    General responsibilities in Child safeguarding:

    • Ensure the way you are carrying out your work is not putting children at risk (or further risk) – this means constantly scrutinizing your work through a child safeguarding lens and talking to children about possible design/ implementation “flaws”.

    Specific responsibilities in Child Safeguarding:

    • Contribute to implementation of the Child Safeguarding policy and standards within the program you technically back-stop. This includes:
    • Ensure CS is reflected in the proposal development process according to existing checklists
    • Ensure CS is in the kick-off meeting and launch of the project
    • Include CS in ToR for field missions and missions to the Field Offices
    • Include CS in risk assessment in all project and program and campaign activities
    • Ensure CS is reflected in the report while reviewing program reports
    • Ensure CS is in the ToR of mid-term review and evaluation exercises.
    • Adjust the program approach to ensure better control of the CS risks and approaches that would better protect children from further risk of harm
    • Work in collaboration with CS colleagues when necessary
    • Contribute to the set-up of child-friendly reporting mechanism/s
    • Report any concern following the procedures

    Role Purpose

    • The Head of Education is a senior member of the PDQ team.
    • S/he is responsible for leading and designing high quality, safe, replicable and context-specific education programmes; ensuring all education interventions are implemented according to organisational standards; ensuring that monitoring processes are in place for quality activities for children, their families and communities; and continuously assessing programme quality and relevance and proposing strategies for course correction.
    • The Head of Education frequently travels to program sites, facilitates the integration of intra- and inter-sector initiatives represents Save the Children liaising with the education sector coordination fora and stakeholders such as the Education Cluster, local and international NGOs, CBOs, private sector, and local and central government authorities.

    Scope of Role:

    • Save the Children International is a 'dual mandate' organisation that seeks to inspire breakthroughs in the way the world treats children and create lasting change in children’s lives.
    • As a key PDQ team member, the Head of Education is the main focal point for Save the Children in Nigeria’s education efforts.
    • He/she will have the responsibility for strategy design, programme development, representation, programme coordination, integration and quality in accordance with internationally accepted standards and practices.
    • His/her scope will encompass education work in both development and emergency contexts.

    Key Areas of Accountability:

    • Strategy, integration and proposal development
    • Lead on defining education strategy and programme development for the Country Programme, in line with Save the Children’s approach, which is child and gender-sensitive and has the ambition to be gender transformative.
    • Ensure projects designed and implemented by the Country Programme follow agreed and approved strategies, plans and standards (with regards to child participation and gender) and meet recognised international standards.
    • Act as the interface with other technical advisors, and other programme departments for issues related to education. Ensure coordination and collaboration in the implementation of activities that are related to or impact education efforts.
    • Explore funding opportunities in and out of country and lead on proposal development for funding both to maintain and expand Save the Children’s work and influence within the education sector.
    • Serve as the principal education technical expert for Save the Children, preparing briefing materials and reports on education for donors, SMT and visitors where necessary. Present clear and convincing reports as needed on education topics at workshops, meetings, and other venues that demonstrate sound analysis and synthesis.

    Programme support:

    • Provide support and guidance in terms of strategy and education technical aspects to all Save the Children education projects or activities implemented by the Country Programme through close collaboration with key technical project managers.
    • Support training of Save the Children staff on education-related topics and participate in technical meetings related to the education programme.
    • Carry out frequent field visits to the programmes, presenting a report with recommendations.
    • Ensure the provision of technical support for education-related activities, including strategy, planning, training, etc.
    • Keep updated on research and education programming at the national and international level and share with field staff.
    • Support recruitment of technical staff for education projects, as necessary and support recruitment or request of education-related TA coming either from internal Save the Children or consultants.
    • Advise on budget requirements for education programmes, ensuring effective use of Save the Children resources.
    • Manage consortium arrangements in (upcoming) projects and ad-hoc in other programmes (e.g. during project design, interim arrangements while recruiting on projects just starting, to cover gaps).
    • Serve as a budget holder for national level soft projects, as necessary
    • Undertake additional tasks as defined by senior management team or HQ or propose new tasks based on observations.

    Documentation and reporting:

    • Ensure education project teams produce timely high-quality reports and documentation to meet donor demands, portray Save the Children’s experience within the education sector in Nigeria and actively disseminate these in an appropriate fashion and format.
    • Sign off on technical and programmatic contents of reports produced by the Country Office, either donor reports, reports of studies (carried out by SC or consultants), position papers and any document with educational content that is signed by the Country Office.
    • Contribute to policy development relating to education and ensure this is consistent with Save the Children overall approach.
    • Pro-actively provide input into global research and advocacy initiatives and objectives drawing on the Nigeria experience.
    • Provide information and other communication materials for effective support for other departments by meeting service requirements.

    Representation:

    • Link and coordinate with key players in the education sector at national and decentralised levels (government, development agencies, other organizations and research institutes, through Cluster and Thematic groups, etc.)
    • Participate in the development and review of education-related national documents (guidelines, policies, etc.) providing technical inputs in line with Save the Children position paper, policies and evidence-based programme expertise.
    • Represent Save the Children’s values and mission, as well as the Nigeria programme experience, at national, international or regional fora related to the education sector.
    • Maintain an understanding of relevant donor agendas and present Save the Children’s education programme to donors and stakeholders
    • Comply with the requirements of Save the Children’s child protection policies and other staff policies.

     Management and human resources development:

    • Line manage staff, either directly or technically (matrix) as defined by the Country Programme organogram.
    • Build capacities of the education staff in field offices, and promote team building and collaboration.
    • Support learning and development for staff working in education, by advising on learning needs, sharing training opportunities and encouraging the use of e-tools for self-learning.

    Qualification and experiences

    • Master’s Degree in Education, Pedagogy or a relevant field Degree in Education/ Pedagogy, etc.
    • At least five years’ experience in the education sector - experience in preparation of project designs, strategic planning and implementation of related activities including in basic education and early childhood care
    • Extensive experience in an NGO, including working abroad
    • Minimum of  three years’ experience   working in humanitarian contexts, including conflict-affected environments
    • Familiarity with UNICEF, USAID, EU and other major donors’ regulations and policies
    • Experience in supporting and partnership management (working with community, civil society, government, children, Education Cluster, etc.)
    • Experience working with children (girls and boys) and communities;

    Child Safeguarding

    Role Purpose

    • The Head of Food Security and Livelihoods provides strategic and technical support to Save the Children Nigeria’s Food Security and Livelihoods programming.
    • The post-holder will ensure the quality and impact of the design and delivery of FSL programming across both humanitarian and development contexts, with a particular focus on ensuring innovative quality approaches in nexus programming.
    • The post-holder will ensure sectoral representation and coordination with the government and fellow development and humanitarian actors, including donors and multi-lateral institutions.
    • The post-holder will also play a leading role in identifying and developing private sector partnerships.
    • The post-holder will lead on sectoral needs assessments, facilitate cross-sectoral programme design and budgeting, ensure linkages amongst FSL, education, adolescent development and nutrition programming and support fundraising, program kick-offs, recruitment and procurement processes.
    • The post-holder will be expected to analyze capacity building needs of existing project teams and design and support capacity building plans and trainings for those staff.

    Key Areas of Accountability
    Programme Development and Quality Programming Support:

    • Provide overall strategic leadership on Save the Children Nigeria’s Food Security and Livelihoods portfolio across the development and humanitarian context, including youth empowerment and employment, resilience, and social protection sub-themes.
    • Lead, in close collaboration with other thematic/technical teams and the Operations team, to ensure that high quality, cost-effective, innovative, and sustainable private sector-oriented FSL programmes are developed and implemented in line with Country Annual Plans and the Country Strategic Plan.
    • Lead on defining the strategic axis of interventions on resilience, early warning systems, social protection, and on youth and vulnerable population livelihood support, encompassing the preparation of situational and needs analyses, gathering and analysing primary and secondary data, producing policy formulations, as well as establishing indicators, across the FSL portfolio.
    • Work with other thematic leads, the Head of Business Development, Operations, and field teams to develop sector response plans, new proposals, and master budgets.
    • Lead on technical FSL assessments, including market and service provider assessments, ensuring assessment findings are thorough and documented and that all assessments include a specific analysis of children’s needs; work to ensure coordination and learning from multiple assessments led by other government, UN and NGO parnters
    • Working closely with the PDQ, Ops and Field teams, support program development and resource mobilisation for FSL programming, including the development of high quality concept notes and proposals, and engagement with government, strategic partners and donor Technical Advisers in country.
    • Support Operations and Field Teams to ensure timely and quality programme implementation to ensure impactful and timely delivery of programme activities, including monitoring against logframes, contributing to individual performance management and work plans.
    • Lead on technical programme review processes and participate in integrated programming reviews.
    • Work and support field teams to prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
    • Work closely with the Operations and HR teams to identify FSL staffing needs (both national and international) for emergency programmes, and contribute to ensuring rapid and comprehensive recruitment, induction and training of new staff.
    • Identify programme supply needs and coordinate with the logistics team to put in place a timely procurement plans.
    • Work with procurement, operations, finance and other teams to ensure appropriate modality of aid transfer and an accountable cash transfer mechanism is in place.
    • Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to put in place a sector M&E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
    • Work closely with the Head of MEAL to put in place accountability activities for your thematic area, ensuring that feedback from all relevant stakeholders is considered in programme design.
    • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter, the Red Cross Code of Conduct and the Core Humanitarian Standards.

    Capacity Building:

    • Identify learning and training opportunities for Save the Children staff and partners and work as a coach, mentor and role model for the FSL team.

    Representation & Advocacy & Organisational Learning:

    • Ensure that Save the Children's work is coordinated with Government plans and the efforts of other agencies.
    • Take a leadership role within interagency coordination fora, ensuring the specific needs of children are being addressed. This may involve acting as a co-lead in coordination working groups.
    • Develop and oversee the technical components of Save the Children Nigeria's FSL, youth empowerment and employment, and social protection research agenda in collaboration with the MEAL team, ensuring the publication of results and use of generated research and evidence.
    • Work in close collaboration with the Advocacy and Campaign Department to advocate for relevant policy change, regulation and local ordinances with national and local government stakeholders and civil society
    • In collaboration with senior programme staff and partners, assist in advocacy activities that target decision-makers at all levels.
    • Contribute to learning, experiences and evidence relevant to global advocacy objectives.
    • Contribute to communications and media work, acting as a spokesperson when required, identifying opportunities, material and information for communications work..

    • Significant senior level experience working in FSL programming, including direct experience in implementing cash transfer programmes, youth programming, market analysis and economic recovery, including project management.
    • Proven experience in developing and managing high quality, innovative and cost-effective technical FSL projects in nexus programming, preferably protracted crises areas and with International NGOs.
    • Previous first phase emergency response experience

    Role Purpose

    • Save the Children is looking for a Human Resources Manager to join its Nigeria country programme. The role holder will generally be responsible for the provision of effective HR services in the country office and field locations.  
    • Alternatively, they may be deployed as a field level HR advisor in a complex, large-scale emergency.  
    • The HR Manager will be expected to lead on HR assessments, strategy, coordinating recruitment, developing robust systems, policy and practice on people management in the country programme.
    • In most circumstances, the post-holder will be expected to mentor and/or capacity build existing country programme staff.

    Key Areas of Accountabilities
    Policies and Procedures:

    • Supervise the Human Resources function to ensure that advice and support are provided to managers and staff on interpretation and application of policies and procedures and on other HR related matters
    • Supervise the development of HR practices and processes aligned with the organisation’s overall strategy to meet the evolving needs of the organisation

    Staff Management, Mentorship, and Development – Human Resources:

    • Ensure appropriate staffing within Human Resources

    • Lead implementation and maintenance of Save the Children’s Develop to Perform performance management system in alignment with organizational goals
    • Ensure that performance reviews are conducted regularly by supervisors; provide training and advise to managers on effective implementation of performance management
    • Providing guidance on staff capacity building and ensure that staff development is budgeted for.  Ensure that staff have access to HR guidance on individual development opportunities arising from performance review feedback and personal career development interests
    • Lead on refresher trainings for staff in HR policies and procedures including performance management

    • The Head of MEAL is responsible for the provision of monitoring, evaluation, accountability and learning support to the Nigeria office, focusing on Save the Children’s full spectrum mandate of humanitarian and development programming.  
    • The Head of MEAL will also support the Deputy Director PDQ in bringing significant experience and fresh ideas to develop and implement a realistic MEAL strategy and systems, ensuring that they are institutionalized within the existing project cycle management framework, and that staff have the capacity to implement them.
    • The Head of MEAL will have a key role in establishing and promoting programme quality and innovation, which will be achieved through developing and improving monitoring, evaluation, impact assessment and learning methodologies

    Key Areas of Accountability
    As a key member of the PDQ team, the Head of MEAL’s  responsibility is:

    • To manage overall MEAL Unit and System of Save the Children Nigeria
    • Develop reporting system, and ensure regular follow through in its compliance and operations;
    • To support DDPDQ in program development process and review all project proposals developed by BD Unit before submission to donors, in particular the log-frame, ITT,  DIP, M/E Plan;
    • To ensure MEAL commitments are well incorporated in all proposals, budget MEAL  activities and budget sufficient MEAL staffing to effectively manage/implement the MEAL component;
    • To provide guidance to MEAL/MIS line reports for facilitating program units in developing
    • Minimum Standards and Standard Processes for all key program interventions to strengthen Compliance and Quality aspects of programs;
    • To review data tracking tools/formats/databases of SC programs and guide MEAL line  reports to work as team for data quality, data reliability and data consistency;
    • To oversee MEAL/Coordinators and managers in standardization of MEAL formats/reports in order to ensure quality of MEAL documents;
    • To ensure dissemination of key MEAL findings and learning to all relevant team and project  staff focal person to facilitate them for informed decision making;
    • To support the Research and Impact Advisor in undertaking needs assessments, baselines, evaluations and  any other research studies, internal and external (consultants, SCI staff);
    • To review and finalize documents/reports of key lessons learnt and coordinate with KM Advisor and Advocacy team for broader dissemination of learning;
    • To provide support to Accountability & Gender Advisor in developing and scaling up Accountability to Beneficiaries  mechanisms which facilitate beneficiaries/communities to register timely complaints and  provide feedback on SC interventions;
    • To review and finalize ‘Accountability to Beneficiaries’ analysis report and disseminate  among concerned management and program staff members;
    •  Assist in data quality assurance and compliance with all grants related reporting requirements and their timely submission.

    Supervise/oversee programme monitoring activities:

    • Ensure that the country office complies with SCI MEAL standard operating procedures including: the global quality framework, Global Initiative requirements, total reach and the advocacy measurement tool.
    • Bring together data and findings from across projects and operational regions to form a coherent basis for analysis of impact which promotes learning and strategy development
    • To technically backstop MEAL staff in performing and prioritizing MEAL-MIS tasks;
    • To identify capacity building events for MEAL staff members for system strengthening and sharing of learning;
    • Any other tasks given by line manager.

    Representation, Advocacy & Organisational Learning:

    • Represent the country programme on all MIS and research technical working groups, partners and stakeholders’ forums.
    • In collaboration with the SC thematic leads, feed into learning, experiences and evidence to relevant global advocacy objectives.
    • In collaboration with SCI staff, contribute with analysis towards organizational learning around technical areas as well as processes and outputs

    General:

    Qualifications and Experience

    • Minimum of 8 years' experience in the development sector,  experience in humanitarian context has added value
    • Minimum of 5 years’ experience developing and implementing monitoring and evaluation strategies, with in-depth knowledge in the design, operationalization and use of monitoring and evaluation techniques and approaches.
    • Extensive experience in research and monitoring and evaluation methodology and analysis (qualitative, quantitative, participatory) including design of systems and tools, data analysis and report writing
    • Significant experience in leading teams and building M&E team capacity (developing training tools, training, coaching and mentoring)
    • Significant understanding of the development of MIS and data and information management
    • Familiarity with participative and inclusive accountability approaches
    • Highly developed influencing, communication and interpersonal skills, including the ability to communicate technical issues effectively and persuasively.
    • Excellent English communication skills, both written and verbal.
    • Commitment to and understanding of  Save the  Children’s aims,  values and principles including rights-based approaches and children’s participation.
