    Community Mobilization Officer

    Community Mobilizer Officer (Temporary Appointment)

    GOALPrime Organization Nigeria (GPON) is a policy-driven humanitarian, non-governmental organization that implements its program through revitalized partnership. It is a non-profit organization with a mandate of making the lives of vulnerable people especially in the face of disaster or crises. GPON is presently operating in the North-eastern regional part of Nigeria where we have reached over 1,000,000 lives with relief materials, child protection services, GBV mitigation services, livelihood skill-building, health services, and Education support services.

    For the next twelve months, GPON shall be implementing a CPiE project with funding support from the United Nations Children’s Fund (UNICEF), in Maiduguri, Mafa, Jere, Damboa, Dikwa, Bama, Banki, Ngala and Konduga LGAs of Borno state. This is a one-year project with an option to extend it.     Dimensions of Role
    The post holder will coordinate the community mobilization part of CPiE programming by facilitate the community outreach programme through promoting the efficient and effective sensitisation and mobilize the community with other programme team members for the assigned LGA emergency CPiE programme.

    Key End Results and typical Responsibilities

    In collaboration with the Field Team and project coordinator, the Community Engagement Officer will be:

    • Design and facilitate community mobilization/sensitization campaigns in collaboration with Community based management, Project officers and other staff.
    • Supervise the activities of community volunteers on location to ensure quality implementation of activities and ensure communities are sensitised to the programme as quickly as possible.
    • Identify, report and provide on-the-job training to staff members related to community mobilization part of CPiE;
    • Plan and organise weekly and monthly the Community Outreach programme for the local government area.
    • Orientate community volunteer, community based child protection monitors extension workers and health worker on community mobilization part of CPiE.
    • Ensure community volunteers clearly understand admission criteria to the CPiE programme and inform their communities
    • Ensure home follow up of all absentees, defaulters, deaths and children “at risk” is carried out.
    • Ensure liaison with existing community structures, groups and individuals where possible
    • Liaise with the supervisor and health facility and LGA Ministry of Health staff to ensure comprehensive community mobilisation, health education and treatment. 
    • Check that all messages given to carers, community groups, leaders, authorities are consistent and fully understood.
    • Mobilize and sensitise the child protection activities at LGA level and the community to involve the activities.
    • Identify the poor and very poor groups and those beneficiaries that have hygiene and sanitation problems in the community.
    • Submit a weekly and monthly report of all Community Outreach activities and statistics
    • Report progress and any problems in a timely manner to the Supervisor. 
    • Using systematic approaches gather information through the community about the program strong and weak side, on the week side take immediate action to solve.
    • Attend regular nutrition meetings with the team. 
    • Perform any other project related duties as specified by the project coordinator


    Dealing with Problems

    • Ability to manage competing priorities and expectations from internal and external stakeholders and remain calm and resilient in the face of pressure.
    • Manage multiple and work with distant colleagues to form a virtual efficient administration team;
    • Use Plan procedures to settle conflicts among colleagues;
    • Resolve problems that are not covered by established process.
    • Analyse possible causes of problems and suggest solutions to get them resolved.
    • Refer, whenever necessary, the case to the project coordinator for consideration.

    Communications and Working Relationships:

    • Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact
    • Support the preparation of reports for domestic and international consumption.
    • Provide timely responses concerning queries linked with relevant projects or programmes.
    • Report to the Child Protection in Emergencies specialist;
    • Provide support to Plan International Nigeria’s programme delivery and resource mobilisation.
    • Work with other members of the programme units to ensure effective and efficient programme delivery. 

    Knowledge, Skills and Behaviours Required to Achieve Role’s Objectives:
    Knowledge:

    Qualifications and Experience

    • University degree or equivalent in Social Science, Social Work, Psychology, anthropology, nutrition, Public Health, or related fields
    • iMinimum of 2 years relevant working experience under CP prevention including CMAM and response programming, humanitarian affairs or human rights.
    • Experience working in emergency settings
    • Experience working with refugees and other vulnerable populations (ideal)
    • Fluent in written and spoken English and Hausa
    • Strong experience providing counselling services that are gender-sensitive and child friendly.

