    Assistant Finance Officer

    Duties and Qualifications    

    Organizational Setting and Work Relationships:

    • The Assistant Finance Officer provides technical support with the processing of financial transactions, and monitors compliance with UNHCR and UN Financial Regulations and Rules.
    • In operations that do not have a Project Control Officer at Country or Multi-Country level the Assistant Finance Officer must also perform oversight responsibilities with regard to the execution of projects.
    • The incumbent directly supervises general service staff.

    Duties

    • Contribute to the assessment of budgetary needs for administrative budgets (ABOD); monitor and control ABOD expenditure in the office.
    • Analyze, evaluate and control disbursements/receipts, as well as expenditure variances against approved budgets.
    • Review vouchers, including ABOD and project disbursements.
    • Propose monthly cash requirements for the office, and ensure adequate and timely replenishments of funds;
    • Contribute to the preparation and processing of monthly accounts.
    • Provide financial status reports to supervisors.
    • Analyze and evaluate financial reports within the area of responsibility on a regular basis.
    • Maintain relationships with local bank at the transactional level.
    • Ensure that payments are effectuated by the monthly deadline.
    • Ensure that monthly accounts are correct and approved, and ensure timely monthly bank reconciliations, including open items, review and clearance of unwanted requisitions and PO balances.
    • Conduct regular checks of petty cash and cash accounts.
    • Verify that all financial transactions are correct and in accordance with UNHCR rules and procedures.
    • Prepare office-level financial expenditure reports submitted to the Regional Bureau or Headquarters.
    • Approve vouchers, including ABOD and project disbursements.
    • Perform other related duties as required.

    Minimum Qualifications

    • For P1/NOA - 1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree

    General Background

    • The Transitioning from Humanitarian Relief to Long-term Development: Addressing the Herdsmen-Farmers Conflict in Nigeria project seeks to contribute to ending the Herdsmen-Farmers Conflict in Benue and Nasarawa States of Nigeria.
    • Using the United Nations human security approach, the project is making progress towards enhancing the ability of affected communities to identify and mitigate risks and threats while ensuring that there is no interruption in livelihoods and productive activities; implementing targeted initiatives to promote farming and livestock activities and establish synergies between these industries; establishing a state peace architecture; local peace committees in conflict-affected LGAs to foster dialogue and non-violent resolution of disputes, reconciliation, co-existence and social cohesion; and mobilizing national and regional efforts in the promotion of human security at national and sub-regional levels.

    Purpose and Scope of Assignment:

    • The incumbent will be directly supervised by the Area Coordinator of the Field Unit in Makurdi. He/she may receive necessary guidance from other sections and units relevant to the project.
    • S/he is expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform and institutional developments.

    Responsibilities
    The incumbent shall carry out the responsibilities below:

    • Assist in negotiating agreements with implementing partners and ensure that IP agreements are established in conformity with UNHCR¿s financial rules and the latest Headquarters instructions.
    • Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyze programme performance, trends and target interventions.
    • Review the implementation and performance of IPs agreements through appropriate physical monitoring to evaluate the project by reviewing work plans, progress reports, budget, financial reports and expenditures; undertake field visits as required.
    • Use UNHCRs corporate tools (e.g. Global Focus, Focus Client) to assess the technical soundness of the project and generate data for evidence-based decisions on the project.
    • Assist in keeping donor representatives briefed on developments and assist in the development of funding submissions, appeals and reports.
    • Assist in ensuring compliance in issuance of audit certificates for Implementing Partners.
    • Directly supervise the Driver and coordinate Admin issues, with approval from the Area Coordinator.

    Monitoring and Progress Controls:

    • Maintain records of all payments and prepare periodic records for all financial/grant related activities.
    • Ensure that timely administrative support is provided in general within the project.

    Protection Associate

    • The Protection Associate normally reports to the Protection Officer or the Senior Protection Officer.  The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.
    • The Protection Associate is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern (PoC) and identify opportunities to mainstream protection methodologies and integrate protection safeguards in operational responses in all sectors.  S/he contributes to designing a comprehensive protection strategy and liaises externally with authorities and partners on protection doctrine and policy as guided by the supervisor.
    • The Protection Associate also ensures that PoC are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

    Registration Associate

    • The Registration Associate is a member of the Registration team and is normally supervised by the Registration Officer.
