    Legal Officer - Protection (ACHPR)

    Purpose of Job

    • Provide support to the Senior Legal Officers responsible for protection activities in all the stages involved in complaints handling and provide technical assistance to Commissioners in the execution of their protection mandate

    Main Functions

    • Complain handling on assigned Communications
    • Contributes to the development of policies and strategies 
    • Coordinates the implementation of programmes and plans of special mechanism  under the ACHPR 
    • Liaise with stakeholders including Member States, Regional Economic Communities (RECs), etc on relevant matters.
    • Provides support in the development of special mechanisms Strategies in line with the approved Strategic Plan
    • Undertakes monitoring activities and delivers periodic reports on time
    • Liaises with the various Departments/Units of the Commission for coordination and alignment purposes 
    • Conducts analysis and generates accurate reports in a timely manner for the ACHPR’s internal use
    • Assists in setting the overall research direction of a relevant policy area
    • Is responsible for the delegation and execution of defined research areas
    • Participates in the organisation of relevant meetings, congresses and conferences with stakeholders.
    • Drafts reports and participates in the preparation of budget and work programmes related to the Unit
    • Provides technical support to internal and external stakeholders.

    Specific Responsibilities
    Working under the Senior Legal Officer -Protection, provides support in the following areas: 

    • Create awareness regarding the Communications procedure;
    • Monitor human rights situation in Africa and provide regular feedback and updates on the human rights situation in Africa;
    • Undertake research into the legal issues raised in the various communications and the provisions of the Charter;
    • Contribute articles to the African Commission's Review and Newsletter;
    • Draft resolutions and recommendations on Communications, cover the sessions and meetings of the African Commission and prepare the reports;
    • Provides support to the Special Rapporteurs and the Working Groups in discharging their responsibilities, and follow-up on recommendations
    • Drafts urgent Appeals, Advisory notes, Guidelines, Information notes, Position/Conference/Meeting papers for the Commissioners
    • Provides technical backstopping to Special Mechanisms through research and documentation
    • Provides interface with, and logistical support for interaction with Member States, Regional Economic Communities, organs of the AU  and other stakeholders
    • Formulates  principles and rules aimed at solving human rights issues arising in the thematic areas covered by the various Special Mechanisms
    • Manages requests by member states for information and support
    • Contributes to legal or policy analyses and publications
    • Promotes the integration of legal work across the regional programs and particularly in the regional offices
    • Develops and implements capacity building and training programs
    • Contributes to standard-setting, through participating in meetings, drafting work and promoting international standards
    • Participates in the organization of relevant meetings, congresses and conferences with stakeholders
    • Performs any other relevant duties as may be directed or required.

    Academic Requirements and Relevant Experience

    • Must hold Master's Degree in Law from an accredited university with a minimum of two (2) years’ relevant work experience

    OR 

    • Must hold Bachelor’s Degree in Law from an accredited university with a minimum of five (5) years’ relevant work experience.

    Head of Division, Transport and Mobility

    Purpose of Job

    • To provide overall supervision and management of the Division as well as the design of strategies and policies to achieve the strategic objectives of the Department and the AU’s overall goals.

