    Field Security Officer

    CTG overview

    Overview of position    

    • The Field Security Officer (FSO) will be one member of a team of three providing 24 / 7 coverage in an operations centre environment in Maiduguri, Borno. Working in a team, you will be responsible for protecting & maintaining the Duty of Care (DoC) for CTG staff working across the BAY states & beyond. You will assume the first line of defence by monitoring threats & vulnerabilities that may arise.
    • You will be required to write reports & brief your incoming FSO on issues & events that may have occurred during your shift.
    • Under the guidance of the Senior Field Security Officer, you will also be responsible for drafting SOPs, delivering briefings on evacuation plans, delivering security briefings & investigating & reporting on incidents that may occur at work or that may affect our staff members’ wellbeing.
    • You will be required to attend meetings & build security networks.

    Role objectives    

    • Under the supervision of the Senior Field Security Officer / Country Manager, you are responsible to:
    • Maintain an updated list of all staff in the country including all the details of visiting staff & consultants.
    • Ensure that staff members are kept informed of matters affecting their safety & security & making appropriate arrangement for briefing newly arrived consultants, this may be done face to face or over MS Teams.
    • Establish security coordination / liaison with the local security authorities & develop good contacts with national law enforcement agencies, with a view to obtain the best possible protection for staff members deployed in the country as well as those on mission. These contacts will be documented in a contact database.
    • Monitors both land & air emergency evacuation capability, assist, conduct of evacuation exercises in case required.
    • Assists in the evaluation accessible areas, maintain tracking systems & assist in the coordination of a 24 hour emergency response system.
    • Assist, prepare & maintain an updated security plan including contingency plans for the team in accordance with security SOPs.
    • Maintains continuing lines of communication with Security / Country Manager & other senior management members.
    • Assists Security / Country Manager in briefing on the status, activity & requirements that may newly arise.
    • Ensures that fire prevention devices & fire fighting equipment are available on the premises.
    • Maintains fire evacuation plan & conducts fire drills & training as necessary.
    • Conducts routine security inspections of hotels & work places, taxi & car hire companies, airlines, road routes, field locations.
    • May be required to supervise security guards which could involve delivering training to increase their professional abilities.

    Project reporting    

    • This role reports to the Security / Country Manager.

    Key competencies    

    • Bachelor's in a relevant discipline with with 5 years of relevant work experience in Borno is required & / or a certificate in security or related field would be considered an asset for this role.
    • Must be fluent in English, Hausa & Kanuri.
    • Excellent writing & analytical skills.
    • Ability to write detailed reports, use mapping software, use presentation software, advanced excel skills.
    • Some knowledge of security management is essential for this role.
    • Knowledge, understanding & ability to manage security challenges in post conflict environment.

    HPV Rollout Adolescent Health Consultant

    Overview of position    

    • Assist state health authorities & stakeholders for the rollout of the HPV vaccine in Nigeria focusing on micro planning, school girls & out of school girls engagement, community engagement & demand creation.

