    Client Verification Officers

    Position Summary

    Project HOPE is seeking to engage a Client Verification Officer to support USAID THRIVE project in Nigeria.

    • The purpose of the USAID THRIVE project is to reduce the impact of HIV/AIDS on orphans and vulnerable children (OVC). The project will ensure that OVC are cared for and protected by their households, communities, local and state governments, while engaging with both government and private sector stakeholders for visibility of the project.
    • The Client Verification Officer reports to the CQI/CV Team Lead and will be responsible for ensuring client verification and quality improvement process is structured in the workplan of the USAID THRIVE-South project with emphasis on client verification, data integrity, confidentiality and capacity building. In addition, He/she will support the design, implementation, monitoring, documentation, and evaluation of the quality management activities in collaboration with the relevant government line ministries, THRIVE consortium members and the relevant government line ministries. The Client Verification Officer will work with other technical staff and CBOs on the development of the OVC standards of care, the DQA tools, the quality database, and dashboards. He/she will design training for CBO staff to strengthen their capacity for client verification teams at state level for them to implement Client verification and client enrollment at household Level.

    The Client Verification Officer Will Ensure The Following

    • Data verification: Conducting weekly, monthly data verification to ensure accuracy and completeness. This includes identifying and correcting errors and verifying missing information.
    • Data integrity: Providing support to the CQI/Team Lead on maintaining data integrity, data triangulation and verification processes.
    • Confidentiality: Ensuring the confidentiality and security of sensitive information.
    • Communication: Communicating data verification errors with supervisors
    • Facilitate regular remote and physical household verification of newly enrolled beneficiaries
    • The Client Verification Officer will support the CQI/Team Lead to conduct data validation activities, collaborating with cross-functional teams during the entire project life cycle, and presenting technical assistance and support, in compliance with local procedures.
    • Client Verification Officer will ensure the accuracy of data entered into the organization’s electronic systems, such as client records.

    Specific Responsibilities

    Provide support for the review of data from various sources to ensure accuracy and completeness

    • Conduct regular DQAs visits, Identify and correct data errors and inconsistencies
    • Train CSO in completion of requisite data collection tools for OVC case management pathways
    • Collaborate with internal units to ensure accurate documentation
    • Maintain confidentiality and security of sensitive information
    • Ensure implementation of data validation checklist and capacity building of community-based organizations
    • Facilitate training of Local Government officials and Ministry of Women Affairs and Social Development in Data review and triangulation
    • Build the capacity of technical staff and administrators on DQA assessments including optimizing performance and quality and other relevant DQA approaches.
    • Provide technical assistance in implementing site level DQA plans.
    • Provide technical guidance to CBO in DQA processes
    • Facilitate the implementation of DQA methods applied at facility- and community-level services.
    • Coordinate documentation for monthly and quarterly reports as required
    • Perform any other data verification duties, as required.

    Minimum Required Skills, Education And Experience

    • A Degree in Public Health, Statistics, Social Sciences, Epidemiology, Biostatistics, Health Informatics or a health-related field is required
    • Experience with development and execution of validation protocols; proficiency with computers, MS Windows, MS Word, and MS Office
    • Excellent problem solving and analytical skills, and the ability to work under pressure. A strong database management background and master’s in public health will be beneficial.
    • Demonstrated experience in managing M&E systems that track performance as per the objectives of this project (e.g., OVC services, performance against each result area)
    • Demonstrated computer skills in Microsoft Office Suite applications including Word, Excel, PowerPoint, and Outlook and advanced skills in the use of analytical tools
    • High degree of familiarity with community-based data bases such as DHIS 2 – its use, customization, and interoperability of related data management platforms.
    • Demonstrated results with capacity building/training, and implementing training programs and workshops in Monitoring, Evaluation and Research.
    • Demonstrated experience and understanding of PEPFAR MER Indicators, particularly OVC outcomes indicators
    • Experience in USAID OVC DQA processes
    • Fluency in English.