    Main Functions

    • Designs and implements policies, programmes and projects to achieve the department’s strategic objectives and relevant AU Policy Organs Decisions;
    • Formulates strategies for implementing priority programmes under the transport and mobility sector.
    • Coordinates the implementation of continental transport and mobility policies, strategies and action plans in close collaboration with AU Member States, Regional Economic Communities (RECs) and other Continental and International organizations.
    • Coordinate and conduct research, studies and analysis of African transport and mobility sector on issues of interest to African Member States, RECs and others regional and continental African institutions.
    • Advise the Director of Infrastructure and Energy on trends and developments in the transport and mobility sector and recommend appropriate courses of action.
    • Engages stakeholders within Members States, RECs and other Regional Mechanisms, Pan African institutions and relevant international organisations in designing and implementing transport and mobility strategies;
    • Coordinates the implementation of the two AU Agenda 2063 flagship projects under the mandate of the Division i.e. Africa Integrated High Speed Rail Network (AIHSRN) and Establishment of a Single African Air-Transport Market (SAATM)
    • Supervises and manages the employees of the division with regard to organisation and performance evaluation.
    • Manages the work of the Division and supervises direct reports to ensure the effective performance of the Transport and Mobility Division team and provide direction, regular feedback, coaching and mentoring paying appropriate attention to the personal and professional development of the staff in line with the organization’s performance management policy and systems;
    • Contributes to the development of the departmental business continuity plan and ensure implementation at division level.
    • Ensures risk management and mitigation.
    • Represents the organisation at workshops, conferences, meetings and seminars and provide guidance on transport and mobility issues related to Africa and the department’s work.
    • Build and maintain partnerships with regional and international institutions which include fund mobilization, developing and implementing regional joint programmes and activities for improving the African transport and mobility sector.
    • Prepare periodic reports on Transport and Mobility Division’s activities and programmes and contribute to the preparation of the department’s report and other monitoring and reporting obligations.
    • Builds and maintains good working relations and collaboration with other Divisions.
    • Contributes to the preparation of periodic financial and budget execution reports and monitor budget execution at division level.

    Specific Responsibilities

    • Coordinates the formulation and implementation of policies covering all aspects of intra-African and international cooperation in the transport and mobility sector within the context of decisions of the AU Policy Organs; 
    • Initiates and coordinates the work of the specialized technical committees and sub-committees on transport and mobility sector; 
    • Undertakes and monitors, supervises and evaluates projects in the transport and Mobility sectors; 
    • Establishes working relations with the RECs and other regional and international organizations in the transport and mobility industries; 
    • Coordinates the organization and servicing of workshops, seminars and meetings of Member States on sectoral matters; 
    • Designs and plans policy program on Transport and mobility sector to achieve the continental strategy: 
    • Coordinates air transport, maritime transport, road and railway planning policy program and strategies at the regional and continental level;
    • Coordinates strategic urban mobility planning in the regional and continental transport connectivity;
    • Coordinates the monitoring and preparation of periodic reports on developments in the transport and Mobility and connectivity; 
    • Coordinates and facilitates studies and research papers and policy documents on the improvement of transport and infrastructure and sustainable development on air, road, railway and maritime transport: 
    • Monitors and evaluates strategic master plans, Charters in the transport subsectors in order to determine and prioritize development projects within the framework of the AU Agenda 2063.
    • Coordinates seminars, programs, training in transport and mobility policy, in order to ensure a sustainable transport, infrastructure and services at regional and continental level taking into account rural areas;
    • Coordinates the preparation and management of the programme budget for the transport and mobility sectors;
    • Develops a continental database on air transport, road, maritime transport and railway
    • Works closely with key partners, Institutions and donors such as: AfDB EU, UNECA, GIZ, SSATP, World bank, 
    • Develops key performance indicators to ensure the implementation of transport and mobility policies;
    • Perform any other duties as may be assigned.

    Academic Requirements and Relevant Experience

    • A Master’s Degree in Economics, Engineering in the fields of transport with twelve (12) years of relevant work experience of which seven (7) years should have been served at managerial level and five (5) years at supervisory level.

    Head Division of Intellectual Property Rights - IPR (AfCFTA)

    Purpose of Job

    • The role would be to have oversight, set policy direction for the development of the Protocol on Intellectual Property Rights, and formulate the strategy for the subsequent implementation of the Protocol, and to provide leadership for effective management and technical efficiency within the Intellectual Property Rights Division at the AfCFTA Secretariat.

