    Logistics Supervisor

    Main objective and responsibility of the position

    • Supervising the daily logistics activities and providing maintenance to the MSF equipment, facilities and infrastructures, according to MSF standards and protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the mission.

    General Accountabilities

    • Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards
    • Ensuring the check and follow-up of facilities under the line manager's supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor's instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
    • Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards
    • Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person's task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities
    • Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and Instructing and monitoring drivers on correct driving habits and standard checks
    • Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to MSF supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment

    Context Specific Accountabilities:

    • Supervising the drivers and security guards, preparing the weekly-monthly work schedule (duty roster) for them,
    • Managing the vehicles and making the preventive maintenance plan
    • Managing the movements of staff in close collaboration with the radio operator of Sokoto project
    • Be the base first line ICT support, with help from Coordination ICT Officer
    • Managing needed repairs and rehabilitation in office and guest house
    • Ensuring that MSF level safety norms are followed (fire safety, electric installations)
    • Monitoring electricity/gas, water consumption and devices using them
    • Planning and performing preventive maintenance of equipment, office and guesthouse
    • Ensuring monthly checks on all facilities are done routinely.
    • Ensure standard operating procedures are adhered in managing facilities.
    • Ensure routine maintenance of Air-conditioners, Fire Extinguishers, Fridges, Water dispensers and washing of overhead water tank are done.
    • Ensure payment for monthly and yearly subscriptions and bills are done. Bills and subscriptions include DSTV, Electricity, Waste Collection (AEPB), Tenement rate, e.t.c.
    • Managing the Grab Stock containing Mechanical, Electrical and Plumbing materials for maintenance and repairs. Ensure stock inventory (IN & OUT) are recorded, and replenishment orders are raised and processed, eliminating stock rupture.
    • Creating blank bill of quantity for construction works to be filled by Contractors and Service Providers. Vetting and analysing quotations received using defined tools, getting approvals on analysed quotations, then drafting contract agreements and getting approvals for implementation.
    • Supervising construction and maintenance works by MSF staff or outsourced contractors.
    • Monitoring and ensuring maintenance and repairs of vehicles and generators are done by MSF mechanic, and spare parts required are available.
    • Preparation of driver rosters.
    • Ensure drivers adhere to safe driving behavior, and also maintain safe driving protocols according to MSF standards.
    • Ensure proper filling of logbooks, handover booklets, fuel vouchers, receipts, movement sheet, and other relevant documents.
    • Ensure timely routing maintenance service on vehicles and generators are carried-out
    • Supervise and coordinate the activities of guards, their needs, ensuring that the operation of generators, access control for visitors and documentation of fuel and generator-running hours are recorded correctly.
    • Working in collaboration with ICT team in ensuring internet service is provided in all facilities, Installation and maintenance of systems and communications' software and hardware are implemented.
    • Ensuring monthly reports for Fuel, Vehicles, Generators, Sitrep,Grab Stock and other logistics activities are done.
    • Set objectives for supervised team members; guide, mentor and monitor their progress.
    • Ensuring evaluation of supervised team members are done twice or once a year.

    Other:

    • Perform additional related duties, showing flexibility as a team member

    Requirements (Qualifications)

    • Education: Essential secondary education and formal technical training
    • Experience: At least one year in MSF or 2 years in a similar post out of MSF
    • Languages: Mission language essential and local language desirable
    • Knowledge: Essential computer literacy (word, excel)

    Pharmacy Storekeeper

    Main Purpose

    • In collaboration with the Pharmacy Technician and Logistics Team execute the pharmacy/medical warehouse storing activities in order to keep pharmacy stock above security level and following recommended conditions (temperature, humidity, etc.).

    Job Description 

    • Supervising material orders and dispatching in order to ensure rational use.
    • Receiving orders and deliveries, identifying potential disparities against cargo manifest or others and reporting them, and stores materials in accordance with the system in force, in order to ensure continuous availability.
    • Ensuring good storage conditions of all medical items in the pharmacy in accordance with pharmaceutical standards in order to ensure continuous availability.
    • Ensuring correct fill in entries on the stock cards and software.
    • Carrying out or participating in regular inventories including EPREP stock.
    • Following up stock levels with regards to alarms thresholds, stock out, expiry dates and drugs to expire in the following 6 months.
    • Preparing orders of the different consumption units (departments, wards, others), ensuring proper packaging and dispatching and reporting any anomalies or changes in consumption patterns to the Pharmacy Supervisor.
    • Informing Nur Supervisor as soon as stock reaches alert limit.
    • Controlling warehouse facilities in order to ensure materials are kept in good keeping conditions, it includes e.g. Monitoring temperature in the warehouse and ensuring that products requiring cold chain are suitably stored and transports received, stored, and prepared and transported appropriately according to MSF Supply and Cold Chain protocols.
    • Ensuring cleanliness of premises (stock pharmacy) and in close collaboration with the logistics department, maintaining refrigerating equipment.
    • Controlling warehouse limited access to authorized personnel and ensuring doors and other exits are secured.
    • Immediately informing the line manager of any problems arising in the course of the work, particularly with regards to damage, loss, attempted break-ins or theft in the warehouse.
    • Ensuring that items to be quarantined (on-going quality alerts) or to be placed in quarantine zone (batch recalls, expired or damaged items) are removed from the stock and safely locked.
    • Following up stock levels with regards to alarms thresholds, stock out, expiry dates and drugs to expire in the following 6 months.
    • Preparing reports and passing it to the supervisor.
    • Participating in any other related activities as requested by the line manager.

    Requirements 
    Education: 

    • Diploma in Supply Management, Certificate in Pharmacy. 
    • Desirable; medical related studies.

    Experience:

    •  Essential previous experience of at least 2 years in similar or relevant positions.
    • Desirable previous experience with NGOs.

    Language:

    • English and Hausa Languages Fluently written and spoken.

    Purchasing Clerk

    Level: 04

    Main Purpose

    • Carrying out purchases of a supply office according to MSF standards and protocols in order to ensure an ongoing supply of all sorts of goods.

    Job Description

    • Carrying out the purchases of a supply office on the basis of purchase documents issued by the line manager and managing the administrative and accounting procedures related to purchasing.
    • At the request of the line manager, obtaining different quotations from suppliers according to the MSF
    • Purchasing procedure. Below an agreed threshold, directly assessing the local market, seeks products and suppliers that offer the best value for money, and negotiates prices.
    • Placing purchase orders to pre-selected suppliers with whom prices have been agreed.
    • Requesting invoices or receipts, without delay, for all purchases, checking they are correctly filled and translating information written in local language before approval.
    • Regularly updating the supplier-item-price data on the supply office. Informing the Logistics or Supply
    • Supervisor and Log Co/ Logistics Manager of all information or modifications to the "item supplier" data: price, address, items available.
    • Managing the administrative and accounting procedures related to purchases: completing purchase orders, checking delivery notes (against orders), advances issued by the Finance Department. Updating information on purchase lists after purchases are made.
    • Assisting in reception control process with the storekeeper and supply activity supervisor.

    MSF Section/Context Specific Accountabilities

    • Follow ollow procurement procedures according to MSFF standards and protocol to perform on daily basis scheduled increasing purchasing activities of supply office.
    • Update order processing tool with information on approved internal request as well as the purchases on daily basis.
    • Applying competitive information sharing, pricing conditions among different suppliers to ensure an efficiency in procuring of goods & services
    • Providing up -to- date information of suppliers: items – price list to the supply office and informing the Supply Responsible of all information/modification about the items and their prices.
    • Requesting invoices and receipts without delays for all purchases and ensuring they are correctly filled.
    • Ensure that all approved IRs numbers are sequence and accurate
    • Check for correct item description & codes are used on Internal request
    • Managing advances and ensure advance register is maintained.
    • Assisting in the reception of items with the storekeeper when necessary
    • Perform as the backup of the Supply Officer / supervisor when gap exist.
    • Archiving of all supply files and contracts

