    Database Officer (MEAL)

    Location: Maiduguri, Borno
    Contract Start Date: 01/10/2021Projected contract duration is 6 Months - with possible extension.

    Goal / Purpose

    • Under the supervision of the Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator, the database Officer will be in charge of data entry, data analysis and backing up of information collected on the field.

    Main Responsibilities
    Data and Tools Management:

    • The database officer is in charge of:
      • The design and management of operational and MEAL databases
      • Maintaining updated program databases
      • Entering data provided into the appropriate software
      • Ensuring the security of computer data
    • Attend the training of field staff about the new tools developed
    • Support the teams in the analysis of information and data gathered
    • Archive paper, electronic data and reports and making them available to the teams on request.

    Mapping:

    • Maintain updated location maps for Solidarités International (SI) activities by using ArcGIS, QGIS and Power-bi
    • Prepare, on request, maps to illustrate the reports
    • Support analysis and decision making through a relevant mapping of the humanitarian situation.

    Reporting / Communication:

    • Keep tools and files archived and secured at the offices of SI accessible to his/her line manager;
    • Support in the design of surveys and other data collection tools with XLSform and their upload to Kobo server;
    • Participate in collaboration with the program team and MEAL teams in the analysis and processing of data
    • Participate in collaboration with program and MEAL teams in the production of graphs based on the data collected.
    • Bring to light any difficulty linked to his or her activities, to the programs of Solidarités or security concerns;
    • Develop interactive dashboards for different program interventions by using PowerBi, Tableau software etc.

    Profile

    • B.Sc / BA Degree in Information Technology, Computer Science or its recognized equivalent with 2-3 years’ relevant experience;
    • Advanced knowledge of database concepts and skills utilized in creating and maintaining relational databases and linking them with GIS;
    • Knowledge and expertise in using GIS software such as ArcGIS, Kobo Toolbox, Power-BI and Tableau etc.;
    • Previous experience with SI Nigeria will be highly preferable;
    • Good spoken and written command of English and Knowledge of Hausa and Kanuri languages.

    Water Officer

    Location: Ngala, Borno
    Employment Type: Contract
    Contract Duration: Projected contract duration is 6 Months - with a possible extension.
    Expected Start Date: 01/10/2021

    Main Responsibilities
    Set-up and Operational Monitoring:

    • Under the supervision of the Watsan Team Leader, take part in logistical and administrative organization and the planning and preparation of job sites
    • Ensure the construction and/or the maintenance of construction work using Solidarités International tools (in particular):
      • Take part in the identification of sites where work is to be carried out
      • Recruit and train the workforce and daily workers
      • Allocate the on-site workforce according to instructions given by the team leader
      • Carry out work according to technical guidelines and estimates
      • Respect deadlines established with his / her line manager
      • Supervise operational teams, contractors and/or communities, and ensure the best use of available resources
      • Organize, plan and supervise community participation
      • Anticipate any problems associated with the management of his/her activity and propose solutions to avoid them
      • Manage the supply of worksite materials by collaborating with the logistics department
      • Report to the project manager and/or team leader on the state of decentralized stock (‘field’ stock) on his / her sites.
      • Take part in the evaluation of the technical competence of contractors
      • Respect Solidarités administrative procedures before, during and after each work project
      • Establish safety and security measures for each activity and ensure that these rules are respected by the workforce under his / her supervision and by the population

    Reporting / Communication / Representation:

    • Keep his / her monitoring tools and files archived in the Solidarités office, accessible to his / her team leader and/or project manager
    • Take part in the drafting of project progress reports under the supervision of his / her team leader
    • Take part in seminars and workshops related to the carrying-out of activities and to project objectives
    • Report to the team leader regarding the development of activities and specific tasks that he/she has been assigned, any problems encountered and the quality of relations with the beneficiaries
    • Report back all information or problems linked to his / her activity, Solidarités programs or safety issues
    • Listen to the local population and authorities in order to identify any needs, complaints, or major events which could affect the activities of Solidarités
    • Analyze the humanitarian situation by taking into account protection issues / Do No Harm to the population
    • Collaborate with local authorities and administration
    • Take part in restitution meetings and clusters on request

    Profile
    Personal Abilities:
    Professional Experience:

    • 1 year of experience in a similar position (NGO/Private or Public sector)

    Languages:

    • English (Kanuri, Shuwa, Kotoko a plus)

    Technical Competences:
    Training:

    • Minimum of ND in Civil Engineering, water/sanitation engineering, geology/hydrology
    • Relevant experience in borehole drilling, latrine construction or any building, structure and edifice of civil engineering
    • Microsoft Office (Excel and Word skills), preferably GIS and drawing software (AutoCAD).

    Complaint Mechanism Officer

    Location: Maiduguri, Borno
    Line Manager: Program Manager / Area MEAL Manager
    Functional Manager: Field Coordinator

    Goal / Purpose

    • The Complaint Mechanism Officer will ensure coherent and timely response to feedbacks and complaints from project stakeholders.

    Main Responsibilities
    Management of Complaint Response Mechanism (CRM):

    • Ensure that all information related to complaints is properly recorded and that the logbook is clean
    • Follow proper implementation of CRM standard operating procedures and refer all cases to the appropriate focal point
    • Ensure follow-up of all cases referred to the management team until the closure of the case
    • Ensure proper archiving for future reference and submit timely complaints reports
    • Participate in training field teams on CRM information plan

    Ethic and Professional Practice:

    • Display high commitment to confidentiality
    • Address beneficiaries’ feedbacks and complaints in a professional manner and provide accurate information onSI programs and CRM

    Reporting:

    Profile
    Education:

    • Bachelor and /or graduate Degree in Social Sciences, International Development, Humanitarian Law or any other related field

    Professional Experience:

    • Minimum of 3 years’ experience in the humanitarian and/or development sector
    • Minimum 1-year experience in accountability processes and management of a complaints mechanism
    • Information management and systems expertise
    • Good understanding and experience in protection and accountability mainstreaming
    • Proficiency in MS Office
    • Excellent communication skills and the ability to liaise with colleagues from different departments
    • High flexibility
    • Ability to take initiative
    • Fluency in English, knowledge of Hausa and Kanuri highly desirable.
