    Assistant Livelihoods Officer

    Context, Duties and Responsibilities
    Operational Context:

    • The Assistant Livelihood Officer reports to the Senior Programme Officer and s/he will work closely with protection and supply units for the enhancement of the protection responses to persons integrated in the livelihood programmes
    • S/he will be the interface between UNHCR and livelihood partners implementing and consolidating Livelihoods Strategy that positively contributes to the creation of conditions for an effective self-reliance of the crisis-affected populations in the IDP purview of Nigeria
    • Considering the importance the livelihood programme in the enhancement of the protection response and durable solutions, the incumbent will be instrumental in the design of the livelihood roadmap and in the exploration of new livelihoods opportunities
    • S/he should be proactive, always looking for new opportunities, having economic and social sensibility; convincing donors and partners for mobilization of funds and establishment of impactful partnerships that will benefit to persons in need
    • The incumbent will assist in the development of the local livelihoods strategies and social infrastructure to develop and sustain the Livelihoods of POCs.
    • For coordination/continuity/reintegration purposes, s/he should liaise with existing livelihood programs in North-eastern Nigeria.

    Functional Statement
    Accountability:

    Responsibility:

    • Ensure the operation is within the 2019-2023 UNHCR Global Agenda for Economic Inclusion.
    • Support the development and implementation of the country-specific Economic Inclusion Strategy, and advising on the design and implementation of livelihoods and economic inclusion programmes.
    • Coordinate with respective stakeholders the approach for livelihoods programming that is specifically targeting refugees.
    • Support the development and implementation, together with Protection and External Relations Sections, of a practical and realistic advocacy strategy on refugee livelihoods opportunities and rights.
    • Explore partnerships with NGOs, Government, training institutions, employment services centres, UN agencies, and private sector.
    • Work closely with and provide technical assistance to UNHCR partners implementing livelihoods programmes.
    • Conduct, facilitate and support wealth ranking surveys for refugee population.
    • Advocate with public and private services providers operating in the country to provide services to UNHCR persons of concerns i.e. business development services, micro-finance institutions, training institutes, banks, business incubators, poverty alleviation programmes etc.
    • Support the regular sharing of livelihoods related information among different humanitarian, developmental and governmental stakeholders.
    • Strengthen, guide and monitor the different livelihoods interventions under the UNHCR programme and ensure compliance with UNHCR Minimum Criteria for Livelihoods programming.
    • Utilize efficient targeting techniques to graduate vulnerable refugees out of poverty.
    • Design and implement, in cooperation with national government, implementing partners, and UNHCR representation office, a custom-made annual operation plan within the framework of the approved livelihoods strategy.
    • Build a strong relationship with the relevant government stakeholders to enhance their ownership of the livelihoods programme initiated by UNHCR.
    • Maintain close contacts with partners both in public, private and NGO sectors in order to harmonize activities relating to promotion of livelihoods activities.
    • Perform other related duties as required.

    Authority:

    • Represent UNHCR at the appropriate level in consultations with the government offices and partners concerning the inclusion of livelihoods and local integration of refugees into their recovery and development policies and plans.
    • Decide which issues identified through monitoring and consultations with refugee and partners to be raised with senior management.

    Essential Minimum Qualifications

    • University Degree in Development Studies (in either Development Economics, Finance Entrepreneurship, Agriculture Innovation or Management) Business Development and Management.
    • At least 2 years of relevant professional experience  with proven technical competencies in sub-sectors relevant to livelihoods programming  e.g. microfinance, employment, entrepreneurship, private sector development, local economic development, poverty reduction, agriculture, livestock, vocational and technical education and training, etc.
    • Experience in working effectively with private sector, international and national NGOs and UN organisations, and with government authorities at state and local level.
    • Proficiency in computer software such as excel, word, PowerPoint.

    Desirable Qualifications & Competencies:

    • Postgraduate specialization in Sustainable Livelihoods

    Senior Information Management Assistant

    Context, Duties and Responsibilities

    Operational Context:

    • The Senior Information Management Assistant assists in the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.
    • The position is supervised by the Associate Information management Officer. Subject to the nature of the task/assignment, he/she will work independently on routine tasks, while will follow instructions of the supervisor for more complex issues.
    • The position has no supervisory role. The incumbent may play a liaison role with the national and local authorities for gathering and exchange of data.

    Functional Statement
    Accountability:   

    • The Office has reliable and up-to-date data on persons of concern.   
    • Global data standards, and where appropriate, the establishment of country-specific common data standards are adopted by UNHCR and its partners.

    Responsibility:

    • Assist in operationalizing country-specific common data standards and promoting them with partners.   
    • Assist in compiling and aggregrating information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.    
    • Support the operation in the analysis of processed data and information and perform data quality and consistency control.

