    Community Development Plan (CDP) Facilitators

    Objective of the Position:

    • The Community Development Plan (CDP) Facilitator will play a key role is to supporting the delivery of inclusive, participatory planning sessions that empower all segments of the community to actively engage in the development of the community development plan at the ward-level. The facilitator will ensure that voices from marginalized and diverse groups, such as women, PWDs, the elderly, and illiterate community members, are meaningfully included. Through collaboration with staff and LGA facilitation teams, the facilitator will guide dialogue-based sessions, coordinate with rapporteurs to document outcomes accurately, and support the creation and validation of comprehensive Community Development Plans that reflect the priorities and realities of the communities served.

    Roles and Responsibilities of a CDP Facilitator:

    • Facilitate Community Development Plan (CDP) sessions using inclusive, participatory methods such as town-hall meetings and dialogue forums.
    • Ensure all community members, especially semi-literates, illiterates, the elderly, PWDs, and the poor, can participate meaningfully.
    • Employ locally relevant tools like playlets in local languages to help participants understand the planning process.
    • Work in collaboration with Lead facilitators, Local Government Coordination Committee facilitation sub-teams.
    • Coordinate with a lead facilitator to co-facilitate sessions.
    • Guide discussions that feed into the creation of the Community Development Plan.
    • Ensure community input is collected, synthesized, and documented accurately for validation and integration into the LGA Community Development Plan.
    • Ensure representation of all community groups, including women (with at least 50% representation), PWDs, youth, traditional leaders, and faith-based organizations.
    • Encourage equal participation from all demographic segments.
    • Facilitate conversations around core themes, such as: Participatory development planning principles, Stakeholder roles and shared responsibilities, Community challenges and root causes, Solution definition and resource identification, and the importance of inclusive development approaches.
    • Support the formation of the Ward Development Support Committees (WDSCs) during sessions.
    • Allow LGA facilitation teams to lead while providing support and supervision as needed.
    • Work alongside rapporteurs to ensure accurate documentation and harmonization of outputs.
    • Collaborate with third-party facilitators from CRUDAN under Oxfam’s guidance.

    Education/Knowledge & Experience:

    • Bachelor’s degree in agriculture, Development Studies, Economics, or a related field
    • Excellent analytical and critical thinking ability.
    • Proven experience in community facilitation or participatory development.
    • Strong skills in community mobilization and engagement, facilitation, presentation to a wide range of stakeholders, and effective communication
    • Experience and ability to work well within a team to achieve and deliver results.
    • Ability to work effectively with others, persuading, influencing, negotiating, and supporting, following as required to achieve targets
    • Ability to manage competing tasks; ability to prioritize and produce high-level output consistently.
    • Strong analytical skills and experience using a computerized information management system (Ms. Word, Excel etc.)

    Community Development Plan (CDP) Rapporteurs

    Objective of the Position:

    • The Rapporteur plays a key role in ensuring accurate, inclusive, and comprehensive documentation of Community Development Plan (CDP) sessions by capturing community inputs, synthesizing key discussions, and supporting the preparation of development plans that reflect the voices and priorities of all demographic groups. This role plays a critical part in translating participatory dialogues into actionable and validated community development strategies that align with CEPP guidelines and are suitable for integration into Local Government Area (LGA) plans.

    Roles and Responsibilities of a Rapporteur:

    • Accurately capture and record key points, community inputs, and outcomes from the CDP sessions, ensuring all voices are reflected, especially those from marginalized groups such as PWDs, women, the elderly, and illiterate or semi-literate participants.
    • Lead the preparation of the Community Development Plans (CDP) by synthesizing information gathered during sessions, drafting coherent and comprehensive reports, and ensuring consistency and alignment with CEPP implementation guidelines.
    • Collaborate with facilitators and other session stakeholders to consolidate data and feedback from various wards into unified and actionable development plans.
    • Assist in finalizing documents for submission for validation and subsequent integration into the LG Community Development Plan.
    • Tailor reports and documentation to reflect the inclusive nature of the sessions, making sure that the needs and contributions of all demographic segments, including women (with at least 50% representation), PWDs, and youth, are represented.
    • Provide technical support to facilitators by capturing real-time discussions and helping transform raw session data into structured outputs.
    • Ensure that all reports are impartial, fact-based, and present a balanced representation of community perspectives.

    Education/Knowledge & Experience:

    • A bachelor’s degree in Social Sciences, Development Studies, Communications, Public Administration, or a related field.
    • Proven experience in report writing, documentation, and synthesis of community engagement or participatory development processes.
    • Excellent written and verbal communication skills in English; knowledge of local languages is a strong asset.
    • Strong analytical and critical thinking abilities with attention to detail and accuracy.
    • Demonstrated ability to work inclusively with diverse groups, including women, persons with disabilities (PWDs), the elderly, and semi-/illiterate populations.
    • Proficiency in Microsoft Office tools (Word, Excel, PowerPoint) and other data documentation platforms.
    • Experience working with NGOs, CSOs, or community-based organizations on development or governance-related projects is desirable.
    • Ability to manage multiple tasks and meet deadlines while maintaining high-quality outputs.
