JOB PURPOSE
Responsible for surveillance and reporting on health and safety practices and systems within the Project. Analysis to prevent incidents and precautions against, or adequate control of, exposure to hazardous substances, and danger from flammable, explosive, electrical, noise, radiation, and manual handling risks. Shall ensure that project activities comply with COMPANY rules & Project procedures.
JOB RESPONSIBILITIES
- Develop Project HSE procedures, plans and policies in line with Group Rules, DGEP, affiliate CMS, etc.
- Ensure the company’s HSE CMS is understood and applied across IMA project packages
- Collect all HSE information (Inspection and incident report, anomalies, audits, walkthroughs, Management visits, etc.) from all Project Sites (Offshore, Beach shore pulling, Pipeline RoW, BNAG, etc.)
- Input all HSE information (actions from HSE reports, anomalies, incidents) into Synergi.
- Prepare monthly HSE statistical report.
- Follow-up all HSE actions entered in Synergi until they are closed.
- Issue reminder to personnel on action(s) from Synergi.
- Ensure functioning of Synergi software on the Project.
- Assist in providing training for HSE supervisors on Synergi.
- Liaise with the company’s HSE Coordinator for statistical analysis to ensure adequate prevention of incidents.
- Maintain a file of all HSE reports and actions (Audit, Inspection, Incidents, and anomaly).
- Ensure that Project HSE reporting procedure is fully implemented on all Project Sites
- Liaise with Contractor for getting Contractor HSE information (Reports, Man-hours)
- Maintain Site Health, Safety and Environmental records and to organize and participate in audits to ensure the effective implementation of HSE rules on site.
- Participates actively in all HSE Committee meetings, site planning and coordination meeting.
- Participate in the preparation of works and operations, checking that comprehensive incident mitigation measures are enforced.
- Participate in site environmental audits, and to monitor, follow-up and assess any agreed corrective recommendations as well as ensuring their implementation.
- Participates actively in all HSE Committee meetings, planning and coordination meeting as well as contributing to defining ways and means to identify / minimizing risks and the impact of activities especially SIMOPS.
- Advocate adequate levels of anomaly reporting amongst work force to mitigate against incidents.
- Collate and submit periodic reports on various subjects required to the HSE Coordinator.
- Participate in investigations into accidents, incidents, and near-misses to determine root causes and implement corrective actions to prevent reoccurrence.
- Foster a strong safety culture throughout the organization by encouraging safe behaviours, recognizing achievements, and promoting open communication.
- Maintain accurate and up-to-date records of safety inspections, anomalies, incidents, training, and other HSE related activities.
- Track and report HSE performance metrics to management, identifying trends and recommending actions to improve performance.
- Continuous Improvement: Continuously seek opportunities to enhance the HSE management system and promote a safer and more sustainable working environment.
QUALIFICATIONS/ EXPERIENCE REQUIRED
- Degree in Engineering or Science discipline
- 15 + years of experience in a Health, Safety and Environment position with operational exposure
- Operational exposure in the Oil & Gas industry
- Certified Lead auditor in any of the ISO standards (ISO 14001, 45001, 9001, etc)
- Sound knowledge in: HSE management system and implementation on Oil & Gas operations, Contractors HSE management,
- Required skills & experience: communication (verbal & written), writing of procedures, investigation, reporting, auditing, continuous improvement (quality), problem solving Good communication skills. Good team player, able to communicate effectively wit colleague

JOB SUMMARY
This role will be responsible for integrating technical field development strategies with comprehensive urban planning frameworks to ensure seamless interface between oilfield operations and host community development expectations
KEY RESPONSIBILITIES
- Lead integrated technical and urban planning initiatives in support of the Ogoni Re-entry Project’s field development and community integration goals.
- Provide expert planning input into field development plans (FDPs), facilities engineering design, site selection, and infrastructure layout to ensure operational efficiency and community alignment.
- Collaborate with multi-disciplinary teams including reservoir engineers, civil/facilities engineers, construction managers, and government/community stakeholders.
- Translate subsurface data and production forecasts into viable infrastructure plans that support long-term sustainability and economic development of the community
- Align project activities with urban masterplans, environmental and social impact assessments, and regulatory guidelines.
- Identify risks and propose mitigative plans related to land use, infrastructure development, stakeholder engagement, and community development initiatives.
- Champion land use planning, resettlement strategy formulation, and right-of- way acquisition processes in compliance with Nigerian laws and global best practices.
- Facilitate regulatory permitting and liaise with government bodies, community leadership, and relevant ministries.
- Supervise and guide third-party consultants, urban planners, and engineering contractors working on technical design and community interface aspects.
- Ensure all plans meet company standards, sustainability expectations, and reflect responsible oil and gas operations in a socially sensitive environment.
KNOWLEDGE & SKILL REQUIRED
- Strong technical knowledge of upstream field development processes including subsurface planning, well placement, facility layout, and surface infrastructure.
- Solid understanding of urban planning principles, zoning, land use management, and regional development frameworks in Nigeria.
- Practical experience in inte lities. Demonstrated leadership, integrity, and commitment to sustainable development
PROFESSIONAL QUALIFICATIONS
- Bachelor’s degree in Petroleum Engineering, Facilities Engineering, Urban and Regional Planning, Civil Engineering, or a related field.
- Master’s degree in Urban Planning, Project Management, or Energy Economics is an added advantage.
- Minimum of 15 years relevant experience in oil and gas upstream operations with significant exposure to infrastructure planning, facilities development, or community interfacing projects.
- Demonstrated experience in field re-entry or marginal field development projects in the Niger Delta is highly preferred.
- COREN, NSE, NITP, or other relevant professional membership/certifications is an asset
