    Finance Assistant

    Context

    • Nigeria continues to experience high internal and external migration due to the size of its population, economic climate, as well as its porous borders.
    • The Government of Nigeria has continued to give more attention to migration management as is evidenced by the additional responsibilities given to the National Commission for Refugees (NCFR) in 2009 to oversee issues relating to migration and IDPs, ongoing dialogue with the European Union, the planned projects under the 10th National European Union Development Fund (EDF) and the recent appointment of a Senior Special Assistant to the President on Diaspora Affairs.
    • Since 2002, based on a Cooperation Agreement, IOM has been supporting the efforts of the Government of Nigeria to manage migration through capacity-building, advisory services, and technical assistance on migration matters, including migration health and information, assisted voluntary returns, and counter-trafficking.
    • Strong collaboration has been established with national migration stakeholders in order to enhance border management, fight trafficking in persons, reduce irregular migration, and mainstream migration in the country’s development plans.

    Working under the overall supervision of the Resource Management Officer and under the direct supervision of the Senior Finance Assistant, the candidate will carry out the following responsibilities:

    Core Functions / Responsibilities
    Assist with day-to-day finance activities:

    • Treasury:
      • Support in timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements.
      • Enter payments, receipts and non-cash vouchers in SAP accounting system.
      • Ensure all supporting documentation and signatures are obtained before finalizing vouchers.
      • Maintain the Petty Cash account of the Mission.
      • Support the Head of Finance to maintain appropriate internal controls to safeguard the assets, control cash and prevent fraud.
      • Support with the maintenance of an effective banking system in the mission including the sub-offices.
      • Primary contact with the local bank management in Lagos and the sub-offices on routine operational matters including negotiation of exchange rate on currency conversion.
      • Participate in preparation of funding requests for the mission and ensure that sufficient funds are available locally.
    • General:
      • Prepare monthly accounting returns package to be sent to HQ & regional offices.
      • Recommend improvements to internal controls to improve operational efficiencies.
      • Maintains appropriate financial filing system.
      • Maintain files of all financial instructions/guidelines issued as reference for completion of work assignments.
    • Collate Request for Payment (RFP) and other finance documents sent from sub-offices for further processing
    • Prepare basic finance documents for payments and ensure relevant supporting documents are attached.
    • Verify invoices and expense claims, and ascertain that the equipment, supplies, or services they refer to are duly received or provided before payment is made.
    • Maintain a proper filing system of all approved vouchers and relevant financial documents.
    • Ensure all supporting documentation and signatures are obtained before finalizing vouchers.
    • Bring to the attention of the supervisor any relevant financial, budgetary, and administrative issues.
    • Perform such other duties as may be assigned Coordinate with other colleagues involved in the verification of daily payment and come with a consolidated report of daily payment verification at the end of each day’s payment verification exercise.
    • Attend to other responsibilities that may be assigned within the unit.

    Requirements
    Education:

    • University Degree / Certificate in Accounting, Finance, Economics, Business Administration, or other related discipline

    Experience:

    • Minimum of two (2) years, relevant progressive experience post-NYSC.
    • Good knowledge of basic accounting: revenue recognition, historical cost principle, cash and accrual accounting, bank reconciliation.
    • Good knowledge of archiving and document management system is an advantage.
    • Demonstrated proficiency in Microsoft Office applications especially Excel, Word, and SharePoint.
    • Proven ability to establish and maintain strong working relationship with people.
    • Previous work experience in international organizations and companies would be an advantage, preferably within the United Nations or within the international humanitarian.
    • Experience of working with international humanitarian organizations, in a multi-cultural setting is an advantage.

    Languages:

    Nursing Assistant

    • Under the overall supervision of the Chief Nurse and the direct supervision of the Senior Migration Health Nurse, the successful candidate will be responsible for the following duties and responsibilities in relation to the Migration Health Assessment Centre (MHAC) in Nigeria.

