    Program Associate – Data Analytics and Visualization I

    Position Summary

    • The Data Analytics and Visualization Program Associate is responsible for designing and implementing a strategic vision for electronic systems to analyze, report, visualize, and disseminate program data.
    • S/he will work closely with the Senior MEAL Advisor and project team to implement innovative data visualization tools tailored to country-specific needs.

    Major Accountabilities

    • Working in close coordination with the Senior MEAL Advisor and other technical leads, manages the development and execution of a roadmap for new and/or existing applications or initiatives to support data management, analysis, visualization, and use.
    • Oversees the creation and dissemination of analytic tools including user-friendly front-end interfaces, automated routinely generated reports, queries, and analytic datasets to the project team, the donor, ministries of health (MOH), and key stakeholders.
    • Advises on data management systems security and compliance with national guidelines.
    • Leads efforts to develop robust, user-friendly, high-quality interfaces for data visualization.
    • Supports increased data use across the project for program monitoring and evaluation.
    • Supports preparation of regular and ad hoc data products.
    • Collaborates with and supports requests to examine data in key content areas.
    • Lead analysis for program M&E using routinely collected service delivery data.
    • Generate summary reports for reporting and program M&E.
    • Develop a curriculum and implement analysis training(s) for MRITE staff and partners.
    • Oversees the creation and maintenance of codebooks, user guides, documentation, and standard operating procedures (SOPs) as needed for project strategic information (SI) systems.
    • Proactively maintains knowledge of recent developments such as “big data” analytics applications and data visualization.
    • Perform other related duties as required.

    Requirements

    Educational Qualification:

    • A First Degree in Public Health, Demography, Statistics, Computer Science, Information Management, or a related discipline.
    • An advanced degree is an added advantage.

    Experience, Skills, and Other Requirements:

    • 2-4 years of experience managing and analyzing large data sets and experience with advanced statistical analysis.
    • Demonstrated experience working with SPSS, SQL, STATA, and Microsoft Office Applications.
    • Demonstrated experience working with Geo-special analysis tools, e.g. QGIS, and ArcGIS.
    • Demonstrated experience with Thinkcell, PowerBi or Tableau.
    • Experience in the design, implementation, and management of health monitoring and evaluation systems in low-resource settings.

    MEL Associate

    Project Description

    • The MOMENTUM Routine Immunization Transformation and Equity (M-RITE) project is part of a suite of innovative awards funded by the United States Agency for International Development (USAID) to holistically improve family planning and maternal and child health in partner countries around the world.
    • The project applies best practices and explores innovations to increase equitable immunization coverage in USAID-supported countries around the globe. It works to build countries’ capacity to identify and overcome barriers to reaching zero-dose and under-immunized children and older populations with life-saving vaccines and other integrated health services. M-RITE works at multiple levels and in alignment with global strategies such as the Immunization Agenda 2030 and Gavi 5.0.
    • The project also contributes to ongoing global efforts to mitigate the impact of COVID-19 on immunization services and support countries to prepare for and introduce vaccines against COVID-19 once they are available.
    • In Nigeria M-RITE works to strengthen routine immunization (RI) services in M-RITE-supported counties and supports COVID-19 vaccine rollout at the national level, with targeted support at the county level.

    Summary

    • As a member of the M-RITE Project’s broader MEL team, the Officer(s) will contribute to the MEL approach through advice on MEL tools, processes, and guidance.
    • The position will maintain the Project’s results framework, get into the field for monitoring visits, collect a range of evidence, and evaluate the performance of various aspects of the Project.
    • This role will convene Data review meetings with staff and other stakeholders to talk about results and how M-RITE can improve its performance.
    • He/she will also contribute to M-RITE’s reporting to the USAID, writing clear, concise reports on our development results. This position report to the State Team Lead.

    Responsibilities

    • Collaborate with RI stakeholders including representing M-RITE on technical committees to facilitate evidence-based planning for Immunization services and ensuring that plans are aligned to National Strategic Plans for Immunization.
    • Collaborate with the Abuja MEL team on the development and monitoring of indicators to measure immunization coverages. This includes setting up performance review meetings, developing performance dashboards to influence data-to-decision making at national and sub national levels.
    • Coordinate and supervise support supervision to State/LGAs and other Implementing Partners to; improve data collection, recording, reporting and compliance with the set standards.
    • In collaboration with the SERICC and LERICC, support Program and M&E Officers to collect, process, and manage data on immunization service delivery and logistics/supplies to ensure the data is of high quality for accurate reporting and use in planning, and keeping up-to-date data base.
    • Participate in NPHCDA/SPHCDA led operational research useful to inform policy development and program design for implementation.
    • Lead learning and adaptation process within the team, facilitating a quarterly Learning Retrospective meeting to review, analyse, and interpret monitoring data and discuss changes to implementation as needed.
    • Regularly control and review data collection processes, performing data quality assessments, and adjusting as needed.
    • Identify ways to streamline processes and increase efficiency in gathering and using performance information to maximize program impact and development.
    • Communicate information obtained through MEL activities to program staff and various external stakeholders, notably donors and partners.
    • Develop data collection flows to ensure data integrity and validity at the output and outcome levels.
    • Provide technical support and oversight on monitoring and evaluation of the M-RITE project at the state and LGA level
    • Ensure that the implementation of monitoring and evaluation activities are in line with the project’s implementation plan and meets the donor and project’s M&E needs.
    • Provide technical support to state officers in ensuring that programmatic data/indicators are accurately captured, and reported according to set guidelines.
    • Represent and make appropriate presentations to stakeholders at various fora on program achievements and deliverables and other M&E activities
    • Provide continuous technical lead to project team on data management and regularly analyze state data, highlight important programmatic gaps and coordinate with program management and others in addressing these gaps.
    • Conduct routine monitoring and supportive supervisory visits to project sites, including the conduct of data verification and validation and data quality assessments (DQAs) using standard checklists
    • Ensure regular maintenance of database/information system, project’s training database and programmatic progress updates that documents achievements on a regular basis.
    • Support monitoring activities to project sites, collation/analysis of monitoring reports for program feedback and decision making
    • Facilitate the preparation/production of project reports, journal publications,and assessment reports, human success stories and quarterly fact sheets.

    Qualifications

    • The applicant should preferably hold a Master’s Degree in Epidemiology, Public Health, Medicine, Biostatistics, Statistics, Health informatics, Computer Sciences, Social Sciences, or any other health related field.
    • Minimum of 2 years’ experience in M&E for international donor funded projects, preferably USAID-funded projects.
    • Knowledge and experience with immunization programming and activities or related experience in MNCH and Integrated PHC required.
    • Field experience in conducting  periodic RDQA and Routine Immunization Spots checks for USAID funded projects is mandatory
    • Strong experience with data management in Nigeria including data entry and cleaning, data analysis and report writing.
    • Demonstrated ability to meet strict deadlines.
    • Knowledge of evaluation research methods (qualitative and quantitative), including data processing.
    • Computer proficiency including use of MS Excel, Word, PowerPoint; experience with advanced statistical packages (e.g., Stata, SPSS), routine data collection and reporting platforms (e.g., DHIS2) and GIS mapping skills as a plus.
    • Excellent communication skills, both written and oral.
    • Written and spoken English required.
    • Strong command of English and any Nigerian Language Hausa/Igbo/Yoruba.

    Social Behaviour Change and Communication Program Associate

    Summary

    • The Social Behaviour Change and Communication Officer will report to the SSBC Advisor and provide technical support to the field team in all key SBCC, Gender & RI/PHC programmatic areas.
    • S/he will work with the JSI team to support the implementation of the Momentum Routine Immunization Transformation and Equity Project according to the approved work plan to ensure the achievement of strategic goals and objectives.
    • The Social and Behaviour Change Communication Officer’s role will be community-based in USAID/ Momentum Routine Immunization Transformation and Equity Project intervention areas to promote key transformative RI/PHC awareness programs through adapting RI/PHC behaviour change strategies.

    Responsibilities

    • The Social Behaviour Change and Communication Officer will provide technical expertise in social behaviour change communication areas with a special focus on Advocacy, Demand generation and Community mobilization for RI/PHC.
    • Support the Senior SBC Advisor in the design of the project SBCC model and lead in the implementation of all SBCC campaigns to increase community level of awareness on key RI/PHC behaviour change through various transformative practices and learning processes.
    • Support the Senior SBC Advisor in the development of training materials, and curriculum and Media plan focusing on RI/PHC behaviour change while ensuring adaptability to local context using appropriate communication tools.
    • Identify and establish a strong working relationship with other project partners to support the Momentum project with the intervention communities.
    • Ensure gender mainstreaming in all elements of planning and implementation of Momentum activities, communication, and promotion of social inclusion/equity for all women in the intervention communities.
    • Lead in the planning, coordination, and implementation of RI/PHC activities to promote improved utilization of RI/PHC services in the state.
    • Oversee the establishment of community-based caregivers group and conduct monthly meetings with care groups to promote improved utilization of RI/PHC among women-pregnant and lactating mothers, young girls(adolescents), caregivers, and women with children under age 5.
    • Support the State Team Lead in strong community engagement and lead all mobilization and periodic sensitization of community members on the Project SBC activities.
    • Lead the commemoration of global & RI/PHC events that strongly aligns Project goals and objectives with a special focus on gender.
    • Share learning and developments on SBCC using various media platforms.
    • Provide weekly field reports, contribute to monthly activity progress reports, document and share lessons learned, success stories, community feedback as well as general situational awareness within the communities.
    • Support the Monitoring & Evaluation team to track program activities and deliver surveys, assessments, and other monitoring activities to ensure that interventions are on-track for progress and increased impact.
    • Work closely with community structures for implementation of all Momentum Routine Immunization Transformation and Equity Project activities through effective community mobilization and sensitization for community-led RI/PHC activities with a focus on achieving Program strategic objectives.
    • Maintain successful relationships between the Project and community associations, community leaders, and other key stakeholders in the host community while working in the field.

    Requirements

    The Ideal Candidate’s Experience:

    • Degree in Public Health, Communications, or related field; advanced degree is preferred;
    • Experience in leading the development and implementation of advocacy and communication strategies, with clear theories of change, specific, measurable and timebound objectives, and performance indicators.
    • A track record of achieving or contributing to tangible policy change at the state or national level is a plus.
    • Proven experience in deploying a range of advocacy and communication tactics based on a clear theory of change.
    • Demonstrated experience in drafting human angled stories to USAID audiences
    • Experience in building strong relationships with traditional and social media entities and using media relations and channels to engage public audiences.
    • Experience in leading the development, implementation and monitoring of digital strategies.
    • Experienced and current in digital and social media content and audience trends as well as in managing online platforms and channels.
    • Experience in building and maintaining a network of stakeholders, and in working with coalitions.
    • Strong communicator with emphasis on being able to present complex policy ideas in succinct, engaging ways through campaign narratives and creative tactics.

    Program Associate

    Job Summary

    • The primary role of the State Program Associates will be to support the SPHCDA team in five State of Bayelsa, Edo, Imo, Jigawa and Lagos Nigeria and provide strategic leadership in order to ensure effective planning and implementation of SPHCDA priority activities. 
    • The State Program Associates will work under the supervision of the M-RITE Nigeria State Team Lead (STL) and will collaborate closely with the SPHCDA/LGHA and partner organizations.

    Responsibilities

    The State Program Associates will be responsible for providing technical assistance to the SPHCDA/LGHA, including other local partner:

    • Serve as a strategic, high-level technical Officer to the SPHCDA/LGHA, and technical sub-committees and working groups responsible for routine immunization and COVID-19 vaccination
    • Work in collaboration with the SPHCDA and technical partners to complete evaluations of immunization activities at state level in the 5 selected states.
    • Work with SPHCDAs/LGHA to develop strategies to reduce zero dose and under immunized in the states and work with LGAs and PHCs to continue to identify, reach, monitor, measure and advocate for support from key community stakeholders.
    • Work in collaboration with the SPHCDA/LGHA technical working groups and sub-committees to define and implement COVID-19 vaccines, and to align state-level support to national strategies including Zero Dose strategy, HSS, and SCALES 3.0.
    • Support all aspects of the catch-up phase for COVID-19 vaccination (Bayelsa, Edo and Lagos state only) technical assistance.
    • Provide technical assistance to analysis of program performance.  Collaborate with partners to collect and analyze data, monitor performance, and support SPHCDA/LGHA with strategic leadership for planning and implementing corrective actions.
    • Provide linkages between M-RITE and local partners (NGOs, etc.) to mobilize them and provide support and technical assistance to program activities. Work with these organizations to ensure technical support at all levels. 
    • Support the development and submission of progress reports to M-RITE and partners, including regular reporting of updates
    • Remain in regular contact (by email, phone, Slack, etc.) with the M-RITE Nigeria leadership team and the M-RITE global level team through regular check-in meetings
    • Under the guidance of the M-RITE State Team lead, oversee the LGA level support for RI/PHC
    • Other duties as assigned.