    Requirements
    Education:

    • Diploma in Supply Chain Management

    Experience:

    • At least two years in supply chain / Logistics related jobs preferably in INGO

    Language:

    • English and Hausa Languages Fluently written and spoken

    Cleaner

    Level: 01

    Main Purpose 

    • Execute, according to hygienic standards, housekeeping, cleaning and tiding up activities in order to ensure public and staff private areas are in good condition.

    Job Description

    • Clean bedrooms, bathrooms, toilets and other rooms in MSF houses/offices.
    • Do the laundry iron clothes and other housekeeping activities.
    • Support the cook (washing up, cleaning the kitchen, etc.).
    • Sweep and mop the floors.
    • Restock supplies (toilet paper, soap, etc.) as required.
    • Upon arrival, prepare hot water for tea/coffee and refill drinking water.
    • Check that the toilets are well stocked with paper, soap.
    • Check that the water supply (kitchen, showers, etc.) is sufficient during water cuts.
    • Keep premises properly locked (doors, windows).
    • Immediately report any damage, safety concern, or unusual situation (e.g., pests, broken fixtures)
    • Report when stock is low.
    • Safely handle and store cleaning materials and chemicals.

    • Education: Secondary education
    • Experience: One year work experiences with MSF or other INGO.

    Human Resources Management

    • Supervise management of the logistics team in the field.
    • Prepare daily and weekly work schedules (rosters) for drivers and watchmen.
    • Plans the annual leaves for log staff.
    • Keep the daily attendance of log staff.

    Construction and maintenance

    • Supervises construction and rehabilitation taking place in the project.
    • Carry out regular visits to each facility, evaluates rehabilitation and repair needs, reporting any problems to the line manager
    • Checks the conformity of security norms in MSF premises
    • Regularly checks the state of MSF structures - walls, roofs, electrical installations, water supply - in the Office / Guest house / Log store / Pharmacy / ER Hospital
    • Checks cleanliness of different open spaces (gardens, courtyards, etc)

    Water and Sanitation

    • Supervise the daily Watsan activities in the facilities and giving constructive support to the Watsan agent guarantee high level of hygiene quality
    • Daily check and ensure cleanliness of the grease traps, manhole, water taps, drainage lines of MSF structures.
    • Manages vector control and spraying in the facilities, guest house and offices as needed.

    Project Equipment inventory management

    • Monthly update of the field equipment functionality and does necessary repair in his/her capacity.
    • Responsible of equipment and maintain a log of scheduled services as in the protocol. Ensure correct use of all material.
    • Prepare repair forms for assets.
    • Close follow up with the mechanic the vehicles and generators service.
    • Ensure that the security stock of fuel and other critical items are available and without rupture.

    Transport

    • Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures

    IT and telecom

    • Manages IT and telecom equipment in the project.
    • Checks that radio and communication procedures are followed correctly
    • Train staff on using radio.

    Equipment repairs maintenance

    • Ensure that the equipment (Communication, Energy Cold Chain, IT and others) are appropriately used and maintained/serviced in the field to prevent breakdowns.
    • Ensure that computer virus updates are done regularly.
    • Follow up of equipment under repair in capital.
    • Check the cleanliness of the items and ensure they are covered when not in use.

    Reporting

    • Ensure that line manager is receiving monthly update report

    Requirements

    • Education: Degree in Technical logistics or Supply Management. In addition, a Diploma in computer studies is desired.
    • Experience: 2 years Experience in similar possession with MSF or other INGO
    • Language: English and Hausa Languages Fluently written and spoken
    • Competencies: Commitment to MSF Principles, Behavioural Flexibility, Stress Management, Results and Quality Orientation, Teamwork and Cooperation, Service Orientation.