    Adolescent and Youth Health Advisor

    PRINCIPAL RESPONSIBILITIES:

    Programme Implementation:

    • The AYH Advisor will contribute to building the capacity of government stakeholders and as such be responsible for strengthening the management, leadership and technical capacity of the Ministry of Women Affairs in the implementation states.
    • At the national level, the AYH Advisor will ensure that stakeholders, collect, analyze and share AYH related data and information to ensure that AYH policies, strategies and programmes are in line with the national policy document.
    • The AYH Advisor will also provide technical support to implementing partners and other stakeholders in focusing on key priorities and providing access to technical expertise (internal or external) as needed. The AYH Advisor will strengthen coordination among key stakeholders and relevant directorates, departments, and units as well as academic and private sector. This includes participating in thematic working groups and task forces as well as any other ad hoc committee as required.

     SPECIFIC RESPONSIBILITIES:

    • Assist the Ministry of Women Affairs in developing specific deliverables in relation to adolescent health;
    • Support the project to review, revise and develop strategic and operational plans for promoting youth and adolescent health (updated Child, Adolescents and Youth Policies) and monitor implementation of strategic documents;
    • Assist in the identification of obstacles to effective youth and adolescent health programs at the community and facility level and the development of interventions to overcome obstacles that are technical and/or managerial in nature.
    • Develop training materials and conduct technical committee meetings.
    • Serve on the Adolescent Youth Health Technical Committee (or establish an AYH Technical Committee);
    • Identify external technical assistance needs for adolescent health deliverables;
    • Participate actively in AYH capacity building programs, team activities and coordinate with others where necessary;
    • Assist in developing the annual work plan for his/her area of expertise; implement activities on the work plan and be accountable for achieving agreed upon results of work plan.
    • Support the project in the implementation of adolescent health related research activities (survey and studies).
    • Identify opportunities for cooperation and align activities with other stakeholders who support the promotion of adolescent health

    MINIMUM REQUIRED SKILLS, EDUCATION AND EXPERIENCE:

    • At least 10 years of professional work experience designing and implementing monitoring and evaluation activities for complex programs in developing countries.  Previous experience on USAID programs and health or social welfare-focused programs preferred
    • Familiarity with the Nigerian Health system including government planning and budgeting processes at federal and state levels
    • Strong skills in negotiating with and engaging Ministry of Health officials at all levels of the health system.
    • Familiarity with the challenges and opportunities of strengthening health systems in Sub Saharan Africa
    • Experience working with private sector actors involved in health service delivery

    Advisor Private Sector Engagement

    POSITION SUMMARY:

    • Project HOPE is seeking to engage an Advisor Private Sector Engagement to support USAID THRIVE- South project in Nigeria.
    • The purpose of the USAID THRIVE project is to reduce the impact of HIV/AIDS on orphans and vulnerable children (OVC). The project will ensure that OVC are cared for and protected by their households, communities, local and state governments, while engaging with both government and private sector stakeholders for visibility of the project.
    • The Technical Advisor, Private Sector Engagement reports to the STTA  and will be responsible for providing technical leadership to the USAID THRIVE project with emphasis on ensuring private sector engagement across the THRIVE South portfolio.
    • S/he will work closely with the project leadership and staff to ensure program success and will be responsible for designing and implementing workplan and leading program activities as it relates to stakeholder engagement and systems strengthening for the OVC program at State and LGA levels.
    • The private sector engagement advisor will provide technical leadership on all aspects of private sector engagement  and improve the quality of OVC service delivery by ensuring counterpart funding for provision of OVC services by local and state government in all THRIVE SOUTH Implementation  states, as well as lead efforts in resource mobilization from the Private sector.

    PRINCIPAL RESPONSIBILITIES:

    The scope of work will be varied based on business development, including one or various of the below tasks:

    • Work closely with THRIVE South project teams to understand their needs related to engaging with Private Sector to service, innovate and mentor projects to ensure effective private sector engagement across the portfolio.
    • Manage and further develop existing relationships with global companies, based on the Strategy, to deliver on priority initiatives and to develop new national initiatives.
    • Contribute to continual improvement of private sector engagement across THRIVE South and to developing THRIVE South private sector strategy.
    • Develop new initiatives and corporate partnerships to strengthen project impact.
    • Build and maintain partnerships with global and national private sector coalitions
    • Participate in major national events relevant to the project private sector work and represent THRIVE South at the events
    • Act as focal point and key private sector advisor for THRIVE South
    • Develop and manage processes for maintaining on-going national level monitoring and oversight of private sector engagement activities
    • Prepare project proposals in collaboration with strategic company partners for resource mobilization.