    Main Functions

    • Oversight, design strategy and programme management of the development, negotiation and implementation of the AfCFTA Protocol on Intellectual Property Rights negotiations;
    • Lead the design and management of strategies and policies for the operations of the Intellectual Property Rights Division in order to align with and achieve the overall objectives of the Directorate and the AfCFTA Secretariat;
    • Ensure the Division makes inputs into policy formulation in line with Intellectual Property Rights and integration strategies of the AfCFTA;
    • Represent the AfCFTA Secretariat at meetings, conferences, seminars and etc;
    • Engage stakeholders within State Parties and RECs in designing strategies for the implementation of the Protocol on Intellectual Property Rights;
    • Lead the preparation of the annual action plan and its corresponding resources for the Division;
    • Supervise staff of the Division with regard to organisation and performance evaluation.

    Specific Responsibilities

    • Coordinate and direct the strategic planning, organisation and services of the AfCFTA Secretariat and Division in the area of Intellectual Property Rights
    • Supervise staff within the Division to ensure timely achievement of objectives of the Division and effective performance evaluation
    • Ensure the achievement of the Division's annual goals in line with the Directorate's overall objectives and goals
    • Liaise with other divisions at the AfCFTA Secretariat on issues pertinent to Intellectual Property Rights within the AfCFTA or on any issues necessary to enhance the effective and efficient functioning of the Division
    • Contribute to the preparation of periodic financial and budgetary implementation reports and monitors budget implementation at the Division level
    • Coordinate and supervise the initiation and development of policies, programmes and projects aimed at achieving the Directorate's objectives for the negotiation and/or implementation of the Protocol on Intellectual Property Rights
    • Provide primary administrative and technical support and capacity building to State Parties and non-State Parties in the negotiation and/or implementation of the Protocol on Intellectual Property Rights and its associated legal instruments
    • Coordinate and supervise the preparation of technical reports, publications, analysis, and policy papers on issues pertaining to or affecting Intellectual Property Rights under the AfCFTA, in particular, working closely with State Parties, RECs and other key partner institutions
    • Provide policy advice, strong intellectual guidance and direction on Intellectual Property Rights issues within the AfCFTA
    • Coordinate the preparation of presentations, speeches and regular briefs on Intellectual Property Rights for the senior staff, and ensure sound and timely monitoring and reporting
    • Provide technical leadership and ensure the effective functioning and performance of officers within the Division
    • Performs any other duties that may be assigned and/or required by the Director.

    Academic Requirements and Relevant Experience

    • Master's Degree in Economics, International Trade, International Relations, International Law, Intellectual Property Rights related disciplines, and/or related areas with twelve (12) years of relevant experience at increasingly senior levels in trade or Intellectual Property Rights related area, five (5) of these years should be at senior management level and three (3) should involve a supervisory role.

        OR

    • Must hold Bachelor’s Degree in Law (LLB) from an accredited university with ten (10) years’ experience out of which three (3) years should be at supervisory level, in a similar role and within a human rights framework, preferably in a regional, continental or international organisation.
    • Any other qualification in the area of human rights law or a member of the professional body would be an advantage

    Required Skills:

    • An in-depth understanding of the African human rights system and of comparative or international human rights law
    • Knowledge of the African Union policies and procedures
    • Strong analytical skills and ability to prepare legal submissions and opinions

    Security Officer (AfCFTA)

    Purpose of Job

    • Ensure the security of the AfCFTA Assets and also the security and safety of all the officials, staffs and delegates working or visiting the AfCFTA Secretariat

    Main Functions

    • Coordinate with the host country all security aspects of the AfCFTA
    • Monitor the state of security at local, national and regional level and inform the management
    • Ensure the security of all assets and proprieties of the organisation

