    Senior Water Sanitation and Hygiene (WASH)Advisor

    Key Duties & Responsibilities

    • S/he will oversee the operation and programmatic aspects of the project
    • S/he will lead the development and implementation of a WASH strategy in the immediate, short, medium, and long term.
    • S/he will manage the overall implementation of the WASH program to guarantee that scope, budget, time, and quality are by the different project specifications and Donor requirements.
    • S/he will lead the design process and WASH assessments and oversee compliance with Technical specifications for implementing the required WASH activities and services to guarantee the quality of the output and alignment with international and national standards and donor requirements.
    • S/he will manage and monitor technically and administratively the whole of the WASH team, ensuring that adequate and relevant capacity building is provided to the members of the team.
    • S/he will Mentor, coach, and manage the staff under supervision; evaluate performance and oversee the resolution of team conflicts.
    • S/he will represent the program in the WASH meetings and technical working groups to ensure that WASH activities are coordinated to avoid duplication, violation of national regulations, or contravention of operational agreements set by the humanitarian community at the country level.
    • S/he will ensure effective and active communication with all the stakeholders making sure that the relevant and necessary information is transmitted downstream to all the members of the WASH team promptly.
    • S/he will ensure all reporting requirements are met and prepare project reports, situation reports, program updates, etc., ensuring that all the project data and information is archived and shared appropriately.
    • S/he will ensure that the WASH program is driven by a sound Monitoring, Evaluation, and Learning/Collaborating, Learning, and Adapting (CLA) framework that leads to continuous improvement and fine-tuning of systems and processes.
    • S/he will support the development of knowledge products, sustainability plan, and exit plan.
    • Perform other duties that his/her supervisor may assign

    Qualification

    • Candidates should have a Master’s Degree in Water Engineering or a related field of study
    • A Bachelor\'s Degree in Water and Sanitation Engineering, Environmental Engineering, Mechanical engineering, or relevant fields is required, with a preference for a second-class upper as an added advantage.
    • S/he must be fluent in English.
    • Knowledge of Hausa and Kanuri Languages will be an added advantage

    Experience:

    • A minimum of ten (10) years of working experience in a similar position in international donor-funded Water and Sanitation projects, preferably experience on USG-funded WASH Project(s)
    • Proficiency in Microsoft Office applications such as MS Word, Excel, and PowerPoint, and ability to manage tight deadlines and deliver high volumes of work
    • Experience working in the North East, especially in Borno State, has an added advantage
    • S/he must have progressive experience in designing, managing, or implementing WASH programs
    • S/he must have a solid foundation in a broad range of WASH subjects preferred, including areas such as innovative sanitation, private sector engagement, water for the poor, tariff and cost recovery, hygiene promotion, operation and maintenance, institutional strengthening, governance, and sector reforms for communities, schools, and healthcare facilities.
    • S/he must have excellent communication and writing skills.
    • Carryout any other duties assigned to.

    Chief of Party (COP)

    Key Duties & Responsibilities

    • S/he will be the direct link with USAID and other relevant stakeholders such as government and partners and accountable for achieving results
    • S/he will be responsible for ensuring that the project meets its objectives and result targets, including those related to institutional strengthening, capacity building, and market-based private sector approaches to service delivery
    • S/he will coordinate the effectiveness of personnel and make strategic decisions along with an ability to troubleshoot
    • S/he will see to the effective coordination of the project and drive it to achieve its overall goal
    • S/he will provide effective leadership and technical backstopping for all components of the project and communicate effectively with all shades of stakeholders
    • S/he will be responsible for overall technical reporting and supervision of all consultancies and contracts on the project for quality assurance
    • S/he will ensure that the organization’s core values are carried out throughout the lifecycle of the project and do not compromise the quality delivery of services
    • S/he will communicate and relate well with all government establishments and persons identified in the project to successfully deliver on the project
    • S/he will take overall responsibility for resource management both human and capital for the successful implementation of the project and secure value for money.
    • To carry any other duties assigned to.

    Qualifications

    • Candidates must have an Advanced or Postgraduate Degree or Diploma, i.e., a PhD or Master or postgraduate diploma in Water and Sanitation, Water Resource Management, Civil, Mechanical, or Environmental Engineering, or relevant fields.
    • Candidates should be an active member of a WASH/WRM-related professional body
    • S/he must be fluent in English.
    • Knowledge of Hausa and Kanuri Languages will be an added advantage

    Working Experience:

    • A minimum of ten (10) years of working experience in managerial and leadership positions in international donor-funded water, sanitation, and hygiene (WASH) projects, preferably experience on USG-funded WASH Project
    • Three (3) years’ experience in WASH project is required
    • Proficiency in Microsoft Office applications such as MS Word, Excel, and PowerPoint, and ability to manage tight deadlines and deliver high volumes of work.
    • Experience working in the North East, especially in Borno State, has an added advantage
    • S/he will have exceptional  communication and collaboration skills and a proven track record of interacting with other projects, high-level host country governments, and international agencies
    • The candidate must have a proven track record of working effectively with diverse groups of civil society organizations, media, and government counterparts.

