    Procurement Associate

     Under the direct supervision of the Procurement Senior Officer,  and under the guidance from the Head of Support Services, the Procurement Associate ensures the provision of efficient and timely support services in procurement and contract administration to the different programmers in a relevant geographical area. He/she promotes a client-focused, quality and results- oriented approach and provides support to the relevant procurement personnel. In the discharge of her/his duties, the Procurement Associate works with minimal supervision and liaises with UNOPS Programme Support Officers, Chief Technical Advisors, Portfolio Managers and Portfolio Assistants in order to ensure best support.

     Functional Responsibilities

    Transactional Procurement Support services

    • Administers a range of transactional-procurement support activities, ensuring compliance with UNOPS rules, regulations, policies and strategies, including the following: 
    • Incorporation of necessary steps to embed sustainability in the procurement process.
    • Completeness of submissions to the Contract and Property Committees (CPCs).
    • Completeness of documentation for preparation/processing of Purchase Orders, Contracts, LTAs or their Amendments.
    • Provision of requested research/data on market supply by conducting routine market research to determine sources of supplies, using United Nations Global Market Place, and other external sources;
    • Set-up/enhancement and maintenance of the local supplier database, ensuring regular update of data.
    • Information databases, all procurement files and records updated and maintained.
    • Status reports generated, as required.
    • Availability of all supporting documents for audit and review purposes;     

    Procurement planning, requisitions and sourcing 

    • Administratively and technically supports the office’s planning, requisitions/procurement and sourcing support processes, focusing on achievement of the following results:
    • Collaboration with projects personnel and Managers in the preparation of their procurement plan, awarding, administering and monitoring of all matters related to procurement for the given geographical area / project activity.
    • Maintenance and update of procurement monitoring processes for projects and provision of feedback on purchase orders to requesting office;
    • Provision of proposals to requesting entity on modes for providing goods, works and services, including procurement deadlines for each stage;
    • Review of requisitions for completeness;
    • Preparation of proper and complete specification for equipment and materials, Job Profiles and Statement of Works for the preparation of RFP, RFQ and ITB, ensuring clearance/approval by respective units of the requests.
    • Constant liaison with vendors and consignee until safe delivery of goods is achieved.
    • Drafting of letters, memoranda, faxes, email, etc.; monitoring of progress and liaison with vendors during the entire procurement cycle; investigation and resolution of post-order problems and of progress reports on procurement matters;
    • Oral/written responses to queries from projects, clients, companies, etc. regarding procurement related matters
    • Preparation of monthly reports on procurement matters;
    • Liaison with the logistics unit or projects on receipt of goods, equipments and services in view of obtaining proper delivery report, RIR (Receipt and Inspection Report), or relevant certificates and that proper inventory is taken;

    Bidding and tendering processes

    • Undertakes or supervises technical support  to  bidding and tendering processes, focusing on achievement of the following results:
    • Preparation of shortlists of suitable contractors/suppliers for purchases of value over designated amounts for approval of designated officer;
    • Preparation and issuance of EOI, RFQ, ITB, RFP or other tender documents as required, ensuring their conformity with UNOPS approved templates or seeking legal clearance in case of required adjustments;
    • Together with the requesting programme/operations clients, support review and evaluation of bids or proposals received and preparation of analysis for less-complex, contract awards and for submission to the LCPC or other, statutory, designated body;
    • Preparation of HQCPC, or designated body, submission together with the requesting programme/operations component;
    • Organizing of LCPC (or desiganted, statutory body) meetings as may be required, and circulating at least 24 hours in advance documents for review; 
    • Maintenance of records of LCPC or designated, statutory body.

    Contract administration

    Supports efficient contract administration, focusing on achievement of the following results:

    • Follow-up signing of contracts by vendors;
    • Obligation of funds in Enterprise system and obtaining of appropriate signatures for approval;
    • Dissemination of contract advertisement and awards;
    • Maintenance of contracts and filing system;
    • Maintenance of databases/rosters of best suppliers, contractors and service providers, activities and statistics

    Team Management

    • Facilitates the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development.
    • Provides oversight, ensuring compliance by team members with existing policies and best practices.

    Knowledge building and knowledge sharing

    • Organizes, facilitates and/or delivers training and learning initiatives for personnel on procurement
    • Provides sound contributions to knowledge networks and communities of practice by synthesizing of lessons learnt and dissemination of best practices in procurement
    • Collects feedback, ideas, and internal knowledge about processes and best practices and utilize productively
    • Impact of results
    • The effective and successful achievement of results by the Procurement Associate affect the performance of major aspects of the relevant business unit/s, project activities, procurement and contract management support services, impacting the timely and effective implementation of the respective services and deliverables.  This ensures client satisfaction and promotes the image and credibility of UNOPS as an effective service provider in project services and management. This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served.

     Education/Experience/Language requirements

    Education

    • Completion of secondary school is required. 
    • First University Degree in Procurement and/or Supply Chain Management, Law, Commerce, Business Administration, or related areas is desirable but not required. 
    • Relevant certification in procurement and supply chain management (CIPS or similar) is a distinct advantage.

    Work Experience 

    • A minimum of six (6) years of relevant experience in providing procurement support services in national and/or international public or corporate organizations is required.
    • Experience in procurement support services is desired.
    • Experience in working with a range of stakeholders in developing countries is desired.
    • Some experience in UN system organizations is desirable.
    • Proficiency in computers and office software packages (MS Office) and/ or Google Suite applications
    • and experience in handling of web-based management systems is required.
    • Experience in use of Enterprise systems including OneUNOPS is desirable.

    Language Requirements

    • Full working knowledge of English language is required.

