    Livelihoods SCOPE Officer - Roving

    Contract type: National contract

    The Position

    • The SCOPE Officer will oversee the implementation of the livelihood - Food security and SCOPE related activities in Bama, Mafa and Ngala LGA, Borno State at a roving capacity.
    • Liaise closely with the SCOPE/Redemption casual employee to ensure accurate biometric registration of beneficiaries on a quarterly basis and/or as the need arise. The SCOPE Officer will supervise the SCOPE registration team and ensure regular monitoring of operations.
    • SCOPE Officer will ensure the smooth distribution of SCOPECARDs to enrolees after registration.
    • In charge/responsible for SCOPE gadgets handling, accountability and proper documentation/reconciliation of the equipment.
    • Maintain proper record, handling/account for First Response Code (FRC-cards) received from WFP, and reconciliation of the used/unused FRC-cards after redemption.
    • The SCOPE Officer will be in charge of all SCOPE related field operational tracked complaints, ensuring timely resolution of beneficiaries concern and/or timely escalation to WFP’s IT/SCOPE or relevant unit or partners for rectifications.
    • Coordinate and/or remotely supervise de-duplication exercise in collaboration with WFP’s Taskforce team.
    • The SCOPE Officer will be conducting regular training/orientation to SCOPE/Redemption of casual employees.
    • Maintain regular communication with the CBT Team Leader.
    • Interface and support a team of SCOPE Registrars to facilitate the process.
    • The role requires strong facilitation, calmness, team spirit and organisational skills along with the ability to analyse and manage complexity.
    • Maintain good communication with SCOPE Registrars and with WFP’s IT/SCOPE unit on operational concerns.
    • The SCOPE Officer will support the identification and enrolment of the target beneficiaries

    Key Requirements

    • Minimum required experience - 3 years
    • Minimum qualification - Bachelor's Degree in Computer Science and ICT or other relevant disciplines, experience/evidence.
    • Experience as SCOPE Officer and/or experience in Cash-Based Programming with an INGO partner.
    • Liaise with WFP’s IT/SCOPE unit regarding SCOPE registration and operational issues.
    • Compliance to DRC policy, CoC and laid SOPs.
    • Maintain a strong working relationship with all stakeholders – WFP, Community support groups, community leaders and all partners at field level to enhance multi-agency and multi-sectoral cooperation and smooth coordination.
    • Supervise the SCOPE Registrars and provide timely/appropriate guidance and oversight as they conduct daily field operation.
    • Maintain a positive profile of the programme and good understanding amongst other sectors, partners and camp/host communities.
    • Ensure proper targeting of the affected population, thorough screening and verification of stipulated beneficiaries before enrolment in SCOPE.

    Safety Assistant

    The Position

    • The role of the Safety Assistant will be responsible for supporting the day to day oversight of DRC staff movements and ensuring that key information relevant to staff safety and security is disseminated.
    • Advisories, Alerts, and Reports to disseminate to all staff.
    • Administrative and Safety operational tasks that support the day to day running of the Safety Unit’s Operations.
    • The Safety Assistant will ensure the safety of staff and maintain a high level of contextual awareness and strong coordination with Program and Program support teams at the field level.
    • The Safety Assistant will report directly to the Safety Team Leader with Technical support from Safety Advisor and will be an integral part of DRC’s Safety Unit.

    Key Responsibilities
    Staff movement oversight and support:

    • Travel Security Clearances: Prior to any movement complete all security briefings for staff traveling to high-risk field locations. Ensure that established movement tracking protocols are adhered to by both the Safety Unit and all DRC staff. Responsible for the submission of the Travel Request to INSO as per the Humanitarian Staff Movement Protocol.
    • Field movement tracking: Coordinate with logistics staff when directed to support Field level movement oversight and support.
    • Ensure that appropriate access controls are in place for all DRC facilities.
    • Conduct site assessments and advise on mitigation measures, as required.

    Security incidents and data management:

    • SMS Advisories: Draft and disseminate as required SMS alert advisories for DRC staff in the Safety Forum WhatsApp group when relevant and significant security incidents occur or elevated threat levels are reported.
    • Email Advisories: Draft and disseminate detailed email advisories for DRC staff when relevant and significant security incidents occur or elevated threat levels are reported.

    Administrative and Operational support:

    • Guard force management: Management of the guard force through ensuring standards of readiness is maintained, guard protocols adhered to and coordination with the guard force supervisors is routinely conducted. Ensure that guard payments and other administrative matters that have a direct impact on guard force readiness are completed in a timely manner. Ensuring that the contracted guard force maintains a high standard of guarding for all DRC offices and residences, and when required take corrective action in coordination with the Guard force management.
    • Asset management: Maintain the Safety Unit’s current asset register and oversight on all assets that are both utilized and stored (Thuraya phones, radio, etc).  Coordinate with the DRC Logistics and Procurement department to ensure that the overall DRC asset register reflects the Safety Unit’s current asset register.
    • Daily-Weekly and Monthly Security Briefing: Responsible for compiling daily, weekly and monthly reports for Safety Unit.
    • Staff briefings: Provide DRC staff with current contextual briefings.

