    Health Informatics (HI) Advisor

    Position Overview

    • The Health Informatics Advisor will support in the development, implementation and management of the health electronic information systems in meeting monitoring and evaluation requirements of the ACE project.
    • S/he will also ensure optimal functionality of all electronic medical records and project databases

    Responsibilities

    • The HI Advisor will support all Monitoring and Evaluation initiatives and data related activities of the project.
    • The health Informatics Advisor (HIA) will provide technical support for the design and content development for electronic information systems.
    • S/he will support the development actual program logic statements for the coding of M & E indicators and software business rules where necessary and checking that all software development is done according to already established standards and procedures.
    • The HIA will ensure that the software and database tools developed meet the intended reporting and data output requirements for both internal use and donors.
    • S/he will ccoordinate user support through RISE field staff with specific assistance on building and maintaining a strong facility and LGA level capacity.
    • S/he will conduct assessments of health informatics environments, synthesize pertinent information, identify implications for planning and development.
    • The HIA will supervise the deployment of the developed M & E software and database tools to new sites as requested.
    • The HIA will support the development of standard operating procedures, user manuals, and data management procedure documents for all of the project electronic information systems.
    • S/he will recommend hardware and software upgrades to the database server as needed.
    • The HI Advisor will work closely with the Director, Strategic Information in proposing strategies to increase data use and demand amongst program staff and support the program staff on ways to properly organize and capture program progress and document lessons learned.
    • Perform other duties relating to the project assigned by the supervisor

    Required Qualifications/ Experience

    • B.Sc. in Engineering, Information Technology, Computer Science or related field.
    • 5 - 7 years’ post-NYSC professional experience in health information systems and/or database management.
    • Relevant working knowledge of programming language like JAVA etc.
    • Demonstrated ability to train and build the capacity of others on Software development and Database management tools and procedures.
    • Knowledge of electronic medical records systems and deployment of database systems for patient monitoring.
    • Experience in relational database design and analysis, SQL and MS Access/Excel programming skills and multiple data visualization options; including the deployment of field based mobile data collection devices (i.e. ODK, CAPI, Kobo toolbox, etc).
    • Familiarity with client/server or multi-platform application development, Nigerian public sector health system and/or HIV/AIDS response.

    Knowledge, Skills and Abilities:

    • Advanced knowledge of relational database concepts and skills utilized in creating and maintaining relational databases.

    Senior Advisor - HIV Prevention

    Reports To: State Team Lead

    Position Overview

    • Senior Advisor- HIV Prevention will be responsible for developing and leading the overall prevention strategies and monitoring the implementation of the integrated prevention services to drive saturation and epidemic control in Niger and Kwara in line with national requirements and standards.
    • This position will require active participation in the development, modification, and/or adaptation of appropriate technical strategies and tailored approaches for improving access to HIV Testing Services.

    Responsibilities

    • Provide overall strategic guidance to ACE case finding and PrEP optimization efforts as well as drive strategies that will expedite saturation and epidemic control across supported states, optimizing and integrating prevention services with collaboration with treatment and care services.
    • Support capacity building and coordination of National and State- level recency surveillance response in collaboration with National and state response teams to ensure timely collaborative intervention.
    • Organize, promote and facilitate Quality Improvements (QI) on PrEP activities and research as well as work with individuals to assess needs, develop care plans and coordinate PrEP-related services through advocacy, education, support, empowerment and coaching.
    • Support training facilitation of health care providers on cervical cancer prevention program and to build the capacity of the health facility staffs to ensure the necessary equipment and supplies are available;
    • Lead in the coordination of both facility and community-based HTS for the target population of interest with critical consideration for state peculiarities.

    Position Overview

    • The Advisor (Measurement & Learning) will support the ACE project, support strategic information activities.
    • S/he will provide technical assistance and capacity building to the SI team and its stakeholders in the development of and implementation of data analysis, use, and dissemination strategy.
    • S/he will additionally design strategy and activities to improve capacity on triangulating data from multiple data sources to inform policy and decision-making.
    • S/he will contribute to the design of robust, user-friendly, high-quality interfaces for data visualization and data dissemination to enhance district-led and nationally supported evidence-based programming for improved understanding of HIV burden across interventions (95-95-95 cascade).
    • S/he will additionally provide technical assistance to design and implement strategy to build capacity of M&E systems to oversee data quality and data use for decision making (including capacity building of M&E staff).