    Qualifications

    • Bachelor’s or other Advanced Degree with 5+ years of experience, or equivalent experience..
    • Minimum 7 years of relevant work experience in Maternal and Child Health (MCH) projects with a focus on introducing, implementing, and evaluating vaccination and PHC services. 
    • A strong knowledge of immunization programming and Health Systems Strengthening in USAID funded project highly desirable.
    • Leading and managing USAID funded MCH program in cluster of  LGAs is strongly desirable
    • Experience with health system strengthening and pro-equity approaches in Nigeria with a preference for technical expertise in immunization/vaccine preventable diseases and PHC at state or zonal level is desirable.
    • Demonstrated leadership with proven track record to work across multiple partners (e.g., State and or LGAgovernment, donors, and other partners such as WHO, AFENET) to build and sustain collaborative relationships.

    Program Associate – Reaching Zero Dose and Underimmunized Children

    Job Summary

    • The primary role of the Program Officer, Reaching Zero Dose and underimmunized children will be to support the NPHCDA and SPHCDA  in five State of Bayelsa, Edo, Imo, Jigawa and Lagos to support implementation of the GoN’s ‘zero dose’ strategy and support other efforts for routine immunization strengthening.
    • The PO will report to the Country Director to support all aspects of the catch-up phase/Recovery plan of NPHCDA in focused states.

    Responsibilities

    • The Program Officer will be responsible for providing technical assistance to the NPHCDA, including other local partners.
    • Serve as a strategic, high-level technical Officer to the NPHCDA/SPHCDA, and technical sub-committees and working groups responsible for advancing the GoN Recovery and Catch up plans. Exploring approaches and potential policies to reach unreached communities more effectively in fragile and conflict settings
    • Provide support to meeting agenda development (including identification of topics), scheduling and leading of relevant meetings, synthesis of meeting notes, and follow-up of key action items across Zero Dose workstreams.
    • Work in collaboration with the NPHCDA/SPHCDA and technical partners to support local rapid, iterative learning approaches that understand root causes and in turn innovate and test strategies to address those causes and reach zero dose communities with sustainable solutions.
    • Ensure measurement of results to generate takeaways that feed into the Gavi zero dose learning agenda and other dissemination platforms that can influence similar efforts by other actors.
    • Establish and maintain collaborative and healthy partnerships with priority country officials, Gavi staff, grantees, partners, and other M-RITE teams supporting efforts to reach zero dose communities and strengthen routine immunization.
    • You will advise grantees to achieve the desired impact of grants; conduct site visits when appropriate, provide technical guidance, convene meetings and apply and evaluate milestone-based performance objectives.
    • Prepare and write briefs and synthesize existing literature. Provide written analysis of key topics for M-RITE management. Fulfill data requests from leadership.
    • Work with SPHCDAs to develop strategies to reduce zero dose and under immunized in the states and work with LGAs and PHCs to continue to identify, reach, monitor, measure and advocate for support from key community stakeholders.
    • Work in collaboration with the SPHCDA technical working groups and sub-committees to define and implement COVID-19 vaccines, and to align state-level support to national strategies including SCALES 3.0.
    • Provide technical assistance to analysis of program performance.  Collaborate with partners to collect and analyze data, monitor performance, and support SPHCDA with strategic leadership for planning and implementing corrective actions.
    • Provide linkages between M-RITE and local partners (NGOs, etc.) to mobilize them and provide support and technical assistance to program activities. Work with these organizations to ensure technical support at all levels. 
    • Support the development and submission of reports to M-RITE and partners, including regular reporting and final report. 
    • Remain in regular contact (by email, phone, Slack, etc.) with the M-RITE Nigeria leadership team and the M-RITE global level team.
    • Under the guidance of the M-RITE State Team lead, oversee the LGA level support and supervise the M-RITE state immunization advisors to perform the project activities at the state level.

    Requirements

    • Bachelor’s or other Advanced Degree with 3+ years of experience, or equivalent experience..
    • Minimum 3 years of relevant work experience in Maternal and Child Health (MCH) projects with a focus on introducing, implementing, and evaluating vaccination and immunization services.
    • Demonstrated ability to work with, organize, and analyze data and develop insights from it (e.g., identifying issues, forming hypotheses, synthesizing conclusions, and helping to implement change).
    • Experience in projects that involve liaising with County governments, other government institutions, WHO, USAID, UNICEF, other stakeholders, and NGOs.
    • Experience managing and coordinating nuanced partnerships and to support countries and Gavi Alliance partners to successfully connect immunization and other health services with zero dose communities
    • Strong writing and verbal skills for communicating with a broad and diverse audiences.

    • Experience in implementing and measuring agile learning approaches.

    • Ability to work in a complex environment with multiple tasks, short deadlines, and an emphasis on quality.