    Support to International Visitors:

    • Visitor arrival packet compilation: Compile a current visitor arrival packet as directed. Responsible for maintaining the international visitor orientation record.
    • Visitor briefings and orientation: Conducting visitor briefings and orientation on DRC safety systems, and briefing on emergency procedures, and safe rooms etc.
    • Carry out any additional responsibilities and tasks as assigned by the Safety Advisor.
    • The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

    Key Requirements

    • Tertiary education (Bachelor minimum) in Security Operations, Communication, Criminology, Risk Management, Public Administration or related field.
    • 4-years' experience working with NGOs, other international agencies or multinational business.
    • Proven ability to prioritize tasks and meet deadlines.
    • Stable, moral and robust character and a good team-player.
    • Excellent communication skills, calm and a good sense of humor.
    • Proven commitment to accountability practices.
    • Ability to comprehend security-related subjects as threats/risk management, security management, personal and organizational security awareness.

    Essentials:

    • Previous services with any of the Nigerian Disciplined forces (police, Army, NSCDC, etc.) will be the desired advantage, Certificate of discharge or recommendation from the immediate supervisor will be required as proof.
    • Competent and literate in English, verbal and written, with a sound knowledge of technical expressions.
    • Demonstrative experience in INGO/NGO or UN field (operations) with experience of safety and security.

    Protection Assistant

    Location: Bama, Borno

    The Position
    The Protection Assistant will perform the following functions:

    • Ensure the organization and the implementation of all protection activities at field level in accordance with the agreed work plan (under the supervision of the Protection Team Leader) and the international standards.
    • Coordinate the Project Management Committee activities in relevance to nutrition, food distribution and Cash-Based Transfer activities.
    • Ensure the management of the field protection incentive workers (team and work management).
    • Prepare necessary activity and protection reports (weekly, monthly, ad hoc).
    • Participate in conducting needs and programmatic assessments in targeted locations.
    • Track, document and follow up on Complains and feedback during food distribution.
    • Work closely with the Food Security Team to ensure Gender and Protection is mainstreamed in all activities.
    • Assist in mobilizing the IDP and Host community to facilitate DRC Programs awareness activities with other partner organizations.
    • Disseminate information about services available to IDPs and affected host communities during all DRC Food Security activities.
    • Coordinate with M&E during PDMs and House-hold surveys in our intervention area.
    • Supervise the activities of the Community Nutrition Mobilisers and SBCC facilitators.
    • Any other tasks required by the Protection Team Leader or Protection Manager, according to programmatic needs.

    Key Requirements

    • 2 years of work experience in a humanitarian organization.
    • 1 year of hands-on experience in the protection sector.
    • Previous experience with DRC Protection programming is an advantage.
    • Experience with remote management will be considered as an advantage.
    • Excellent communication skills (oral and writing), proven capacity to maintain communication with remote locations.
    • High reporting skills (excellent writing skills).
    • Strong ability to multi-task and work independently, attention to detail, and highly proactive

    Essentials

    Livelihoods Assistant- GFD

    The Position

    • The Livelihoods Assistant - GFD is to assist the Livelihoods Officers - GFD in the implementation of Food distribution activities in Bama.
    • Assist in all the beneficiary identification, registration, verification and distribution of food.
    • Supervise casual labourers.
    • Conduct training and sensitisation activities related to food distributions and nutrition.
    • Assist in Planning, supervising and monitoring training, awareness and sensitisation activities, including maintenance and verification of all supporting documentation and activities (e.g. pre- and post-tests).
    • Assist in maintaining records of all activities, in order to complete timely reports for DRC and for external actors, including donors.
    • Plan, coordinate and monitor all food distribution-related activities, including screening, referrals and follow up.
    • Assist the Livelihoods officer in project documentation.
    • Promote the rights of displaced people and affected populations, and explore and assess new and better ways to provide timely, effective and appropriate assistance.
    • Assist in gap analysis, needs assessment, conducting registration, receiving commodities and distributing to beneficiaries in locations adversely affected by the conflict.
    • Other responsibilities as required by line management.

    Key Requirements

    • Relevant higher education at the College level in Nutrition and/or Health Science.
    • Experience working as a Nutrition Assistant in a humanitarian/recovery context.
    • Minimum 1-year work experience in a humanitarian/recovery context within Nutrition programmes, preferably with an international NGO.
    • Proven experience of registration, verification and distribution in emergency relief operations is a strong advantage.
    • Computer skills (primarily MS Office applications), especially Microsoft Excel.
    • Knowledge of the context in rural Nigeria.
    • Strong understanding of protection principles and likely protection concerns arising in the Nigerian context as well as conflict sensitivity.
    • Experience in complex emergencies and the ability to live and work in a very remote environment.
    • Ability to work under pressure and without daily supervision.
    • Fluency in English, both written and verbal. Fluency in Hausa and Kanuri is an advantage.

    Essential

    • B.Sc in Agriculture and Food Science or any related field.
    • Fluency in English, both written and verbal.
    • Fluency in Hausa, Kanuri and/or other local languages appropriate to the target population.