    Responsibilities

    • Provides technical support for the collection, analysis, triangulation and interpretation of data and the calculation of programmatic, surveillance, demographic and epidemiological indicators;
    • Contributes to the analysis of correlations between coverage rates and disease incidence rates;
    • Contributes to the identification and analysis of data from multiple sources in order to identify national and sub national trends and risk factors by population group;
    • Reviews and enhances systems for the analysis, triangulation, interpretation, dissemination and utilization of data from multiple sources (routine, survey, surveillance and vital statistics among others) for policy making;
    • Engages in discussions with health informatics staff to design robust, user-friendly, high-quality interfaces within the integrated Health Information Systems for data dissemination and data utilization;
    • Facilitates training/workshops related to data analysis, dissemination and use of information;
    • Identifies and strengthens regular national- and district-level platforms for evidence-based programing, including the establishment of a program performance review meeting;
    • Ensure compliance to donor reporting requirements into DATIM and other formats for high frequency reporting
    • Provide technical leadership to SIO on all M&E related issues.

    Required Qualification / Experience

    • Master's Degree in Public Health, Statistics, Epidemiology, Geography and other related areas with 8 years of experience in monitoring and evaluation in international development related to HIV/AIDS comprehensive services
    • 8 years practical or demonstrable experience in monitoring and evaluation or data management.
    • Experience in providing M&E support to programs working with key populations including one or more of the following is preferred: sex workers, men who have sex with men, transgender persons and people who inject drugs
    • Previous experience working with USAID or PEPFAR-supported programs including familiarity with USAID M&E reporting requirements.

    HTS / PrEP Technical Officer

    Reports To: HTS/PrEP Technical Advisor

    Position Overview

    • The HTS/PrEP Officer will work with the Specialist to ensure sustainable, high quality and client-focused targeted HTS, as well as linkage to ART, and other prevention services.
    • S/he will support to ensure un-interrupted supply of commodities and develop strategies to strengthen referrals between facility and community based HTS points and the relevant health facilities for appropriate referral of clients.
    • S/he will also drive the achievement of saturation and epidemic control across all age and sex categories in the assigned LGAs and facilities and ensure that priority population have access and receive quality HTS services

    Responsibilities

    • Assist in the coordination of community and Facility based HTS for the target population interest with the states.
    • Work to establish and strengthen effective referral linkage within facility and community-based HTS, and client-centric linkage and ART services.
    • Coordinate mapping of community and facility services and the development of referral directory (including spoke, PMTCT site).
    • Coordinate capacity building activities for HTS, PNS, IPV, adherence counselling and behavioral change initiative for providers.
    • Drive index testing optimization of all newly identified positive and Virally unsuppressed clients in assigned facilities and LGAs.
    • Ensure all HTS services and properly and completely documented on appropriate forms and registers
    • Drive and inform innovative strategies that ensure efficiency of testing among men, ADYW, and other priority population being missed out of intervention
    • Produce and ensure timely submission of monthly program activity reports for data triangulation with M&E unit of the project.
    • Provides HIV testing to priority populations according to the national HIV testing protocols and guidelines
    • Provide basic linkage-to-care and patient navigation for individuals seeking PrEP as a part of combination prevention Strategies.
    • Organize, promote and facilitate Quality Improvements (QI) on PrEP activities and research as well as work with individuals to assess needs, develop care plans and coordinate PrEP-related services through advocacy, education, support, empowerment and coaching.
    • Collect and evaluate reports from clients to ensure access to PrEP and follow-through with service provision.
    • Ensure the Mentoring and distribution of PrEP- IEC materials.
    • Develop and distribute a survey tool for use in HIV Testing to identify those at high risk for HIV and more likely to benefit from PrEP.
    • Liaise with State Supply chain unit to ensure PrEP Stock availability and re-distribution with demands and Saturation.
    • Develop close working relationships with State, Facility and Community leadership to ensure coordination of PrEP services.

    Required Qualification / Experience

    Director - Monitoring & Evaluation (MEL)

    Reports To: The Chief of Party

    Position Overview

    • The ACE program is a newly-awarded 5-year, USAID-funded global HIV program that supports countries to achieve and maintain HIV epidemic control through provision of strategic technical assistance and direct service delivery to improve prevention, HIV case finding and treatment programming.
    • In Nigeria, ACE comprising of Jhpiego, CCCRN and others will support the Government of Nigeria to address barriers in HIV services among at-risk adult men, women and priority populations and to build capacity of local Implementing partners, continuously leveraging data to successfully course correct and achieve and maintain epidemic control.
    • This project aims to achieve and maintain the primary prevention and 95 - 95 - 95 goals that are critical to HIV epidemic control in Nigeria.
    • The program will also support PEPFAR’s transition of HIV service delivery to local partners, advancing progress along the journey to self-reliance.

