    Head of Sub-Office P5

    Duties

    • Monitor and report on the implementation of refugee conventional responsibilities and international obligations of the local authorities Vis a Vis the population of concern to UNHCR within the given geographical area; based on local situations/developments make appropriate recommendation to the UNHCR Representative.
    • Advocate and promote UNHCR standards concerning the treatment of asylum seekers, refugees and returnees as well as IDPs, where applicable; Advocate, promote and encourage the concerned authorities and local opinion makers to uphold established UNHCR standards that have become the international norms.
    • Ensure that the basic needs of the concerned population are properly assessed with the participation of the beneficiaries themselves, the host governments and/or the competent Implementing partners and/or UNHCR itself.
    • Subject to the needs, ensure that the planning, formulation and budgeting of identified assistance projects are done as per UNHCR programme cycle; upon approval of assistance project, ensure the timely implementation and rigorous monitoring of identified assistance activities
    • Ensure through the subordinate staff that all deadlines for monitoring and reporting of UNHCR operational activities (i.e. include assistance as well as Administrative) are met on a regular basis.
    • Manage all UNHCR resources, both human, financial/material, at an optimum level for the wellbeing of the concerned population and the UNHCR staff.
    • Ensure that all security measures of UNHCR office (and residential, wherever applicable) compounds are always up to date; any security breaches and/or potential security threat should be reported immediately to competent UN security coordinator in the country.
    • Ensure that staff welfare, both in terms of working and living conditions, are maintained at a satisfactory level within the constraints in the operational area; this requires remaining current in health and medical facilities locally available and evacuation options available in a moment of medical urgency.
    • Guide, coach and advocate the subordinate staff to maintain highest standards of conduct and behaviour thorough one¿s own practice and deeds.
    • Prepare and submit regular reports, both verbally and written, to the UNHCR Representative. In the event of substantial telephone conversation that leads to specific action or non-action, it should be recorded and share with the other party.
    • Represent UNHCR in inter-agency fora and with local authorities in the AOR.
    • Enforce compliance with UNHCR¿s global protection, programme, finance, human resources and security policies and standards.
    • Submit project proposals for assistance to refugees and other persons of concern to UNHCR Representation in coordination with local authorities and NGOs.
    • Lead risk assessments and discussions with team(s) to proactively manage risks and seize opportunities impacting objectives. Ensure that risk management principles are integrated in decision-making both at strategic and operational levels.
    • Allocate resources for planned treatments with resource requirements in Strategic Plans. Ensure that risks are managed to acceptable levels and escalate, as needed. If a Risk Owner, designate the Risk Focal Point and certify that the annual risk review is completed and ensure that the risk register is updated during the year, as needed.

    Human Resources Officer

    ​​​​​​​Duties

    • Strategic workforce advice and operational support:
    • Engage with management to understand priorities, and provide advice and solutions on all aspects of HR in line with delegated HR authorities.
    • Support HR initiatives that support organizational culture change such as good people management practices, and promoting gender, inclusion and diversity.
    • Plan and implement HR operational activities to ensure timely provision of HR solutions, prioritizing according to the needs and risks.

    Assignments and Talent Acquisition:

    • Manage the process of recruitment, assignment and reassignment of locally-recruited staff and affiliate workforce, ensuring compliance with UNHCR rules and procedures, and providing advice to managers where required.
    • Set up and run (Regional) Assignments Committee.

    Programme Officer

    Duties

    • Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.
    • Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.

    Senior Protection Cluster Coordination Officer

    Duties

    • Chair cluster meetings and represent the Protection Cluster in meetings with sectoral and external partners, authorities and other relevant interlocutors.
    • Issue reports and make advocacy statements on behalf of the Protection Cluster.
    • Make decision over format and frequency of meetings, designation of focal points and the establishment of sub-groups/working groups and ad hoc/task-related bodies for specific issues.
    • Negotiate with the Humanitarian Coordinator/Resident Coordinator, the Humanitarian Country Team and cluster members the prioritization and inclusion of project proposals and common funding criteria for inclusion in inter-agency funding appeals.
    • Allocate financial and other resources within the Protection Cluster, when required, such as regarding Central Emergency Response Fund (CERF) or Common Humanitarian Funds (CHF). Perform other related duties as required.

    Strategic Direction

    • Ensure that the protection response is driven by a Protection Cluster strategy developed in a consultative process with external partners and is integrated into the Humanitarian Country Team¿s common humanitarian action plan.
    • Convene and facilitate meetings in line with the Principles of Partnership, ensuring that cluster meetings are consultative and results oriented.
    • Ensure coordination with government counterparts and other relevant authorities.
    • Lead the design of transition strategies for the Protection Cluster: facilitate the development of a strategy for the cluster ensuring proper linkages with disaster risk reduction, relief, and recovery and development efforts.

    Needs Assessment and Resources Mobilization

    • Lead, coordinate and conduct within the Protection Cluster or at Inter-Cluster level protection needs assessments, including participatory assessments of affected populations.
    • Provide strategic direction to development of common funding criteria, resource mobilisation and prioritization within the Protection Cluster for inclusion in Consolidated Appeals and pooled funds processes; Establish mechanisms for accountable and transparent financial resource allocation within the cluster.

    Capacity Development

    • Coordinate the delivery of protection training activities for Protection Cluster members, other local partners, and relevant authorities.
    • Coordinate initiatives to build the protection capacity of the national and local government, partners and civil society.

    Standards Setting

    • Ensure adherence to IASC standard operating procedures for IDP profiling.
    • Coordinate the integration of cross-cutting issues in the work of the Protection Cluster, including any work developed by sub-clusters or working groups.

    Information Management

    Supply Officer

    Duties

    • Analyse the existing infrastructure and ensure that it is optimally aligned with the operational needs.
    • Support all activities pertaining to the supply chain function including planning, sourcing, transport, shipping, customs clearance, warehousing, asset and fleet management in the operation.
    • Support the procurement process to ensure timely, cost-effective and adequate delivery of commodities and services to support operational needs.

    In the Regional Bureaux:

    • Support Country Operations on how to implement supply operations based on interpretations of the situation and conclusions to how the operation can be best implemented.
    • Ensure that global Supply policies are understood by all Supply teams in the region by offering summaries and relevant interpretations in the regional context.
    • Seek opportunities for regionalizing and streamlining Supply operations where operational advantage can be achieved
    • Track the progress of specific periodic operations and provide guidance that ensures timely implementation.
    • Organize and deliver training at regional level in the different Supply functions such as procurement, logistics, asset and fleet management.
    • Assist in coaching and advising individuals or Supply teams as requested.
    • Track global Supply KPIs for the region and devise regional ones as required.
    • Monitor all periodic Supply exercises such as monthly reconciliations, quarterly physical inventory exercises, and year-end accounts closure procedures and ensure that they are implemented throughout the region.

    • Assist in providing a diagnostic on MSRP management reports for country operations, and coordinating with the Regional Supply Coordinator for necessary follow-up to ensure that data, in particular stocks accurately and completely reflect the reality in the warehouses.
    • Support the revision of country financial reports and work with the Country Operations Supply Team leaders to address red areas relating to Supply aspects of operations.
    • Ensure that country needs assessment plans are established, combine them into regional procurement plans and monitor their timely implementation and changes based on operational needs.
    • Monitor and advise operations on import and customs clearance (as required) to resolve and ensure bottlenecks a smooth flow of goods to the operations.