    Finance and Administration Manager

    Key Duties & Responsibilities

    • S/he will oversee activity operations, including but not limited to logistics, procurement, sub-awards, and accounting/finance.
    • S/he will ensure all finance and administration policies and procedures comply with USAID funding source policies, procedures, and requirements are implemented
    • S/he will oversee the project’s financial portfolio, in addition to maintaining and supervising all financial systems and procedures required for grant management and accountability
    • S/he will ensure the preparation of donor reports by the due dates
    • S/he will analyze actual to-budget results to identify problems in accounting or compliance
    • S/he will develop internal control measures, conduct internal financial audits, and coordinate external financial audits
    • S/he will prepare budgets for annual work plans and financial reports for USAID
    • S/he will develop the financial management capacity of all relevant staff and sub-awardees
    • S/he will manage all aspects of the day-to-day operations of the Finance and Admin team
    • S/he will ensure that all procurement and other documents are reviewed promptly
    • S/he will review monthly bank reconciliation
    • S/he will act as the liaison between the organization and the bank on all banking issues
    • S/he will coordinate and consolidate monthly staff salaries in agreement with staff monthly timesheets
    • Perform other duties as may be assigned by his/her supervisor.

    Qualifications

    • Candidates must possess a Master\'s in Accounting or any other relevant course of study
    • A Bachelor\'s Degree in Accounting, preferably a second-class upper, which will be an added advantage
    • Must be an Associate Chartered Accountant (ACA) with a recognized professional body such as the Institute of Chartered Accountants of Nigeria(ICAN), Association of Certified Chartered Accountants (ACCA)
    • Must be computer literate and have knowledge and skills in QuickBooks accounting software
    • S/he must be fluent in English.
    • Knowledge of Hausa and Kanuri Languages will be an added advantage.

    Experience:

    • A minimum of six 6 years of working experience in a similar position, preferably with USAID-funded projects, Finance, and administration roles within USAID-funded Water, Sanitation, and Hygiene (WASH) Projects will be an added advantage.
    • Demonstrated ability to develop and manage large budgets, and in-depth knowledge of accounting principles
    • Progressively responsible experience supervising project operations, including human resources, procurement, and sub-awards.
    • Proficiency in Microsoft Office applications such as MS Word, Excel, and PowerPoint, and ability to manage tight deadlines and deliver high volumes of work
    • Experience working in the North East, especially in Borno State, has an added advantage.

    Monitoring, Evaluation and Learning (MEL) Specialist

    Key Duties & Responsibilities

    • S/he will provide strategic guidance, vision, and management for successful monitoring, evaluation, and learning (MEL)/Collaborating, Learning, and Adapting (CLA) aligned with the program’s theory of change and results framework.
    • S/he will supervise and train staff on their MEL/CLA roles and responsibilities and ensure the strategic and functional integration of all Monitoring, Evaluation, and Learning (MEL) activities. .
    • S/he will oversee all MEL/CLA activities and provide technical direction and support, thereby ensuring the accurate reporting of results from program activities
    • S/he will make operational decisions and manage the various components of the program dealing with MEL.
    • S/he will lead in the conduct of baseline and routine data collection in all project intervention communities
    • S/he will be responsible for developing and reporting to the donor on Key Performance indicators (KPIs) for the project and developing an electronic monitoring dashboard for the project.
    • S/he will facilitate and support the use of MEL data and findings for decision making collaborative learning, and adaptive management.
    • S/he will make recommendations on changes in program activities or management based on evidence from MEL and CLA.
    • S/he will lead a system for continuous communication with relevant partners and demonstrate an ability to take critical inputs, feedback, and assessments from evaluation partners to inform changes in program approaches and scale-up.
    • Perform other duties as may be assigned by his/her supervisor

    Qualification

    • Candidates must have an advanced degree or diploma, such as a PhD, master’s, or postgraduate diploma in a relevant field
    • Candidates must have a Bachelor’s degree in Statistics, Mathematics, Economics, Social science, or a relevant field, with a preference for a second-class upper as an added advantage.
    • S/he must be fluent in English.
    • Knowledge of Hausa and Kanuri Languages will be an added advantage

    Experience

    • A minimum of Five (5) years of working experience in a similar position in international donor-funded Water and Sanitation projects, preferably experience on USAID-funded WASH Project
    • Experience in designing, managing, and implementing results-based MEL/CLA activities;
    • Demonstrated relevant technical skills in developing and maintaining a Management Information System, using apps for data collection, analyzing quantitative and qualitative data, and maintaining dashboards for visualization of data in real-time.;
    • Demonstrated experience in supervising and training staff and stakeholders on data collection
    • Extensive knowledge of reporting procedures, best practices, guidelines, and monitoring, evaluation, and learning tools.
    • Proficiency in Microsoft Office applications such as MS Word, Excel, and PowerPoint, and ability to manage tight deadlines and deliver high volumes of work
    • Excellent organizational as well as English oral and written communication skills
    • Experience working in the North East, especially in Borno State, has an added advantage.
