    Programme Officers

    Purpose of the job

    • The program officer will oversee the day-to-day implementation of the Global Fund GC7 grant in each state and will support the State TB and Leprosy Control Programs (STBLCP) as well as the State AIDS and STI Control Program (SASCP) in the control of TB and HIV in the supported states.
    • The program officer will support demand creation for TB and HIV control services, support the diagnosis of TB from the private sector and the community, as well as support the provision of HIV testing services to pregnant women through community engagements and early infant diagnosis for HIV.
    • The program officer will also support the management of diagnosed TB/DRTB cases in each supported state and ensure that all enrolled TB clients have a favourable treatment outcome.
    • They will organize and conduct regular data-driven health facility supervision to ensure quality TB, TB/HIV, and DR-TB surveillance and service delivery.

    Duties and responsibilities:

    • Oversee the implementation of all components of the Global Fund GC7 grant in the state.
    • Facilitate the engagement of private health facilities and other relevant stakeholders in TB and HIV control.
    • Organize and conduct regular data-driven health facility supervision to ensure quality TB, TB/HIV, and DR-TB surveillance and service delivery.
    • Provide regular technical support and supervision to field personnel, including private health sector care providers, linkage coordinators, sample movers, PPM cluster coordinators, sputum movement consultants, community TB/HIV cascade monitors, CBOs, and other related staff providing services along the TB service delivery cascade.
    • Support facilities to ensure effective linkages for the TB clinical cascade as well as integration with allied interventions, including HIV/AIDS prevention, care, and treatment.
    • Work with relevant state staff to disseminate guidelines, tools, and procedures that will support the achievement of quality service delivery.
    • Contribute to the development of program strategies, subproject documents, work plans, and budgets, and ensure key performance indicators are met in line with the grant objectives.
    • Contribute to the development of lessons learned from programs and projects related to TB and TB/HIV program interventions and apply these lessons to modify existing programs and improve the design of new programs.
    • Represent KNCV with donors and government officials on issues related to the Global Fund GC7 grant.
    • Assist in strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks.
    • Assist in the data collection, collation, validation, and reporting according to the KNCV GF M&E plan.
    • Submit monthly or quarterly state progress reports to the country office.

    Job Specifications

    Education:

    • MBBS/Pharm./BSc and a master’s degree or higher in public health.
    • A master’s degree in public health will be an additional advantage.

    Knowledge/experience:

    • A minimum of five (5) years of experience in TB/HIV program implementation in a resource-challenged setting.
    • Demonstrated experience with public health disease programs and/or surveillance strengthening in developing countries (including national TB control programs and/or other infectious disease control) is highly desirable.
    • Knowledge of and familiarity with key HIV innovations and other strategic initiatives with a focus on surveillance and/or monitoring.
    • Experience with Global Fund policies, regulations, and procedures is desirable.
    • Proficiency in statistical analysis and the use of computers.
    • Excellent communication and interpersonal skills; approachable and good listener.

    PPM Cluster Coordinators

    Purpose of the job

    • The PPM Cluster coordinators will support the state program officer to collate, analyze and review data from the engaged private health facilities.
    • They will be responsible for technical oversight on the private health facilities, as well as supporting these facilities to improve in their TB case finding and documentation.

    Duties and responsibilities:

    • Support the engagement of private health facilities in supported states for TB case finding and management.
    • Support the linkage coordinators in the state to ensure oversight on the engaged private health facilities.
    • Weekly, monthly, and quarterly data collation from the linkage coordinators and analysis of this data for onward transmission to the state program officer.
    • Monthly validation of data submitted by the linkage coordinators to ensure that submitted data are complete and correct.
    • Monthly/quarterly data harmonization with the local government supervisor to ensure that all PPM related data in the state is captured by the TBLS.
    • Conduct any other task as may be assigned.

    Job Specifications

    Education:

    • HND or Bachelor’s degree.

    TB/EID Sputum Movement Consultants

    Purpose of the job

    • The TB/EID Sample movement consultant will support general Public Private Mix (PPM), community active TB case search as well as HIV early infant diagnosis implementation in the state with a special focus on sample referral to testing sites by sputum movers, as well as timely retrieval of results, and ensure adequate documentation and monitoring.

    Duties and responsibilities:

    • Collaborate with the State Program Officer to work with the State program in reviewing the existing molecular diagnostic sites (GeneXpert, Truenat, etc) mapping.
    • Support the effectiveness and efficiency of sputum sample/EID referral in both public and private facilities in the state to designated GeneXpert sites and reference laboratories.
    • Conduct routine monitoring and supervisory visits to ensure the effectiveness of sample referrals in their respective states.
    • Collate and submit monthly sputum shipment data in the state to the state program officer.
    • Review and submit verified Sputum/EID payment sheet monthly.
    • Coordinate monthly harmonization of data between the Linkage coordinators/CBOs and the Local Government Tuberculosis and Leprosy Supervisor (LGTBLS)
    • Support demand creation for Tuberculosis (TB) services at the community level
    • Write and share monthly narrative reports on sample shipment.
    • Routine review and validation of sample shipment reports by the linkage coordinators for their respective states.
    • Facilitate prompt resolutions of downtimes at any designated molecular diagnostic site and re-direct or re-distribute sputum samples to nearby sites for prompt testing.
    • Conduct any other task as may be assigned.

