    Logistics Officer

    Position: Nigerian nationals only

     Job Summary:

    This position will be based in Damboa with rotation travels to Maiduguri based on the activity requirements to perform logistics support to IMC Damboa field office and act as logistics point of contact person in Damboa for IMC.

    MAIN RESPONSIBILITIES

    • To take overall responsibility for the management, co-ordination & implementation of logistics tasks in Damboa field office. This includes procurement, warehouse & stock management, vehicle/fleet management, Damboa office asset management .
    • Managing/ supervising resources within defined boundaries, which include people and assets.
    • Providing professional advice to managers on areas of work covered in their remit.
    • Support filed team on any IT related issues with remote guidance from IT officer.
    • Influences the development of strategy and supports operational implementation.
    • Develops solutions to diverse and complex problems within organisational policy with consultation of Supply Chain Coordinator and Damboa office Field Site Manager.
    • Interprets and applies operational and specialist information in a variety of formats from a variety of sources.
    • Flexibility to anticipate and resolve challenges within corporate or divisional parameters, with moderate scope.
    • Contribute to and influence operational planning.
    • Influence managers, staff and volunteers in IMC and develop effective networks with external bodies.
    • Ensure compliance with Government, Donor and IMC procedures and ensure risks are kept to a minimum.
    • Ensure Health and Safety procedures are followed at specific sites.
    • Perform any other task assigned by Supply Chain Coordinator in consultation with Field Office Manager.

    KEY RESPONSIBILITIES

    Procurements:

    • Manage procurement activities in Damboa field office following IMC procurement principles and practices and update the progress of PR weekly basis in the PTS platform.
    • Have proper track of each PR assigned by Supply Chain Manager and ensure all issued Work Order/ Purchase Orders quality delivery is done on time.
    • Consult with Supply Chain manager for any critical procurement or challenges in procurement process in Damboa level and follow the advice and guideline accordingly.
    • Share the progress of procurement with respective programme team and ensure engage appropriate technical/ programme person to do the quality checking during receiving the supply.
    • Ensure the payment documents for procurement process are submitted to finance on time with necessary attachments and all procurement documents are scanned and achieved in dedicated folder in Sharepoint.
    • Keep the Damboa supplier database up to date and proper record of supplier performance.
    • Involved in supplier capacity building process instructed by Supply Chain Coordinator

    Warehouse management:

    • Manage warehouse in Damboa and follow IMC standard warehouse management policy.
    • Keep the record updated and accurate for any incoming and outgoing stock movement.
    • Prepare and share the warehouse report monthly basis to Supply China Manager for further review.
    • Ensure the warehouse spot check and physical verification is done in a regular basis.
    • Keep the warehouse clean, organized and equipped with necessary safety equipment.
    • Regularly follow up with respective programme to ensure the items are dispatched following distribution plana and ensure zero expiration of stocks or zero balance of closing stocks by distribution on time.
    • Ensure proper management of pharma/medical stocks ensuring cold chain process.
    • Do regular consultation with Supply Chain Coordinator and follow instruction accordingly.

    • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

    Education and Qualification:

    • Professional qualification in Supply Chain Management (MCIPS, CILM or equivalent) will be an added advantage
    • At least three years’ practical field operations experience in Logistics Management with an international NGO in emergency.

    SKILLS AND COMPETENCE:

    • Good command of English. Proven ability to communicate effectively internally and externally, both orally and in writing

    Procurement Officer

    Procurement Officer to be based Maiduguri

    Position: Nigerian nationals only

     Job Summary:

    To provide quality logistic support for all IMC project sites in Nigeria and to work with other members of the logistics team to develop and implement efficient logistical support systems for International Medical Corps (IMC) in a complex operation.

    Dimensions:

    • Managing/supervising resources within defined boundaries, which includes people and assets.
    • Providing professional procurement and logistics guidance and advice to managers as related to their programs.
    • Participates in the development of procurement plans, strategy and supports operational implementation.
    • Develops solutions to diverse and complex problems within organizational policy.
    • Interprets and applies operational and specialist information in a variety of formats and from a variety of sources.
    • Flexibility to anticipate and resolve challenges within organizational or divisional parameters, with moderate scope.
    • Contribute to and provide guidance in operational planning.
    • Ensure Health and Safety procedures are followed at all IMC sites.
    • Continue to support security risk assessments and support the development of appropriate security plans in a complex and fast changing environment as related to logistics and procurement.

