    Detention Field Officer 2 (Judicial Guarantees Adviser)

    Under the direct supervision of the Deputy Protection Coordinator (Detention), the Detention Field Officer 2 advises ABJ Delegation on detention activities related to judicial guarantees, as well as maintaining an extensive and effective network among Nigerian authorities, the Government of the Federation, the judiciary and other relevant actors (CSO, Nigerian Bar association, etc.) for that purpose. The Detention Field Officer 2 initiates, formulates and implements strategies to strengthen the implementation of judicial guarantees.
    Main Duties and Responsibilities

    • Develops responses to ensure the respect of detainees’ rights to due process and judicial guarantees at all stages of arrest and detention (including at the earliest stages of detention or capture).
    • Plans, carries out and reports on detention activities related to judicial guarantees autonomously: develops a mapping of the
    • key State organs, international organizations, development agencies and other relevant actors involved in judicial guarantees
    • related programs; develops and/or strengthens contacts with judicial bodies and national/ regional/international oversight
    • mechanisms or institutions working in the field of judicial guarantees and represents the Delegation in such meetings; assists
    • in producing guidelines in the field of Judicial Guarantees in Detention.
    • Supports detention delegates in developing plans of action, evidence-based studies and analysis and provides briefings and
    • technical support relating to judicial guarantees to staff involved in detention activities.
    • Contributes to the organization of round-table discussions and seminars for criminal justice authorities.
    • Supports the delegation in producing thematic reports on the main humanitarian issues resulting from lack of respect for due process and judicial guarantees (overcrowding, access to essential services, incarceration trends etc.); on detention policies;
    • alternatives to detention; and formulating solution-oriented key messages.
    • Supports the review of guidelines and regulations and any other legislations that may have an impact on judicial guarantees.
    • Monitors the legislative agendas and policies and assess how they can positively or negatively influence deprivation of liberty.
    • Supports the promotion of oversight standards and mechanisms in Nigeria Correctional Service (NCoS) and Nigerian Police Force (NPF) custody.
    • Ensures coordination between Protection, Legal and Armed and Security Forces Departments in relation to judicial guarantees.

    Education and Experience Required

    • University degree in law or relevant professional experience.
    • Studied international law with a strong understanding of human rights and criminal law
    • 4-6years’ experience as a lawyer, criminal justice expert, or similar, or in other relevant organizations.
    • Relevant work experience in international organizations and Nigerian organizations (e.g. civil society organizations, law firm)
    • working on the criminal justice system
    • Excellent command of English and other Nigerian local languages including Hausa.

    • Excellent writing and oral communication skills, Computer proficiency
    • Proven experience in leading and managing activities or projects.
    • Proven research and analytical skills; able to think critically and articulate legal arguments in a structured and professional manner
    • Knowledge of prison authorities or criminal justice actors and other stakeholders, potential network of interlocutors.

    Logistician 2 (Cash Transfer Program (CTP)/ECOSEC Procurement Team Leader)

    Under the direct supervision of the Country Procurement Manager, the CTP/ECOSEC Procurement Team Leader, contributes to the procurement of goods and financial services necessary for the implementation of Cash Based activities and relief distributions. He/she acts as team leader within the CTP/Ecosec Procurement Unit, providing support to the creation and follow-up of procurement files and supervising the daily activities of the unit.
    Main Duties and Responsibilities

    • Participate in the identification of Logistics CTP Focal Point in the field, supporting their initial training and providing technical support when required.
    • Contribute to the creation of CTP training material to be used for both Logistics and any other ICRC staff potentially concerned by CTP activities.
    • Support the implementation of CTP programs together with the LOG CTP Specialist.
    • Under the supervision of the Country Procurement Manager, conduct market assessments and prepare analysis in collaboration with
    • Economic Security (EcoSec) colleagues, assess the feasibility and appropriateness of CTP within the range of other possible options to meet
    • identified needs. This includes a market analysis as well as the analysis of the various criteria required to implement different CTP and a comparison with in-kind options.
    • Contribute to the identification of vendors/suppliers to be selected for Cash and/or Voucher activities and relief, assessing their capacities to support ICRC programmes (in terms of pricing, volumes, quality standard etc.).
    • Provide support in the selection process of financial service providers adhering ICRC standard procurement procedures.
    • Liaise with the Impex/Logistics to ensure timely delivery/reception of goods and materials for CTP activities.
    • Act as a link between FSPs and Program Departments for the delivery of voucher/cards/materials needed for CTP activities, collecting and
    • invalidating those not distributed or already used by the beneficiaries of the action.
    • Update regularly the CTP tools necessary for daily and monthly follow-up of activities as well as post-distribution tracking.
    • Ensures that order management is done in a transparent and accountable manner
    • Implements ICRC order management strategy for Ecosec family of product
    • Ensures that items codes in the Supply Requests are correct and correspond to the original order
    • Keeps customers and other ICRC departments regularly informed on the progress of the open orders
    • Ensures strict control of quality for the sales orders
    • Analyses the procurement portfolio and initiates long-term agreements for recurring purchases; suggests manufacturers from the region for
    • the ICRC's worldwide annual tenders.
    • Supports the Supply-Chain Planners in deciding stock levels based on suppliers' delivery lead times.
    • Manages a team of 3 collaborators

    Education and Experience Required

    • Degree in agronomy, computer science or civil, electrical, mechanical or electromechanical engineering
    • Master’s degree in procurement or supply management, or equivalent an asset
    • 4-6 years' experience in procurement or related field.
    • Knowledge of quality management an asset.
    • Professional knowledge of a specific category of products.
    • Management of a team and a category of products is a strong asset.
    • Proficiency in supply software.
    • Professional knowledge of enterprise resource planning software an asset
