    Evaluation / Data Specialist - Election Portfolio Performance Evaluation

    Position Description:

    • Navanti is seeking an Evaluation/Data Specialist who will be responsible for the overall design of data collection tools and procedures, lead training of research assistants, manage and analyze both qualitative and quantitative data collected from the field.
    • Under the technical leadership of the MEL Support Activity, the Evaluation/Data Specialist will work alongside four other team members on the evaluation.

    Responsibilities:

    The evaluation/data specialist must demonstrate experience in organizational capacity building/assessment required. S/he must demonstrate strong experience with data collection procedures, surveys, interview guides and analysis of data. The evaluation/data specialist is expected to:

    • Design the data collection instruments and ensure it addresses all evaluation objectives.
    • Collect, analyze, and interpret data using both qualitative and quantitative methods.
    • Analyze data sets using statistical methods and relational databases.
    • Support in preparing reports of research findings.
    • Work with the team leader in planning, developing, coordinating, and administering research tools.
    • Perform quality assurance reviews of both quantitative and qualitative data.
    • Support the team leader in writing or editing technical reports and summaries of findings.
    • Work with the team leader to perform desk review and identify additional information required for analysis.
    • Work with the Team Leader in preparation and presentation of the In-brief and Out-brief to USAID/Nigeria and other stakeholders as requested.
    • Support the team leader to develop the draft Evaluation report with support from the team members, taking into consideration feedback from the Out-brief presentation.
    • Work with the team leader to respond to USAID comments on the draft report, incorporate USAID/Nigeria staff comments into the final version of the report and finalize the report.
    • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other's areas of expertise.

    Qualifications:

    The candidate is expected to have the following qualifications:

    • A minimum of eight years of experience in program evaluation design, data management and analysis, computer science or a similar role.
    • Strong experience in designing qualitative and quantitative data collection tools
    • Advanced degree in statistics, mathematics, engineering, data science or related field.
    • Experience with qualitative and quantitative research methods.
    • Strong analytical skills and attention to detail.
    • Excellent written and verbal communication skills.
    • Ability to work independently and as part of a team.
    • Knowledge of statistical software programs, such as SPSS or STATA.
    • Previous experience as evaluation specialist on governance/democracy sector evaluations, assessments, and research studies. USAID evaluation experience strongly preferred.

    Nigeria Democracy and Election Specialist - Election Portfolio Performance Evaluation

    Position Description:

    • Navanti is seeking a Nigeria Democracy and Election Specialist to provide technical support for the evaluation in areas assessing electoral process strengthening and Nigerian democracy, including knowledge of the relationship between civil society and government, and strengths and challenges around democracy in Nigeria.
    • Under the technical leadership of the MEL Support Activity, The Nigeria democracy and election specialist will be working alongside four evaluation team members.

    Responsibilities:

    The Nigeria democracy and election specialist is expected to:

    • Conduct desk review of the portfolio and support Nigeria's election and democracy contextual understanding of the evaluation.
    • Coordinate with the team leader and other team members to develop an evaluation work plan, identify key stakeholders, and conduct interviews.
    • Work with the team leader to perform desk review and identify additional information about Nigeria's electoral processes required for analysis.
    • Work with the evaluation specialist to design the data collection instruments and ensure it addresses all evaluation objectives.
    • Work with the team leader in planning, developing, coordinating, and administering research tools.

    • Advanced graduate degree in a relevant field: political science measurement and evaluation, international development, or related fields.
    • Contextual experience working in the Nigerian civil society or political science sector is required, work outside the Nigerian context will be an added advantage.
    • Excellent ability to communicate in English, both verbally and in writing
    • Previous experience as an election and/or governance specialist on election/governance evaluations, assessments, and research studies.
    • Understanding of USAID evaluation experience is strongly preferred

    Citizens Observation/Participation (Research and Technical) Expert - Election Portfolio Performance Evaluation

    Position Description:

    • Navanti is seeking a Citizens Observation/Participation (Research and Technical) Expert to provide a detailed context analysis of the citizens' group election observation efforts in Nigeria and its efficacy in engendering credibility and integrity of electoral outcomes.
    • The expert is also expected to have experience working with vulnerable people and persons with disabilities - drawing experience from them around the Nigeria electoral process. Under the technical leadership of the MEL Support Activity, the Citizens' Observation/Participation (Research and Technical) Expert will work alongside four evaluation team members.