    Skills & Knowledge

    • Strong skills in monitoring, evaluation, research and conducting participatory, community-led assessments. Experience working with case files and databases and providing regular documentation.
    • iExcellent community mobilization skills
    • Ability to work individually and within a team with limited supervision. A self-starter.
    • Good analytical, problem solving and project planning skills
    • Able to communicate clearly and strategically with internal and external stakeholders as a representative of Plan. This includes effective negotiation and representation skills.
    • Strong capacity building/training/coaching/mentoring skills with communities and internal and external staff
    • Computer knowledge - Microsoft Word, Excel, Outlook
    • Strong command of both written and spoken English

    Advocacy and Communications Officer (videographer)

    Minimum Qualification : 

    • Degree or certificate in photography, film production, fine arts, visual communications, journalism, or other relevant fields. If no degree held, candidate should be able to demonstrate a wealth of relevant experience.
    • A minimum of 3 years relevant professional experience in photography, Journalism, film production or visual communications.
    • Fluency in English; fluency in Hausa and kanuri is desirable.

    Responsibilities

    The Advocacy and Communications Officer will play a lead role in coordinating GOALPrime’s advocacy and communications initiatives, plans and activities.  

    Specific responsibilities

    • Support the provision of high quality analysis on the humanitarian situation in Northeast Nigeria, pertaining to displacement-affected, contributing to improved GPON programmatic response and informing internal and external advocacy products;
    • Visit field programmes on a regular basis to collect quality, videos, testimonies and write stories about IDPs in Camps and Host communities, for external and internal use
    • Build a database of high-quality activity videos for GPON archives.
    • Support programme staff in incorporating and integrating advocacy into all aspects of GPON’s programme activities, strategy and budgeting;
    • Actively network with peers from other likeminded organizations involved in the response, and lead on development of joint field-based advocacy towards target audiences;
    • Draft and deliver necessary reporting documents related to the advocacy, communication & media strategy/strategies, including Advocacy and media Key Messages;
    • Participate in relevant fundraising opportunities for advocacy and contribute to the development of quality proposals, ensuring inclusion of advocacy activities on specific humanitarian and protection issues affecting displacement-affected where appropriate;
    • Develop and maintain a media network with international and local journalists and advise on media engagement ;

    Jingler ( Sound producer)

    SUMMARY

    Under the Supervision of the Project Coordinator, the  Jingler will use creative skills to create project focus and child-friendly audio key messages and animations & provide creative input and ideas for GOALPrime content and development

    Major Responsibilities

    Read scripts and storylines to understand sounds requirements

    • Preside as the main director over musical programs and oversee production.
    • Plan and produce child-friendly and culturally appropriate audio key messages.
    • Coordinate fundraising efforts.
    • Devise budgets and plan communications.
    • Transcribe musical compositions.
    • Direct the recording of performances for later review or distribution.
    • Help children Plan and schedule rehearsals.
    • Coordinate and organize camp tours.
    • Assisting and playing a key role in the production of capacity-building communication materials like toolkits, publications, documentaries, and IEC materials.
    • Supporting in the organization of all Advocacy campaigns, sensitizations, and outreaches.
    • Assist in organizing the celebration of international days and campaigns in all project locations.

    Illustrator

    • Preparing finished art by operating the necessary equipment and software
    • Working creatively to produce original and aesthetically pleasing designs and solutions
    • Taking audio from our events/projects archive and using this to create new illustration outputs
    • Identify areas in which illustration could augment and feed into existing projects
    • Support the media FP in production of internal and external communications, assisted in sub-editing and proofreading of communications products including but not limited to success stories, photographs, video and social media.

    Finance Officer

    Location: Maiduguri with frequent travels to other project locations.

    Role Purpose

    Provide support under the responsibility of the Operations Manager in ensuring that all accounting procedures for documentation of transactions of Funds Receipt and Disbursement are observed and financial processes and reports are in line with policies of GOALPrime Organization Nigeria. To contribute to the provision of regular and detailed financial analysis report to inform management decisions.

