URC is seeking qualified candidates to lead a major potential project involving strengthening malaria case management in Nigeria. The position is based in Nigeria and is expected to be a five year assignment. The Operations Director will:

• Manage project operation and finances under the direction of the Chief of Party
• Work closely with the project's technical team to arrange appropriate logistical support for project activities
• Oversee procurement efforts for the project including selection and negotiation with vendors and subcontracts
• Participate in negotiations with client on contact issues and actions, and follow-up on client request and concerns.
• Ensure strong working relationships between state offices and Abuja based offices
• Oversee management of the property including office, site offices, resiences, warehouses
• Other duties as assigned

Minimum Qualifications

• Minimum Master's degree in accounting or other relevant discipline;
• Previous experience financial and administrative management of large donor funded projects, USAID preferred;
• Stong demonstrated intepersonal, written and oral presentation skills;
• Oral and written English language preferred; and,
• Nigerian Nationals encouraged to apply.

• Develop comprehensive malaria communication tools and BBC campaign activities, using evidence-based theories and methodologies
• Design community level interventions in close collaboration with the NMCP
• Provide day-to-day management of the project’s BCC and community level activities
• Manage the work of any research firms, production vendors, community mobilizers, and/or consultants hired by the project to assist with BCC or community level work. This includes building capacity of local implementing partners to implement quality and successful BCC work
• Ensure that BCC materials are pre-tested and proved effective
• Ensure that BCC materials produced are distributed and are used efficiently and by the correct target group
• Help develop, maintain, and follow the indicators set in the workplan for BCC and community level activities
• Work with the M&E Director to evaluate the impact of BCC materials and strategies

Minimum Qualifications

• Master’s degree is required, preferable in behavior change, communication, or public health.
• Minimum of 10 years of experience in designing, planning, and implementing BCC efforts and/or community level activities, including communication campaigns and trainings
• Extensive knowledge of malaria interventions and BCC strategies to increase provider and end user update and adhere to malaria control interventions
• Oral and written English language required

• Oversee administrative, logistical and financial management for the project
• Be responsible for the budgeting process, procurement, inventory, and forecasting
• Work the Chief of Party to ensure efficient functioning of administrative and financial process and maintain adequate internal controls
• Collaborate with USAID, the Chief of Party and other relevant partners to establish innovating financing
• Manage any subcontracts or grants in the program
• Prepare financial reports for the project
• Liaise with other key technical personnel and local staff to ensure smooth administrative and financial processes are upheld
• Oversee state-level finance and administrative activities
• Assist the Chief of Party with all logistical coordination and procurement

Minimum Qualifications

• An advanced degree in finance, business administration, or related field
• Demonstrated knowledge in and experience with USAID procedures
• At least five years of experience in a management position in the public or private sector in developing countries
• Knowledge of and experience in public health and/or international development are desirable
• Demonstrated knowledge, skills, and/or experiences to manage a program of similar magnitude and complexity, work collaboratively across technical disciplines and communicate effectively in English, both orally and in writing
• Ability to travel throughout Nigeria

URC is seeking qualified candidates to lead a major potential project involving strengthening malaria case management in Nigeria. The position is based in Nigeria and is expected to be a five year assignment. Specific responsibilities:

• Provide managerial oversight and overall support for the program throughout the design and implementation, overseeing key personnel, long and short term technical assistance and project support, as well as partner organizations and other sub-grantees involved
• Liaise with USAID/Nigeria, the Federal Ministry of Health, NMCP, sub-grantees and other USG-funded programs
• Provide technical leadership in the design and execution of project strategy and scopes of work
• Direct strategic planning, the development of work plans and results reporting for the project
• Manage team building and planning process of team
• Assist partners with the development and implementation of project elements, including program planning, monitoring and evaluation
• Supervise development and implementation of such support systems as human resource development and implementation,
• Report regularly to USAID Mission to ensure transparency and awareness of project development and implementation, remaining cognizant of problems as they arise
• Coordinate all external technical assistance
• Provide overall leadership to project implementation team
• Represent the project at meetings with funders, MOH officials, roundtables, working, groups, conferences, etc.

Minimum Qualifications

• Minimum of 10 years’ experience working in public health in Nigeria, a Nigerian national strongly preferred
• Master’s Degree in Public Health, or another health related field required
• Previous Chief of Party/Project Director experience of equivalent senior management experience preferred
• Strong program management skills including management of large, multi-player projects
• Experience with managing relations at all levels, federal, state, and LGA, as well as other partners e.g. PMI, USAID, Global Fund, WHO, UNICEF. Relevant experience must include malaria
• Experience in workplan development and management of outputs and results, involving all stakeholders under one framework, etc.
• Experience reporting, assisting partners in report, leadership for human resources and building staff capacity, retention, job descriptions, budget tracking, ensuring financial consistence within deliverables, and close relationships with HQ.