    Competencies:

    • Experience working with national private sector companies, supporting them to understand and develop sustainable policies and strategies.
    • Experience Initiating and inspiring partnerships with the private sector.

    • Familiarity with the Nigerian private sector including government planning and budgeting processes at Federal and state levels
    • Strong skills in negotiating with and engaging with national and state private sector officials at all levels
    • Familiarity with the use of performance tracking tools.

    Finance Officer

    Finance Officer:

    • The Finance Officer is responsible for ensuring compliance with all regulations, grant specific requirements, reporting mechanisms, and Project HOPE policies and procedures. S/he is responsible for oversight and ensuring compliance and development of all financial and accounting activities for the project as well as HR responsibilities as assigned.  S/he ensures availability of financial resources for local payments of the team, review and account for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments. Ensure the accuracy of financial transactions on the project using Quickbooks, and meet the financial reporting requirement including preparation, submission for review by HQ and final submission to donor within the deadline. The Finance officer prepares the required budgets, realignment and manages the same through regular review of budgeted against actual expenditure.  

    ESSENTIAL RESPONSIBILITIES  

    Accounting and Finance Management  

    • Ensure compliance with the organization and donor regulations and procedures; establishing finance and supporting function policies, systems and procedures, and directing or performing their development, documentation, and implementation  
    • Responsible for ensuring financial resources availability for local payments of the team, in coordination with International Finance Desk  
    • Supervise and ensure that the day-to-day accounting operations and financial management functions in field offices are performed in accordance with internal policy and procedures  
    • Review and account for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control overpayments  
    • Suggest formats for financial reporting to aid financial statement users to better understand the contents of the reports for decision-making and strategic planning purposes  
    • Ensure the maintenance of accurate records of financial transactions of the mission (main and field sites in order to monitor financial status of all  activities  
    • Manage the finance activities of the mission to meet the financial reporting requirements of field and senior management team, ensuring that all financial reports are submitted on or before the deadlines set and contain relevant information for all the users of the financial reports  
    • Direct the preparation of all financial reports for external purposes in respect to accounting, legal and contractual requirements
    • Maintain the organization’s system of accounts ensuring all accounting data are updated, reconciled and fully supported
    • Provide technical support to mission program and logistics  
    • Supervise or prepare activity budgets in collaboration with the technical team 
    • Present and facilitate review of actual to budget expenditures with direct line manager, senior management, and field teams  
    • Provide recommendations for budget realignments as required  

    Working Relationships  

    • Maintain frequent communication with Senior Accountant HQ, Program and Operations Manager to ensure finance activities and objectives are communicated  
    • Work with direct line manager, senior management and field teams to ensure the coordination of programs are within budgeted targets  
    • Attend coordination meetings which are relevant to country activities  
    • Interface with national government and relevant agencies to ensure compliance with varying government regulations  

    Representation  

    • Participate in donor meetings and communicate relevant information to Project Manager and/or HQ  
    • Work with key staff to develop and maintain optimum financial and programmatic relationship  
    • Ensure maximum visibility of the agency among the NGO community  
    • Lead the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.  
    • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization's Code of Conduct, ethics, values and stand-point with regard to internal and external actors.  

    Qualifications:  

    • Degree in Finance, Accounting, Social Sciences, Business Administration and/or in a relevant field of study 
    • Chartered Accountant
    • Preferably has a Master’s degree 
    • Prior Grant Management training/experience 

    Experience  

    • Minimum of five (5) years of managerial experience in a non-profit organization or equivalent experience, training and education  
    • Extensive experience in the administrative and financial management of overseas programs at the management level  
    • Extensive experience in working with computerized accounting systems  
    • Comprehensive knowledge and working experience with USAID, World Bank, EU, DfID and other donors preferred
    • Experience in developing and managing procurement and logistical procedures and policies

    Mental Health Advisor

    POSITION SUMMARY:

    Project HOPE is seeking to engage a Mental Health Advisor to support USAID THRIVE project in Nigeria.