    Specific Responsibilities

    • Monitor predictive indicators and early warning type information.
    • Identify security, crime, political and military trends that would increase risk to staff.
    • Coordinate the draft of periodic and incidental reports.
    • Supervise the draft of a daily security developments report.
    • Prepare first draft briefs, notes, reports, studies and recommendation on critical issues of interest to senior management decision-making.
    • Follow up on the accumulation of data input for period trend reports.
    • Review first draft after-action reports following all incidents.
    • Monitor security-related preparedness and compliance of the organ.
    • Monitor the security planning and preparedness.
    • Determine if the appropriate equipment and resources are on hand to implement a Security Plan, particularly vehicles and emergency communication systems.
    • Check that the information contained in Security Plan has been properly distributed to all staff and that key individuals are aware of and capable of performing all required actions.
    • Undertake or participate in security missions, as required, including high risk, to perform security assessments.
    • Perform any other duties as directed by supervisor(s)

    Academic Requirements and Relevant Experience

    • Bachelor's Degree in Security Studies or related studies and Police or Military Studies with 5 years’ relevant experience.

    Or

    • Master’s Degree in Security Studies or related studies with 2 years experience.
      Supervisory experience not mandatory but an added advantage

    Senior Public Relations and Information Officer (ACHPR)

    Purpose of Job

    • To ensure that the public is properly informed of the work of the Commission and that the message and work of the Commission is properly communicated to the outside world. 

    Main Functions

    • Provide strategic guidance on the communication activities of ACHPR including coordination, advocacy and communication strategies, planning and implementation 
    • Provide technical and intellectual support in the management of various elements related to the area of expertise
    • Provide advocacy, communication and social mobilization support to ACHPR projects and activities to promote Information sharing and Communication.
    • Identify best practices and monitor effectiveness of the Office’s support to AU.
    • Assist in the development of the strategies and business continuity plan and contribute to their implementation
    • Contribute to development of guidelines, policies and manuals that can guide programmes, system improvement initiatives and overall decision making by higher management in the respective area of expertise.
    • Provide support to the implementation of initiatives related to area of specialization;
    • Assist in the organization of thematic networks, make contributions during consultations and meetings 
    • Contribute in development of materials and provide necessary training and support to Organization Units as required.
    • Provide technical guidance on matters relating to system review and implementation project in area of specialization, as required.
    • Provide leadership guidance to the ICT Officer and Documentation Officer 

    Specific Responsibilities

    • Working under the Executive Secretary to the Commission, Leads in the following areas: 
    • Increase awareness and raise the visibility of ACHPR in the media, thereby positioning the Organization to be recognized as the key Human Rights Organ of the African Union.
    • Position ACHPR as a central actor in national public opinion, developing a close relationship with the media, through its editors, journalists and columnists, among others, so ACHPR activities have continental and global visibility.
    • Promote the organization's mandate and areas of work guided by the ACHPR’s Strategic Plan and Communications Strategy.
    • Foster greater information and knowledge exchange with key stakeholders, State Parties, NHRI’s and NGOs and Civil Society in the Human Rights sector.
    • Participate in workshops, meetings, trainings scheduled and conducted by the ACHPR or its stakeholders and prepare communication products on same, as appropriate
    • Ensure regular communication and updates with the National Correspondents on the continent to promote the activities of the ACHPR.
    • Reinforce the internal communication of the ACHPR, including conducting or organising communications related training for staff, as relevant
    • Prepare communication material such as press releases and social media posts on ACHPR's work on the continent to disseminate in the media and social media platforms
    • Manage the ACHPR’s Social Media accounts (Twitter, Facebook, YouTube) and develop and solicit content from Legal Officers and Commissioners as necessary to update posts in the accounts.
    • Ensure the website of the ACHPR by updating with all relevant articles and press releases generated 
    • Develop and publish monthly, quarterly or biannual newsletter covering important news, activities and updates from Commissioners activities.
    • Revise, edit texts and/or documents to be published using relevant ACHPR guidelines
    • Create visual products and design graphic products as needed for the representation using ACHPR guidelines
    • Disseminate results of programs, projects and activities undertaken by Commissioners to relevant partners as requested

    Academic Requirements and Relevant Experience

    • Must hold Master’s Degree in Communications, International Relations, Human Rights, Public Relations, or related field from an accredited university with seven (7) relevant years’ experience within a human rights framework, preferably in a regional, continental or international organisation, with three (3) years at supervisor level.

