    Regional Security Advisor (North East 2 and North West 3)

    Objectives

    • The Regional Security Advisor (RSA) will work with the regional operations team of MSI Nigeria Reproductive Choices to support the implementation, operation, and maintenance of security management systems.
    • The role holder will provide and implement appropriate security controls in a timely manner.
    • He/She will participate in the creation, review, and update of security information policies. The role will include the provision of clear technical advice and recommendations on threats, incidents, logistics, general safety, and external liaison.

    Overall Responsibilities
    Security Management:

    • Provide updates on regional threat level and risk assessment. Ensure standard operating procedures comply with MSI Nigeria Reproductive Choices’ regional operations within his/her duty station. Make contingency plans and special situation reports to the Line Manager/ Security & Risk Advisor.

    Safety Management:

    • Ensure the Organisation’s premises, vehicles, and assets are safe, including fire safety and other hazards.
    • Ensure that all regional and state offices and premises in the Area of Responsibility (AOR) are well secured through the implementation and management of physical security measures including perimeter building and store security, safe rooms, and alarm systems.

    Procedural and General Security:

    • Ensure a high level of procedural security is in place in all the region’s offices including access control visitor protocols, keys, and guard’s management.
    • Implement and maintain protocol and contact procedures in the regions, red zones, travel times, vehicle documentation, pre-travel authorization, and equipment protocols throughout the region.
    • Maintain contextual awareness and security-based networks in the duty station and AOR.
    • Conduct briefings and debriefings for all employees and visitors involved in any security incident.
    • Good liaison with Government Security Agencies in the designated region.
    • Ensure all appropriate locations or offices have evacuation (security and medical) plans in place including responsibilities, collection points, routes, stabilization creation, and communication fee.
    • Ensure all security incidents and developments are reported to the Line Manager appropriately and timely.
    • Excellent and comprehensive security management of personnel, materials, and general operations of MSI Nigeria Reproductive Choices in the region.
    • Daily security updates on the region and liaison with the Security and Risk Advisor (SRA), Team Leads in various states and monitoring of Field Team’s activities to ensure overall safety and security of Team members.
    • Be readily available on call to provide real-time security support to the Regional Team

    Required Qualifications

    • Bachelor’s degree or any relevant certification.
    • Practical experience in assessment, planning, and implementation of procedures gained in an NGO or other relevant field context.
    • Experience in the military, police, or any security service in Nigeria.
    • Experience in security management, training, and other relevant learning initiatives.
    • Experience in managing severe incidents in complex environments and security-challenged areas.

    Regional Marketing and Communications Advisor (North East 2)

    • This role is part of the Marketing and Communications Team working directly to support efficient and effective community mobilization activities, strengthen accountability, improve partnerships, policy advocacy, corporate visibility, youth engagement, and stakeholder mobilization.
    • S/he will serve as liaison, facilitating new partnerships and strengthening existing relationships with policy makers, and religious/traditional and youth gatekeepers at national and state levels. Helping to drive the broader MSI Nigeria partnership goals.
    • S/he will lead and facilitate innovative youth engagement and MSI Nigeria\'s responsiveness to youth mobilization and service provision.
    • S/he will lead the regional advocacy and services marketing component of all existing and new projects within the region.
    • S/he is required to synergize with the Regional Manager and other teams within the region in the effective delivery of tasks and expected results.
    • The post holder is required to demonstrate initiative; energy; persistence; results orientation; drive; integrity and discretion; enthusiasm; and commitment to personal development in the excellent delivery of work against these responsibilities.

    Responsibilities
    Coordinate Community mobilization activities and strengthen accountability:

    • Initiate and provide a support system for effective and efficient community mobilization.
    • Supervise and support SBCC Officers in the region of coverage to conduct effective mobilization.
    • Facilitate and ensure proper community entry activities are conducted by mobilisers during mobilization.
    • Ensure standard and prompt delivery of mobilization activities by mobilisers against set MSI Nigeria’s indicators.
    • Lead training of mobilisers and community-level volunteers on MSI Nigeria thematic areas.
    • Provide on-the-spot check of mobilization activities in implementation communities.
    • Support implementation of Human Centred Design (HCD) and other innovative demand generation and marketing activities in the region.
    • Support cohort of mobilisers in the development and implementation of annual and quarterly work plans.
    • Support marketing and mobilization training during the onboarding clinical providers.
    • Support equitable distribution of marketing and communication materials across the region.

    Lead Content Development for MSI Nigeria Communication/Documentation:

    • S/he is required to identify, develop, document, and promptly report high-impact success stories and communication content to meet the needs of the region and the entire MSI Nigeria e.g., Newsletter stories, Blog and social media content, action photographs, etc.
    • Lead the content generation and documentation of communication materials for various uses
    • Identify, penetrate and facilitate dissemination of MSI Nigeria content on strategic social media groups with high following of youth, adolescent, and Women of Reproductive Age (WRA) to increase visibility and referral to MSI Nigeria service providers and products.

    Advocacy/External Relations, Communication and Representation of MSI Nigeria:

    • Lead in the formation of effective partnerships within the development arena to increase collaboration and recognition for MSI Nigeria’s work; Influence policy, and grant making decisions of donors within the region:
    • Ensure visibility and raise the profile of MSI Nigeria among key stakeholders, including donors and partners.
    • Participate and represent MSI Nigeria in regional/state level Sexual and Reproductive Health (SRH) technical working group meetings and maintain professional relationship with strategically placed individuals within target institutions.
    • Create and explore all opportunities to highlight MSI Nigeria’s policy messages and technical expertise to a wider audience through media channels and special events, linking with the regional manager, communications and clinical teams as required.
    • Monitor and report relevant state and regional health and development policy developments.
    • Build strong relationships with key policy makers and cooperating with partners in order to influence policy change and place MSI Nigeria in a strong position.
    • Identify key policy and advocacy issues affecting SRH and MSI Nigeria interventions at regional and state levels and report same quarterly.
    • Conduct quarterly socio-political analysis framework to understand and advise management on clients/community’s experiences resulting from intersections of culture, politics and religion across MSI Nigeria’s regional offices.
    • Engage with critical stakeholders in the SRH industry and position MSI Nigeria as a family planning and sexual and reproductive health thought leader.