    Legal Analyst

    Based in New York, USA, the UNOPS Legal Group serves all the regions and headquarters, primarily with legal advice and services to address issues arising from UNOPS’ operations and activities.

     Functional Responsibilities

    • The Legal Analyst will report directly to UNOPS’ heads of Unit or workstream, under the overall supervision of the Deputy General Counsel.  
    • The Legal Analyst works with all the teams within the Legal Group, as well as with the Integrated Practice and Support (IPAS) Legal team at UNOPS Headquarters in Copenhagen if necessary, to assist in the provision of legal advice and services under the direct supervision of Unit and workstream leads in LG. The quality of the provision of advice and services must enable UNOPS to deliver its mission to help people build better lives and countries achieve peace and sustainable development. 
    • As a Legal Analyst, you will require a good understanding of the operational context UNOPS works in. You must be a good communicator, open to challenges and comfortable learning how to navigate complexity. Your analytical skills will allow you to assist in the preparation and implementation of plans to address operational matters, remove blockages and follow through with opportunities.  
    • In order to exercise their legal responsibilities, the incumbent acts with designated authority provided by the Units or workstream leads, under the overall supervision of the Deputy General Counsel.

    Advice on administrative and commercial law as well as institutional and dispute resolution matters:

    • Assist in the provision of legal advice on the application of UNOPS Staff and Financial Rules and Regulations;

    Programme Management - Senior Analyst

    The incumbent of this position will be a personnel of UNOPS under its full responsibility. 

     Functional Responsibilities

    • Under the supervision of the Project Manager, the Programme Management - Senior Analyst will perform the following responsibilities:
    • Supporting TAM and Countering Terrorist (CT) Travel Programme implementation in Nigeria
    • Supports on-site implementation of programmatic activities that enhance interagency coordination on threats to civil aviation, including the development of a national passenger data collection and analysis system, as established between the Government of Nigeria and UNOCT.
    • Coordinates the work of the Nigeria TAM and CT Travel Programmes’ Integrated Project Teams. This includes, on a continuous basis: liaising with all relevant parties; ensuring progress on key deliverables; identifying problems and issues to be addressed and recommending corrective actions to the Programme Team.
    • Supports the Nigeria TAM and CT Travel Programmes’ Integrated Project Teams with the development and operationalization of interagency processes for information collection, analysis and exchange.  
    • Provides direct mentorship services to national counter-terrorism and border management practitioners on threat assessment-related duties and API and PNR system development.

    Sustainment

    • Provides national and local assistance to UNOCT so as to ensure continuity of operations with all participating entities throughout the post-elections transition period (as required). 
    • Supports the organization of a real-life, multi-stakeholder aviation terrorism risk management exercise which demonstrates the effective implementation of the processes and know-how developed through the TAM Programme.
    • Supports the facilitation of Advance Passenger Information (API) and Passenger Name Record (PNR) capacity-building and technical assistance activities, including trainings and working group meetings, in close cooperation with other international Programme Partners.
    • Identifies future areas of cooperation between UNOCT and the Government of Nigeria. 
    • Expanded Regional Presence
    • Assists TAM and CT Travel Programme outreach to other interested Member States in both the North and West Africa region by supporting and coordinating with prospective government administrations.
    • Provides local support with the organization of a multi-day regional engagement that convenes operational-level practitioners from across either North or West Africa on aviation security and counter-terrorism issues.
    • Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above

    Head, Dispute Resolution Unit

    The Legal Advisor will report directly to UNOPS’s Deputy General Counsel and will head the Dispute Resolution Unit in the Legal Group. 

    He/she works closely with the other teams within the Legal Group and the Integrated Practice and Support (IPAS) Legal team at UNOPS Headquarters in Copenhagen to ensure an integrated and harmonized approach in the provision of legal advice and services. Unit leads in LG are responsible for building and maintaining effective relationships with country offices and stakeholders at HQ. Each lead is expected to cultivate and strive for an inclusive and high-performing team for the Legal Group overall, that enables UNOPS to deliver its mission to help people build better lives and countries achieve peace and sustainable development. 

    As a Unit lead, you will  require a good understanding of the operational context UNOPS works in. You must be a good communicator, open to challenges and comfortable navigating complexity. Your analytical and strategic skills will allow you to propose and implement plans to address operational matters, remove blockages and follow through with opportunities. 

    In order to exercise his/her legal responsibilities, the incumbent acts with designated authority provided by the General Counsel. The incumbent will work in accordance with the instructions established by the Deputy General Counsel. 

    Core Functions:

    • Keep a balance between operational implementation efficiencies and policy/rules requirements, but also contribute towards long-term solutions by leading the development and improvement of policies and processes for efficient project implementation. 
    • Develop new policies or projects approaches and assess the quality of deliverables. 
    • Create opportunities for expanding and developing new client relationships. 
    • Undertake a number of core functions, including reviewing UNOPS documents where such advice is required, and managing disputes brought against the organization by contractors and third parties.
    • Work independently and drive initiatives under their portfolio with limited supervision. 
    • Perform any other duties, as requested by the Deputy General Counsel and General Counsel, including in respect to human resources, ICT and procurement matters.

    Head, LCR Workstream

    The Legal Advisor will report directly to UNOPS’s Deputy General Counsel and will head the LCR workstream in the Legal Group, which handles all legal advice and services in relation to issues arising from UNOPS’ operations and activities in the Latin and Central America region (LCR).  

    The Advisor works closely with the other teams within the Legal Group and the Integrated Practice and Support (IPAS) Legal team at UNOPS Headquarters in Copenhagen to ensure an integrated and harmonized approach in the provision of legal advice and services. Unit and workstream leads in LG are responsible for building and maintaining effective relationships with country offices and stakeholders at HQ.