    Main Responsibilities

    Procurement

    • Audit all requisitions and provide timely feedback to requesters regarding accuracy and processing status.
    • Coordinate all local and international purchases to ensure compliance to policy and international customs regulations.
    • Work closely with the Procurement Manager to identify new sources of procurement in a proactive manner or according to specific requests by comparing the country database with the regional database to identify the most cost effective purchasing routes to meet programmes needs on time and with the specified quality.
    • Ensure that complete requisitions are addressed within 24 hours (forward to other supply centers, request for quote etc.).
    • Coordinate communication with the field offices and provide technical advice on supply policies.
    • Timely follow through on purchasing schedules ensuring that the correct procedures are applied in the purchase of the goods and services and proper documentation trail is maintained.
    • Ensure the constant update of procurement tracking sheet; report to managers on a weekly base.
    • Source for quotations, compile Comparative Bid Analysis, and award to successful supplier following IMC policy and best practice of Value for Money principles. Seek relevant approvals where necessary.
    • Undertake tender process for purchases that meet threshold following IMC guidelines.
    • Prepare and send POs to suppliers and ensure acknowledgement of receipt and confirmation on delivery dates. 
    • Liaise with Warehouse Officer for the issuing of GRNs upon receipt of delivery notes and goods.
    • Follow-up on waybills with the consignee in country to ensure that deliveries are confirmed.
    • Responsible for ensuring maintenance of accurate procurement files (both manual and electronic).
    • Manage staff under his/her supervision according to performance management principles and in line with IMC performance management procedures.
    • Contribute to recruitment process; review and assist in revision of relevant job description(s).
    • Willingness to travel to project sites in country to provider technical advice, support and training.
    • Any additional responsibilities as assigned by the line manager.

    Contract and Supplier Management

    • Under the Supervision of the Procurement Manager, participate in the review of all commonly procured services and goods and seek to establish Framework agreement to increase operational efficiency.
    • Maintain and update an active contract register.
    • Produce and distribute award and rejection letters.
    • Review and confirm legal requirements and negotiations for office purchase.
    • Under the guidance of the Supply Chain Manager, Conduct Market surveys, update, and maintain an active vendor list. 
    • Conduct Vendors Performance reviews and background checks periodically for cost effectiveness and quality.
    • Participate in supplier selection ensuring that suppliers are selected taking into account both business requirements-quality, cost, delivery etc. - and ethical standards including business ethics (specifically prevention of fraud), labour and other human rights and environmental standards.

    Creditor’s reconciliation

    • Manage supplier relations and reconcile any change of payment terms compared to those noted in the Contracts (i.e. due to partial supply of goods or other valid reasons).
    • Manage and ensure that the chain of custody of all supplier documents is clear, consistent and easily tracked and that supplier documents are not misplaced or lost (for example: leases, especially where houses have changed ownership; office service charges, etc.).
    • Ensure quick follow up of payments for supplies/services to manage accruals and cash flow effectively
    • Compile invoices, delivery notes, GRNs and other receipt documents and submit them to facilitate invoice processing for purchases.
    • Maintain an active register of document’s movements to other departments.

    Reporting:

    • Prepare weekly status updates (procurement tracking sheet).
    • Prepare and submit monthly procurement expenditure and narrative report.

    Food Security and Livelihood Assistant

    Position: Nigerian nationals only

     Job Summary:

    The selected candidate(s) will work as part of the core team implementing daily food distribution and all activities at food distribution points. This will include activities during the General Food Distribution in-kind and cash-based transfers to IDPs and host communities and any other livelihood activities implemented within the program areas in Borno State.

    RESPONSIBILITIES

    1: Implementation of Programs Activities

    • Work with M&E and data clerks to conduct beneficiary registration and update the register with new arrivals and exits regularly.
    • Compile and timely submit the food requests to WFP logistics and program unit.
    • Conduct beneficiary sensitization on- food rations, cash entitlement, distribution days, distribution points, beneficiary rights, etc.
    • Maintain open line of communication with the beneficiaries to obtain feedback and complaints and pass them on to the CFM Assistant or appropriate authority.
    • Conduct beneficiary verification, validation and registration on distribution days.
    • Identify and prioritize vulnerable people on distribution days with support from the Project Management Committee (PMC) members.
    • Update and reconcile stock issues against the distribution list after every distribution.
    • Disseminate findings from Post Distribution Monitoring (PDM) conducted to the beneficiaries.
    • Coordinate the food committee and SEMA/NEMA officials in the implementation of program activities and engage them in meetings to discuss program related issues.
    • Work with the security manager to ensure effective crowd control and safety of beneficiaries and staff at the distribution points.
    • Work with team leaders to organize vehicles and materials required for food and cash distributions and any other program materials needed.
    • Send timely reports to the team leaders about food received, suspected or confirmed losses or damages
    • Supervise and coordinate the casual workers, transporters and other team members to ensure effective distribution.
    • Ensure cases that have been referred by the CFM, protection officers or other actors that need food or cash assistance are addressed accordingly.
    • Any other duties that may be assigned from time to time by supervisors.