    Key End Results and typical Responsibilities:

    Accounting software operations and reporting:

    • Prepare payment, journal and receipt vouchers using the corporate accounting software - QuickBook.
    • Ensure that transactions are complete and accurate with self-explanatory and understandable descriptions.
    • Maintain good filing for all vouchers in a limited access area to ensure easy retrieval.
    • Support in ensuring all documents are scanned and properly stored on Cloud
    • Maintain a record of vouchers borrowed by staff and ensure that they are returned and filed appropriately.
    • Support with the clearing of all open items.
    • Support the monthly QuickBooks closure processes.
    • Following up with offices and staff as regards the dashboard financial deadline requirements
    • Print the monthly QuickBooks reports for signing and appropriate filing.
    • Ensure that the QuickBooks balances of the advances account agree with the sub-ledger balances.
    • Contribute to the monthly financial report.
    • Support program staff in making payments to participants during activities implementation.

    Internal Financial Controls & Payments:

    • Ensure that the documentation for payment is acceptable and accurate with all arithmetic calculations being correct.
    • Approved payment request should be processed within three days of receipt.
    • Prepare the Withholding tax and VAT schedule where relevant before payment is done.
    • Cancel (stamped PAID) all vouchers (payment, journal and receipt) and their supporting documents to forestall re-use.
    • Ensure all cheques are prepared in a way that ensures accuracy and validation for payments
    • Issue cheques as per weekly payment list; exception should be approved by CFM.
    • Maintain cash books, including providing updates to Finance Operations Manager to prevent negative cash and bank balance.
    • Release cheques to the right payee and ensure the appropriate receipts are issued and filed.
    • Perform any other duties as specified by your supervisor(s).

    Advance Management:

    • Prepare and maintain the sub-ledger for all advances (travel, purchase etc.).
    • Ensure timely liquidation of staff advances should not exceed seven days after travel arrival
    • Should ensure that more than one advance is given to staff at a time.
    • Make available Bi-weekly to the Operations Manager a list of all un-liquidated advances and support with the follow up of these advances.

    Assist in the Administration of Staff Payroll:

    • Prepare the withholding tax deductions report and completing and submitting monthly Statutory PAYE forms to relevant Government Organizations.
    • Reconciles payment of NHF with Federal mortgage bank of Nigeria and a monthly update on all staff NHF Cards.
    • Assist in the posting of all prepaid staff benefits on Quickbook.

    Skills Specific to the post needed to put knowledge into practice:

    • Basic financial skills
    • Possession Basic financial skills
    • Possession of good report writing skills
    • Passion for learning and development.
    • Good computer literacy skills.
    • Knowledge and understanding of Nigeria’s policy environment

    Qualifications and Experience

    • Degree University degree in Accounting or relevant professional qualifications equivalent.
    • At least 2 years’ experience in a similar role.
    • A BSc or HND in Financial accounting and related financial/Business administration courses.
    • At least 2 years of practical work experience in managing financial and administrative systems for donor funded projects.
    • A minimum of 2-year experience in grant financial management with donor-funded projects in Nigeria.

    Desirable

    • Strong communication skills: oral and written.
    • Experience in use of QuickBooks (Added advantage)
    • Extremely flexible, and have the ability to cope with stressful situations
    • Ability to carry strenuous office duties of lifting heavy items.

    Dimensions of Role:

    Programme Development and Quality Implementation: Provide technical support for project team. This would also include (and not limited) to regular assessment and analysis, making suggestions for programme design and modification of CPIE projects in collaboration with DRM in developing quality child protection proposals as per donors’ requirement.


    Representation and Advocacy: Represent GPON in government / inter agency coordination meetings and initiatives on community-based interventions. Contribute to ongoing efforts to develop context specific guidance notes and policy-making efforts.


    Key Tasks and responsibilities

    • Ensure the coordination of all components of the project
    • Ensure that financial and narrative reports are submitted in time.
    • Ensure all Plan International Cameroon reporting requirements are met.
    • In coordination with the Response Manager, represent GPON with local external stakeholders (local Government, Traditional Authorities, peer agencies, and the target communities).
    • Ensure the continuation of the program by developing new proposals.
    • Ensure all CPIE operations have a clear focus on addressing the specific needs of young girls, adolescent girls and young women.
    • Carry out needs assessments as required, in line with GPON’s standard tools.
    • Support the development of CPIE related funding submissions
    • Implement the current CPIE projects in line with GPON standards and humanitarian approaches.
    • Ensure technical quality and minimum standards (CPMS) and Core humanitarian Standard (CHS) are met in all CPiE projects.
    • Facilitate donor visits or visits by other stakeholders to the project, as required
    • Actively participate in the Child protection Sub Working Group (CPSWG) of local and related working groups ensuring regular input to the 5Ws.
    • Support the development of staff capacity on CPIE interventions by requesting training as needed, or providing it directly and coaching continuous.
    • Management of the whole project team including both Case Management and PSS interventions.
    • Provide input to the development of orientation and training materials for community facilitators and incentive volunteers;
    • Ensure quality of current CPiE projects and technical support to implementation, monitoring & evaluation of CPIE projects
    • Contribute to the identification of best practices and lessons learned to strengthen the implementation and ensure adherence to quality standards in the response.