    Reporting, Monitoring, and Evaluation:

    • Track and report all advocacy and mobilization engagements in the region.
    • Test run advocacy and communication materials in conjunction with RM&E unit before finalization and deployment for general population use.
    • Prepare and submit monthly technical, progress and program monitoring reports to MSI Nigeria and donors according to schedules and guidelines or as relevant for management decision to line managers.
    • Use routine data from CliC and the Marketing Activities Reporting (MAR) template to target demand generation effort and reach clients more effectively.

    Others:

    • Carry out any other duties as reasonably requested by the line manager and/or management.
    • Willingness to travel within and outside the country as may be required.

    Requirements

    • BSc / BA Degree in communication, Arts, marketing, and related field; MA/MSc in these areas would be an added advantage.
    • Proven abilities to set priorities, to multi-task, and to work collaboratively across technical disciplines
    • Possess outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills.
    • Strong results orientation, with the ability to challenge existing mind-sets and provide reasons and solutions for change.
    • Excellent spoken and written English
    • Good computer skills (particularly Word, Excel and database)
    • Technical expertise in the area of advocacy, demand creation/marketing, social marketing, reproductive health, maternal, HIV and/or child health preferred
    • Have relevant experience in similar position.
    • Possess high level representation and strong presentation skills.
    • Relevant experience in planning of advocacy campaigns and designing, planning, and implementing SBCC efforts and/or community-level activities, including communication campaigns and trainings will be an added advantage.
    • Demonstrated ability to coordinate closely with government staff, effectively manage their expectations, and build capacity.

    Regional Admin Officer North East 2

    Objectives:

    This position exists to provide support in the regions, procurement, inventory management, fleet management Asset management, Admin, and HR. The Admin Officer will be responsible for the bi-weekly stock reports on the tally, monthly fleet reports, and vehicle maintenance monthly reports and in charge of procurement processes (from request to quote to the issuance of PO) and monthly procurement reports.

    Key Objectives:

    • This position exists to provide support in the regions in procurement, inventory management, fleet management, Asset management, Admin and HR. The Admin Officer will be responsible for the bi-weekly stock report on the Tally, fleet report, and vehicle maintenance monthly report and in charge of procurement processes (from request to quote to the issuance of PO).
    • The Administrative officers in various regions will work in collaboration with the Regional Manager, Inventory and Asset Management team, Fleet management team, and Procurement team to coordinate the PILAM unit in the Regions.

    Manage the Procurement Process

    • Maintain Vendor List
    • Treat all Procurement Request Forms (PRF) in his/her region by sending out requests for quotes to vendors on the Vendor list, evaluating quotations, Organise Procurement Committee (PC)meetings when required, and issuance of PO Procurement above the region threshold, forward to Support office Send weekly Procurement Report

    Fleet Management

    • Manage the usage of the daily vehicle Checklist/Fleet visit.
    • Manage the usage of the fuel voucher & Total card.
    • Send monthly, fuel receipts and maintenance invoices.
    • Maintain vehicle files in your region.

    Inventory and Stock Management

    • Maintaining accurate records of stock movement in and out of the warehouse daily.
    • Posting & documentation of all goods receipt and stock consumption as it happens on a daily basis
    • Synchronizing all inventory postings at the Regional office with the Support Office Central Store database on a weekly basis and as at when due.
    • Carrying out weekly cycle count to determine Critical Stock consumption rates and interpreting same into the following reports:
      • Critical Stock Report
      • CPFR (Collaborative Planning, Forecast & Replenishment) Report
    • Prompt treatment of all material requisitions and issuing of stock items to User departments, Outreach teams, and Field officers daily.
    • Maintaining GWP (Good Warehouse Practice) and HSE (Health, Safety & Environment) standards through:
      • tidy shelving, racking system/ store arrangement,
      • FEFO (First Expired First Out),
      • FIFO (First In First Out),
      • Stock Codification/labeling
      • use of PPE (Personal Protective Equipment) at all time
      • Give a monthly report on expired drugs and medical consumables.

    Asset Management

    • Manage the asset register.
    • Maintain a record of all asset movement and acquisition.

    Human Resource Management

    • Creating files for Team Members
    • Ensure the timely submission of Timesheets.
    • Help in getting work tools for Team Members.

    Qualification & Experience

    • 5-7 years post NYSC full-time professional-level experience involving Procurement, Logistics, Administration and Inventory Management. Working on international procurement transactions; Experience with direct supervision of personnel
    • Bachelor’s degree in supply chain management, Procurement & Stores Management, Commerce, or Business Administration.
    • Fluency in English (Written, Spoken, and Reading)
    • A professional Qualification in Procurement, Logistics, or Inventory Management will be an advantage.
    • Knowledge and experience in health/medical or NGO organizations; experience in working in donor-funded programmes.
    • Supply Chain and Admin, knowledge of ERP packages (Tally) will be an advantage, MS Office programs, and professional certification in view.
    • The Admin Officer should have the following skill sets: communication, active listening and learning, coordination, judgment and decision-making, organization, time management, writing, service orientation, negotiation, and mathematics.
    • Willingness to Travel when requested
