    Project Manager, Field Support Services Project (FSSP)

    Nature and Scope

    • In response to a Request for Proposals by Canada’s Department of Foreign Affairs. Trade and Development (DFATD), WUSC is preparing a proposal for the Field Support Services Project (FSSP) based in Nigeria.This FSSP is responsible for providing a range of services in support of program delivery and policy dialogue of Canada’s international assistance in Nigeria. These services include, but are not limited to, the provision of technical, administrative, financial, and logistical support services.
    • The FSSP Project Manager will be responsible for managing the delivery of administrative, logistical and financial management services provided by the FSSP.

    Responsibilities 
    The tasks for the FSSP Project Manager include, but are not limited to:

    • Ensuring overall quality of services provided, deliverables and management oversight provided by the FSSP, including administrative, financial and logistics management services;
    • Leading the development of all key FSSP documents, including Operating Procedures Manual and Annual Work Plans;
    • Regularly liaising with the Technical Authority, Nigeria Program at the HQ, and other relevant project stakeholders;
    • Developing and maintaining networks of key stakeholders (government, civil society, other donors, private sector); and
    • Ensuring the effective management and internal monitoring of project progress and results, including dealing with project issues and problems as they arise;
    • Ensuring cost-effectiveness of services provided by the FSSP.

    Qualifications and Competencies

    • Advanced Degree in a relevant discipline such as political sciences, law, international development, economics, finance, business administration, project management, social sciences, engineering, applied sciences;

    Experience:

    • A minimum of six (6) years of experience as a Project Manager;
    • Prior experience working in a Developing Country or working with International Development Assistance Stakeholders, preferably in Nigeria;
    • Proven track record of managing international development projects with a minimum annual budget of 1 million dollars
    • Demonstrated Experience leading the development of project documents, including Operating Procedures Manual and Annual Work Plans;
    • Experience ensuring quality and management oversight of all services delivered within the project, including administrative, financial and logistics management services;
    • Strong communication skills for effective interaction with government authorities or their representatives and other relevant project stakeholders;
    • Proven ability to manage project costs effectively.
    • Experience implementing a strategic engagement plan for regular liaison with stakeholders.
    • Skill in building and maintaining networks with critical stakeholders across government, civil society, donors, and the private sector.
    • Ability to assess stakeholder needs and align them with project objectives.
    • Experience working collaboratively with diverse stakeholders (donors, government, civil society, private sector, academia).
    • Able to work effectively in a dynamic team environment (working both independently and as part of a small team); and
    • Curious, enthusiastic and willing to innovate and adapt.

    Language:

    • Professional proficiency in English (oral, reading, writing).

    Financial & Administrative Officer, Field Support Services Project (FSSP)

    Nature and Scope

    • In response to a Request for Proposals by Canada’s Department of Foreign Affairs. Trade and Development (DFATD), WUSC is preparing a proposal for the Field Support Services Project (FSSP) based in Nigeria.This FSSP is responsible for providing a range of services in support of program delivery and policy dialogue of Canada’s international assistance in Nigeria.
    • These services include, but are not limited to, the provision of technical, administrative, financial, and logistical support services.
    • The Finance and Administrative Officer will be responsible for managing the financial, procurement and administrative aspects of the FSSP.

    Responsibilities
    The tasks for the FSSP Finance and Administrative Officer include, but are not limited to the following:

    • Ensuring record keeping and retention;
    • Providing advice or assistance, as needed, in connection with local government documentation requirements, visa and work permit processes, and related services, such as arranging for security and accommodation;
    • Managing expenditures and supporting documentation, including Travel Letters (Annex F), for eligible reimbursable expenses made under the Other Direct Costs funding envelope, if authorized and required;
    • Preparing and reviewing financial reports;
    • Developing and managing reporting and invoicing;
    • Assisting with travel and logistical arrangements for Technical Specialists;
    • Managing the administrative services;
    • Assisting with logistical services, such as arranging vehicle rental, travel arrangements, event and mission planning and management, as required.

    Qualifications and Competencies

    • Advanced Degree in a relevant discipline such as Business, Finance, Accounting, or Management.
    • Certification or Designation in a relevant discipline such as Accounting or Finance (e.g. Certified Public Accountant (CPA), Certified General Accountant (CGA), Chartered Financial Analyst (CFA))

    Experience:

    • A minimum of five (5) years of experience as a Financial and Administrative Officer
    • Prior experience working in a Developing Country or working with International Development Assistance Stakeholders, preferably in Nigeria;
    • Proven track record of managing international development projects with a minimum annual budget of 1 million dollars ;
    • Demonstrated experience in managing and monitoring project expenditures according to the approved budget. This includes ensuring accurate and timely project financial data maintenance.
    • Proven ability to prepare comprehensive financial reports.
    • Demonstrated experience in administering logistical services, including arranging vehicle rentals, travel arrangements, and event and mission planning and management.
    • Proven ability to establish and maintain efficient record-keeping and filing systems.
    • Demonstrated ability to manage time productively and efficiently and meet changing deadlines;
    • Able to work effectively in a dynamic team environment (working both independently and as part of a small team);
    • Good analytical, problem-solving, and decision-making skills;
    • Highly proficient in the use of Microsoft Office and Google software including Gmail, calendar, drive, spreadsheet, word processing, and presentation software.

    Language:

    • Professional proficiency in English (oral, reading, writing).

    Project Coordinator, Field Support Services Project (FSSP)

    • Facilitating communication between stakeholders to clarify requirements or resolve any queries;
    • Ensuring appropriate administrative oversight of service rendered, including timely delivery and quality assurance of deliverables;
    • Ensuring the quality of the reporting , invoices and completeness of supporting documents for services rendered;
    • Coordinating project activities with other stakeholders;
    • Administering the provision of logistical services, such as arranging vehicle rental, travel arrangements, event and mission planning, as required;
    • Arranging and confirming meetings;
    • Providing coordination services such as booking event space with interpretation, videoconferencing and teleconferencing services.

    Qualifications and Competencies

    • Advanced Degree in a relevant discipline such as Political Sciences, Law, Business, Finance, Accounting, Logistics, Economics, International Development, Procurement, Project Management, Business Administration, Engineering, Applied Sciences.

    Experience:

    • A minimum of four (4) years of experience as a Project Coordinator
    • Prior experience working in a Developing Country or working with International Development Assistance Stakeholders, preferably in Nigeria;
    • Proven track record of managing international development projects with a minimum annual budget of 1 million dollars ;

    • Demonstrated ability to manage logistical services, including travel arrangements, event planning, and meeting logistics (booking space, interpretation, conferencing services).
    • Proven ability to integrate stakeholder priorities and needs into project planning and execution for collaborative action.
    • Demonstrated experience convening and facilitating project consultations and policy dialogue among diverse stakeholders.
    • Demonstrated experience in liaising and coordinating with multiple stakeholders (government, civil society, donors, private sector, academia) at the country or regional level, relevant to the project sector.
    • Attention to detail and sensitivity to confidential information;
    • Demonstrated ability to manages time productively and efficiently and meet changing deadlines;
    • Able to work effectively in a dynamic team environment (working both independently and as part of a small team).

    Language:
