    • Willingness to travel extensively in the country and in the sub-regions
    • Experience working with a reputable NGO is an added advantage.

    Finance Assistant, TB/HIV Integrated Project

    JOB DESCRIPTION

    • The Finance Assistant will support the Finance Officer in ensuring prompt disbursement and reporting of grant implementation at the state level.
    • The role involves managing financial transactions for state TB implementation (both PPM and ACF strategies), ensuring transparency and accountability in financial processes.

    SPECIFIC RESPONSIBILITIES

    • Receive and review requests for payments to State implementers (CBOs, PPMs, health facility)
    • Receive and review requests for payments to all state training or meeting participants
    • Ensure supporting documentation for payment requests is complete, accurate, and conforms to ARFH’s policies and procedures, as well as the donor’s standards with regard to transparency and accountability
    • Raise any concerns about timeliness, completeness or validity of supporting documentation received with appropriate ARFH staff
    • Ensure advances are settled in a timely manner in line with ARFH’s policies
    • Any other tasks that may be required in line with your role

    REQUIRED EXPERIENCE

    • Applicant must possess excellent planning and prioritization skills, be able to work independently and pay very close attention to details. Good knowledge of internal control systems, financial audit processes, grant management systems and accounting procedures for Global Fund projects is essential.
    • Other requirements are Microsoft Excel, Microsoft Word, PowerPoint with good analytical, interpersonal, communication skills and fluency in spoken and written English Language.

    MINIMUM QUALIFICATIONS

    • A minimum of HND/ BSc. Degree in Accounting, Finance or other social sciences
    • Being a student of professional accounting qualification examination in either ICAN OR ACCA is an added advantage
    • Must also have at least One (1) year’s working experience in a similar position, preferably with non-governmental organizations
    • Workingknowledge of accounting software