    Assistant Protection Officer

    Position Number: 2019/VA/034a

    Context, Duties and Responsibilities

    Operational Context:

    • The Assistant Protection Officer reports to the Protection Officer. The Assistant Protection Officer will plan and implement protection activities in their specific location(Gwoza and Bama) in Borno State whilst interfacing with other UNHCR staff and partners, members of the Protection Sector and the wider humanitarian community, including government actors of various backgrounds and capacities, the judiciary, police and other actors involved in civilian protection. The incumbent must be able to conduct trainings and field assessment missions, to advocate with diverse interlocutors and to draft documents in English. The post requires a mix of managerial, policy, legal and practical skills. The incumbent should have a good experience in the north-eastern Nigeria humanitarian context, human rights law and humanitarian law and repatriation.
    • It is hereby noteworthy to indicate clearly that these positions will be based out of Maiduguri in the Local Government Areas (Monguno LGA respectively) and staff are expected to operate in the said LGA where the security situation is volatile and unpredictable. Staff are therefore expected to reside in the existing humanitarian hubs and adhere strictly to UN Security Management Guidelines in place which may be revised from time to time.

    • Contribute to and facilitate a programme of results-based advocacy with sectorial and/or cluster partners.
    • Contribute to and facilitate effective information management through the provision of disaggregated data on populations of concern and their problems.
    • Contribute to capacity-building initiatives for communities and individuals to assert their rights.   
    • Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures.

    Essential Minimum Qualifications

    • Undergraduate degree (equivalent of a BA/BS) in Law, International Law, political Sciences or related field plus minimum 1 year of previous work experience relevant to the function. Graduate degree (equivalent of a Master’s) or Doctorate degree (equivalent of a PhD) may also be accepted.
    • Knowledge of English and UN working language of the duty station if not English.
    • Demonstrated work experience in the education sector.
    • Knowledge of refugee protection principles and framework.
    • Familiarity with INEE standards

    Context, Duties and Responsibilities
    Operational Context:

    • The Driver position will be under direct supervision of the Administrative/Finance Associate.
    • The incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the organization.
    • He/she is required to follow strict instructions and security guidance provided by the supervisor.
    • While basic function of a Driver is to drive the official vehicles of UNHCR, he/she may be called upon to perform minor maintenance and repair of UNHCR vehicles.
    • The incumbent has regular contacts with staff within UNHCR office and with service providers outside UNHCR involving a limited exchange of information.

    Functional Statement
    Accountability:

    • Assigned UNHCR vehicles are properly maintained and equipped as per technical guidance and specifications established by the Organisation.
    • Local traffic rules and regulations are strictly observed.
    • Instructions and security guidance provided by the supervisor and security focal point are strictly followed by the Driver and the passengers during the journey.

    Responsibility

    • Drive the Project vehicles for the transport of authorized passengers and delivery and collection of mail, documents, UN pouch and other items.
    • Meet official personnel at the airport and facilitate immigration and customs formalities as required.
    • Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned vehicles are road worthy and maintained up to the established security standards.
    • Perform minor repairs and arrange for other repairs and ensure that the vehicle is kept clean.
    • Ensure that the steps required by rules and regulations are taken in case of involvement in accident.
    • Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.

    • Drive the vehicle only when his/her safety or security is not at risk.
    • Ask the passenger about the destination of the journey and route.
    • Decline to drive passengers not authorized to be in a UN vehicle.

    Assistant Education Officer

    Context, Duties and Responsibilities
    Operational Context:

    • Since September 2017, UNHCR Nigeria has been receiving increasing number of refugees fleeing conflict in North West and South West Regions in Cameroon. In March 2018, the Government of Nigeria granted a two-years Temporary Protection Status (TPS) to all Cameroonians fleeing conflict and seeking asylum in Nigeria.
    • To date 35,700 Cameroonian refugees have been registered by the government through its National Commission for Refugees, Migrants and Internally Displaced Persons (NCFRMI) with technical support from UNHCR.
    • These refugees are hosted in border communities in four states, namely; Akwa Ibom, Benue, Cross River State and Taraba, with Cross River State hosting over 85% of the refugee population. Of this population, close to 14,000 are currently in three refugee settlements established in Anyake (soon to be relocated to Ikyogen) in Benue State, Adagom (1&2) and Okende in Cross River State respectively.
    • Additional three settlements are currently planned and being developed in Adagom 3, Oban (Akampka) and Buya (Obanlinku) in Cross River State to facilitate relocation of refugees from urban and border communities closer to the border with Cameroon, decongest over crowdedness in existing settlements of Adagom and Okende and better serve the refugees.
    • The majority of the refugees reside within local communities, many of whom wish to relocate to settlements where adequate protection and assistance can be accessed.
    • About 50% of the refugee population is made up of children. A total of 11,900 within school going age children have been registered in the four states, of which about 7,000 reside in refugee settlements in Adagom, Okende and Anyake.
    • Preliminary education assessments were conducted in both Cross River and Benue States by UNHCR to identify and respond to the immediate needs of refugees and communities. This was followed by a short education mission in October 2018 to both states.
    • These assessments have led to initial support provided to refugee children and community schools such as payment of fees, provision of school, learning materials, rehabilitation of classrooms, and provision of school furniture during the last quarter of 2018.
    • This response is being scaled up and continuing in 2019. However, it needs to be strengthened as not all refugee children of school-age are benefitting from the support.