    Media Expert - Election Portfolio Performance Evaluation

    Position Description:

    • Navanti is seeking a Media Expert to support the evaluation team in assessing how radio messaging under the SEED Activity influenced listeners' perceptions and attitudes towards participation of marginalized groups in Nigeria’s elections and politics.
    • The candidate is expected to identify other methodologies for assessing the effectiveness of radio programming on voters and civic participation in Nigeria. Under the technical leadership of the MEL Support Activity, the Media Expert will work alongside four evaluation team members.

    • Coordinate with the team leader and other team members to develop an evaluation work plan, especially on how to measure the effectiveness of the radio programs, identify key stakeholders, and conduct interviews.
    • Work with the team leader to perform desk review and identify additional information about citizens' sensitization using radio and other communication channels.
    • Work with the evaluation specialist to design the data collection instruments and ensure it addresses all evaluation objectives.
    • Work with the team leader in planning, developing, coordinating, and administering research tools.
    • Interpret and analyze qualitative and quantitative data.
    • Work with the team leader and other team members in preparing reports.

    Team Leader - Election Portfolio Performance Evaluation

    Position Description:

    • Navanti is seeking an International Team Leader who will be responsible for the overall management of the evaluation team’s effort and ensuring a rigorous and high-quality evaluation. Under the technical leadership of the MEL Support Activity, the team leader will be working alongside four national team members.
    • The team leader will consult with and facilitate input from all team members throughout the evaluation.

    Responsibilities:

    The Team Leader will be responsible for the overall management of the evaluation. S/he will be the primary person responsible for ensuring a rigorous and high-quality evaluation design. The Team Leader will develop the outline for the draft report, present the report, and after incorporating USAID/Nigeria staff feedback/comments, submit the final report to USAID/Nigeria through the MEL Support Activity within the prescribed timeline.

    The Team Leader is also expected to:

    • Oversee and lead major evaluation activities, including the evaluation design, methodology development of instruments, data collection, synthesis of data, presentations, and preparation of final report with team contributions.
    • Provide leadership for the team and coordinate activities as necessary.
    • Coordinate with MELSA and USAID/Nigeria weekly on the evaluation process.
    • Oversee the work plan development and ensure all team members are contributing expertise and technical inputs.
    • Perform desk review and identify additional information required for analysis.
    • Schedule and interview key stakeholders and beneficiaries.
    • Coordinate team's ongoing analysis of qualitative and quantitative data.
    • Lead the preparation and presentation of the In-brief and Out-brief to USAID/Nigeria and other stakeholders as requested.
    • Write the draft Evaluation report with support from the team members, taking into consideration feedback from the Out-brief presentation.
    • Respond to USAID comments on the draft report, incorporate USAID/Nigeria staff comments into the final version of the report, and finalize the report.
    • Present evaluation results to diverse audiences according to USAID standard reporting.
    • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other's areas of expertise.

    Qualifications:

    The candidate is expected to have the following qualifications:

    • A minimum of a master’s degree (doctorate preferred) in a relevant field: political science, measurement and evaluation, international development, or related fields.
    • Minimum of ten years of professional experience in governance space with clear understanding of Nigerian democracy and elections. This could be through academia, civil society, or the international community.
    • Demonstrated experience in performance evaluation of USAID interventions.
    • Experience in preparing persuasive technical reports and making verbal presentations, explaining issues clearly and concisely.
    • Required oral and written communication and presentation skills in English.
    • Demonstrated experience in collaborating across projects stakeholder groups and donor projects.
    • Experience/background in USAID’s cross-cutting program priorities, such as gender equality, inclusion, and diversity.
    • Experience leading a team of evaluators.