    Key Performance Targets

    • Ensure that all project team members meet quality indicators including child and community participation in the running of CFS, youth centres and safe space.
    • A contextualised adolescent life skills and parenting course that has been piloted, revised and documented and is ready to be implemented in interventions.
    • Children and caregivers report increased trust in community mechanisms to prevent and respond to child protection issues, and community mechanisms/groups demonstrate increased capacity, sustainability and ownership

    The role requires an ability to analyse challenges and to empower staff to work in partnership with children and communities to overcome them


    Qualification & Experience:

    • The qualified candidate will be a child protection in emergencies professional with relevant degree in public health, psychology, anthropology, law, social work or equivalent
    • At least 3 years’ experience in project management cycle in emergency contexts.
    • Good knowledge of grant management and reporting, also through online accounting systems.
    • Technical qualifications in social work or relevant CPIE specialization.
    • Experience with child protection, counseling and case management.
    • Experience and knowledge of CPiE program design and implementation including monitoring and evaluation (organizing Child Friendly Space programs and life skills work).
    • Experience of working with vulnerable groups including children, adolescents and vulnerable adults.
    • Experience in managing and leading teams of people.
    • Experience in coordination, of representation, and technical assistance provision at the level of working group/task force or equivalent.
    • Experience of managing grants and donor’ reporting requirements such as ECHO, UNHCR, UNICEF, SIDA, etc.
    • Standard IT skills

    GOALPrime Organization Nigeria (GPON) is a policy-driven humanitarian, non-governmental organization that implements its program through revitalized partnership. It is a non-profit organization with a mandate of making the lives of vulnerable people, especially in the face of disaster or crises. GPON is presently operating in the Northeastern regional part of Nigeria where we have reached over 1,000,000 lives with relief materials, child protection services, GBV mitigation services, livelihood skill-building, health services, and Education support services.

    For the next twelve months, GPON shall be implemented with funding support from the United Nations Children Fund (UNICEF), in Ngala, Damboa, Dikwa, Bama, and Mafa LGAs of Borno state.     Job overview

    The Community Volunteer Mentors (CVM) reports to the Child Protection Officer (CP)). S/h supervise mentor and monitor all the activities of the community volunteers, and provide technical support to community volunteers in the project locations.

    Responsibilities

    • Leading and supervising the community volunteers to ensure that integrated Adolescent Program activities are implemented in the right manner and within the required project objective and CP standard.
    • Coordinate and supervise the community volunteers on registration and profiling of new arrivals.
    • Provide technical support to all life skills programmes integrated across all sector response.
    • Represent GOALPrime Organization Nigeria in coordination meetings in project locations and give a detailed report to the CP.
    • Facilitate and supervise the mobilization of community volunteers to develop and carry out the project activities as in the project work plan.
    • Coordinate with MEAL/IM to facilitate project monitoring activities.
    • Receive project activity reports from community volunteers, compile and send to the CP.
    • Coordinate with supervisor and other necessary offices in GOALPrime to micro plan any child projection project of GOALPrime Organization Nigeria.
    • Provide Technical support to GOALPrime Organization CP sensitization team.
    • Management of Child protection community volunteers.
    • In collaboration with the MEAL team, carry out monthly rapid assessment to identify needs of beneficiaries across current and prospective project locations as well as carry out gap and implementation risk analysis to identify bottles and provide swift solutions.
    • Perform any other task as requested by the CP

    Languages: Fluency in Hausa is required. Working knowledge of English is an advantage.

    Minimum Qualification: BSc/Higher National Diploma with over 2 years of technical experience.in any related field.