    Responsibilities
    Leadership:

    • Provide leadership and direction on SI/M&E activities to ensure technical and financial integrity to achieve ACE goals, objectives and targets and other ACE projects as necessary
    • Serve as a member of the senior leadership team to ensure success in meeting ACE goals, objectives and targets
    • Lead development of project PMP and standard operating procedures (SOPs) related to data management, collection, aggregation and data quality assessment and QA/QI to guide state level activities
    • Lead the process of establishing an instance of DHIS2 that will warehouse facility-level data for all ACE States and facilities
    • Oversee real-time data use including weekly, monthly and quarterly data review meetings; implement remediation efforts that address identified gaps and challenges for project overall and at state level
    • Oversee the development of data analytics to monitor cascades of care, programmatic pivoting, and key and priority populations. Analyze progress to target continuously to ensure activities are on track
    • Strengthen the use of data at state and facility level for program monitoring and improvement
    • Support the provision of training, supervision and mentorship to strengthen for M&E/SI and data quality improvement
    • Support the process of validation and triangulation of data between multiple data sources.

    Management:

    • Supervise a team of and M&E/SI and informatics advisors, data managers and clerks to produce high-quality data and monitor program quality and progress to target
    • Oversee timely, accurate and appropriate reporting of project activities and results to USAID, including narrative progress reports and weekly, monthly quarterly, semi-annual and annual quantitative results.
    • Support and guide capacity building through trainings, mentorship and supervision on M&E/SI activities
    • Promote and support knowledge management and sharing efforts
    • Trouble shoot issues that arise and provide immediate solutions
    • Ensure compliance to donor reporting requirements into DATIM and other formats for high frequency reporting.

    Required Qualifications / Experience

    • Master's Degree in Epidemiology, Demography, Public Health, or related Health, Medical, or Social Science discipline; doctoral-level degree preferred.
    • 10+ years of experience in monitoring and evaluation of large-scale international HIV PEPFAR-funded projects, with proven capacity in building and managing a diverse team of technical and support staff
    • Demonstrated experience working with USAID/PEPFAR programs and strong familiarity with USAID reporting requirements.
    • Experience in HIV care and treatment and prevention programs
    • Familiarity with Nigeria’s health management information system and other national M&E systems

    Senior Strategic Information Officer (SSIO)

    Reports To: Technical Advisor

    Position Overview

    • The Senior Strategic Information Officer will assist in the development, implementation and management of the monitoring and evaluation requirements of ACE.
    • S/he will work closely with program and technical staff to maintain monitoring frameworks that are accurate, up-to-date and comprehensive.
    • S/he will maintain office data base systems and ensure up-to-date, accurate information in them.
    • S/he will assist the program staff in preparing sections of program reports that deal with monitoring and evaluation, and in the implementation of program assessments and evaluations.

    Responsibilities

    • The Senior Strategic Information Officer (SSIO) will support all Monitoring and Evaluation initiatives and data related activities of the project.     Required Qualification/ Experience

    • Postgraduate / Master's Degree in Public Health, Medical Sciences, Demography, Statistics, or related field.
    • At least 7 years’ post-NYSC professional experience in the implementation and management of health Strategic Information systems.
    • Familiarity with USAID/PEPFAR HIV/AIDS programs, Nigerian public sector health system and HIV/AIDS response.
    • Core Strategic information experience, conversant with MER indicators, data collection, analysis and data visualization using DHIS2, Electronic Medical Records, Statistical software, Power BI/Tableau and other innovative data management systems.

    Required Abilities/Skills:

    • Proficiency in Microsoft Office (including Microsoft Excel) and related applications.

    Strategic Information Advisor

    Position Reports To: State Team Lead

    Position Overview

    • The Strategic Information Advisor will support the RISE project on all SI related implementation and data management.
    • S/he will provide technical assistance and capacity building to the SI team and its stakeholders in the development of and implementation of data analysis, use, and dissemination strategy.
    • S/he will additionally design strategy and activities to improve capacity on triangulating data from multiple data sources to inform policy and decision-making.
    • S/he will contribute to the design of robust, user-friendly, high-quality interfaces for data visualization and data dissemination to enhance district-led and nationally supported evidence-based programming for improved understanding of HIV burden across interventions (95-95-95 cascade).
    • S/he will additionally provide technical assistance to design and implement strategy to build capacity of M&E systems to oversee data quality and data use for decision making (including capacity building of M&E staff).

    Responsibilities

    • Provides technical support for the collection, analysis, triangulation and interpretation of data and the calculation of programmatic, surveillance, demographic and epidemiological indicators;
    • Oversee real-time data use including weekly, monthly and quarterly data review meetings; implement remediation efforts that address identified gaps and challenges for project overall and at state level
    • Oversee the development of data analytics to monitor cascades of care, programmatic pivoting, and key and priority populations. Analyze progress to target continuously to ensure activities are on track
    • Strengthen the use of data at state and facility level for program monitoring and improvement
    • Support the process of validation and triangulation of data between multiple data sources.
    • Participates in the organization and facilitation of subnational performance review meetings;
    • Support the provision of training, supervision and mentorship to strengthen for M&E/SI and data quality improvement
    • Participates in the organization and facilitation of seminars, brainstorming workshops and workshops within their field of competence, whenever this is required;
    • Prepares periodic reports of activities; and
    • Performs other duties as assigned.

    Required Qualification / Experience

    • Master’s Degree in Public Health, Statistics, Epidemiology and other related fields with 8 years of experience in monitoring and evaluation in international development.
    • Familiarity with USAID/PEPFAR HIV/AIDS programs, Nigerian public sector health system and HIV/AIDS response.
    • Core Strategic Information experience, conversant with MER indicators, data collection, analysis and data visualization using DHIS, NDR, LAMIS, PowerBI etc.
    • Demonstrated ability to be the technical specialist and as the lead subject matter expert in monitoring and evaluation.

    Strategic Information Officer

    Reports To: Technical Advisor (SI)

    Position Overview

    • The Strategic Information Officer (SIO) will assist in the development, implementation and management of the monitoring and evaluation requirements of the ACE project.
    • S/he will work closely with program and technical staff to maintain monitoring frameworks that are accurate, up-to-date and comprehensive.
    • S/he will maintain office data base systems and ensure up-to-date, accurate information in them.
    • S/he will assist the program staff in preparing sections of program reports that deal with monitoring and evaluation, and in the implementation of program assessments and evaluations.

    Responsibilities

    • The Strategic Information Officer (SIO) will support all Monitoring and Evaluation initiatives and data related activities of the project. Specifically, the TO (SI) will work closely with state teams to coordinate the implementation of the National harmonized HMIS strategic plan across vertical health programs and ensure that service providers and other stakeholders comply with the strategic plan.

    Technical Advisor, Database Management (DBM)

    Reports To: Director, MEL

    Position Overview

    • The Technical Advisor (HI/DB) will assist in the development, implementation and management of the monitoring and evaluation requirements of the ACE project.
    • S / he will oversee the administration and management of ACE’s management information system for routine data, developing and assisting in the analysis of data, providing technical documentation of data and quality assurance of data inputs and outputs, assisting with the presentation of data findings for projects.

    Responsibilities

    • The Technical Advisor (DBM) will support all Monitoring and Evaluation initiatives and data related activities of the project.
    • The Technical Advisor (DBM) will oversee the administration, maintenance and management of the management information system for routine data, as well as ensure adherence to the reporting cycle, developing and implementing data security and confidentiality policies.
    • S/he will lead and coordinate the design and development of database applications, install developed applications, write application manuals, and train users.
    • S/he will coordinate data management issues (e.g., deletion of records, query management, Internet reports), perform backup and recovery of all databases.
    • The Technical Advisor (HI/DB) will develop standardized programming, data quality checks, and data documentation procedures relevant to Public Health data systems.
    • The Technical Advisor (HI/DB) will monitor and optimize database design, content, structure and other management issues.
    • S/he will recommend hardware and software upgrades to the database server as needed.
    • The Technical Advisor (HI/DB) will work closely with the Director, Strategic Information in proposing strategies to increase data use and demand amongst program staff and support the program staff on ways to properly organize and capture program progress and document lessons learned.

    Required Qualification / Experience

    • B.Sc. in Engineering, Information Technology, Computer Science or related field.
    • At least 8 years’ post-NYSC professional experience in health information systems and / or database management.
    • Relevant working knowledge of MS SQL Server Administration, District Health Information System (DHIS) Windows NT and Office Administration and Management,
    • Experience in relational database design and analysis, SQL and MS Access/Excel programming skills and multiple data visualization options; including the deployment of field based mobile data collection devices (i.e. ODK, CAPI, Kobo toolbox, etc).
    • Familiarity with client/server or multi-platform application development, Nigerian public sector health system and/or HIV/AIDS response.
    • Advanced knowledge of relational database concepts and skills utilized in creating and maintaining relational databases.
    • Solid understanding of basic assumptions of clinical and public health industry practices for data acquisition and quality assurance.
    • Knowledge and experience in project-level or state/national-level monitoring and evaluation system implementation.
    • Attention to detail and accuracy in basic data management, analysis and reporting.
    • Demonstrated ability to train and build the capacity of others on databases.