    Account Associate

    Purpose of Job

    • To keep accurate, complete, and up-to-date office records for KNCV, the Account Associate is expected to support the Finance and Account Department under the TB-Lon 1 and 2 project.

    Job Description

    • Review of staff travel authorization (TA) and request for advance (RFA).
    • Review of staff declarations and technical officer retirements/supporting documents.
    • Proper filling of approved and paid vouchers or financial documents.
    • Documentation and stamping of paid vouchers or financial documents.
    • Follow up with staff for incomplete retirements or other related issues.
    • Review of payment requests in line with approved budgets by the supervisor.
    • Other finance tasks were assigned to the associate. Perform tasks within your capabilities as instructed by your supervisor.

    Skills and Qualifications

    • A degree in Accounting, Finance, Business Management, or any other relevant degree

    Senior Account and Admin Associate

    Purpose of Job

    • To keep accurate, complete, and up-to-date office records for KNCV, as well as to provide general support to the Cluster Accountant Officer in Akwa-Ibom and to provide support for all admin activities for the TB-Lon 1 and 2 project.

    Job Description

    • Assist to ensure timely documents are made available for payments of project-incurred expenses documented and filed correctly.
    • Assist in ensuring the accurate compilation of financial progress reports in accordance with administrative.
    • Ensure effective management of the regional procurement process and efficient maintenance of the the the inventory list of cluster office assets.
    • Provide overall support to the accounts department with no errors.
    • Support in arranging logistics (travel, hotel, visa application, etc.) for the workshops, meetings, and field trips.
    • Control stationery and maintain stationery inventories; support the purchase of office consumables and other items as required.
    • Ensure adherence to all major financial rules and regulations, which are described in the KNCV Finance Manual and other appropriate policies.

    Senior Account Associate

    Purpose of Job

    To keep accurate, complete, and up-to-date office records for KNCV, as well as to provide general support to the senior accountant officer at the central office in Abuja and to provide support for all procurement activities for the TB-Lon 1 and 2 project.

    Job Description

    • Checks and assigns codes to all financial documents.
    • Enters all financial documents into the accounting system.
    • Prepare and process payments in the banking system.
    • Monitor all advance accounts and report outstanding balances to the senior accountant officer.
    • Ensure that all project-incurred expenses are timely paid, documented, and filed.
    • Assist in the annual audit process and related activities.

    Senior Admin Associate

    Purpose of Job

    The Senior Admin Associate is responsible for the smooth operation of overall administrative activities. He or she is responsible for the logistics of staff, including travel arrangements, organizing meetings internally and externally, and ensuring that office supplies are in place. Ensures an updated inventory management system for all projects. Ensure a proper functioning logistics support system, including flight management, and provide support for all procurement activities for the TB-Lon 1 and 2 project.

    Job Description

    • Provides administrative and logistical support in organizing workshops, events, trainings, etc., including preparing the necessary documentation.
    • Arranges flights for all domestic air travel as per request(s).
    • Facilitates visa processing for visiting international consultants (writing invitation letters, obtaining travel approval at immigration services, etc.).
    • Arranges hotels and arranges transport for all visitors.
    • Responsible for arranging hotels and accommodations for workshops, meetings, and training based on the selection of vendors made by the committee or management.
    • Coordinates transport arrangements for the overall program activities as per the request in a timely manner and ensures the information is accurate in the logbook and up-to-date.
    • Provides historical reference by developing and utilizing filing and retrieval systems.
    • Ensure proper use and maintenance of physical assets and offices, including vehicles, equipment, furniture, and office buildings. Arrange for repairs as necessary.
    • Serves as a security liaison and manages information for the security of staff offices and physical assets belonging to the organization, ensuring KNCV fulfills security-related regulations.
    • Undertake supply and service provider pre-qualification, conduct market research, identify and recommend legitimate local suppliers or contractors through systematic evaluation, and maintain a database of potential and active suppliers and contractors.

    Senior HR Associate II

    Purpose of Job

    • The Senior HR Associate II is expected to coordinate all assigned human resources activities. Hierarchically, the Senior HR Associate II is to report to the KNCV Human Resources Officer.

    Job Description

    • Support the coordination of inductions for new staff.
    • Support documentation for all employees.
    • Maintain trackers of all recruitment and new staff information.
    • Assist in collecting the information required for HR policies and other HR related projects.
    • Manage the Senior HR Associate filing system for HR information, including sensitive and confidential information.
    • Support with administration relating to HR strategic plans on capacity building, training, and all medical fitness for new hires and staff.
    • Supervise annual medical checks for staff at KNCV Nigeria.
    • Maintain up-to-date staff records in both electronic and hard copy files, and ensure the files are complete and all required documentation is maintained in a confidential and secure manner.
    • Liaise with the HR officer to ensure seamless onboarding and offboarding of staff.
    • Liaise with Senior HR Associate I in the monitoring of leave balances, follow through for updates in Job description, and initiate the performance management cycle for staff.
    • Liaise with the senior HR officer to track the duration of all staff contracts and ensure they are updated or notified of termination a month before the due date.
    • Supervise the Human Resource Associate in the preparation of all staff correspondence as assigned to him or her.
    • Maintain an updated full-time, associate, and ad hoc staff list and monitor the demographics to give informed decision to HRM on staff demographics, e.g., gender ratio, etc.