    Core Functions / Responsibilities
    Provide general assistance with the daily nursing activities in the Migration Health Assessment Clinic (MHAC) to fulfil the technical requirements of the resettlement countries in the areas of:

    • Medical examinations:
      • Such as checking vital signs, weight, height, visual acuity;
      • Blood, urine, or sputum collection as required.
      • Assisting as Chaperone and medical Counselling
    • Support in TB management; Directly Observed Treatment Short Course (DOTS);
    • Support Infection prevention and control mechanisms;
    • upport pre-departure procedures and medical movements
    • Support documentation, certification and information transmission
    • Transport of samples to the laboratory in a proper and safe manner
    • Liaise with the laboratory, receive results and reports in a timely manner; and,
    • Other technical areas as may be required.
    • Provide support and general information to the migrants and/or refugees in relation to:
      • The migration health assessment, specially focusing on Chest Xray, Immunization and sputum testing for those requiring it; and,
      • Treatments and referrals.
    • Support Nurses with proper identification and follow up by:
      • Comprehensive history taking
      • Accurate and thorough Biodata collection
      • Ensuring ID verification for each step of the health assessment process; and,
      • Keeping a register of applicants who undergo health investigations and testing.
    • Follow the Health Assessment Programmes’ check lists and Standard Operating Procedures (SOP’s) and maintain standard universal precautions within MHAC.
    • Assist Nurses in medical emergency management as well as with chronic case management and related procedures.
    • Arrange for specialist consultations and ensure receipt of specialist reports as assigned.
    • Support proper and accurate record keeping of applicants throughout the migration health assessment process, including uploading medical reports on the required databases.
    • Perform national medical escort duties when required to ensure migrants receive continued care throughout all phases of migration (before departure, during the journey and at the final destination).
    • Assist the team with checking medical invoices.
    • Prepare list of medical drugs and supplies for ordering as requested by the Migration Health Physician or Migration Health Nurse, assist in inventory taking, confirm and receive ordered drugs and supplies; all in close coordination with the administrative and finance teams.
    • Perform other duties as may be assigned.

    Requirements
    Education:

    • Diploma in Nursing, with at least three years of relevant work experience; or,
    • Desirable: Bachelor’s Degree in Nursing from accredited institution with one-year relevant work experience required.

    Experience:

    • Training or working experience in the areas of Tuberculosis management, immunizations, mental health, communicable diseases, laboratory testing or public health is an advantage
    • Experience in working in an international organization.
    • Experience in working in a fast-paced environment.

    Junior Database Assistant

    Senior Project Assistant (Construction)

    Context

    • Under the overall supervision of the Senior Programme Manager Immigration and Border Management (IBM) and direct supervision of the National Programme Officer (IBM/NBIC/IM) and, in collaboration with relevant sub-units (TSI, IBM, MIDAS, and ELBDS), the successful candidate will be responsible and accountable for providing site assessments, construction implementation and technical services in accordance with IOM’s regulations, rules and procedures.

    Core Functions / Responsibilities

    • Support Programme Manager/Officer in the implementation of projects according to IOM strategy
    • Provide support to both project development and project implementation.
    • Monitor financial, administrative, and technical aspects, in line with IOM’s policies and procedures as well as donor requirements.
    • Carry out field visits to project sites to monitor repair and maintenance works, propose and implement necessary measures for rectification and achievement of standard quality of repair and maintenance of infrastructure.
    • Conduct site assessments, provide technical detailing and develop schedules for construction projects
    • Liaise with the Works department of Partners and suggest sustainable solutions to infrastructural gaps.
    • Provide support in formulating bills of quantities and preparing Purchase Requests along with necessary follow-ups.
    • Monitor specific aspects of project implementation, identify and propose actions to expedite the delivery of inputs.
    • Participate in the tender evaluation process including assessment of bidders’ qualifications, competency, and experience, and in analyzing and reviewing the quoted unit rates specifications against IOM-prepared cost estimates.
    • Provide support on solar structures and collaborate with solar and ICT installation
    • Work with experts, consultants, and other project participants to ensure that logistical arrangements and internal procedures for monitoring and reporting are well understood and implemented.

    Required Qualifications and Experience
    Education:

    • Completed University Degree in Civil Engineering, Architecture, Building Technology or a similar field with four years of relevant experience or Higher Diploma in the above-mentioned fields will be an advantage.

    Experience:

    • Experience in building structural design, computer-aided design, GIS, AutoCAD, and other related software
    • Experience and ability to produce and/or check the drawings including but not limited to site plans, architectural drawings and technical drawings, cost estimation, BOQ and other plans which may be presented by prospective vendors
    • Experience in working in international organizations, governmental institutions, and/or aid organizations an asset.
    • Experience in working with government authorities in Nigeria is an asset.

    Information Management Assistant