       OR

    • Must hold Bachelor’s Degree in Communications, International Relations, Public Relations, or Journalism from an accredited university with ten (10) years’ experience, out of which three (3) years should be at supervisory level, in a similar role preferably in a regional, continental or international organisation.

    Required Skills:

    • Must be computer literate with a working knowledge of common computer applications and systems; Excellent drafting, reporting, communication and presentation skills 
    • Experience in planning and implementing campaigns/strategies, including involving digital communications is required.
    • Prior demonstrated relevant experience in strategic communication, digital content creation and information dissemination
    • Previous work with an international organization preferred
    • Knowledge of the African Union policies and procedures
    • Strong analytical skills and ability to prepare legal submissions and opinions
    • Concentration, accuracy, and ability to work under minimum supervision and under pressure

    Deputy Secretary General (AfCFTA)

    Purpose of Job

    • To coordinate the performance and delivery of the AfCFTA Secretariat programmes and ensure high performance results and impact.
    • The Deputy Secretary general will assist and deputize the Secretary General in delivering his/her mandate.

    Main Functions

    • Advise and support the Secretary General in the management of the Secretariat
    • Provide practical management and visionary leadership.  
    • Facilitates the identification of top priorities for the senior leadership of the AfCFTA’s mandate.
    • Translates the senior leadership priorities into annual targets and goals and establishes a robust organization-wide framework for monitoring and tracking progress.
    • Provides regular reports to the Secretary General on portfolio and Service delivery. 

    Specific Responsibilities

    • Monitors and tracks progress in the delivery of the AfCFTA’s annual goals.
    • Ensure effective collaboration in program development with AfCFTA institutions, AU Development Agency (AUDA-NEPAD), African Union Commission (AUC).
    • Collaborates with other members of the senior leadership team to ensure strategic coherence and overall synergy in the implementation of the AfCFTA programme and the delivery of high impact results for the continent.
    • Cultivates a knowledge management culture through promotion of research and publications that will ensure knowledge sharing and transfer across the Commission; and;

    Academic Requirements and Relevant Experience

    • Master’s Degree in International Trade, Public Administration, Business Administration, Finance, Economics, Law, Finance, Management. International Relations or a related field from a recognized institution with Fifteen (15) years of relevant professional experience with at least ten (10) years served in a senior management role preferably in an inter-governmental organization or national government/public service, international or regional institution, and a minimum of five (5) years of direct supervisory experience.

    Senior Legal Officer (AfCHPR)

    Purpose of Job

    • To provide operational leadership support to the Court on legal issues.

    Main Functions

    • Responsible for case management.
    • Reviews briefs and sources submitted by parties.
    • Monitors and reviews the Rules of the Court, practice directions and other internal instruments of the Court.
    • Is focal point for networking activities and organises meetings, seminars, workshops and other promotional activities of the Court.
    • Coordinates the work of other staff.

    Specific Responsibilities

    • Carries out legal analysis of judgments and submissions.
    • Prepares the draft minutes, memoranda and decisions of the Court, and where necessary, attends Court sessions.
    • Carries out legal research and prepare presentations in international law in general, legislation and jurisprudence of international courts.
    • Provides legal opinions and makes concrete recommendations on issues concerning the Court.
    • Prepares draft concept notes, work plan, agendas, work programmes for activities of the Court.
    • Performs any other duties as required.

    Academic Requirements and Relevant Experience

    • Master’s in Law with at least seven (7) years of relevant professional working experience of which three (3) should be at expert level, preferably in an international organization or in a judicial institution.

    OR

    • Bachelor’s Degree in Law with at least ten (10) years of relevant professional working experience of which three (3) should be at expert level, preferably in an international organization or in a judicial institution
    • Specialization in public international law will be an added advantage.
    • Perfect command of Portuguese Language is prefered.
    • Knowledge of one or several other African Union working Languages will be an added advantage.