    Functional Statement

    • The education needs of refugees are met through the application of International and National Commitments, including the MDGs and EFA commitments, relevant UN/UNHCR protection standards and IASC principles governing humanitarian coordination, including those of the INEE.
    • Education activities are guided by global, regional and country priorities and reflect UNHCR’s policy on age, gender and diversity (AGD).
    • Participation of persons of concern is assured through continuous assessment and evaluation using participatory, rights and community based approaches.
    • Persons of concern are treated with dignity and respect and all protection incidents are immediately identified and addressed.

    Responsibility
    Strategic Direction and Coordination:

    • Stay abreast of political, social, economic and cultural developments that have an impact on access to and quality of education and inform the development of the education strategy.

    Response and Advice:

    • Assist in providing comments to the relevant authorities on existing and draft legislation related to education and persons of concern.
    • Coordinate with partners and other actors in education to adapt the Education Strategy to the local context and ensure ownership.
    • Provide technical advice and guidance on education issues to persons of concern of all ages; liaise with competent authorities to ensure the issuance of education relevant documentation.
    • Implement education programmes in line with Inter-agency Network for Education in Emergencies (INEE) standards and the child protection systems approach.
    • Support inter-sectoral linkages with child protection, SGBV, gender, community services, livelihoods, environment, shelter and health, among others.
    • Provide inputs for the development of global/regional education policies and standards.
    • Identify cases of denial of access to education with government and other relevant parties and recommend appropriate responses.  
    • Identify and promote education activities that support durable solutions through voluntary repatriation, local integration and where appropriate, resettlement.
    • Assess needs for services of persons of concern, as related to education, and coordinate partners’ responses.
    • Systematically promote and comply with the Age, Gender and Diversity (ADG) and HIV/AIDS policy.

    Advocacy, Information Management and Research:

    • Advocate with authorities for respect of the right of persons of concern to an education and for their access to education services.
    • Coordinate with Education networks and ensure that refugee education interests are understood and included in relevant policies and initiatives.
    • Ensure that best practices are identified, documented and widely disseminated.
    • Support the country education information management strategy through the collection of disaggregated data on populations of concern and the collection and dissemination of education information and best practices to enhance education delivery.

    Promotion and Capacity Building:

    • Undertake initiatives to build the capacity of communities and persons of concern to assert their right to education and access to quality education.
    • Promote and participate in initiatives to capacitate national authorities, relevant institutions and NGOs to strengthen access to quality, certified education for refugees.

    External Relations:

    • Contribute to a communications strategy that generates external support for UNHCR’s education activities and the education rights of persons of concern.

    Authority:

    • Intervene with authorities on education issues.
    • Negotiate locally on behalf of UNHCR.
    • Issue documents and reports for clearance by the Education or Protection and/or Senior Protection Officer.
    • Issue recommendations on individual education related cases.
    • Approve individual payments to individual cases.

    Essential Minimum Qualifications

    • Undergraduate Degree (equivalent of a BA/BS) in Education or Social Sciences or a related field plus minimum 3 years of previous work experience relevant to the function. Graduate degree. A Master’s degree in Education, Social Sciences or related field plus a minimum of 1 year previous work experience relevant to the function of the position.
    • Doctorate degree (equivalent of a PhD) in education, social sciences may also be accepted.
    • Demonstrated work experience in the education sector.
    • Knowledge of refugee protection principles and framework.
    • Familiarity with INEE standards.
    • Knowledge of English and UN working language of the duty station if not English.

    Desirable Qualifications & Competencies:

    • Field experience in education programme implementation and coordination.
    • Demonstrated work experience in refugee education programmes.
    • Background in relevant education systems with good knowledge of relevant curricula.
    • Demonstrated expertise in education programming, community services, community development/organization, social work, social surveys/ assessment, counselling, or related areas.
    • Team building/development training.
    • Knowledge of additional UN languages.