    Role objectives    

    • Support state, LGA & ward level microplanning for adolescent, school girl, out of school girl inclusion, mobilization & community engagement & demand generation for HPV vaccine roll out.
    • Support the states, LGAs to integrate adolescent girl centered approaches for the planning of demand generation activities for the introduction of HPV.
    • Support the state, LGA & ward communication & community mobilization teams to implement an evidence based, integrated adolescent, demand generation & mobilization plan.
    • Support the state working groups & teams for HPV campaign to support the development of adolescent friendly social media messages.
    • Support identification & coordination of state level & LGA level stakeholders (education, women affairs, NGOs, faith based, youth etc.) for community engagement, mobilization, mapping of adolescent friendly platforms, networks & enumeration of eligible girls in & out of school.
    • Support the LGA team to Identify facilities & map catchment areas for facility led community outreaches (hub & spoke model).
    • Work with & mobilize Adolescent & Young People (AYP) platforms at state levels to ensure meaningful engagement of AYP to mobilize & create demand for the HPV vaccine.
    • Support integration of the HPV campaign into multimedia campaigns initiated by our client (especially leveraging YAaHNaija, U Report & Genu platforms) with state government teams as directed by the immunization / adolescent team leads at the national & field offices.
    • Provide technical guidance to the states & LGAs in development / review & dissemination of messages & materials & ensure they are AYP friendly, gender sensitive & culturally acceptable.
    • Facilitate capacity building of various stakeholders in the states on the roll out adolescent friendly messages & activities for the successful implementation of the HPV campaign.
    • Support design & implementation of a knowledge management plan for innovative documentation & reporting of every stage of the campaign, including dashboards, infographics, human interest stories etc.
    • Provide technical assistance to the state communication / social mobilization technical working groups on updating the weekly dashboard.
    • Provide updates to NTWG, our clients field & country offices by completing daily & weekly updates through the field offices & providing any other updates on request.
    • Support the state in the conduct of social media listening at the LGA & community levels.
    • Support the development of state specific proposal for the ACSM activity, monitor & track release of funding for the HPV rollout at the LGAs & ward levels.
    • Provide technical support for capacity building of HCWs at the state, LGAs & ward level levels on community engagement activity for the HPV introduction campaign.
    • Attend communication & community mobilization meetings & workshops as directed by supervisors, HPV STWG & as required by the state teams.
    • Support state in the debunk of rumor & misinformation on HPV vaccine introduction.
    • Carry out any other duties in support of our client led health interventions as assigned by supervisors or authority of their field office.

    Deliverables:

    • Submit a work plan at the beginning of each month to the supervisor including the plans for activities & travel if there is any.
    • Compiled ward & LGA micro plan for adolescent mobilization & the advocacy communication & social mobilization plan for the HPV introduction & submit to FO & national supervisors.
    • Mapping the state level & LGA level stakeholders (education, women affairs, NGOs, faith based, youth etc.) for community engagement, mobilization, mapping of adolescent friendly platforms, networks & enumeration of eligible girls in & out of school.
    • Development of innovative IEC materials for mobilization of Adolescent & Young People (AYP) platforms, community engagement in support from the FO & national team & its field testing and dissemination.
    • Weekly / monthly social media & rumour listening report AYP concerns & community perception for the HPV vaccines & address rumours in the communities.
    • Conduct training of AYP friendly platforms, state managers, LGA Managers & stakeholders towards community mobilization & demand generation for HPV vaccines.
    • Conduct training of vaccination teams & social mobilizers / town announcers on ACSM & demand generation for HPV vaccine rollout.
    • Develop technical guidance in the design, review & dissemination of messages & materials & ensure they are AYP friendly, gender sensitive & culturally acceptable in support from field office & national supervisors.
    • ACSM dashboard update monthly / weekly for preimplementation & implementation activities.
    • Monitor & supervise the vaccination teams especially the social mobilization & demand generation activities at pre implementation & post implementation periods.
    • Submit a monthly report & any other deliverable requested by the field offices & the country office.

    Project reporting    

    • This role reports to the respective State Immunization / Health Specialists.

    Key competencies    

    • Bachelor’s degree in social & behavioral sciences, sociology, public health, adolescent health, anthropology, psychology, mass communication, development communication or another relevant technical field.
    • Fluency in English (minimal) & knowledge of any of the 3 major Nigerian languages is an added advantage.
    • At least 3 years progressively professional work experience with at least 1 year at providing technical support in the area social behavioral communication approaches & demonstrated ability to apply them in participatory processes, planning.
    • Proven experience in the adolescent health concerns / health seeking behavior in the community & innovative engagement with adolescent platforms towards mobilization them toward seeking health services.
    • Proven experience in health / immunization campaign advocacy, social mobilization & demand generation including human centered design.
    • Proven experience in ACSM capacity development & skills in effectively packaging & communicating ACSM / SBC related data & results.