    • The purpose of the USAID THRIVE- South project is to reduce the impact of HIV/AIDS on orphans and vulnerable children (OVC). The project will ensure that OVC are cared for and protected by their households, communities, local and state governments, while engaging with both government and private sector stakeholders for visibility of the project.
    • The Mental Health Advisor reports to the Country Director and will be responsible for providing technical leadership to the USAID THRIVE South project with emphasis on Client Mental Health

    The Mental Health Advisor will:

    • Ensure the provision of effective mental health assessment for clients proffer immediate interventions and support and follow up on referral of more severe, complex and enduring difficulties
    • H/She will design a protocol for routine assessment of THRIVE South Beneficiaries and care givers and institute periodic self-care interventions.

    SPECIFIC RESPONSIBILITIES

    • Design and deliver activities in support and promotion of mental wellbeing – including those designed to tackle stigma, and by delivering new evidenced-based psychoeducational group work program
    • Identify existing Mental support systems and develop partnership for service provisons
    • Co-ordinate, together with project stakeholders, the safeguarding structure and support the service by advising colleagues on associated safeguarding matters.  
    • Design and deliver activities in support and promotion of mental wellbeing – including those designed to tackle stigma, and by delivering new evidenced-based psychoeducational group work program and/or appropriate therapeutic based interventions.
    • Integrate mental health services in management of survivors of violence and trauma 
    • Work with government and implementing partner stakeholders to develop and strengthen existing mental health-related service protocols and guidance and assist in the development of mental health related strategies.  
    • Contribute to the development and delivery of policies, procedures and practices to improve services for clients 
    • Contribute to the promotion of client mental wellbeing and the awareness of mental health issues on the project, including through staff training
    • Support the development of self-management skills
    • Develop a framework for the sustainable integration of MHPSS while strengthening existing strtuctures
    • Integrate mental health and psychosocial support into gender mainstreaming.

    MINIMUM REQUIRED SKILLS, EDUCATION AND EXPERIENCE:

    • A professional qualification in a related field such as clinical psychology, mental health nursing, social work, counselling psychology or mental health occupational therapy
    • Significant post qualification experience in delivering one on one mental health support to individuals, including experience of conducting an in-depth assessment of clients presenting with complex needs, risk and crisis. 
    • Experience of providing mental health advice and health promotion. 
    • Experience of working in a clinical team setting. 
    • Experience of advising on safeguarding matters. 
    • Experience in delivering successful group programs such as psychoeducational workshops and/or therapeutic group work

    Specialist Private Sector Engagement

    POSITION SUMMARY:

    Project HOPE is seeking to engage Specialist Private Sector Engagement to support USAID THRIVE- South project in Nigeria.

    • The purpose of the USAID THRIVE project is to reduce the impact of HIV/AIDS on orphans and vulnerable children (OVC). The project will ensure that OVC are cared for and protected by their households, communities, local and state governments, while engaging with both government and private sector stakeholders for visibility of the project.
    • The specialist, Private Sector Engagement reports to the PSE Advisor and will be responsible for providing technical leadership to the USAID THRIVE project with emphasis on ensuring private sector engagement across the THRIVE South portfolio.
    • S/he will work closely with the project technical team to identify areas of gaps and will be responsible for designing and implementing activities for resource mobilization. The private sector engagement specialist will provide technical support in engaging stakeholders to improve the quality of OVC service delivery by ensuring counterpart funding for provision of OVC services by local and state government in all THRIVE SOUTH Implementation  states, as well as lead efforts in resource mobilization from the Private sector.

    PRINCIPAL RESPONSIBILITIES:

    These will include to;

    • Work closely with THRIVE South project teams to understand their needs related to engaging with Private Sector to service, innovate and mentor projects to ensure effective private sector engagement across the portfolio.
    • Manage and further develop existing relationships with global companies, based on the Strategy, to deliver on priority initiatives and to develop new national initiatives.
    • Contribute to continual improvement of private sector engagement across THRIVE South and to developing THRIVE South private sector strategy.
    • Develop new initiatives and corporate partnerships to strengthen project impact.
    • Build and maintain partnerships with global and national private sector coalitions
    • Participate in major national events relevant to the project private sector work and represent THRIVE South at the events
    • Act as focal point and key private sector specialist for THRIVE South
    • Develop and manage processes for maintaining on-going national level monitoring and oversight of private sector engagement activities
    • Prepare project proposals in collaboration with strategic company partners for resource mobilization.

    Competencies:

    • Experience working with national private sector companies, supporting them to understand and develop sustainable policies and strategies.
    • Experience Initiating and inspiring partnerships with the private sector.

    MINIMUM REQUIRED SKILLS, EDUCATION AND EXPERIENCE:

    • Master’s Degree in Social Sciences, Economics or a health-related field is required
    • At least 7 years of professional work experience designing and implementing private sector engagement activities for complex programs in developing countries.  Previous experience on USAID programs and health or social welfare-focused programs preferred
    • Familiarity with the Nigerian private sector including government planning and budgeting processes at Federal and state levels
    • Strong skills in negotiating with and engaging with national and state private sector officials at all levels
    • Familiarity with the use of performance tracking tools.
    • Experience working with private sector actors involved in health service delivery
    • Experience in designing and implementing annual resource mobilization plan
    • Demonstrated experience in setting up and managing M&E systems that track organization development performance as per the objectives of the project

    Senior Technical Advisor CQI and Client Verification

    POSITION SUMMARY:

    Project HOPE is seeking to engage a Client Verification Team Lead to support USAID THRIVE project in Nigeria.

    • The purpose of the USAID THRIVE project is to reduce the impact of HIV/AIDS on orphans and vulnerable children (OVC). The project will ensure that OVC are cared for and protected by their households, communities, local and state governments, while engaging with both government and private sector stakeholders for visibility of the project.
    • The Continuous Quality Improvement and Client Verification STTA reports to the Country Director and will be responsible for providing technical leadership to the USAID THRIVE-South project with emphasis on client verification, data integrity, confidentiality and Capacity building.
    • In addition, He/she will lead the design, implementation, monitoring, documentation, and evaluation of the quality management activities in collaboration with the relevant government line ministries, THRIVE consortium members and the relevant government line ministries.
    • The CQI/CV STTA will support the development of the OVC standards of care, the CQI tools, the quality database, and dashboards.
    • He/she will be responsible for strengthening the capacity of CQI teams at state level for them to implement the CQI assessment, roots cause analysis, development of improvement plan, change management and improvement management activity implementation. The CQI/CV STTA will oversee 3 CQI Specialist and 3 Client Verification officers.

    SPECIFIC RESPONSIBILITIES

    • Meticulously examine data from various sources to ensure accuracy and completeness
    • Conduct periodic internal DQAs, Identify and correct data errors and inconsistencies
    • Research and verify missing information to ensure data completeness
    • Build capacity of CSO in completion of requisite data collection tools for OVC case management pathways
    • Conduct outreach calls and visitation to confirm beneficiary details
    • Follow established data entry procedures and guidelines to maintain a high level of accuracy and efficiency
    • Maintain confidentiality and security of sensitive information
    • Build capacity of community-based organizations for data triangulation and verification
    • Build capacity of Local Government officials and Ministry of Women Affairs and Social Development in Data review and triangulation Build the capacity of technical staff and administrators on modern CQI methods including optimizing performance and quality and other relevant CQI approaches.
    • Lead the development and revision of quality and performance improvement tools.
    • Collaborate with the program and M&E teams to develop and implement CQI improvement plans.
    • Identify quality improvement training and mentoring needs and conduct training and mentoring, as appropriate.
    • Provide technical assistance in implementing national, district, and site level CQI plans.
    • Provide technical guidance to partners and implementers in CQI initiatives for all stakeholders in the THRIVE-South project.
    • Collaborate with the appropriate line ministries’ Quality Assurance units in the implementation of the national quality management program within Project HOPE-supported states.
    • Work closely with the Knowledge Management staff to oversee the process of documenting and disseminating best practices.
    • Ensure CQI methods are applied across all operating systems at facility- and community-level services.
    • Represent Project HOPE, as directed, in any working group, committee, or task force addressing CQI.
    • Oversee the preparation of the CQI component of THRIVE South annual and quarterly workplans at all of the states and LGAs.
    • Prepare quarterly and annual reports as required, detailing the performance of the CQI program, including reports and others, as directed.
    • Perform any other CQI duties, as required.

    MINIMUM REQUIRED SKILLS, EDUCATION AND EXPERIENCE

    • Master’s Degree in Public Health, Statistics, Social Sciences, Epidemiology, Biostatistics, Health Informatics or a health-related field is required
    • Experience with development and execution of validation protocols; proficiency with computers, MS Windows, MS Word, and MS Office
    • Excellent problem solving and analytical skills, and the ability to work under pressure. A degree in management information systems, economics, or finance. A strong database management background may be beneficial.
    • Demonstrated experience in managing M&E systems that track performance as per the objectives of this project (e.g., OVC services, performance against each result area)

    Senior Technical Advisor Health Systems Strengthening Team Lead

    POSITION SUMMARY:

    Project HOPE is seeking to engage a Senior Technical Advisor Health Systems Strengthening Team Lead to support USAID THRIVE- South project in Nigeria.

    • The purpose of the USAID THRIVE project is to reduce the impact of HIV/AIDS on orphans and vulnerable children (OVC). The project will ensure that OVC are cared for and protected by their households, communities, local and state governments; while engaging with both government and private sector stakeholders for visibility of the project.
    • The Systems Strengthening Team Lead reports to the Country Director and will be responsible for providing technical leadership to the USAID THRIVE project with emphasis on strengthening social service systems and building capacity of the social service workforce (formal and informal).
    • S/he will work closely with the project leadership and staff to ensure program success and will be responsible for designing and implementing workplan and leading program activities as it relates to stakeholder engagement and systems strengthening for the OVC program at State and LGA levels.
    • The Systems Strengthening Team Lead will provide technical leadership on all aspects of health systems to improve the quality of OVC service delivery by local and State government in all THRIVE SOUTH Implementation States, as well as lead efforts in resource mobilization from the Private sector.
    • S/he will lead the technical team to produce quarterly, semi-annual and annual quantitative and narrative reports, including relevant information on lessons learnt, challenges encountered, and opportunities identified for improvement.

    PRINCIPAL RESPONSIBILITIES:

     Program Implementation and Systems Strengthening:

    • Contributes to program success and technical quality by mapping of existing networks and engage with government and private stakeholders on matters of concern.
    • Coordinates with AONN network for monitoring of service delivery, capacity building and coordination of OVC CSO in focus states
    • Engage with private sector service providers on agriculture and enterprise development
    • Monitors USAID THRIVE program by reviewing information, reports, and data and assessing quality through regular exchange and communication with program teams. Collaborates with technical and monitoring and evaluation teams to monitor achievement of program and subproject objectives, indicators, and data collection.
    • Builds program team capacity in technical areas and Systems Strengthening by training and mentoring and updating staff on technical developments.
    • Leads, contributes to the development of, and ensures completion of program planning documents for assigned programs, including Work plans, Detailed Implementation Plans, Quarterly and Annual reports
    • Ensures all safeguarding and PSEA trainings are coordinated with other partners on the project
    • Coordinate and contribute to capacity building activities for government ministries and social service workforce at State, LGA and CBO level
    • Ensures program utilization of up-to-date quality technical materials and guidelines that meet international standards including program design frameworks.
    • Provides technical guidance on activity implementation and evaluation plans (consults with other technical staff especially M&E as needed).
    • Coordinate the integration of adequate referral pathways on the USAID THRIVE project
    • Design a Framework a framework to ensure strengthening of household, community, structures and government agencies to ensure a sustainable intervention that institutionalize OVC case management into health and social systems at the LGA level

    Monitoring, Evaluation & Learning:

    • Work with the Strategic Information Director to ensure that THRIVE South Project have strong M&E systems in place for program sustainability
    • Responsible for program reporting to the Country Director
    • Work with the Strategic Information Director, CQI Advisor to ensure quality data is captured at all levels, managed properly, and utilized for monitoring progress to target.
    • Participates in developing & disseminating technical abstracts, articles, conference presentations & strategy papers.
    • Contributes to sharing of “lessons learned” from the project to both government and private stakeholders.
    • Other duties as assigned.
