    Facilitator- Legislative Support & Public Governance

    Job Description

    • The Facilitator will design and deliver high-impact training focused on legislative support services, parliamentary operations, public governance systems, and institutional accountability. The role involves both in-person and virtual facilitation across Nigeria.

    Responsibilities

    • Facilitate training on legislative procedures, committee operations, and parliamentary support functions.
    • Develop and customize training materials, simulations, and governance case studies.
    • Train participants on bill tracking, committee reporting, plenary support, and constituency liaison functions.
    • Deliver modules on public governance principles, accountability, transparency, and ethical leadership.
    • Guide participants on inter-branch relations (executive, legislature, judiciary).
    • Assess participants through practical assignments and submit post-training evaluation reports.
    • Support AIBT’s curriculum development and continuous program improvement.

    Skills

    • Strong facilitation, presentation, and instructional design skills.
    • Deep understanding of legislative operations and public governance systems.
    • Excellent communication, documentation, and report-writing skills.
    • Strong analytical and problem-solving ability.
    • Ability to manage adult learning environments effectively.
    • Proficiency with digital facilitation tools (Zoom, MS Teams, LMS platforms).

    Education

    • Minimum of a Master’s degree in Political Science, Public Administration, Law, Public Policy, Governance Studies, or related disciplines.
    • A PhD degree is highly preferred.
    • Professional training or certifications in legislative studies, governance, or public administration are added advantages.

    Experience

    • Minimum of 8–12 years relevant professional experience in legislative support services, parliamentary administration, public governance, or government advisory roles.
    • Proven experience delivering training, facilitation, or executive education.
    • Previous work with National/State Assemblies, MDAs, or development partners is a strong advantage.
    • Practical experience in committee work, bill drafting support, or legislative research is highly desirable.

    Remuneration

    • Competitive, session-based remuneration, aligned with AIBT’s executive and public sector training rates.
    • Travel and accommodation covered where applicable.
    • Curriculum development honorarium (if required).

    Other Requirements

    • Availability for physical and virtual training delivery.
    • Ability to work with senior public officials and legislative officers.
    • High ethical standards and confidentiality.
    • Willingness to conduct a demo facilitation session.
    • Flexibility for weekend, evening, and out-of-station engagements.

    Facilitator - Legislative / Policy Research and Communication

    Job Description

    • The Facilitator will design and deliver high-impact training focused on legislative research, public policy analysis, evidence-based policymaking, policy communication, and strategic legislative engagement. The role involves delivering both physical and virtual training sessions.

    Responsibilities

    • Facilitate training sessions on legislative research, policy analysis, and communication strategies.
    • Develop and customize training materials, case studies, practical exercises, and assessments.
    • Train participants on drafting policy briefs, legislative memos, bills support documents, and research reports.
    • Guide participants on communicating policy positions to lawmakers, stakeholders, and the public.
    • Lead practical workshops on data interpretation, stakeholder mapping, and advocacy communication.
    • Assess participant progress and submit post-training evaluation reports.
    • Support curriculum review and continuous program improvement.

    Skills

    • Strong facilitation, presentation, and instructional design skills.
    • Deep expertise in legislative processes, policy research, and public sector communication.
    • Excellent research writing, analysis, and editorial skills.
    • Strong verbal and written communication skills.
    • Ability to simplify complex policy concepts for varied audiences.
    • Digital facilitation competence (Zoom, MS Teams, LMS platforms).

    Education

    • Minimum of a Master’s degree in Political Science, Public Policy, Law, Economics, Public Administration, International Relations, or related fields.
    • A PhD’s degree is highly preferred.
    • Professional training in research methods, monitoring & evaluation, communications, or governance is an added advantage.

    Experience

    • Minimum of 7–10 years relevant professional experience in legislative research, policy analysis, government advisory, advocacy, or public affairs.
    • Proven experience in training, facilitation, or executive education delivery.
    • Experience working with legislative bodies (National Assembly, State Assemblies), MDAs, think tanks, or development organizations is a strong advantage.
    • Demonstrated experience producing policy briefs, legislative notes, or research publications.

    Remuneration
