    Office Assistant 4 / Receptionist - SHOPS Plus

    Opportunity

    • Abt Associates seeks an Receptionist/Office Assistant to support a family planning project under SHOPS Plus. SHOPS Plus is USAID’s flagship initiative in private sector health
    • The project seeks to harness the full potential of the private sector and catalyze public-private engagement to improve health outcomes in TB, family planning, HIV/AIDS, maternal and child health, and other health areas
    • In Nigeria, SHOPS Plus will capacitate public and private providers to scale up family planning, especially Long Acting Reversible Contraceptives (LARCs) in FCT and Plateau states.
    • Under the supervision of the F&A Manager, the Receptionist/Office Assistant provides a wide range of administrative and logistical support to the SHOPS Plus Office in Nigeria.

    Key Roles and Responsibilities

    • Perform general clerical duties, to include but not be limited to photocopying, scanning, faxing, filing, and mailing.
    • Provide office administrative support including organization and facilitation for internal meetings, drafting agendas, and taking minutes;
    • Maintain hard copy and electronic versions of a project archive, including contract and subcontract documents, client approvals,  consultant documents, travel files, procurement files,  project deliverables, project reports , and minutes of meetings.
    • Manage and document correspondences between project offices, the home office, the client, other partners, and stakeholders.
    • Answer incoming telephone calls, take complete and accurate messages for people who are not available, and ensure they receive the messages.
    • Greet, advise, and escort guests.
    • Purchase, store and distribute office supplies.
    • Ensure timely settlement of office bills.
    • Make logistical arrangements for project staff traveling outside their region or for international visitors.
    • Prepare and send pouches to other state offices as needed.

    Preferred Skills / Prerequisites

    • Minimum of an Ordinary National Diploma (OND)
    • Prior experience in office administration.
    • Knowledge and experience with Windows, Word, Excel, PowerPoint, and other data processing and graphical presentation software.
    • Ability to assess problems and develop solutions.
    • Excellent inter-personal communication skills and excellent organization skills.
    • Preference for candidates who have experience that relates to USAID-funded projects or other international development experience.
    • Fluency in English.

    Minimum Qualifications

    • (0.5) year of experience and High School Diploma OR the equivalent combination of education and experience.

    IT Assistant 9 / IT Officer - SHOPS Plus

    • The project seeks to harness the full potential of the private sector and catalyze public-private engagement to improve health outcomes in TB, family planning, HIV/AIDS, maternal and child health, and other health areas.
    • In Nigeria, SHOPS Plus will capacitate public and private providers to scale up family planning, especially Long Acting Reversible Contraceptives (LARCs) in FCT and Plateau states.
    • Under the supervision of the Finance and Administration Director, the IT Officer establishes, manages and maintains the project’s computer network at all operational locations.

    Key Roles and Responsibilities

    • Ensure the smooth operation of the Internet connection and regularly check the flow provided by the ISP to enable staff to work in optimal conditions
    • Monitor relevant logs and perform necessary operations to ensure the proper state of the systems.
    • Preventive maintenance, includings ensuring each computer and user has valid certs installed for AGI access.
    • Create (and update as required) Disaster Recovery Plan for the office (template to be supplied by ITSC).
    • Create (and update monthly) Workstation Inventory List, i.e., assist the office in the physical inventory of all equipment and software (PC’s, laptops, printers, etc.).
    • Provide technical support for major and/or urgent problems with LAN or any of its components (server crash, virus attack, hard drive failure, etc.).
    • Provide on-call assistance to individuals as needed.
    • Supervise File Server backups (weekly full backup, daily incremental on file server, and monthly backups of file server and users data).
    • Supervise that File Server Group Policies and  NTFS permissions are applying correctly to project users and groups.
    • LAN Administration: Assign user accounts and verify privileges/rights (for network and Abt services); manage disk space, printer queues, and internet connection.
    • Perform desktop and laptop computer support, including performing routine preventive maintenance (disk scan, deleting temp files, defragmentation, etc.); installing software patches  and upgrades, troubleshooting hardware or software problems; and ensuring users are backing up their data files on the server.
    • Provide basic training of Windows Office products.
    • Partcipate in monthly conference call with Abt Associates International IT Management (All IT Managers’ Meeting).
    • Review monthly activity, articulate and implement Action Plans relating to identified  IT needs.
    • Perform hardware troubleshooting, including identifying hardware failure for all hardware warranties; coordinating with hardware vendors/manufacturers for the prompt replacement of any defective components and working with the Project internet service to solve any problems accessing the internet and/or sending and receiving email.

    Preferred Skills / Prerequisites

    • Bachelor’s Degree in Computer Science, Computer Programming, or other IT-related field.
    • At least two (3-5) years of relevant professional experience in IT network administration in a Windows NT environment, including internet access support.
    • Ability to manage and provide technical oversight to junior programmers and consultants.  
    • A comprehensive ability to work in collaboration with high level managers and technical advisors.
    • A demonstrated ability to work independently.
    • English language proficiency.

    • (4+) years and bachelor degree of experience OR the equivalent combination of education and experience.

    Finance Assistant 8 / Accountant - SHOPS Plus

The project seeks to harness the full potential of the private sector and catalyze public-private engagement to improve health outcomes in TB, family planning, HIV/AIDS, maternal and child health, and other health areas. In Nigeria, SHOPS Plus will capacitate public and private providers to scale up family planning, especially Long Acting Reversible Contraceptives (LARCs) in FCT and Plateau states.

    Under the supervision of the Country Finance & Administration Manager, the Accountant records project financial transactions, posts to appropriate projects and tasks, prepares periodic financial statements and reports, and keeps the records of the accounts books up to date.

    Key Roles and Responsibilities

    • Records expenditures, income, and any other related transactions, in the books of accounts.
    • Prepares payment vouchers and correspoonding checks.
    • Prepares payroll and other regular payments with due consideration to deductions (for advances, loans, taxes, etc).
    • Prepares monthly bank reconciliations.
    • Checks petty cash payments and periodically reconciles petty cash balances.
    • Keeps a register of fixed assets and maintains an easy cross reference system of all government property.
    • Ensures that the books of accounts are up to date at all times, orderly, well kept, and readily available for reference and audit, when required.
    • Prepares the monthly ROV in accordance with Abt Associates procedures and policies.
    • Prepares monthly cash requests, and promptly advises action required to cover estimated costs.
    • Ensures that government taxes are paid on time.
    • Ensures that periodic inventory of the fixed assets (property) of the company is conducted.
    • Assists the Finance & Administration Manager in the implementation of the internal control system and financial procedures manual of the company.

    Preferred Skills / Prerequisites

    • Bachelors Degree (desirable) in Accounting, Finance, Management, Business, or other relevant field.
    • At least three (3) years of professional experience in Accounting and Program Financial Management.
    • Experience working at international development programs, with experience at USAID-funded programs highly desirable.
    • Experience in payroll management, petty cash management, financial reporting, and budget tracking.
    • Experience in inventory management is desirable.
    • A self-starter that is able to perform under pressure is preferred.
    • A strong command of financial and other computer applications such as MS Word, Excel, Quicken, Access, etc.
    • Strong English language capability.

    Minimum Qualifications:

    • (2+) years of experience and bachelor degree OR the equivalent combination of education and experience.