    Nutrition Program Officer

    Nutrition Program Officer to be based in Damboa

    Position: Nigerian nationals only

     Job Summary:

    The primary functions of the Nutrition officer is to provide leadership and overall day to day management of all Nutrition Food Security programming at duty designation and state, participate in defining intervention priorities, develop necessary contacts and relationships with government, non-government, donors and UN agencies at the field level; Contribute to the development of strategies and manage existing programs and resources, and provide day to day supervision, management and coaching to a wide team of Nutrition Food Security in the operation areas. Ensure that International Medical Corps program is delivering the highest level of quality of nutrition services in line with national and international guideline.

    RESPONSIBILITIES

    • Effective implementation of IMC’s Emergency Nutrition Projects within the frame work of pertinent national policy, strategy and guidelines.
    • Ensure observance, respect the dignity of beneficiaries and members of the community at all times
    • Participate in any nutrition sector-specific assessments and make technical recommendations for appropriate activities, both for initial disaster response phase and for longer-term disaster risk reduction and transition phase.
    • Determine the cause of malnutrition in the emergency response and formulate appropriate responses that will address the cause.
    • Assess the immediate lifesaving nutrition interventions needed (such as CMAM) in addition to the prevention activities (ENA, IFE, BSFP and TSFP) that need to be implemented at the same time.
    • Provide direct hands-on technical support to Nutrition Program Assistants and IMC partners to effectively and innovatively manage emergency nutrition projects with focus on key technical areas.
    • Ensure that emergency nutrition and related projects are technically sound, environmentally friendly, socially and cultural acceptable.
    • Actively represent International Medical Corps in nutrition sector discussions and activities, serve as an International Medical Corps nutrition sector resource person, and display technical and organizational leadership in sectorial activity commensurate with the role as a primary resource person for International Medical Corps in your working areas.
    • Manage International Medical Corps’ nutrition response and recovery activities across a wide range of actors within International Medical Corps, donors, host governments, UN and NGO partners to ensure consistency of programming.
    • Strong negotiation skill with the partners, host community and government officials.
    • Actively participate and represent IMC in State and LGA nutrition CMAM Cluster meetings.
    • Assist in development of, or provide technical review for, emergency response proposals to be submitted by International Medical Corps to ensure that proposed activities and programs align with best practice in the nutrition sector. As appropriate, suggest new developments in the nutrition sector to International Medical Corps programming.
    • Be fully aware of national policies, strategies and other initiatives and developments by government and other stakeholders in the area of nutrition. Regularly assess the implications for IMC’s program and priorities of any changes in the operating environment in this sector and report on these to the Program Manager and Nutrition Coordinator as required.
    • Actively participate in surveys done at the Community level (KAP, SMART, Causal Analysis, Barriers, Coverage, JANFSA, ENNA).
    • Ensure development of core skills and competencies in Nutrition and Food Security among IMC staff in the project offices.
    • Provide technical support and training where required to all team members and partners.
    • Build the capacity of Technical, Community Health Volunteers (CHVs), Community Nutrition Mobilizers (CNMs) and committees to deliver quality service and undertake participatory monitoring of the implementation of the project works and record lessons learned and reports.
    • Prepare weekly, monthly, quarterly and annual reports to donors, line departments and sectors.
    • Strengthen partnerships, institutional linkages and working relationships.

    Other duties as assigned.

    • Significant experience on community management of acute malnutrition and Infant feeding in Emergency in host communities/ IDP camp setting.
    • Understanding of nutritional surveillance and information systems.
    • Proven ability and experience in planning and conducting formal training session on nutrition including CMAM and IYCF.
    • Proven capacity to supervise, train and coach local staff and community workers.
    • Excellent communication skills and a willingness to be respectful, kind, sensitive and empathize with children and their care givers.
    • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions.
    • Ability to deal with relations with local authorities as a Nutrition representative of IMC in the working areas.
    • Ability to integrate into the local environment including awareness of political, religious and economic aspects of the community.
    • Excellent inter and intra personal skills to ensure consistent positive relations with key stakeholders.
    • Strong report writing and computer skills.
    • Fluent in written and spoken English and Hausa.
    • Commitment to and understanding of IMC’s aims, values and principles.

    Key Competencies:
