    Head, Regulatory Compliance

    The Ideal Candidate

    • Put in place measures geared at ensuring full compliance of the company’s business operations / activities with all stipulated regulatory standards for the industry.
    • To Promote and facilitate strong and ethical relationships with relevant Government agencies.

    Responsibilities 

    • Develop policies, strategies and plans (the DISCO’s regulatory agenda & framework, Government relations strategy, etc.) for the Function to ensure full regulatory compliance on the company’s part .
    • Provide advisory services on regulatory related matters – filings, responses, applications, etc.
    • Champion regulatory related policy advocacy across the company.
    • Monitor and conduct constant surveillance of all Company activities across the HQ and BUs to ensure compliance.
    • Liaise constantly with relevant Functions, BUs across the Company on regulatory related matters.
    • Offer regulatory analysis, intelligence and support within the Company by proactively disseminating information on regulatory developments.
    • Endorse all reports; applications; materials; etc. to be sent by the Function to external parties (NERC, etc.) and circulates reports, applications, materials, etc. to relevant parties (internal and external).
    • Work closely with relevant internal officers to ensure Market Operator bills are settled and as at when due.
    • Develop and foster strong relationships with relevant Government agencies.
    • Identify key stakeholders and carries out regular engagement sessions based on communications plan (active engagement with the Company key stakeholders on all legislative and regulatory issues to ensure that company interests are protected and enhanced).

    Requirements

    • A First Degree in Law, Social Sciences, Engineering or any relevant field.
    • A relevant postgraduate degree will be an added advantage.
    • Membership of relevant professional bodies.
    • At least 10 years’ experience in a regulatory function with at least 5 years’ in a supervisory position within the Utilities industry or a closely related industry with at least 5 years in a supervisory role.
    • Specialization LLB (Bachelor of laws) an added advantage
    • Minimum Qualification Bachelor Degree

    • Ability to deliver policy consultation responses including developing a policy position, producing full responses to policy consultations, briefs on policy issues for senior management and working with colleagues across business units to develop an agreed position

    • A well organized, structured and methodical approach to tasks and projects.

    Skills Requirements:

    • Strong analytical skills
    • Experience in Power Industry regulatory affairs and building relationship with the Regulatory authorities/bodies, such as NERC
    • Strong legal and/or analytical skills
    • Ability to assess the impact of regulation on the business and translate the impact analysis into advice for the Management (including gathering of relevant business data etc)
    • Strong interpersonal skills and the ability to develop solid relationships with internal and external stakeholders.
    • Good communication skills.

    Head, Metering

    Responsibilities

    • Develop high level and long-term metering optimization strategy and plan in accordance to regulatory standards, company policy and ATC&C losses considerations.
    • Provide technical and commercial leadership required to manage and safeguard all metering investments within the Company Franchise and assets
    • Responsible for metering activities across the Company franchise - Oversee all metering Planning, Projects, Calibrations and Investigations.
    • Specifies and monitors metering equipment standards in accordance with regulatory requirements and company standards for approval for use within the Company franchise area.
    • Oversees and specifies meter asset needs and assist in system design for both new, up-grades and meter replacements for all category of customers.
    • Oversees and validates new or up-dated equipment specifications from recognized / approved metering equipment vendors.
    • Liaises with metering vendors to ensure regulatory and company standards and requirements are met in the design and supply of metering equipment.
    • Oversees and stewardship of smart meter roll-out: working with suppliers to ensure a successful meter rollout to all customers category.
    • Oversees maintenance instructions and spares necessary for the operation of equipment.
    • Supporting the realization of consumer benefits and return on investments in smart metering rollouts.
    • Designs and planning of Metering Services processes for the Department.
    • Oversees the Commissioning of new HT MD metering installations.
    • Designs and oversees a system to prevent, detect and recover energy losses attributable to the interference with metering installations perpetrated by fraudulent customers.
    • Oversees the collation, analysis, vetting and preparation of the Company monthly Grid Energy meter readings from all the trading point meters across the 8 regions.
    • Comply with Quality Management System / Occupational Health & Safety requirements including objectives and applicable regulations relating to assigned jobs.
    • Contribute to the development of the Department budget and monitor and control the budget to ensure that expenditure does not exceed agreed limits.
    • Carry out any other duties as requested by the MD/ CEO of the company.

    Requirements

    Education:

    • First Degree in any relevant technical discipline.
    • Professional membership or certification in NSE and/or COREN or equivalent international certification
    • Minimum of 10 years’ experience in Nigeria Electricity Distribution Chain/ or similar establishment, with a minimum of 6 years in supervisory roles.

    Head, Revenue Protection and Enforcement

    Role Purpose

    • This role is responsible for ensuring effective strategies are put in place to ensure optimal collection activities.
    • Also, that adequate measures are put in place to guard against commercial losses and detect potential revenue leakages/irregularities.

    Responsibilities

    • Plan, allocated, coordinate and monitored revenue collection and Billing across the business.
    • Develop and implement creative and innovative strategies that ensure revenue billing and collection targets are met.
    • Deploy and maintain a sustainable platform and mechanism that supports monthly billing inputs and ensures accurate and effective billing.
    • Introduce quantifiable revenue/ collection monitoring mechanisms around the business.
    • Identify areas with high financial leakages and design appropriate strategies to enhance billing and collection operations – minimizing commercial losses.
    • Set and meet agreed revenue protection targets and goals while maximizing cash collection and developing intelligence that will enhance theft detection.
    • Ensure that the right value of the energy delivered to the company is recovered in line with the MYTO and Company set targets
    • Work with relevant department to develop revenue protection processes and procedures to guard against potential commercial losses.
    • Carry out periodic Quality Assurance (QA) on revenue protection processes and recommend improvement opportunities.
    • Constantly reviews the Company’s revenue vis-à-vis energy supplied to Bu’s.
    • Prepare periodic reports on potential process gaps (revenue leakages) and improvement opportunities.
    • Prepare performance report for other commercial units.
    • Deploy Mechanism and process to ensure that customer tariffs and corresponding sales are accurate at all times.
    • Ensure that the appropriate customer records are generated, metered correctly and appear correctly on end customer billing/metering platform.
    • Act as a Revenue Assurance Subject Matter Expert on projects / initiatives that could impact the end to end billing architecture or existing RA controls.
    • Perform regular reconciliation and analysis of revenue streams. Documenting revenue flows across business units, feeders, DTs and monitors the same.
    • Manage any issue that potentially impacts revenues, from identification through to quantification through to resolution.
    • Ensurethat new tools are in line with expectations. Work closely with the UAT team to help development test plans.
    • Develop an understanding of internal and external customer needs and ensure all activities and excellent delivery of customer satisfaction.
    • Provide commercial data across IT, Technical, Finance and any other relevant department.
    • Measure and track KPIs and outcomes against standards, while planning and taking corrective action where required.
    • Establish and maintain relationships with key internal and external stakeholders.
    • Carry out any other duties as requested by the Head of Department or other members of the executive management team.

    Minimum Qualifications

    • Bachelor’s Degree in any of the following disciplines - Accountancy, Banking & Finance or other numerate discipline
    • At least 10 years relevant work experience, from related sector/ organization with demonstrable understanding of credit / debt management.

    Qualifications and Experience

    • B.Sc / HND in Marketing, Business Management, Social Sciences, Engineering, etc.
    • Minimum of 10 years’ marketing/commercial work experience.
    • Experience in the power sector, although not a prerequisite, may be an advantage.
    • Professional qualification in marketing, management, etc., will also be an advantage.
